का.आ. 2091 (अ) .- केन्द्र सरकार, राष्ट्रीय राजमार्ग ( किसी व्यक्ति द्वारा राष्ट्रीय राजमार्ग के रोड. और राष्ट्रीय राजमार्ग पर स्थायी पुलों/ अस्थायी पुलों के उपयोग के लिए शुल्क वसूल करना) नियम, 1997 के नियम 3 और नियम 5 के साथ पठित राष्ट्रीय राजमार्ग अधिनियम, 1956 (1956 का 48) की धारा , 8क की उपधारा (2) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और भारत सरकार की तत्कालीन भूतल परीवहन मंत्रालय, की अधिसूचना सं. का. आ. 376(अ) तारीख 8 अप्रैल , 2000 जो भारत के राजपत्र असाधारण के भाग-II , खंड 3, उपखंड { II } में तारीख 11 अप्रैल, 2000 को प्रकाशित हुई थी को अधिक्रांत करते हुए , गुजरात राज्य में वसाड के निकट राष्ट्रीय राजमार्ग 8 के 91 कि.मी. से 93 कि.मी. के बीच माही नदी को पार करने जिसमे इसकी पहुंचनी है, सड़क निर्माण, अनुरक्षण , प्रबंध और प्रचालन मे अन्र्तवलित व्यय , विनिधित पूंजी पर व्याज विनिधित पूंजी पर युक्तियुक्त वसूली , यातायात की मात्रा ओर मै . विजय मिस्त्री कंस्ट्रक्शन और राजकमल बिल्डर्स प्रा. लि. जिसका कार्यालय 501 , स्वागत, सी . जी. रोड़ , इलीस ब्रिज, अहमदाबाद-306006 के साथ हुए करार की अवधि को ध्यान में रखते हुए यह अधिसूचित करती है कि इससे राष्ट्रीय राजमार्ग के उक्त खांड के उपयोग के लिए यांत्रिक यानों पर नीचे अनुसूचि में विनिर्दिष्ट दरों पर शुल्क उदग्रहीत और संदत्त किया जाएगा और उक्त मै . विजय मिस्त्री कंस्ट्रक्शन और राजकमल बिल्डर्स प्रा. लि. को इस अधिसूचना के राजपत्र में प्रकाशन की तारीख से 8 दिसम्बर, 2006 तक उक्त अनुसूचि में विनिर्दिष्ट दरों पर शुल्क संग्रहीत और प्रतिधारित करने के लिए प्राधिकृत करती है ।

टिप्पण: -
1 निम्नलिखित प्रकार के वाहनों को उपर्युक्त अनुसूची में विनिर्दिष्ट शुल्क से छूट प्रदान की गई है अर्थात:-
(i ) रक्षा वाहन ,
पुलिस वाहन,
(ii)
(iii) अतिविशिष्ट व्यक्ति प्रतीक वाले वाहन , (iv) अग्नि शमन वाहन , (v) एम्बुलेंस ,
(vi ) अन्त्येष्टिवाहन,
(vii) डाक और तार विभाग के वाहन , (viii ) केंन्द्रीय और राज्य सरकार के कार्यरत वाहन।
2 निम्नलिखित के साथ सरकारी रुप से संबंधित वाहनों को अति विशिष्ट व्यक्ति/प्रतीक वाले वाहन समझा जाएगा : भारत के राष्ट्रपति, भारत के उपराष्ट्रपति, केंन्द्र और राज्यों के मंत्री, लोक सभा/राज्य सभा में विपक्ष के नेता, राज्यों के राज्यपाल , केन्द्रिय अथवा राज्यों के विधान मंडलो के सभापति अथवा अध्यक्ष तथा केबिनेट स्तर के मंत्रि, भारत में राज्य का दौरा कर रहे विदेशी उच्च पदाधिकारी , सी, डी, प्रतीक वाली कारों का उपयोग करने वाले भारत में ठहरे हुए विदेशी राजनयिक ।
3 शुल्क की दरें, शुल्क के संदाय से छूट प्राप्त वाहनों के प्रवर्ग और उस प्राधिकारी का नाम, पता, टेलीफोन संख्या, जिसे शिकायत , यदि कोई हो, संबोधित की जानी चाहिए , पथकर चौकियों से 500 मी. आगे, पथकर चौकियों से 100 मी. आगे और पथकर चौकियों पर भी संहजदृश्य रूप से और प्रमुख रुप से संप्रदर्शित किए जाऐंगे। संप्रदर्शन बोर्ड की उंचाई और अक्षरों का आकार इस प्रकार का होगा कि चालको के लिए संप्रर्दर्शन बोर्डो को पढना सहज हो और अंग्रेजी, हिन्दी और उस क्षेत्र की, जिसमें भूखण्ड स्थित है, अन्य क्षेत्रीय भाषा में स्पष्ट रूप से लिखा या मुद्रित किया जाएगा।

NOTIFICATION
New Delhi , the 12th December, 2006
S.O. 2091 (E) . In exercise of the powers conferred by sub-section (2) of section 8 A of the National Highways Act, 1956 (48 of 1956) , read with rules 3 and 5 of the National Highways (Collection of Fees by any person for the use of Section of National Highways /Permanent bridge/Temporary Bridge on National Highways ) Rules , 1997 and in supersession of the notification of the Government of India in the erstwhile Ministry of Surface Transport , number SO 376 (E) , dated the 8th April , 2000 published in the Gazette of India Extraordinary, Part-I ! Section - 3, Sub-section (ii) , dated the 11th April, 2000, the Central Government , having regard to the expenditure Involved in building, maintenance , management and operation of the part of National Highway, that is ,' bridge across river Mahi including its approaches between km 91 to 93 of National Highway 8 near Vasad , in the State of Gujarat , interest on the capital invested, reasonable return , the volume of traffic and the period of agreement entered into with M/s Vijay Mistry Construction and Rajkamal Builders Pvt . Ltd. having its office at 501, Swagat , C.G. Road , Ellis Bridge, Ahmedabad- 386006 , hereby notifies that there shall be levied and paid fees on mechanical vehicles for the use of the said part of National Highway at the rates specified in the Schedule below and authorises the said M/s Vijay Mistry Construction and Rajkamal Builders Pvt. Ltd. to collect and retain fees at the rates specified in the said Schedule from the date of publication of this notification upto 18th December, 2006.

1 The following vehicles are exempted from the fee specified in the above Schedule namely: -
(i) Defence vehicles;

(iii) Vehicles having VIP symbols;
(iv) Fire- fighting vehicles
(v) Ambulances;
(vi ) Funeral Vans;
(vii) . Post and Telegraph Departments vehicles ;
(viii) Central Government and State Government vehicles on duty.
2 The following vehicles shall be deemed to be vehicles having VIP Symbols , namely:- President and Vice President of India , Central and State Ministers , Leader of Opposition in Lok Sabha Rajya Sabha , Governors , State Legislators having status of Cabinet Ministers/ Executive Councilors /Speakers/Chairman of Central and State Legislatures , Foreign dignitaries on State visit to India , Foreign diplomats stationed in India using cars with CD symbols.
3 The rates offee, the categories of vehicles exempted from payment of fee, the name, address and telephone number of the authority to whom complaints , if any, shouldbe addressed , shallbe conspicuously and prominently displayed $00 meters ahead of the toll booths , 100 meters ahead of the toll booths and at the toll booths also . The height of the display boards and size of letters being such that it is easy for drivers to read the display boards and shall be legibly written or printed in English , Hindi and other Regional language of the area in which the stretch is situated.
