सा.का.नि. 41 ( अ ). राजकोषीय उत्तरदायित्व तथा बजट प्रबंधन अधिनियम, 2003 ( 2003 का 39 ) की धारा 8 में प्रदत्त शक्तियों का प्रयोग करते हुए, केन्द्र सरकार एतद्वारा राजकोषीय उत्तरदायित्व तथा बजट प्रबंधन नियम , 2004 में संशोधन के लिए निम्नलिखित नियम बनाती है, अर्थात्:-
1. (1 ) इन नियमों को राजकोषीय उत्तरदायित्व तथा बजट प्रबंधन ( संशोधन ) नियम, 2007 कहा जाएगा ।
(2) ये नियम सरकारी राजपत्र में प्रकाशन की तारीख से प्रभावी होंगे ।
2. (क ) राजकोषीय उत्तरदायित्व तथा बजट प्रबंधन नियम , 2004 में,-
(1) नियम 3 में, " मार्च की 31 वीं तारीख 2008 " अंकों, अक्षरों तथा शब्दों को दोनों स्थानों पर जहां वे आए हैं " मार्च की 31वीं तारीख , 2009 " अंकों, अक्षरों तथा शब्दों द्वारा प्रतिस्थापित किया जाएगा ;
(II ) नियम 6 के उप- नियम ( 1.) में खण्ड ( ख ) तथा ( ग ) को निम्नलिखित खण्डों द्वारा प्रतिस्थापित किया जाएगा , अर्थात्: -
( ख ) व्याख्यात्मक टिप्पणियों के साथ प्रपत्र घ-1 से घ -3 में प्राप्त राशियों और गारंटियों के विवरण , यदि कोई हो;
( ग ) व्याख्यात्मक टिप्पणियों के साथ प्रपत्र घ-4 में परिसम्पत्तियों का विवरण , यदि कोई हो;
(ख ) राजकोषीय उत्तरदायित्व तथा बजट प्रबंधन नियम , 2004 से संबंधित प्रपत्र घ -2 में , दूसरे कालम में , " लंबित राशियों " शीर्ष. के तहत प्रविष्टयों को निम्नलिखित प्रविष्टियों द्वारा प्रतिस्थापित किया जाएगा ।

NOTIFICATION
New Delhi , the 23rd January , 2007
G.S.R. 41 (E) . In exercise of the powers conferred by Section 8 of the Fiscal Responsibility and Budget Management Act , 2003 (39 of 2003 ), the Central Government hereby makes the following rules to amend the Fiscal Responsibility and Budget Management Rules , 2004 , namely:--
1. (1) These rules may be called the Fiscal Responsibility and Budget Management ( Amendment) Rules , 2007.
(2) They shall come into force from the date of publication in the Official Gazette.
2. (a) In the Fiscal Responsibility and Budget Management Rules , 2004,
(i) in Rule 3 , for the figures , letters and the words , " 31st day of March , 2008 " , at both the places where they occur, the figures , letters and the words " 31st day of March , 2009 " shall be substituted ;
(ii) in Rule 6 in sub - rule ( 1 ) , for clause (b ) and ( c) , the following clauses shall be substituted namely :
"(b) statements of receivables and guarantees in Forms D - 1 to D - 3 along with explanatory notes , ifany;
(c) a statement of assets in Form D - 4 along with explanatory notes , if any " .
(b) In Form D - 2to the Fiscal Responsibility and Budget Management Rules , 2004, in the second column , under the heading " Amounts pending " for the entries, the following entries shall be substituted , namely:-
