सं. 2 ( 10)/06/लोउवि- मजूरी कक्ष. भारत सरकार विगत कुछ समय से सरकारी उद्यमों के कार्यपालकों की वेतन संरचना में पिछले कुछ वर्षों के दौरान हुए परिवर्तनों पर विचार करती रही है । दिनांक 1-1-1997 से किए गए पिछले वेतन संशोधन के बाद से स्थितियां कई मामलों में बदल गई हैं ।
2.1 समक्ष प्राधिकारी, वेतन संशोधन समिति के गठन का निर्णय लिया है , जिसमें निम्नलिखित व्यक्ति होंगे :--

2.2 समिति के विचारार्थ विषय निम्नलिखित होंगे :-
2.2.1 समिति केन्द्रीय सरकारी क्षेत्र के उद्यमों ( सीपीएसई ) के निम्नलिखित श्रेणियों के कार्यपालकों को दिए जाने वाले संपूर्ण पैकेज , जिसमें गैर - मौद्रिक प्रकृति वाले भी शामिल होंगे , को ध्यान में रखते हुए उनके वेतन , भत्ते, अनुलाभों तथा अन्य लाभों के सिद्धांतों की जांच करेगी तथा उन परिवर्तनों के संबंध में सुझाव देगी , जो वांछनीय एवं व्यवहार्य हों :

2.2.2 समिति सिफारिशें करेगी ताकि सरकारी क्षेत्र के उद्यमों को आधुनिक, व्यावसायिक, नागरिक सहायक और सफल वाणिज्यिक उद्यम में परिवर्तित किया जा सके, जोकि लोगों की सेवा के प्रति समर्पित है ।
2,2.3 समिति उप-पैरा 2.2.1 में उल्लिखित केन्द्रीय सरकारी क्षेत्र के उद्यमों की श्रेणियों के लिए व्यापक वेतन पैकेज तैयार करेगी जोकि ढांचों, संगठनों, पद्धतियों और प्रक्रियाओं के माध्यम से दक्षता , उत्पादकता और अर्थव्यवस्था के संवर्धन से उपयुक्त रूप से संबद्ध हैं तथा सरकारी क्षेत्र के उद्यम के भीतर कार्यात्मक और प्रचालनात्मक संवर्धन करते हैं , ताकि अर्थव्यवस्था, दायित्व, पारदर्शिता , अनुशासन , जिम्मेदारी , प्रौद्योगिकी के समावेश और अनुसंधान एवं विकास को शक्ति प्रदान कर सके । उपयुक्त वेतन पैकेज तैयार करते समय केन्द्रीय महंगाई भत्ता (सीडीए) पद्धति अथवा औद्योगिक महंगाई भत्ता ( आईडीए ) पद्धति पर आधारित वेतनमानों की वर्तमान पद्धतियों , केन्द्रीय सरकारी क्षेत्र के उद्यमों के श्रेणीकरण जैसेकि अनुसूची ' क' , ' ख ' , ' ग ' , और ' घ ' , मिनीरत्न , नवरत्न , घाटा उठाने वालें, लाभ अर्जित करने वाले सरकारी क्षेत्र के उद्यमों और बीआईएफआर अथवा सरकारी उद्यम पुनर्गठन बोर्ड को सौंपे गए उद्यमों पर भी विचार किया जाएगा । समिति केन्द्रीय सरकारी क्षेत्र के नवरत्न उद्यमों के सोबंध में अलग से वेतन संशोधन संबंधी दिशानिर्देशों के मुद्दे की जांच करेगी ।
2.2.4 समिति उभरते हुए राष्ट्रीय और सार्वभौमिक आर्थिक परिदृश्य के अनुरूप केन्द्रीय सरकारी क्षेत्र के उद्यमों के क्रियाकलापों को सौहार्दपूर्ण बनाने की सिफारिश करेगी । इसमें अन्य तर्कसंगत बातों में कर्मचारियों का उपलब्ध लाभों की पूर्णता , यौक्तिकीकरण की आवश्यकता और उसका सरलीकरण , केन्द्रीय सरकारी क्षेत्र के उद्यमों के अंतर्गत उपलब्ध वर्तमान वेतन ढांचा और सेवानिवृत्ति लाभ , देश में आर्थिक स्थिति, केन्द्रीय सरकारी क्षेत्र के उद्यमों के प्रबंध में वित्तीय विवेक बनाए रखने की आवश्यकता , केन्द्रीय सरकारी क्षेत्र के उद्यमों के संसाधनों और आर्थिक तथा सामाजिक विकास के कारण, उस सम्बन्ध में मांगों तथा सार्वभौमिक आर्थिक परिदृश्य और प्रतिस्पर्धी परिवेश को भी ध्यान में रखा जाएगा ।
2.2.5 समिति सामान्य सिद्धातों, वित्तीय मापदण्डों और शर्तों के संबंध में जांच करेगी तथा सिफरिशें करेगी , जिन्हें वांछनीय , व्यबहारिकता , उत्पादकता से संबंधित प्रोत्साहन योजना और कार्यनिष्पादन से संबंधित अदायगियों को जारी रखने और संशोधित करने को शासित करना चाहिए ।
2.2.6 अपनी रिपोर्ट को अंतिम रूप देते समय समिति छठे वेतन आयोग की रिपोर्ट को ध्यान में रखेगी ।
3. समिति अपने विचारानुसार आवश्यक प्रक्रिया का निर्धारण करेगी । भारत सरकार तथा राज्य सरकारों के मंत्रालय तथा विभाग और वे सभी जो आवश्यक सहयोग दे पाने की स्थिति में हों और वैसा कर सकने को स्वतंत्र हों, ऐसी संबद्ध सूचनाएं एवं दस्तावेज प्रस्तुत करेंगे जो समिति के लिए अपेक्षित हों ।
4. समिति 18 माह की अवधि के भीतर अपनी सिफरिशें प्रस्तुत कर देगी और उसका मुख्यालय दिल्ली में होगा ।
5. समिति की सिफारिशों के बारे में सरकार के निर्णय 1-1-2007 से लागू होंगे ।
6. समिति की सहायता लोक उद्यम विभाग द्वारा की जाएगी ।

RESOLUTION

No. 2( 10)/06/DPE - WC. -The Government of India have been considering for some time past the changes that have taken place in the structure of emoluments of public sector executives over the years . Conditions have also changed in several respects since the last pay revision made with effect from 1-1-1997.
2.1 The competent authority has decided to appoint the Pay Revision Committee which comprises of the fallowing : Chairman Mr. Justice M.J. Rao

2.2.1 The Committee will examine the principles that should govern present structure of pay , allowances, perquisites , and benefits for the following categories of Central Government Public Sector Enterprises ( CPSEs ) executives, taking into account the total package of benefits available to them including non- monetary ones , and suggest changes therein which may be desirable and feasible:
( i) Board level functionaries
(ii) Below Board level executives
(iii) Non-unionised supervisory staff
2.2.2 The Committee will make recommendations so as to transform the CPSEs into modern , professional , citizen- friendly and successful commercial entities that are also dedicated to the service of the people.
2.2.3 The Committee will work out a comprehensive pay package for the categories of employees of CPSES mentioned at sub - para 2.2.1 that is suitably linked to promoting efficiency, productivity and economy through rationalization of structures, organizations , systems and processes as well as promoting functional and operational autonomy within the Public Sector Enterprises with a view to leveraging economy, responsibility , transparency, discipline , accountability, assimilation of technology and research and development . The existing patterns of scales based on Central Dearness Allowance ( CDA) pattern or Industrial Dearness Allowance (IDA) pattern , categorization of CPSEs such as Schedule ' A' , ' B' , ' C ' and ' D ' , Miniratna, Navratna, loss , profit making CPSEs and CPSEs referred to BIFR or BRPSE may also be taken into account while evolving suitable pay packages . The Committee will also examine the issue concerning separate pay revision guidelines in respect of Navratna CPSEs .
2.2.4 The Committee will make recommendations to harmonize the functioning of the CPSEs with the demands of the emerging national and global economic scenario . This would also take into account , among other relevant factors, the totality of benefils available to the employees , need of rationalization and simplification thereof, the prevailing pay structure and retirement benefits available under the Central Public Sector Enterprises , the economic conditions in the country , the need to observe financial prudence in the management of the CPSEs , the resources of the CPSEs and the demands thereon on account of economic and social development and the global economic scenario and competitive environment .
2.2.5 The Committee will examine and make recommendations with respect to the general principles , financial parameters and conditions which should govern the desirability , feasibility and continuation/modification of the Productivity Linked Incentives Scheme and Performance Related Payments .
2.2.6 While finalizing its report, the Committee will also take into account the report of the Sixth Pay Commission.
3. The Committee will devise its own procedures as it may consider necessary , Ministries and Departments of the Government of India and State Governments will furnish such relevant information and documents as may be required by the Committee and which they are in a position and at liberty to give , and extend the necessary cooperation and assistance to it.
4. The Committee will make its recommendations to the Government within a period of 18 months and it will have its headquarters in Delhi .
5. The decision of the Government on the recommendations of the Committee will take effect from 1.1.2007 .
6. The Committee will be serviced by the Department of Public Enterprises .
