फा, सं. 49-4/ 2006- राअशिप ( मानदंड तथा मानक ) राष्ट्रीय अध्यापक शिक्षा परिषद् ( राअशिप ) द्वारा समय - समय पर विभिन्न अध्यापक शिक्षा कार्यक्रमों के लिए मानदंड और मानक तैयार किए गए हैं और उन्हें अद्यतन बनाया गया है । सी.एड. तथा डी.एड के लिए संशोधित मानदंड और मानक भारत के असाधारण राजपत्र में 11 दिसम्बर, 2006 को प्रकाशित दिनांक 30 नवम्बर, 2008 की अधिसूचना संख्या49-4/ 2006 राशिप (मा तथा म) द्वारा प्रख्यापित किए गए थे ।
2. उपर्युक्त अधिसूचना के क्रम में और राष्ट्रीय अध्यापक शिक्षा परिषद अधिनियम 1993 (1993 का 73 ) के खंड 32 के उपखंड 2 के अधीन प्रदत्त शक्तियों का प्रयोग करते हुए राष्ट्रीय अध्यापक शिक्षा परिषद एतद्वारा शारीरिक शिक्षा में प्रमाणपत्र ( सी.पी.एड. ) शारीरिक शिक्षा में स्नातक ( बी.पी.एड. ) तथा शारीरिक शिक्षा में मास्टर ( एम.पी.एड. ) के अध्यापक शिक्षा पाठ्यक्रमों के मानदंड और मानक संशोधित करती हैं और निम्न विनियम बनाती है, अर्थात-
1. लघु शीर्ष और प्रवर्तनः
(1) ये विनियम राष्ट्रीय अध्यापक शिक्षा परिषद् (मान्यता मानदंड और क्रियाविधि) (चौथा संशोधन) विनियम , 2006 कहलाएंगे ।

(1) ये विनियम स्थितिनुसार शारीरिक शिक्षा में प्रमाणपत्र (सी.पी.एड. ) शारीरिक शिक्षा में स्नातक (बी.पी.एड.) तथा शारीरिक शिक्षा में मास्टर (एम.पी.एड. ) अथवा समतुल्य। अध्यापक शिक्षाशिक्षा कार्यक्रमों को माम्यता प्रदान करने / आयोजित करने के लिए अनुमति प्रदान से संबंधित सभी मामलो में लागू होंगे ।
(2) ये विनियम सरकारी राजपत्र में उनके प्रकाशन की तारीख से लागू होंगे ।
3. संशोधन की सीमा
मानदंडों और मानकों के परिशिष्ट 10, 11 और 12 जिन्हें राअशिप विनियम , 2002 द्वारा अधिसूचित किया गया था और जिन्हें राअशिप विनियम , 2005 में बनाए रखा गया था उन्हें इस संशोधन के परिशिष्ट 1 , 2 और 3 द्वारा प्रतिस्थापित किया जाएगा और उनके एक अंग के रूप में पढ़ा जाएगा ।

टिप्पणी:- राष्ट्रीय अध्यापक शिक्षा परिषद ( मान्यता मानदंड और क्रियांविधि) विनियम, 2005, 13 जनवरी , 2006 की अधिसूचना संख्या49-42/ 2005/ राअशिप (मानक तथा मानदंड) के अधीन प्रकाशित किए गए थे। ये विनियम निम्नलिखित अधिसूचनाओं द्वारा संशोधित किए गए :

परिशिष्ट-1
शारीरिक शिक्षा में प्रमाणपत्र ( सीपीएड) कार्यक्रम के लिए मानदंड और मानक
1.0 प्रस्तावना
शारीरिक शिक्षा में प्रमाणपत्र ( सीपीएड) कार्यक्रम प्रारंभिक स्कूलों (प्राथमिक तथा उच्च प्राथमिक/मिडिल) के लिए शारीरिक शिक्षा में अध्यापक तैयार करने के लिए है।
2.0 अवधि तथा कार्यकारी दिवस
2.1 अवधि
शारीरिक शिक्षा में प्रमाणपत्र कार्यक्रम की अवधि दो शैक्षणिक वर्षों की होगी ।

कार्यकारी दिवस 2.2
दाखिले और परीक्षा की अवधि को छोड़ कर कम से कम 200 कार्यकारी दिवस होंगे , छः दिन के सप्ताह में प्रत्येक कार्य दिवस छः घण्टे का होगा ।
3.0 वाखिल किए जाने वाले छात्रों की संख्या , पात्रता और दाखिले की क्रियाविधि
3.1 दाखिल किए जाने वाले छात्रों की संख्या
(क) प्रति वर्ष 50 छात्रों का एक यूनिट होगा।
3.2 पात्रता
(क) उच्च माध्यमिक परीक्षा (32) अथवा इसके समतुल्य परीक्षा में कम से कम 505 अंक प्राप्त करने वाले अभ्यर्थी दाखिले के लिए पात्र हैं । जिन छात्रों ने राज्य स्तर के खेलकूद/ खेलों में स्थान ( पहला, दूसरा अथवा तीसरा) प्राप्त किया है और जिन्होंने राष्ट्रीय स्तर के खेलकूद/ खेलों में भाग लिया है उनके मामले में उच्च माध्यमिक परीक्षा (32) में अंकों का. न्यूनतम प्रतिशत 45 होगा। उपखंड 3.2 शैक्षणिक सत्र 2007-08 से लागू होगा ।
(ख) अनुसूचित जातियों/ अनुसूचित जनजातियों/ अन्य पिछड़े वर्गों को केन्द्रीय सरकार/ संबंधित राज्य सरकार/ संघशासित क्षेत्र प्रशासन के नियमों के
अनुसार अंकों में ढील/ सीटों में आरक्षण दिया जाएगा।
3.3 दाखिले की क्रियाविधि
अर्हक परीक्षा तथा/अथवा प्रवेश परीक्षा अथवा राज्य सरकार की नीति के अनुसार किसी अन्य चयन प्रक्रिया में प्राप्त अंकों के आधार पर योग्यताक्रम के अनुसार दाखिले किए जाएंगे । राज्य सरकार की नीति के अनुसार शारीरिक 'स्वस्थता/ दक्षता. के लिए समुचित भारिता दी जाएगी
4.0 स्टाफ
4.1 शैक्षणिक
4.1.1 (क) (i) संख्या
50 अथवा इससे कम छात्रों ( दो वर्ष के पाठ्यक्रम के लिए 100 अथवा इससे कम की संयुक्त क्षमता) के लिए पूर्णकालिक संकाय में निम्न शामिल होंगेः THE GAZETTE OF INDIA : EXTRAORDINARY

4.1.1 (क) ( ii ) दाखिल किए जाने वाले अतिरिक्त छात्र 50 छात्रों के गुणकों में होंगे , पूर्णकालिक अध्यापक प्रशिक्षकों की संख्या में तीन की वृद्धि कर दी जाएगी ।
4.1.1 (क) ( iii ) अध्यापकों की नियुक्ति इस प्रकार बांटी जाएगी जिससे कि शारीरिक शिक्षा से संबंधित विभिन्न पाठ्यक्रमों, खेलों और कौशलों के शिक्षण के लिए अपेक्षित प्रकृति और स्तर की विशेषज्ञता सुनिश्चित हो सके ।
4.1.1 (ख ) अर्हताएं
प्रिंसीपलः
किसी शारीरिक शिक्षा संस्थान में पढ़ाने के कम से कम पांच वर्ष के अनुभव सहित एम.पी.एड.
अध्यक्षः
किसी शारीरिक शिक्षा संस्थान में पढ़ाने के कम से कम तीन वर्ष के अनुभव सहित एम.पी.एड.
लेक्चरर
(i ) एम.पी.एड.
(ii मान्यताप्राप्त प्रारंभिक स्कूल में स्कूल स्तर पर शारीरिक शिक्षक अथवा किसी अन्य जाम के पद का पांच वर्ष का अनुभव।
4.1.2 तकनीकी सहयोगी स्टाफ

राज्य सरकार/ संघशासित प्रशासन द्वारा यथानिर्धारित
4.2.1 सेवा की शर्तें और उपबंध
(क) नियुक्ति केन्द्रीय/ संबंधित राज्य सरकार/ बोर्ड इनमें से जो भी लागू हो की नीति के अनुसार गठित चयन समिति की सिफारिशों के आधार पर की जाएगी।
(ख) अंशकालिक के रूप में उल्लिखित पदों को छोड़कर बाकी सभी नियुक्तियां पूर्णकालिक तथा नियमित आधार पर की जाएगी ।
(ग) अंशकालिक अध्यापकों तथा अन्य सहायक स्टाफ की नियुक्ति सरकार के मानदंडों के अनुसार की जाएगी ।
(घ) संस्थानों के शैक्षणिक तथा अन्य स्टाफ को संबंधित सरकार द्वारा यथानिर्धारित वेतन का भुगतान आदाता को देय चेक द्वारा अथवा इस प्रयोजन के लिए कर्मचारी के विशेष रूप से खोले गए खाते में सूचना के अनुसार किया जाएगा ।
(ड. ) अपने कर्मचारियों के लिए पेंशन, उपदान, भविष्य निधि आदि से संबंधित सांविधिक दायित्वों का निर्वाह संस्थान के प्रबंधक वर्ग द्वारा किया जाएगा।
(च) स्टाफ की अधिवार्षिकी की आयु संबंधित सरकार की नीति द्वारा निर्धारित की जाएगी ।
5.0 सुविधाएं
5.1 आधारिक तंत्र
संस्थान में चार क्लासरूमों, एक बहुद्देशीय हाल , एक बहुद्देशीय प्रयोगशाला, संगोष्ठी/ट्यूटरियल कक्षों, प्रिंसीपल, संकाय सदस्यों के लिए अलग-अलग कमरों, प्रशासनिक स्टाफ के लिए एक कार्यालय तथा एक स्टोर की व्यवस्था होनी चाहिए । क्लासरूमों, प्रयोगशाला, पुस्तकालय जैसे प्रत्येक शिक्षण कक्ष में प्रत्येक छात्र के लिए कम से कम 10 वर्ग फुट स्थान होना चाहिए। बहुद्देशीय हाल में 150 व्यक्तियों के बैठने की सुविधा होनी चाहिए ।
5.1.2 बाह्य खेलकूद के लिए एक बहुद्देशीय मैदान, 400 मीटर लम्बा ट्रैक तथा व्यायाम और इन्डोर खेलों और खेलकूदों के लिए एक हाल होना चाहिए । महानगरीय कस्बों/ पर्वतीय क्षेत्रों में जहां खुले स्थान की उपलब्धता दुष्कर होती है, अन्य संस्थानों के साथ इनका साझा प्रयोग किया जा सकता है।
5.1.3 ये सुविधाएं उपलब्ध कराने के लिए यह जरूरी है कि आवेदन करते समय प्रबंधक वर्ग/संस्थान के अधिकार में संगत विनियमों के अनुसार या तो सभी प्रकार के ऋणभार से मुक्त स्वामित्व के आधार पर अथवा पट्टे पर कम से कम 2.5 एकड़ भूमि/ भूमि और भवन होने चाहिए
5.1.4 भवन के सभी भागों में आग के जोखिम से बचाव के लिए सुरक्षोपाय होने चाहिए 5.1.5 संस्थान का परिसर, भवन, फर्नीचर आदि विकलांगों के लिए अनुकूल होने चाहिए ।
टिप्पणी- ऐसे मौजूदा संस्थान जो उपखंड 5.1.2 तथा 5.1.3 में उल्लिखित सुविधाएं पूरी तरह उपलब्ध कराने की स्थिति में नहीं है, वे अन्य संस्थानों के साथ इन 6

सुविधाओं का साझा प्रयोग कर सकते हैं अथवा मौजूदा संस्थानों में स्थान की कमी होने की स्थिति में एक अलग किन्तु निकटस्थ स्थान पर ऐसी सुविधाएं जुटा सकते हैं।
5.2 शिक्षणात्मक
i 5.2.1 संस्थान के पास कम से कम 2.5 एकड़ भूमि होनी चाहिए जिससे कि संस्थान के भवन तथा भावी विस्तार के लिए पर्याप्त स्थान और खेल तथा खेलकूदों के आयोजन के लिए खुला स्थान जुटाया जा सके। क्लासरूमों आदि से युक्त निर्मित क्षेत्र 12000 वर्गफुट से कम नहीं होगा । यहां तक कि महानगरीय और पर्वतीय क्षेत्रों में भी जहां कुल भूमि अपेक्षित 2.5 एकड़ से कम हो सकती है यह सुनिश्चित किया जाना चाहिए।
5.2.2 अध्ययन के निर्धारित पाठ्यक्रमों से संबंधित कम से कम 2000 पुस्तकों और सन्दर्भ पुस्तकों, शैक्षिक विश्वकोषों , शब्दकोषों, इलेक्ट्रोनिक प्रकाशनों (सीडी रोम) तथा शारीरिक शिक्षा और सम्बद्ध विषयों पर कम से कम पांच पत्रिकाओं से युक्त एक पुस्तकालय होगा । पुस्तकालय में संकाय और छात्र अध्यापकों के प्रयोग के लिए फोटोकापी सुविधा और इन्टरनेट सुविधा सहित कम्प्यूटर सुविधा होगी।
5.2.3 प्रयोगशालाएं
5.2.3.1 शैक्षिक प्रौद्योगिकी प्रयोगशाला उपकरण
प्रोजेक्शन और अनुलिपीकरण के लिए हार्डवेयर तथा आईसीटी साक्षरता प्रदान करने के लिए अपेक्षित शैक्षिक साफ्टवेयर जिसमें निम्न शामिल होंगे-
सार्वजनिक संबोधन प्रणाली, टेप रिकार्डर, टीवी सेट, एलसीडी प्रोजेक्टर, एक ऐपीडियास्कोप , निदर्शन बोर्ड ( तीन) तथा वीडियो कैसेट रिकार्डर, वीडियो कैमरा , एक सिनेमैटिक प्रोजेक्टर, मूवी कैमरा । शैट (केवल प्राप्त टर्मिनल) तथा एसआईटी (उपग्रह अन्तर्संबंधन टर्मिनल) वांछनीय होंगे ।

5.6.2 संस्थान महिला और पुरुष अध्यापक प्रशिक्षकों/ प्रशिक्षणार्थी अध्यापकों के लिए अलग कामनरूम उपलब्ध कराएगा
5.6.3 संस्थान में आवश्यकतानुसार सुरक्षित पेयजल उपलब्ध कराया जाएगा
5.6.4 स्टाफ और छात्रों के लिए पर्याप्त संख्या में टायलेट उपलब्ध कराए जाएंगे ।
5.6.5 कैन्टीन , टेलीफोन सुविधा तथा वाहन खड़े करने के लिए व्यवस्था की जाएगी।
5.6.6 परिसर, जल और टायलेट सुविधाओं की नियमित सफाई तथा फर्नीचर और अन्य उपकरणों की आवश्यक मरम्मत तथा प्रतिपूर्ति को व्यवस्था की जाएगी।
सामान्य
यदि एक ही संस्थान द्वारा एक ही इमारत में अध्यापक शिक्षा में एक या एक से अधिक पाठ्यक्रम चलाए जा रहे हैं तो बहुद्देशीय हाल, खेल के मैदान, पुस्तकालय तथा प्रयोगशाला (पुस्तकों तथा उपकरणों की आनुपातिक वृद्धि सहित ) और शिक्षणात्मक स्थान की सुविधाओं का प्रयोग साझे रूप में किया जा सकता है ।

शारीरिक शिक्षा में स्नातक ( बीपीएड) कार्यक्रम के लिए मानदंड और मानक
1.0 प्रस्तावना
शारीरिक शिक्षा में स्नातक ( बीपीएड) कार्यक्रम माध्यमिक/ उच्च माध्यमिक स्कूलों के लिए शारीरिक शिक्षा में अध्यापक तैयार करने के लिए है। यह एक व्यावसायिक पाठ्यक्रम है जिसके तीन प्रमुख घटक हैं (क) सैद्धान्तिक दिशाअनुकूलन (ख) स्कूल अनुभव (ग) व्यावहारिक कार्य।
अवधि तथा कार्यकारी दिवस 2.0
अवधि
2.1
बीपीएड कार्यक्रम की अवधि एक शैक्षणिक वर्षों की होगी ।
2.2 कार्यकारी दिवस
दाखिले और परीक्षा आदि की अवधि को छोड़कर कम से कम 200 कार्यकारी दिवस होंगे । छः दिन के सप्ताह में प्रत्येक कार्य दिवस कम से कम छः घण्टे का होगा जिसमें सभी अध्यापक प्रशिक्षकों और छात्र अध्यापकों की संस्थान में वास्तविक उपस्थिति जरूरी होगी ।
3.0 दाखिल किए जाने वाले छात्रों की संख्या, पात्रता और वाखिले की क्रियाविधि
दाखिल किए जाने वाले छात्रों की संख्या 3.1
3.1.1 50 छात्रों का एक यूनिट होगा जोकि व्यावहारिक क्रियाकलापों के लिए 25-25 छात्रों के दो समूहों में बंटा होगा ताकि अध्यापन और कौशल अर्जन को सुविधाजनक बनाया जा सके।
3.2 पात्रता
3.2.1 (क) 505 अंकों सहित स्नातक जिसमें शारीरिक शिक्षा एक प्रमुख विषय रहा हो ।
अथवा
(ख) शारीरिक शिक्षा में 505 अंकों सहित स्नातक (अर्थात तीन वर्ष की अवधि काबीपीई) ।
अथवा

3.2.2 उपर्युक्त (क) से (ड. ) श्रेणियों में आने वाले जिन अभ्यर्थियों ने राज्य स्तरीय खेलकूदों/ खेलों में स्थान ( पहला, दूसरा अथवा तीसरा ) प्राप्त किया है और जिन्होंने राष्ट्रीय स्तर के खेलकूदों/ खेलों में भाग लिया है उनके मामले में स्नातक स्तर पर अंकों का न्यूनतम प्रतिशत कम से कम 45 होगा । उपखंड 3.2.1 शैक्षणिक सत्र 2007-08 से लागू होगा।
3.2.3 अनुसूचित जातियों/ अनुसूचित जनजातियों/ अन्य पिछड़े वर्गों को केंद्रीय सरकार/ संबंधित राज्य सरकार/ संघशासित क्षेत्र प्रशासन के नियमों के अनुसार अंकों में ढील/सीटों में आरक्षण दिया जाएगा ।
3.3 दाखिले की क्रियाविधि अर्हक परीक्षा तथा/अथवा प्रवेश परीक्षा अथवा विश्वविद्यालय/ राज्य सरकार की नीति के अनुसार किसी अन्य चयन प्रक्रिया में प्राप्त अंकों के आधार पर योग्यता- क्रम के अनुसार दाखिले किए जाएंगे। राज्य सरकार की नीति के अनुसार शारीरिक स्वस्थता/ दक्षता के लिए समुचित भारिता दी जाएगी ।

( iii ) शिक्षण का 7 वर्ष का अनुभव जिसमें शारीरिक शिक्षा के किसी संस्थान में पढ़ाने का 3 वर्ष का अनुभव शामिल होगा।

(iii ) लेक्चरर के पद के लिए ऊपर निर्धारित अर्हता के अलावा अभ्यर्थियों को शैक्षणिक सत्र 2009-2010 के शुरू होने से पहले नेट/ एसएलईटी अर्हता अथवा यूजीसी द्वारा समय - समय पर निर्धारित कोई वैकल्पिक अर्हता प्राप्त करनी होगी ।

( iv ) पात्रता के उपर्युक्त मानदंडों के अनुसार प्रिंसीपल /अध्यक्ष की नियुक्ति के लिए पात्र और उपयुक्त उम्मीदवारों के उपलब्ध न होने की स्थिति में, शारीरिक शिक्षा में सेवानिवृत्त प्रिंसीपल/अध्यक्ष की सेवानिवृत्ति के पश्चात की सेवा में 65 वर्ष आयु पूरी कर लेने तक, एक समय में अधिक-से-अधिक एक वर्ष के लिए संविदा के आधार पर नियुक्ति की जा सकेगी।

4.4 सेवा की शहैं और उपबंध
(क) विधुक्ति, केंद्रीय/ राज्य सरकार/ संबंधन प्रदान करने वाले विश्वविद्यालय/ बोर्ड, इनमें से जो भी लागू ला, की भीति के अनुसार गठिल चयन समिति की सिफारिशों के जाग पर की एक
(ख) नशकालिक व. संघ उल्लिखित पदों को छोड़कर बाकी नाাिলা पूर्णकालिक तथा नियमित आधार पर की जाएंगी।
(LL) अंशकालिक अध्यापकों तथा अन्य सहयोगी स्टाफ की नियुक्ति संबंधित सरकार / विश्वविद्यालय / यूजीसी के मानदंडों के अनुसार की जाएगी ।
(घ) संस्थामों के शैक्षणिक तथा अन्य स्टाफ (अंशकालिक स्टाप्फ सहित ) को संबंधिल सरकार/ विश्वविद्यालय द्वारा समय - समय पर गथा निर्धारित वेतन का भुगतान आदाता को देय बैंक के द्वारा अथवा इस प्रयोजन के लिए कर्मचारी क विशेष रूप से खोल गए बैंक खाते में सूचना के अनुसार किया जाएगा।
(ङ) अपने कर्मचारियों के लिए पेंशन, उपदान, भविष्य निधेि आदि से संबंधित सांविधिक दायित्वों का निर्वाह संस्थान के प्रबंधक वर्ग द्वारा किल्लाएगा ।
(च) स्टाफ की अधिवार्षिकी की आयु, संबंधित सरकार/ विश्वविधालय की नीति द्वारा निर्धारित की जाएगी ।
सुविधाएं
5.1 आधारिक तंत्र
5.1.1 संस्थान में दो क्लासरूमों , एक बहुद्देशीय हाल, संगोष्ठी/ ट्यूटरियल कक्षों, प्रिंसीपल तथा संकाय सदस्यों के लिए अलग -अलग कमरों , प्रशासनिक स्टाफ के लिए एक कार्यालय तथा एक स्टोर की व्यवस्था होनी चाहिए । क्लासरूमों, प्रयोगशाला, पुस्तकालयों आदि जैसे प्रत्येक शिक्षण कक्ष में प्रत्येक छात्र के लिए कम से कम 10 वर्ग फुट स्थान हाना चाहिए । बहुद्देशीय हाल में 150 व्यक्तियों के बैठने की सुविधा होनी चाहिए ।
5.1.2 बाह्य खेलकूट के लिए एक बहुद्देशीय खेल का मैदान , 400 मीष्टर 'लम्बा ट्रैक तथा व्र ग्राम और इन्डोर खेलों और खेलकूदों के लिए एक हाल होना चाहिए। नगरीय कस्बों/ पर्वतीय क्षेत्रों में जहां खुले स्थान की उपलब्धत्ता दुष्कर होती है, अन्य संस्थानों के साथ इनका साझा प्रयोग किया जा सकता है।
5.13 से सुविधाएं उपलब्ध कराने के लिए यह जरूरी है कि आवेदन करते समय प्रबंधक पेन के अधिकार में संगत विनियमों के अनुसार या तो सभी तरह के आभा से मुक्त स्वामित्व के आधार पर अथवा पट्टे पर कम से कम 5 एकड़ प्रतिभूति और भवन होने चाहिए ।
5.1.4 भवन के सभी भागों में आग के जोखिम से बचाव के लिए सुरक्षोपाय होने चाहिए 5.1.5 संस्थानचा परिसर भवन, फर्नीचर आदि विकलांगों के लिए अनुकूल होने चाहिए । यिनी ऐसे मोजूदा संस्थान जो उपखंड 5.1.2 तथा 5.1.3 में उल्लिखित सुविधाएं पूरी तरह उपलब्ध कराने की स्थिति में नहीं है, वे अन्य संस्थानों के साथ 13

इन सुविधाओं का साझा प्रयोग कर सकते हैं अथवा गौजूवा संस्थानों में स्थान की कमी होने की स्थिति में एक अलग किन्तु निकटस्थ स्थान पर ऐसी सुविधाएं जुटा सकते हैं ।
5.2 शिक्षणात्मक
5.2.1. संस्थान के पास कम से कम 5 एकड़ भूमि होनी चाहिए जिससे कि संस्थान के भवन तथा भावी विस्तार के लिए पर्याप्त स्थान और खेल तथा खेलकूदों के आयोजन के लिए खुला स्थान जुटाया जा सके । क्लासरूमों आदि सहित निर्मित क्षेत्र कम से कम 12000 वर्गफुट होगा । यह स्थिति महानगरीय और पर्वतीय क्षेत्रों में भी सुनिश्चित की जानी चाहिए जहां कि कुल भूमि अपेक्षित 5 एकड़ से कम हो सकती है ।
6.2.2 संस्थान के पास छात्र अध्यापकों के लिए क्षेत्रीय कार्य और अभ्यास शिक्षण संबंधी क्रियाकलापों के निमित्त समुचित दूरी के भीतर पर्याप्त संख्या में (5-100 ) मान्यताप्राप्त माध्यमिक स्कूलों की सुविधा सहज उपलब्ध होनी चाहिए। इस तरह के स्कूलों की एक सूची तैयार की जानी चाहिए । बेहतर होगा यदि संस्थान के अपने नियंत्रण में एक सम्बद्ध स्कूल हो ।
5.2.3 अध्ययन के निर्धारित पाठ्यक्रमों से संबंधित कम से कम 2000 पुस्तकों और सन्दर्भ पुस्तकों, शैक्षिक विश्वकोषों, शब्दकोषों, इलेक्ट्रोनिक प्रकाशनों ( सीडी रोम) तथा शारीरिक शिक्षा और संम्बद्ध विषयों पर कम से कम पांच पत्रिकाओं से युक्त एक पुस्तकालय एवं वाचनालय होगा। पुस्तकालय में संकाय और छात्र अध्यापकों के प्रयोग के लिए फोटोकापी सुविधा और इन्टरनेट सुविधा सहित कम्प्यूटर सुविधा होगी।
5.2.4 संस्थान के पास इन्डोर खेलकूदों, आउटडोर खेलकूदों तथा शारीरिक क्रियाकलापों,. खेलकूद चिकित्सा प्रयोगशाला, शैक्षिक प्रौद्योगिकी प्रयोगशाला, स्वास्थ्य शिक्षा प्रयोगशाला, खेलकूद मनोविज्ञान प्रयोगशाला, शरीर रचनाविज्ञान और शरीर क्रियाविज्ञान तथा स्वास्थ्य शिक्षा प्रयोगशाला, एथलेटिक्स , एथलेटिक्स तथा खेलों. के लिए खेलकूद और क्षेत्रीय उपकरण तथा संबंधित विश्वविद्यालय द्वारा निर्धारित और नीचे अनुशंसित उपकरण तथा सुविधाएं होनी चाहिए।

शारीरिक शिक्षा में मास्टर ( एमपीएड) कार्यक्रम के लिए मानदंड और मानक
1.0 प्रस्तावना
(क) शारीरिक शिक्षा में मास्टर (एमपीएड) कार्यक्रम शारीरिक शिक्षा में स्नातकोत्तर कार्यक्रम में भाग लेने के इच्छुक अभ्यर्थियों के लिए तथा उच्च माध्यमिक स्तर पर शारीरिक शिक्षा अध्यापकों का और साथ ही शारीरिक शिक्षा कालेजों और विश्वविद्यालयों के शारीरिक शिक्षा विभागों में अध्यापक प्रशिक्षकों का एक व्यावसायिक संवर्ग तैयार करने के लिए है।
(ख) केवल ऐसे विश्वविद्यालय विभाग और संस्थान एम.पी.एड. पाठ्यक्रम की पेशकश करने के पात्र हैं जोकि बी.पी.एड. पाठ्यक्रम चला रहे हैं ।
अवधि तथा कार्यकारी दिवस 2.0
2.1 अवधि
एम.पी.एड. कार्यक्रम की अवधि दो शैक्षणिक वर्ष होगी ।
2.2 कार्यकारी दिवस
परीक्षा और दाखिले आदि की अवधि छोड़कर प्रत्येक शैक्षणिक वर्ष में शिक्षण , क्षेत्रीय कार्य तथा स्कूल में स्थानबद्ध प्रशिक्षण के लिए कम से कम 200 कार्यकारी दिवस होंगे , छः दिन के सप्ताह में प्रत्येक कार्यकारी दिवस छः घण्टे का होगा ।
3.0 दाखिल किए जाने वाले छात्रों की संख्या , पात्रता और दाखिले की क्रियाविधि
3.1 दाखिल किए जाने वाले छात्रों की संख्या
प्रत्येक वर्ष दाखिल किए जाने वाले छात्रों की संख्या 30 (दो वर्ष' में 60 ) से अधिक नहीं होगी।
3.2 पात्रता बी.पी.एड. डिग्री स्तर पर कम से कम 555 अक पाने वाले अभ्यर्थी दाखिले के लिए पात्र हैं । तथापि जिन अभ्यर्थियों ने राज्य स्तरीय खेलकूद/ खेलों में स्थान (पहला, दूसरा अथवा तीसरा ) प्राप्त किया है और जिन्होंने राष्ट्रीय स्तर के खेलकूद/ खेलों में भाग लिया है, उनके मामले में अंकों में 55 की ढील दी जाएग। उपखंड 3.2
शैक्षणिक सत्र 2007-08 से लागू होगी ।
3.2.3 अनुसूचित जातियों/ अनुसूचित जनजातियों/ अन्य पिछड़े वर्गों को संबंधित राज्य सरकार के नियमों के अनुसार अंकों में ढील/ सीटों में आरक्षण दिया जाएगा।

(ii) पात्रता के उपर्युक्त मानदंडों के अनुसार प्रिंसीपल रीडर की नियुक्ति के लिए पात्र और उपयुक्त उम्मीदवारों के उपलब्ध न होने की स्थिति में, शारीरिक शिक्षा में सेवानिवृत्त प्रिंसीपल रीडर की सेवानिवृत्ति के पश्चात की सेवा में 65 वर्ष आयु पूरी कर लेने तक, एक समय में अधिक-से- अधिक एक वर्ष के लिए संविदा के आधार पर नियुक्ति की जा सकेगी ।
4.1.2 तकनीकी सहयोगी स्टाफ
बी.पी.एड. के लिए जरूरी स्टाफ के अलावा निम्न स्टाफ की जरूरत होगीः

4.2 सेवा की शर्तें और उपबंध
(क) नियुक्ति, केंद्रीय/ संबंधित राज्य सरकार/ संबंधन प्रदान करने वाले विश्वविद्यालय इनमें से जो भी लागू हो , की नीति के अनुसार गठित चयन समिति की सिफारिशों के आधार पर की जाएगी ।
(ख ) अंशकालिक के रूप में उल्लिखित पदों को छोड़कर बाकी सभी नियुक्तियां पूर्णकालिक तथा नियमित आधार पर की जाएंगी।
(অ) तकनीकी और प्रशासनिक स्टाफ की नियुक्ति संबंधित सरकार/ विश्वविद्यालय/ यूजीसी के मानदंडों के अनुसार की जाएगी ।
(घ) संस्थानों के शैक्षणिक तथा अन्य स्टाफ (अंशकालिक स्टाफ सहित) को संबंधित सरकार/विश्वविद्यालय द्वारा समय - समय पर यथा-निर्धारित वेतन का भुगतान आदाता को देय चैक के द्वारा अथवा इस प्रयोजन के लिए कर्मचारी के विशेष रूप से खोले गए बैंक खाते में सूचना के अनुसार किया जाएगा।
(ङ) अपने कर्मचारियों के लिए पेंशन, उपदान, भविष्य निधि आदि से संबंधित सांविधिक दायित्वों का निर्वाह संस्थान के प्रबंधक वर्ग द्वारा किया जाएगा ।
(च) स्टाफ की अधिवार्षिकी की आयु, संबंधित सरकार/ विश्वविद्यालय की नीति द्वारा निर्धारित की जाएगी ।
5.0 सुविधाएं
5.1 आधारिक तंत्र
5.1.1 30-30 छात्रों के बैठने की सुविधा सहित दो क्लासरूम, 100 व्यक्तियों के बैठने की सुविधा सहित एक बहुद्देशीय हाल, संगोष्ठी/ ट्यूटोरियल कक्षों, प्रोफेसर/अध्यक्ष, संकाय सदस्यों के लिए स्वतंत्र कमरों, प्रशासनिक स्टाफ के लिए एक कार्यालय तथा एक स्टोर की व्यवस्था की जाएगी । क्लासरूम, प्रयोगशाला, पुस्तकालय आदि जैसे प्रत्येक शिक्षणात्मक कक्ष में प्रत्येक छात्र के लिए कम से कम 10 वर्गफुट स्थान होगा ।
5.1.2 इन्डोर खेलकूदों के लिए एक बहुद्देशीय हाल/ व्यायामशाला तथा आउटडोर खेलों के लिए सुविधाएं होंगी ।
5.1.3 ये सुविधाएं उपलब्ध कराने के लिए यह जरूरी है कि आवेदन करते समय प्रबंधक वर्ग/संस्थान के अधिकार में संगत विनियमों के अनुसार या तो सभी तरह के ऋणभार से मुक्त स्वामित्व के आधार पर अथवा पट्टे पर कम से कम 2.5 एकड़ भूमि/ भूमि और भवन होने चाहिए।
5.1.4 भवन के सभी भागों में आग के जोखिम से बचाव के लिए सुरक्षोपाय होने चाहिए 5.1.5 संस्थान का परिसर, भवन, फर्नीचर आदि विकलांगों के लिए अनुकूल होने चाहिए ।

टिप्पणी- ऐसे मौजूदा संस्थान जो उपखंड 5.1.3 में उल्लिखित सुविधाएं पूरी तरह उपलब्ध कराने की स्थिति में नहीं है, वे अन्य संस्थानों के साथ इन सुविधाओं का साझा प्रयोग कर सकते हैं अथवा मौजूदा संस्थानों में स्थान की कमी होने की स्थिति में एक अलग किन्तु निकटस्थ स्थान पर ऐसी सुविधाएं जुटा सकते हैं।
5.2 शिक्षणात्मक
5.2.1 संस्थान के पास कम से कम 2.5 एकड़ भूमि होनी चाहिए जिससे कि संस्थान के भवन तथा भावी विस्तार के लिए पर्याप्त स्थान और खेल तथा खेलकूदों के आयोजन के लिए खुला स्थान जुटाया जा सके । क्लासरूमों आदि सहित निर्मित क्षेत्र कम से कम 12000 वर्गफुट होगा। यह स्थिति महानगरीय और पर्वतीय क्षेत्रों में भी सुनिश्चित की जानी चाहिए जहां कि कुल भूमि अपेक्षित 2.5 एकड़ से कम हो सकती है ।
5.2.2 प्रत्येक छात्र के लिए शिक्षणात्मक स्थान का आकार 10 वर्गफुट से कम नहीं होना चाहिए ।
5.2.3 एक वाचनालय की सुविधा सहित एक ऐसा पुस्तकालय होगा जिसमें सभी विशेषज्ञता और पाठ्यक्रमों से संबंधित कम से कम 2000 पुस्तकें और सन्दर्भ पुंस्तकें, शैक्षिक विश्वकोश , इलैक्ट्रोनिक प्रकाशन ( सीडी रोम) सहित और कम-से- कम पांच पत्रिकाएं तथा इंटरनेट संयोज्यता की व्यवस्था होगी । पुस्तकालय के संग्रह में प्रतिवर्ष कम-से - कम 100 उत्कृष्ट पुस्तकें शामिल की जाएंगी । पुस्तकालय में संकाय और छात्र-अध्यापकों के प्रयोग के लिए फोटोकॉपी सुविधा और इंटरनेट सुविधा सहित कंप्यूटर उपलब्ध कराए जाएंगे ।
$.2.4 विभिन्न इन्डोर तथा आउटडोर खेलकूदों और खलों के लिए समुचित उपकरण होने चाहिए ।
$ .2.5 दाखिल किए जाने वाले अनुमोदित 60 छात्रों ( दो वर्ष) के लिए शिक्षणात्मक क्रियाकलाप करने के वास्ते प्रयोगशालाएं होनी चाहिए ।

टिप्पणीः 5.2 के प्रावधान शैक्षणिक सत्र 2007-08 से लागू होंगे ।
6.3 साधन
6.3.1 शिक्षणात्मक तथा अन्य प्रयोजनों के लिए समुचित संख्या में कार्यात्मक और उपयुक्त फर्नीचर उपलब्ध कराया जाएगा ।
6.3.2 संस्थान महिला अध्यापक प्रशिक्षकों/प्रशिक्षणार्थियों के लिए कामन रूम उपलब्ध कराएगा ।
6.3.3 संस्थान में सुरक्षित पेयजल उपलब्ध कराया जाएगा।
6.3.4 स्टाफ और छात्रों के लिए पर्याप्त संख्या में पुरुषों और महिलाओं के टायलेट अलग-अलग उपलब्ध कराए जाएंगे ।
6.3.5 कैन्टीन, टेलीफोन सुविधा तथा वाहनों को खड़े करने की सुविधा उपलब्ध कराई जाएगी।
6.3.6 परिसर, पानी और शौचालय सुविधाओं की नियमित सफाई के कारगर इंतजाम किए जाएंगे। फर्नीचर तथा अन्य उपकरणों की आवश्यक मरम्मत और भरपाई की जाएगी ।
सामान्य
7.0
यदि एक ही संस्थान द्वारा एक ही इमारत में अध्यापक शिक्षा में एक या एक से अधिक पाठ्यक्रम चलाए जा रहे हैं तो बहुद्देशीय हाल, खेल के मैदान, पुस्तकालय तथा प्रयोगशाला (पुस्तकों तथा उपकरणों की आनुपातिक वृद्धि सहित) और शिक्षणात्मक स्थान की सुविधाओं का प्रयोग साझे रूप में किया जा सकता है ।

NOTIFICATION
New Delhi , the 22nd December , 2006
F. No. 49-4/2006-NCTE (N & S) .- Norms and Standards for various teacher education programmes have been prescribed and updated by the National Council for Teacher Education (NCTE) from time to time . The revised norms & standards for C.Ed and D.Ed were promulgated vide notification No. F.49-4 / 2006 - NCTE ( N& S ) dated 30th , November 2006 published in the Gazette of India Extra- Ordinary on 11th December , 2006.
2. In continuation of the above notification and in exercise of the powers conferred under sub - section 2 of Section 32 of the NCTE Act, 1993 (73 of 1993 ) , the NCTE hereby revise the Norms and Standards for teacher education courses leading to Certificate in Physical Education ( C.P.Ed ) , Bachelor of Physical Education (B.P.Ed ) and Master of Physical Education( M.P.Ed) and makes the following regulations , namely:
1. Short Title and Commencement :
( 1 ) These regulations may be called the " National Council for Teacher Education (Recognition Norms & Procedure ) ( Fourth Amendment ) Regulations , 2006. "
2. Applicability
(1 ) These regulations shall be applicable to all matters pertaining to grant of recognition/ permission to conduct a teacher education programme leading to Certificate in Physical Education (C.P.Ed) , Bachelor of Physical Education ( B.P.Ed ) and Master of Physical Education( M.P.Ed ) , as the case may be , or equivalent .

(2) They shall come into force from the date of their publication in the Official Gazette .
3. Extent of Amendment
(i) The Appendix 10, 11 & 12 of the norms and standards which were notified by NCTE Regulations , 2002 and retained in the NCTE Regulations , 2005 shall be replaced by the Appendix - 1 , 2 and 3 to this amendment and be read as part thereof.

Appendix - 1
Nornis and Standards for Certificate in Physical Education
Programme (C.P.Ed. )
1.0 Preamble
The Certificate in Physical Education (C.P.Ed. ) programme is meant for preparing teachers in Physical Education for elementary schools ( Primary and Upper Primary/Middle) .
2.0 Duration and working days
2.1 Duration
The Certificate in Physical Education programme shall be of a duration of two academic years .
2.2 Working Days
There shall be at least 200 working days exclusive of period of admission and examination and each working day being of 6 hours in a 6- day week
3.0 Intake, Eligibility and Admission Procedure
3.1 Intake
(a) There shall be a unit of 50 students , for each year.
3.2 Eligibility
(a) Candidates with at least 50% marks in the senior secondary examination ( +2) or its equivalent , are eligible for admission . For those who are position holders ( 1st , 2nd or 3rd ) in State Level sports/ games and those who have participated in the National level sports / games , the minimum percentage of marks in the Senior Secondary examination ( +2) shall be at least 45 % . The sub-clause 3.2 will take effect from the academic session 2007-08 .
(b) There shall be relaxation of marks /reservation of seats for SC/ST/ OBC and other categories as per the Rules of the Central Government/ State Government/ UT Administration concerned .

3.3 Admission Procedure
Admission shall be made on merit on the basis of marks obtained in the qualifying examination and/or in the entrance examination or any other selection process as per the policy of the State Government . Due weightage for physical fitness /proficiency will be given as per the policy of the State Government.
4.0 Staff

4.2.1 Terms and conditions of service
(a) The appointment shall be made on the basis of recommendations of the Selection Committee constituted as per the policy of the Central/concerned State Government/ Board , whichever is applicable.
(b) All appointments are to be made on full - time and regular basis excepting those specified as part-time.
(c) Appointment of part - time teachers and other supporting staff can be made as per norms of the Government .
(d) The academic and other staff of the institutions shall be paid such salary as may be prescribed by the concerned Government by account payee cheque or as per Advice into the bank account of employee specially opened for the purpose.
( e) The management of the institution shall discharge the statutory duties relating to pension , gratuity , provident fund , etc. for its employees .

( 1) The age of superannuation of staff shall be determined by the policy of concerned Government .
5.0 Facilitles
5.1 Infrastructure
5.1.1 There shall be provision for four classrooms , one multi -purpose hall, one multi- purpose laboratory, seminar/tutorial rooms , separate rooms for the Principal , faculty members , office for the administrative staff and a store . For every instructional room like classrooms , laboratory, library etc. space shall not be less than 10 sq.ft. per student . Multi -Purpose Hall shall have the seating capacity for 150 persons .
5.1.2. There shall be a multi - purpose field for outdoor sports , a 400 mt . track and a hall for gymnastic and indoor games and sports . In metropolitan towns /hilly regions , where availability of open space is constrained , it can be shared with other institution .
5.1.3 To provide these facilities , the Management/ Institution shall at the time of making application , have in its possession a minimum of 2.5 acre of land /land and building free from all encumrbances either on ownership basis or on lease for as per the relevant regulations .
5.1.4 Safeguard against fire hazard be provided in all parts of the building .
5.1.5 The institutional campus , buildings , furniture etc. should be disabled- friendly.
Note: The existing Institutions that may not be able to provide facilities fully as per sub -clause 5.1.2 and 5.1.3 may share these facilities with other Institutions or create such facilities at a different but nearby place if there is a paucity of space in the existing Institutions .
5.2. Instructional
5.2.1 The institution must have at least 2.5 acres of land which shall provide enough space for institutional building and for future expansion and open space for organizing games & sports. Built in area consisting of classrooms etc. shall not be less than 12000 sq.ft. This must be ensured even in metropolitan and Hilly Regions where the total land may be less than the required 2.5 acres .
5.2.2 There shall be a library equipped with minimum 2000 titles and reference books related to the prescribed courses of study , educational encyclopedias , year books , electronic publications ( CD Roms ) and at least five journals on physical education and related subjects . The Library shall 28

have photocopying facility and Computer with Internet facility for the use of faculty and students teachers .
5.2.3 Laboratories
5.2.3.1 Education Technology lab equipment

Norms and Standards for Bachelor of Physical, Education
(B.P.Ed.) Programme
1.0 Preamble
The Bachelor of Physical Education ( B.P.Ed. ) programme is meant for preparing teachers in Physical Education for Secondary/Senior Secondary Schools . It is a professional course having three major comporients ( a) theoretical orientation ( b) .school experience ( c) practicalwork.
2.0 Duration and working days
2.1 Duration
The B.P.Ed. programne shall be of a duration of one academic year .
2.2 Working Days
There shall be at least 200 working days exclusive of period of examination and admission etc. A working day shall be of a minimum of 6 hours in a six-day week, during which physical presence in the institution of all teacher educators and student teachers is essential .
3.0 Intake , Eligibility and Admission Procedure
3.1 Intake
3.1.1 . There shall be a unit of 50 students , divided into two batch of 25 for practical activities to facilitate teaching and skill learning .
3.2 Eligibility
( a ) Graduate with physical education as a major subject with 50 % marks 3.2.1
OR
( b) Graduate in Physical Education ( i.e. , B.P.E. of three year duration ) with 50% marks
OR
(c) Graduate with at least 50% marks , having represented State/University in sports /games/ athletics .
OR
(d) Graduate, with at least 50 % marks , who represented in inter-collegiate sports/games tournaments or passed basic course in adventure sports.

3.2.2 For those in category ( a) to ( e ) above who are position holders (1st , 2nd or 3rd) in State Level sports /games and those who have participated in the National level sports/games , the minimum percentage of marks in the Graduation shall be at least 45%.

Thesub - clause 3.2.1 will take effect from the academic session 2007- 11
3.2.3 . There shall be relaxation of marks / reservation of seats for SC/ST/OBC as per the Rules of the Central Government/State Government/UT Administration concerned.
3.3Admission Procedure
Admission shall be made on merit on the basis of marks obtained in the qualifying examination and/or in the entrance examination or any other selection process as per the policy of the University/State Government with due weightage for physical fitness / proficiency, as per the policy of the State Government .

5.0 Facilities
5.1 Infrastructure
5.1.1 There shall be provision for two classrooms , one multi - purpose hall, seminar /tutorial rooms , separate rooms for the Principal and faculty members , office for the administrative staff and a store . For every instructional room like class room , laboratories , libraries etc. spaces shall not be less than 10 sq.ft. per student . Multi- purpose Hall , shall have the seating capacity for 150 persons .
5.1.2 There shall be a multi - purpose play field for outdoor sports , a 400 mt . track , gymnasium and a hall for indoor games and sports . In metropolitan towns / hilly regions , where availability of open space is constrained, it can be shared with other institution .
5.1.3 To provide these facilities , the Management/ Institution shall at the time of making application , have in its possession a minimum of 5 acres of land / land and building free from all encumbrances as per the relevant Regulations .
5.1.4 Safeguard against fire hazard be provided in all parts of the building .
5.1.5 The institutional campus building , fumiture etc. should be disabled friendly.
Note: The existing Institutions that may not be able to provide facilities fully as per sub- clause 5.1.2 and 5.1.3 may share these facilities with other Institutions or create such facilities at a different that mearby place if there is a paucity of space in the existing Institutions.
5.2. Instructional
5.2.1 The institution must have at least 5 acres of land which shall provide enough space for institutional building and open space for organizing games & sports keeping in view future expansion . Built in area consisting of class rooms etc. shall not be less than 12000 sq .ft . This must be ensured even in metropolitan and Hilly Regions where the total land may be less than the required 5 acres .
5.2.2 The institution shall have easy access to sufficient number ( 5-10) recognized secondary schools within reasonable distance for field work and practice teaching related activities of the student teachers . A list of such schools should be prepared . It is desirable that the institution has an attached school under its control .
5.2.3 There shall be a library - cum- reading room , equipped with minimum 2000 titles and reference books related to the prescribed course of study , educational encyclopedias , year books , electronic publications ( CD Roms ) 36

and minimum five journals on physical education and related subjects . The library shall have photocopying facility and computer with internet facility for the use of faculty and student - teachers .
5.2.4 The institution shall have equipments & facilities for Indoor sports , outdoor sports and physical activities , sports medicine laboratory , Educational Technology laboratory , Health Education laboratory, $ports Psychology laboratory, Anatomy and Physiology and Health Education laboratory , Athletics , Sports and field equipment for athletics and games as prescribed by concerned University and suggested below.

1.0 Preamble
( a) The Master of Physical Education ( M.P.Ed. ) programme is meant for candidates desirous of pursuing post- graduate programme in physical education , and for preparing a professional cadre of physical education teachers at the senior secondary level as well as teacher educators in Colleges of Physical Education and University Departments of Physical Education .
(b) Only University Departments or institutions offering B.P.Ed. programme are eligible to offer M.P.Ed. course .
2.0 Duration and working days
2.1 Duration
The M.P.Ed. programme shall be of a duration of two academic years .
2.2 Working Days
There shall be at least 200 working days in each academic year exclusive of period of examination and admission etc. , for instruction , field work and internship in a school , a working day being of 6 hours in a 6- day week .
3.0 Intake, Eligibility and Admission Procedure
Intake

The intake of students shall not exceed 30 each year . ( 60 in 2 years )
3.2 Eligibility
Candidates who have obtained at least 55% marks in the B.P.Ed. degree are eligible for admission .
