ELECTION COMMISSION OF INDIA DIRECTION
New Delhi, the 24th January, 2007
नई दिल्ली, 24 जनवरी , 2007 आ.अ. १ ( अ).-यतः, लोक प्रतिनिधित्व अधिनियम, 1951 की धारा 61 क में यह उपबंधित है कि मतदान मशीनों द्वारा मत ऐसी रीति से दिए और रिकार्ड किए जाएंगे जैसा कि निर्वाचन आयोग ऐसे निर्वाचन क्षेत्र के लिए प्रत्येक मामले की परिस्थितियों को ध्यान में रखते हुए निर्दिष्ट करे; तथा
Ο.Ν. 9 (E ) .- Whereas , Section 61A of the Representation of the People Act, 1951, provides that the giving and recording of votes by voting machines in such manner as may be prescribed, may be adopted in such constituency as the Election Commission may , having regard to the circumstances of each case specify; and
2. यतः पंजाब राज्य में आयोग ने 2- अमृतसर संसदीय निर्वाचन क्षेत्र की परिस्थितियों पर विचार किया है और वह संतुष्ट है कि उपर्युक्त संसदीय निर्वाचन क्षेत्र में मतदान के लिए पर्याप्त संख्या में इलैक्ट्रॉनिक वोटिंग मशीनें उपलब्ध हैं, मतदान कर्मचारी इलैक्ट्रॉनिक वोटिंग मशीन के दक्षतापूर्वक संचालन करने के लिए प्रशिक्षित हैं तथा निर्वाचक भी इलैक्ट्रॉनिक वोटिंग मशीनों की कार्यप्रणाली से पूर्णतया परिचित हैं ;
2. Whereas, the Commission has considered the circumstances in 2 -Amritsar Parliamentary Constituency in the State of Punjab , and it is satisfied that sufficient number of Electronic Voting Machines are available for taking the poll in the above mentioned Parliamentary Constituency, the polling personnel are well trained in efficient handling of the Electronic Voting Machines and the electors are also fully conversant with the operation of the Electronic Voting Machines ;
3. अतः , अब, भारत निर्वाचन आयोग एतद्वारा पंजाब राज्य में 2 - अमृतसर संसदीय निर्वाचन क्षेत्र को उस निर्वाचन क्षेत्र के रूप में विनिर्दिष्ट करता है जिसमें 18 जनवरी , 2007 को अधिसूचित उक्त राज्य से लोक सभा के लिए चालू उप निर्वाचन में, निर्वाचनों का संचालन नियम , 1961 के अधीन मत निर्धारित रीति से इलैक्ट्रॉनिक मतदान मशीनों के माध्यम से डाले और रिकार्ड किए जाएंगे जैसा कि इस विषय पर आयोग द्वारा समय - समय पर अनुपूरक अनुदेश जारी . किए जाते हैं ।
3. Now, therefore, the Election Commission of India hereby specifies 2-Amritsar Parliamentary Constituency in the State of Punjab, as the constituency in which the votes atthe currentbye-election to the House of the People from the said State notified on 18th January, 2007, shall be given and recorded by means of Electronic Voting Machines in the manner prescribed under the Conduct of Elections Rules, 1961, and the supplementary instructions issued by the Commission from time to time on the subject.
