सं. आरएस. 7/2/2006- एल. राज्य सभा के प्रक्रिया तथा कार्य संचालन विषयक नियमों के नियम 220 के उपनियम (4) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए राज्य सभा के सभापति एतद्वारा दिनांक 12 दिसम्बर, 2006 को ऐसी तारीख के रूप में नियत करते हैं जिससे दिनांक 15 दिसम्बर, 2006 के भारत के असाधारण राजपत्रमें अधिसूचना सं. आरएस. 7/2/2006 - एल दिनांक 15 दिसम्बर, 2006 के अधीन प्रकाशित नियमों के संशोधन प्रवृत्त होंगे ।

No. RS . 7/2 /2006- L.-In exercise of the powers conferred by sub - rule (4) of rule 220 of the Rules of Procedure and Conduct of Business in the Council of States (Rajya Sabha) the Chairman , Rajya Sabha , hereby appoints the 12th day of December , 2006 as the date on which the amendments to the rules published under Notification No. RS . 7 /2/2006- L dated the 15th December, 2006 in the Gazette of India , Extraordinary of the 15th December , 2006 shall come into force .

सं. आरएस, 7/2/2006- एल. राज्य सभा द्वारा 12 दिसम्बर , 2006 को हुई अपनी बैठक में यथा स्वीकृत राज्य सभा के प्रक्रिया तथा कार्य संचालन विषयक नियमों में हुए निम्नलिखित संशोधनों को एतद्वारा सामान्य सूचना के लिए प्रकाशित किया जाता है :-

नियम 241
के स्थान पर
प्रतिस्थापित किया जाए
कोई सदस्य, संभापति की अनुज्ञा से , वैयक्तिक स्पष्टी करण कर सकेगा , यद्यपि राज्य सभा के समक्ष कोई प्रश्न न हो , किन्तु उस अवस्था में कोई विवादास्पद विषय नहीं उठाया जायेगा और कोई वाद-विवाद नहीं होगा ।
कोई सदस्य अथवा कोई मंत्री , सभापति की अनुज्ञा से, वैयक्तिक स्पष्टीकरण कर सकेगा, यद्यपि राज्य सभा के समक्ष कोई प्रश्न न हो , किन्तु उस अवस्था में कोई विवादास्पद विषय नहीं उठाया जायेगा और कोई वाद- विवाद नहीं होगा ।

उपनियम ( 4 ) के खंड ( ख ) में ' दो मिनट बीतने पर ' शब्दों- के स्थान पर' तीन मिनट और तीस सेकण्ड बीतने पर' शब्द प्रतिस्थापित किए जाएँ ।

Inclause (b) ofsub - rule ( 4), for the words ' After the lapse of two minutes ' , the words ' After the lapse ofthree minutes and thirty seconds ' be substituted.
