सं. एल-7/25( 8 )/2004-सीईआरसी, केन्द्रीय विद्युत विनियामक आयोग, विद्युत अधिनियम, 2003 (2003 का 36 ) की धारा 178 द्वारा प्रदत्त शक्तियों का और इस निमित्त सार्मथ्यकारी सभी अन्य शक्तियों का प्रयोग करते हुए तथा पूर्व प्रकाशन के पश्चात्, केन्द्रीय विद्युत विनियामक आयोग ( फीस का संदाय ) विनियम , 2004 , जिसे इसमें इसके पश्चात् " मूल विनियम " कहा गया है, का और संशोधन करने के लिए निम्नलिखित विनियम बनाता है, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ : (1) इन विनियमों का संक्षिप्त नाम केन्द्रीय विद्युत विनियामक आयोग (फीस का संदाय) ( संशोधन) विनियम, 2006 है ।
(2) ये विनियम राजपत्र में प्रकाशन की तारीख से प्रवृत्त होंगे ।
2. अनसूची का संशोधन : मूल विनियम की फीस संरचना से संबंधित अनुसूची के स्थान पर, निम्नलिखित रखा जाएगा, अर्थात्: -

No. L - 7 / 25 (8 )/2004/CERC.-In excrcise of powers conferred under Section 178 of the Electricity Act, 2003 (36 of 2003 ) and all other powers enabling in this behalf, and after previous publication, the Central Electricity Regulatory Commission hereby makes the following regulations to amend the Central Electricity Regulatory Commission (Payment of Fee ) Regulations, 2004, hereinafter referred to as the principal regulations , namely:-
1. SHORT TITLE AND COMMENCEMENT
(1) These regulations may be called the Central Electricity Regulatory Commission ( Payment of Fee) (Amendment) Regulations , 2006 .
(2) These regulations shall come into force from the date of their publication in the Gazette of India .
2. AMENDMENT OF THE SCHEDULE: The Schedule , relating to fee structure of the principal regulations shall be substituted as under , namely :

सं. एल-7/25( 6 )/2004- सीईआरसी. केन्द्रीय विद्युत विनियामक आयोग , विद्युत अधिनियम, 2003 (2003 का 36 ) की धारा 178 द्वारा प्रदत्त शक्तियों का और इस निमित्त सार्मथ्यकारी सभी अन्य शक्तियों का प्रयोग करत हुए तथा पूर्व प्रकाशन के पश्चात्, भारतीय विद्युत ग्रिड संहिता (जिसे इसमें इसके पश्चात् " ग्रिड संहिता " कहा गया है ) में निम्नलिखित संशोधन करता है, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ:
(1 ) इन संशोधनों का संक्षिप्त नाम भारतीय विद्युत ग्रिड संहिता (दूसरा संशोधन) विनियम, 2004 है ;
(2) ये विनियम राजपत्र में प्रकाशन की तारीख से प्रवृत्त होंगे ।
2. ग्रिड संहिता के अध्याय 1 का संशोधन ग्रिड संहिता के अध्याय 1 के खंड 1.3 के उपखंड ( iii ) के स्थान पर, निम्नलिखित रखा जाएगा, अर्थात्:-
* (iii) आईईजीसी के प्रयोजन के लिए, भाखड़ा व्यास प्रबंधन बोर्ड (बीबीएमबी) और सरदार सरोवर परियोजना (एस एस पी) के उत्पादन केन्द्रों को, अन्तर- राज्यिक उत्पादन केन्द्रों के रूप में समझा जाएगा किन्तु उनकी पारेषण प्रणाली आईएसटीएस का भाग रूप होगी । यह इसलिए है कि उत्तरी क्षेत्र/पश्चिमी क्षेत्र के कुछ ही राज्यों की बीबीएमबी/ एसएसपी में हिस्सेदारी है और उनकी उत्पादन यूनिटों को एक विशेष रीति (सिंचाई अपेक्षाओं के समन्वयन में) में अनुसूचित और प्रेषण किया जाना होता है । बीबीएमबी/ एसएसएनएनएल उत्पादन के अनुसूचीकरण तथा प्रेषण की जिम्मेदीरी निरन्तर बीबीएमबी/ नर्मदा नियंत्रण प्राधिकरण पर इस उपबंध के साथ होगी कि अपने-अपने प्रादेशिक भार प्रेषण केन्द्र तथा फायदाग्राहियों के साथ समन्वय करेगा । "
3. ग्रिड संहिता के अध्याय 6 का संशोधन ग्रिड संहिता के अध्याय 6 के खंड 6.3 के पैरा 3 के स्थान पर, निम्नलिखित रखा जाएगा, अर्थात्:-

[PART III -SEC. 4] " इसी प्रकार, सरदार सरोवरं परियोजना ( एसएसपी) के उत्पादन केन्द्रों के लिए अनुसूचीकरण तथा प्रेषण प्रक्रिया पश्चिम क्षेत्रीय भार प्रेषण केन्द्र द्वारा नर्मदा नियंत्रण प्राधिकरण के परामर्श से पृथक् रूप से तैयार की जाएगी " ।
के. एस. ढींगरा , प्रमुख ( विधि) [विज्ञापन- III/IV/ 150/2006/असा. ] टिप्पणः- भारतीय विद्युत ग्रिड संहिता तारीख 17.3.2006 को भारत के राजपत्र, ( असाधारण ) भाग -3 , खंड- 4 में अधिसूचित की गई थी और तारीख 28.8.2006 को भारत के राजपत्र (असाधारण ) , भाग 3 , खंड 4 में अधिसूचित केन्द्रीय विद्युत विनियामक आयोग (अंतर- राज्यिक पारेषण में खुली पहुंच) (पहला संशोधन) विनियम , 2005 द्वारा अधिसूचित की गई थी ।

No. L- 7 / 25 (6) /2004/CERC.-In exercise of powers conferred under Section 178 ofthe Electricity Act, 2003 (36 of2003), and all other powers enabling in this behalf, and after previous publication, the Central Electricity Regulatory Commission hereby makes further the following amendments to the Indian Electricity Grid Code ( hereinafter referred to as " the Grid Code" ), namely:---
1. Short title and commencement : ( 1 ) These amendments may be called the Indian Electricity Grid Code ( Second Amendment) , 2006;
(2) These amendments shall come into force on and from the date of their publication in the Official Gazette .
2, Amendment of Chapter 1 of the Grid Code: Sub- clause (iii ) of Clause 1.3 of Chapter 1 of the Grid Code shall be substituted as under:
"(iii) For the purpose of the IEGC , the generating stations of the Bhakra Beas Management Board ( BBMB) and Sardar Sarovar Project ( SSP ) shall be treated as Intra -State generating stations , though their transmission systems shall be a part of the ISTS . This is because of the fact that only some of the States of Northern Region/Western Region have a share in BBMB /SSP, and their generating units have to be scheduled and dispatched in a very special manner ( in coordination भारत का राजपत्र असाधारण

with the irrigational requirements ) . The scheduling and dispatch of the BBMB /SSP generation shall continue to be the responsibility of the BBMB /Narmada Control Authority ( NCA ) , with a proviso that it shall be duly coordinated with the respective Regional Load Dispatch Centre and the beneficiaries . "
3. Amendment of Chapter 6 of the Grid Code : Para 3 of Clause 6.3 of Chapter 6 of the Grid Code shall be substituted as under:
"Similarly, the scheduling and dispatch procedure for the generating stations of Sardar Sarovar Project ( SSP ) shall be separately formulated by the Western Regional Load Dispatch Centre (WRLDC ) in consultation with Narmada Control Authority ( NCA ) . "

1. संक्षिप्त नाम और प्रारंभ (1 ) इन विनियमों का संक्षिप्त नाम केन्द्रीय विद्युत विनियामक आयोग (अंतर- राज्यिकः पारेषण में खुली पहुंच) (संशोधन ) विनियम , 2006 है ।
(2) ये विनियम राजपत्र में प्रकाशन की तारीख से प्रवृत्त होंगे ।
2 . विनियम 14 का संशोधन : मूल विनियमों के विनियम 14 के खंड (iv) के पश्चात्, निम्नलिखित अंतःस्थापित किया जाएगा, अर्थात्ः-
" (v) दीर्घकालिक और अल्पकालिक ग्राहकों की अपेक्षाओं का प्रबंध करने के पश्चात्, जैसा पात्र इकाईयों द्वारा उस पूर्ववर्ती दिन के, जिस दिन के लिए अनुसूचियां तैयार की जा रही हैं, 3.00 बजे सायं तक सलाह दी गई है, उपलब्ध किसी भी पारेषण क्षमता को

उपयोग के लिए इन विनियमों के विनियम 22 के, यथास्थिति, खंड (ii) के उपखंड (ग ) या उपखंड ( iii) के उपखंड ( ख) के अनुसार निर्मुक्त किया जा सकेगा । "

No. L- 7 /25 (6)/2004/CERC.-In exercise of powers conferred under Section 178 of the Electricity Act , 2003 (36 of2003 ), and all other powers enabling it in this behalf, and after previous publication, the Central Electricity Regulatory Commission hereby makes the following regulations to further amend the Central Electricity Regulatory Commission (OpenAccess in inter - State Transmission ) Regulations , 2004 (hereinafter referred to as " the principal regulations " ) namely:
1. Shorttitle and commencement: (1) These regulations may be called the Central Electricity Regulatory Commission ( Open Access in Inter- state Transmission) (Amendment) Regulations , 2006.
(2) These regulations shall come into force on and from the date of their publication in the Official Gazette .
2. Amendment of Regulation 14: After Clause ( iv) of Regulation 14 of the principal regulations , the following shall be inserted , namely,
"(v) Any transmission capacity available after catering to the requirements of long- term and short- term customers , as advised by the eligible entities by 3.00 P.M. of the day preceding the day for which schedules are being prepared, may be released for use in accordance with sub - clause ( c) of clause ( ii ) or sub- clause ( b) of clause ( iii) , as the case maybe , of Regulation 22 of these regulations ."

(2) ये विनियम राजपत्र में प्रकाशन की तारीख से प्रवृत्त होंगे ।
2. विनियम का संशोधन, मूल विनियम के विनियम 3 के खंड (6) के पश्चात्, निम्नलिखित परंतुक अंतःस्थापित किया जा सकेगा, अर्थात्: -
"परंतु यह कि अनंतिम टैरिफ के अनुमोदन के लिए किए गए आवेदन की सूचना प्रकाशित करना आवश्यक नहीं होगा ।"

(1) These regulations may be called the Central Electricity Regulatory Commission (Procedure for making of application for determination of tariff, publication of the application and other related matters ) (Amendment ) Regulations , 2006.

(2) These regulations shall come into force from the date of their publication in the Gazette of India .
2. AMENDMENT OF REGULATION 3 : The following proviso may be inserted after clause (6) of Regulation 3 of the principal regulations , namely:
"Provided that it shall not be necessary to publish notice of the application made for approval of provisional tariff"
