3. उक्त आदेश के खण्ड 13 में, उप- खण्ड ( 1) की मद (क) में, " राजपत्र में राज्य सरकार द्वारा " शब्दों के स्थान पर " केन्द्रीय सरकार द्वारा राजपत्र में " शब्द रखे जाएंगे ।

4. उक्त आदेश के खण्ड 20क के पश्चात् निम्मलिखित खण्ड अन्तःस्थापित किया जायेगा , अर्थात्:-
का.आ. 2164( अ ).-केन्द्रीय सरकार , आवश्यक वस्तु अधिनियम, 1955 ( 1955 का 10 ) की धारा 3 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, उर्वरक ( नियंत्रण) आदेश , 1985 का और संशोधन करने के लिए निम्नलिखित आदेश करती है , 2006 अर्थात्:-
1. ( 1 ) इस आदेश का संक्षिप्त नाम उर्वरक (नियंत्रण) (तीसरा संशोधन ) आदेश , 2006 है ।
"20ख- ग्राहक अपेक्षित उर्वरकों के संबंध में विनिर्देश इस आदेश में अन्तर्विष्ट किसी बात के होते हुए भी केन्द्रीय सरकार राजपत्र में प्रकाशित आदेश द्वारा , किसी भी विनिर्माण इकाई द्वारा विनिर्मित किए जाने वाले ग्राहक अपेक्षित उर्वरक के संबंध में 3 वर्ष से अनधिक अवधि के लिए विधिमान्य विनिर्देश अधिसूचित कर सकेगी" ।
(2) यह राजपत्र में प्रकाशन की तारीख को प्रवृत्त होगा ।
5. उक्त आदेश के, अनुसूची I में,-
(i) भाग-क में " उर्वरकों के विनिर्देश " शीर्ष के अधीन- 2. उर्वरक (नियंत्रण) आदेश , 1985 (जिसे इसमें इसके पश्चात् उक्त आदेश कहा गया है ) के खण्ड 2 में,-
(क) उपशीर्ष 1 ( ग ) के पश्चात्, निम्नलिखित उप- शीर्ष अन्तःस्थापित किया जायेगा, अर्थात्: -
(i) उप- खण्ड ( ङ) के पश्चात् निम्नलिखित उप -खण्ड अंतःस्थापित किया जाएगाई अर्थात्:-
" 1 (गग ) अभंजनी सल्फर उर्वरक
(1) सल्फर 90 % ( पाउडर )
'(ङङ) " ग्राहक अपेक्षित उर्वरक से खण्ड 20ख के अधीन विनिर्दिष्ट उर्वरक अभिप्रेत है । ';

(i ) भार के आधार पर आर्द्रता का अधिकतम प्रतिशत
(ii ) उप- खण्ड ( ज ) में ' उर्वरकों के विशेष मिश्रण' शब्दों के पश्चात् शब्द " अनन्तिम उर्वरक, ग्राहक अपेक्षित उर्वरक " शब्द अंतःस्थापित किए जाएंगे;
(ii ) भार के आधार पर कुल सल्फर (एस के रूप में) का न्यूनतम

(iii) उप - खण्ड ( त ) के पश्चात्, निम्नलिखित उप - खण्ड अंतःस्थापित किया जायेगा अर्थात्:-

(iii ) कण आकार- सामग्री का 90 % से अन्यून 4.0 मि.मी. भारतीय मानक छलनी में से छन जाएगा गुजरेगा और 1 मि.मी. भारतीय मानक छलनी में रह जाएगा तथा 5 % से अनधिक 1 मि.मी. भारतीय मानक छलनी के आकार से कम नहीं रहेगा ।
( टिप्पण: बेन्टोनाइट आदि जैसे अक्रिय पूरक पदार्थ से युक्त उत्पाद में भार के आधार पर अधिकतम 10 % की सीमा तक सम्मिलित है ) । "
(ख) उप - शीर्ष 1 (च) ' सूक्ष्म पोषक तत्व ' में , क्रम सं. 13 के पश्चात्निम्नलिखित क्रम संख्या और प्रविष्टियां अन्तःस्थापित की जाएंगी , अर्थात्:-
(14) " डाई- सोडियम टेट्रा बोरेट पेन्टा हाइड्रेट
15.0 (i ) भार के आधार पर ( बी ) के रूप में बोरोन का अधिकतम प्रतिशत
( ii ) भार के आधार पर पानी में घुलनशील सामग्री का अधिकतम प्रतिशत 1.0
(iii) भार के आधार पर सीसा ( पीबी के रूप में ) का अधिकतम प्रतिशत 0.003
( iv ) भार के आधार पर आरसेनिक ( एस के रूप में ) का न्यूनतम प्रतिशत 0.01
कण आकार- सामग्री का 95% से अन्यून 4 मि.मी. भारतीय मानक छलनी में से छन जाएगा और 1 मि.मी. भारतीय मानक छलनी में रह जाएगा ।
( ii ) भाग ख में " विभिन्न उर्वरकों के लिए पादप पोषक में सहन सीमा" :
( i ) क्रम संख्या 1 में, " डिकैल्सियम फास्फेट " शब्दों के पश्चात् " सल्फर ग्रेनुलर और सल्फर पाउडर " शब्द अन्तःस्थापित किए जाएंगे ;
(ii) क्रम सं. 4 में, " मिश्रित उर्वरकों " शब्दों के पश्चात् शब्द " 100% जल में विलेय उर्वरक " शब्द अन्तःस्थापित किएजाएंगे;
(iii) क्रम संख्या 4 और उससे संबंधित प्रविष्टियों के पश्चात् निम्नलिखित टिप्पण अन्तःस्थापित किया जाएगा अर्थात्:-
"टिप्पण ( क) क्रम संख्या 4 के अन्तर्गत , पोषक स्तर पद में एनपीके के अतिरिक्त सल्फर भी सम्मिलित होगा ।
(ख) क्र. संख्या 1 , 2 , 3 , 5 , 6 , 7 और 8 में पोषक स्तर पद में एन , पी, के, एस , सीए , एमजी , एफई , एमएन , जेडएन , सीयू, बी और एमओ सम्मिलित होंगे ।
(ग ) उर्वरकों की दशा में जहां अनुसूची 1 भाग क के अधीन विनिर्देश में सल्फर को विनिर्दिष्ट किया गया है , वहां प्रत्येक सहन सीमा वही होगी जो कि क्रम सं. 1,6 और 8 के अधीन स्वतंत्र रूप से प्रत्येक पोषक के लिए विहित है । "

6. उक्त आदेश के, प्ररूप ' च' में, -
( i ) " कार्बनिक उर्वरक जैव उर्वरक का पूर्ण ब्यौरा " शब्दों के स्थान पर " उर्वरक , कार्बनिक उर्वरक और जैव उर्वरक के दानेदार/ भौतिक मिश्रण का पूर्ण विशिष्टियां" शब्द रखे जाएंगे;
( ii ) " उन परिसरों का पूरा पता जहां कार्बनिक उर्वरक जैव उर्वरक तैयार किया जाएगा " शब्दों के स्थान पर " उन परिसरों का पूरा पता जहां उर्वरकों का मिश्रण या सूक्ष्म पोषक उर्वरक कार्बनिक/जैव उर्वरक तैयार किया जाएगा " शब्द रखे जाएंगे ।

New Delhi, the 28th December , 2006
S.O. 2164(E) . In exercise of the powers conferred by Section3 of the Essential Commodities Act, 1955 (10 of 1955), the Central Government hereby makes the following Orderfurtherto amend the Fertiliser ( Control) Order ,1985, namely:---
1.(1) This Order may be called the FertiliserControl (Third Amendment) Order,2006.
(2) It shall come into force on the date of its publication in the Official Gazette.
2. In the Fertiliser (Control) Order , 1985 (hereinafter referred to as the said Order) , in clause 2,-
(1) after sub -clause ( e) , the following sub -clause shall be inserted, namely :---
'(ee) "Customised fertiliser " means the fertilizer specified under clause 20B' ;
(ii) in sub -clause (h) , after the words ' special mixtures of fertilizer the words "provisional fertiliser , customised fertilizer ." shall be inserted' ;
(iii) after sub - clause ( p) , the following sub -clause shall be inserted, namely:-
'(pp) "Provisional fertilizer" means fertilizer specified under clause 20A' .
3. In clause 13 of the said Order, in sub -clause (1) , in item (a) , for the words " State Government in the Official Gazette", the words " Central Government in the Official Gazette", shall be substituted .
4. After clause 20A of the said Order , the following clause shall be inserted, namely:-
"20B. Specifications in respect of customized fertilizers.-Notwithstanding anything contained inthis Order, the Central Government may by order published in the Official Gazette , notify specification, valid for a period not exceeding three years in respect of customized fertiliser to be manufactured by any manufacturing unit" .
5. In the said Order , in the Schedule I,-
(i) in Part-A, under the heading "Specifications of Fertilizers",
(a) after the sub -heading 1( c) , the following sub- heading shall be inserted namely :-
"1(cc). Straight Sulphur Fertilizers .
(1) Sulphur 90% (powder)
(1) Moisture per cent by weight, maximum 1.00 (i) Total Sulphur (as S) per cent by weight minimum 90.00
(2) Sulphur (granular)
(1) Moisture per cent by weight, maximum 0.5
(ii) Total Sulphur (as S) per cent by weight minimum 90.00
(iii) Particle size not less than 90 per cent ofthe material shall pass through 4.0 mm IS sieve and be retained on 1 mm IS sieve and not more than 5% shall be below 1 mm IS sieye.
(Note: The product may contain inert filler material as Bentonite etcs up to the extent of 10 per cent by weight , maximum).".
(b) in sub-heading 1 (f) -'MICRONUTRIENTS', after serial number 13, the following serial number and entries shall be inserted, namely:--
14. "Di -Sodium Tetra Borate PentaHydrate
(i)Boronas (B), per cent by weight, minimum 15.0
(ii) Matter insoluble in water, per cent by weight, maximum 1.0
(iii) Lead(as Pb .) per cent by weight , maximum 0.003
(iv) Arsenic (as As) , per cent by weight , minimum0.01
Particle size . Not less than 95% of the material shall pass to 5 mm IS sieve and be retained on 1.4 mm IS sieve".
(ii) In Part B-" TOLERANCE LIMIT IN PLANT NUTRIENT FOR VARIOUS FERTILIZERS " ,---
(1) in serial number 1, after the words " dicalcium phosphate, " the words " sulphur granular and sulphur powder" shall be inserted.;
(in) in serial number 4 , after the words " complex fertilisers" , the words " 100 % water soluble fertilizers " shall be inserted.
(iii) after serial number 4 and the entries relating thereto, the following note shall be inserted , namely:
"Note. (a) In serial number 4, the term nutrient besides. NPK also includes Sulphur.
(b) The term nutrient in serial number 1, 2, 3, 5, 6, 7and8 includes N, P, K, S, Ca, Mg, Fe , Mn , Zn, Cu, B& Mo.
(c) In case of fertilizers where ' Sulphur' has been specified in the specification under Schedule I PartA, the tolerance limit shall be same as prescribed under serial number 1 , 6 and 8 independently for each Nutrient" .
6. In Form ' F' ofthe said order,
(i) for the words " full particulars of the organic fertilizer/bio-fertilizer " , the words " full particulars THE GAZETTE OF INDIA : EXTRAORDINARY

of the granulated/physical mixture of fertilizer, organic fertilizer and biofertiliser , " shall be substituted;
(ii) for the words " full address of premises where the organic fertilizer /Bio - fertilizer will be made " , the words " full address of premises where the mixture of fertilisers or mixture of micro - nutrient fertilisers organic/Bio - fertilizer will be made" , shall be substituted .

का.आ. 2165( अ ) केन्द्रीय सरकार , आवश्यक वस्तु अधिनियम , 1955 ( 1955 का 10 ) की धारा 3 के अधीन बनाए गए उर्वरक (नियन्त्रण ) आदेश , 1985 के खण्ड 20क के अनुसरण में मैसर्स गुजरात राज्य उर्वरक रसायन ( जीएसएफसी ) द्वारा विनिर्मित किए जाने वाले अनन्तिम उर्वरक यूरिया फास्फेट के संबंध में , इस अधिसूचना के राजपत्र में प्रकाशन की तारीख से तीन वर्ष की अवधि के लिए विनिर्देश अधिसूचित करती है , अर्थात्:-
यूरिया फास्फेट ( जल में 100 प्रतिशत घुलनशील मिश्रित उर्वरक) विनिर्देश: -
(i ) भार के आधार पर आर्द्रता का अधिकतम प्रतिशत 0.5
(ii) भार के आधार पर कुल नाइट्रोजन का न्यूनतम प्रतिशत 17.0
(iii ) भार के आधार पर जल में घुलनशील फास्फेट
(पीओ, के रूप में ) का न्यनतम प्रतिशत 44.0
(iv ) भार के आधार पर जल में अघुलनशील सामग्री का अधिकतम प्रतिशत 0.5

New Delhi , the 28th December , 2006
S.O. 2165 (E) . In Pursuance of clause 20A of the Fertilizer (Control ) Order , 1985 , made under Section 3 of the Essential Commodities Act , 1955 ( 10 of 1955), the Central Government hereby notifies the specifications in respect of the provisional fertilizers Urea Phosphate to be manufacturedby M/s . Gujarat State Fertiliser and Chemical Ltd. (GSFC) for a period of three years from the date of publication of this notification in the Official Gazette , namely:-
Urea Phosphate (100 % Water Soluble Complex Fertiliser)
Specifications:
(i) Moisture per cent, by weight , maxium 05
(ii) Total nitrogen per cent , by weight , minimum 17.0
(iii) Water soluble phosphate ( as P₂O₃ ) , percent, by weight , minimum 44.0
(iv) Matter insoluble in water, per cent , by weight, maximum 05
