सं. 11-8/2007 ( यू. ) ( पीजी आरईजीएल ) भारतीय चिकित्सां केन्द्रीय परिषद् अधिनियम , 1970 ( 1970 का 48 ) की धारा 36 की उप - धारा ( 1 ) के खंड ( झ ) , ( ञ) और ( ट ) के द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और भारतीय चिकित्सा केन्द्रीय परिषद् ( स्नातकोत्तर शिक्षा) विनियम , 1979 के जहां तक उनका संबंध भारतीय चिकित्सा केन्द्रीय परिषद् से है , उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या किए जाने का लोप किया गया है , केन्द्रीय सरकार की पूर्व मंजूरी से भारतीय चिकित्सा केन्द्रीय परिषद् यूनानी स्नातकोत्तर चिकित्सा शिक्षा को विनियमित करने के लिए निम्नलिखित विनियमों को एतद्वारा बनाती है , अर्थात्:
! 1. संक्षिप्त शीर्षक और प्रारंभः ( 1 ) इन विनियमों का संक्षिप्त नाम भारतीय चिकित्सा केंद्रीय परिषद् (स्नातकोत्तर यूनानी शिक्षा) विनियम, 2007 है ।
(2) ये सरकारी राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. परिभाषाएं- इन विनियमों में, जब तक कि संदर्भ से अन्यथा अपेक्षित न हो ,
(क) ' अधिनियम से भारतीय चिकित्सा केंद्रीय परिषद् अधिनियम, 1970 अभिप्रेत है;

(ख) 'परिषद्' से भारतीय चिकित्सा केंद्रीय परिषद् अभिप्रेत है;
(ग) 'मान्यताप्राप्त संस्थान' से अधिनियम की धारा 2 की उपधारा(1 ) के खंड ( क) के अधीन यथा परिभाषित अनुमोदित संस्थान अभिप्रेत है ।
3. उद्देश्य और प्रयोजनः यूनानी चिकित्सा स्नातकोत्तर उपाधि और डिप्लोमा पाठ्यक्रमों का उद्देश्य और प्रयोजन यूनानी चिकित्सा से संबंधित विशिष्टताओं और अति विशिष्टताओं का अभिविन्यास करना तथा ऐसे सुविज्ञ और विशेषज्ञों को तैयार करना है जो अपने संबद्ध क्षेत्रों में सुयोग्य और दक्ष अध्यापक, चिकित्सक, शल्य चिकित्सक, भेषज विशेषज्ञ और अनुसंधानकर्ता हो सकें।
4. विशेषज्ञताएं जिनमें स्नातकोत्तर उपाधि पाठ्यक्रम संचालित किए जा सकते हैं
माहिर - ए -तिब्ब (डॉक्टर ऑफ मेडिसिन) के लिए विषय
( 1 ) कुल्लियात- उमूर -ए- तिब्बिया
यूनानी चिकित्सा के आधारभूत सिद्धांत
शरीर क्रिया विज्ञान
(2) मुनाफे-उल- आजा
(3) इल्मुल अदविया
भेषजगुणविज्ञान
(4) इल्मुश सैदला भैषजिकी (5) तहफुजी-वा-समाजी तिब्ब निवारक और सामाजिक चिकित्सा शास्त्र
बाल रोग विज्ञान
(6) इल्मुल अतफाल
चिकित्साशास्त्र
(7) मुआलीजात .

5. विषय जिनमें स्नातकोत्तर डिप्लोमा पाठ्यक्रम संचालित किए जा सकते हैं
(1) सैदला
भैषजिकी में डिप्लोमा
(2) अमराज-ए-एन
नेत्र रोग में डिप्लोमा
(3) अमराज-ए- उज्न , अनफ व हलक
कर्ण, नासा और कंठ रोग में डिप्लोमा
(4) अस्पताल प्रबंधन
अस्पताल प्रबंधन में डिप्लोमा
(5) इलाज-बित- तदबीर

6. स्नातकोत्तर उपाधि की नाम पद्धति-
( 1) माहिर - ए -तिब्ब (डॉक्टर ऑफ मेडिसिन)
विशेषज्ञता का विषय उपाधि अर्थात "ताहफुजी-वा- समाजी तिब्बः (निवारक और सामाजिक चिकित्सा शास्त्र ) " मेंदिया जाएगा ।
( 2) माहिर-ए-जराहत (मास्टर ऑफ सर्जरी)
विशेषज्ञता का विषय उपाधि अर्थात् जराहत (शल्य चिकित्सा) में विशेषज्ञता के रूप में दिया जाएगा ।
7. स्नातकोत्तर डिप्लोमा की नाम पद्धति में डिप्लोमा या विशेषज्ञता का विषय में डिप्लोमा शब्द: के पूर्व रिक्त स्थान में दिया जाएगा, उदाहरणार्थ " सैदलिया ( भैषजिकी) में डिप्लोमा " ।
8. स्नातकोत्तर उप्पाधि और डिप्लोमा पाठ्यक्रमों की अवधि-
(1) स्नातकोत्तर उपाधि और डिप्लोमा पाठ्यक्रमों की अवधि क्रमशः तीन वर्ष और दो वर्ष की होगी ।
(2) छात्रों को वार्षिक परीक्षा में बैठने होने के लिए पात्र होने के लिए सैद्धांतिक और प्रायोगिक कुल. व्याख्यानों में कम से कम 85 प्रतिशत की उपस्थिति सुनिश्चित करनी होगी ।
9. स्नातकोत्तर पाठ्यक्रमों में प्रवेश के लिए मानदण्ड-
(1 ) भारतीय चिकित्सा केंद्रीय परिषद् अधिनियम , 1970 की दूसरी अनुसूची में सम्मिलित मान्यता प्राप्त संस्थान से यूनानी चिकित्सा और शल्यक्रिया स्नातक (बी यू एम एस) की उपाधि या समतुल्य उपाधि धारक और भारतीय चिकित्सा पद्धतियों के राज्य रजिस्टर में प्रविष्ट कोई व्यक्ति स्नातकोत्तर पाठ्यक्रम में प्रवेश के लिए पात्र होगा।
(2) यथास्थिति विश्वविद्यालय या समिति या मेडिकल कॉलेज संस्थान , एक प्रवेश समिति का गठन करेगा जो प्रवेश से संबंधित प्रक्रिया का पर्यवेक्षण करेगी ।
(3) अभ्यर्थियों का चयन 100 अंकों वाली प्रवेश परीक्षा के माध्यम से योग्यता के आधार पर ही किया जाएगा। प्रवेश परीक्षा पत्र वस्तुनिष्ठ प्रकार के प्रश्नों का होगा जिसमें बीयूएमएस पाठ्यक्रम के सभी विषय समाविष्ट किए जाएंगे । इसका ब्यौरा प्रवेश समिति द्वारा निर्धारित किया जाएगा ।
(4) प्रवेश परीक्षा में योग्यता के क्रम से प्राप्त अंकों के आधार पर प्रवेश दिया जाएगा ।
(5) * यूनानी चिकित्सा के किसी विषय में स्नातकोत्तर उपाधि धारक कोई अभ्यर्थी को यूनानी चिकित्सा के किसी अन्यविषय में स्नातकोत्तर पाठ्यक्रम के लिए दाखिले की अनुमति नहीं दी जाएगी ।

(6) कोई अभ्यर्थी जिसे स्नातकोत्तर उपाधि के किसी विषय में प्रवेश मिल चुका हो उसे प्रवेश की तारीख से छह माह की अवधि के पश्चात् किसी अन्य स्नातकोत्तर विषय में परिवर्तित होने या दाखिला मांगने की अनुमति नहीं दी जाएगी ।
(7) स्नातकोत्तर पाठ्यक्रम के प्रथम वर्ष में छात्रों को यूनानी के मौलिक सिद्धांतों के अनुप्रयुक्त पहलुओं का ज्ञान प्राप्त करना होगा ।
* टिप्पणः- यह पाबंदी स्नातकोत्तर डिप्लोमा धारकों पर लागू नहीं होगी ।
10. प्रशिक्षण की पद्धतिः विषय में सैद्धांतिक और व्यावहारिक दोनों पहलुओं में व्यापक प्रशिक्षण व्याख्यानों, प्रयोगात्मक कक्षाओं, नैदानिक प्रदर्शनों, सामूहिक विचार- विमर्शों, सेमिनार और संगोष्ठियों के माध्यम से प्रदान किया जाएगा।
11. स्नातकोत्तर विभाग की स्थापना-
(1 ) स्नातकोत्तर पाठ्यक्रम केवल उन चिकित्सा कॉलेजों/संस्थानों में प्रारंभ किया जाएगा जहां पहले से ही स्नातकपूर्व पाठ्यक्रम विद्यमान है । तथापि, केंद्रीय सरकार भारतीय चिकित्सा पद्धति ( यूनानी) को विकसित करने के हित में स्नातकपूर्व पाठ्यक्रमों के बिना ही स्नातकोत्तर पाठ्यक्रम प्रारंभ करने लिए विशेष परिस्थितियों के अधीन अनुमति प्रदान कर सकती है ।
(2) स्नातकोत्तर शिक्षण के लिए पृथक स्थान आवश्यक होगा और स्नातकोत्तर शिक्षण के लिए अन्य सुविधाएं भी उपलब्ध कराई जाएंगी ।
(3 ) सभी स्नातकोत्तर विभागों में एक विभागीय पुस्तकालय उपलब्ध कराया जाएगा ।
(4) प्रत्येक नैदानिक स्नातकोत्तर विभाग की अपनी प्रयोगशाला होगी ।
(5) विभाग में संबद्ध विशिष्टताओं और विषय में प्रशिक्षण के लिए अपेक्षित पर्याप्त उपस्कर और अनुसंधान सुविधाएं होंगी।
(6) स्नातकोत्तर पाठ्यक्रम प्रारंभ करने के लिए अपेक्षित न्यूनतम अतिरिक्त शिक्षण कर्मचारिवृन्द में संबद्ध विषय के एक उपाचार्य और एक प्राध्यापक शामिल होंगे जो स्नातकपूर्व शिक्षण के लिए निर्धारित अध्यापको के अतिरिक्तहोंगे ।
(7) चिकित्सा कालेज / संस्थान में जहां स्नातक पूर्व पाठ्यक्रम नहीं हैं वहां नैदानिक विभाग के लिए न्यूनतम चार अध्यापक अर्थात आचार्य- एक, उपाचार्य- एक , प्राध्यापक- दो और प्रत्येक बीस अंतगृह शय्याओं के लिए एक रजिस्ट्रार / सीनियर रेजीडेट अपेक्षित होंगे ।
आचार्यों और उपाचार्यों के उपलब्ध नहीं होने की स्थिति में, इन कमियों को अतिथि आचार्यों/उपाचार्यों/अध्येताओं को नियुक्त करके तथा अध्यापकों द्वारा रिक्त पद को भरते हुए पूरा किया जाएगा ।
टिप्पण : यह उपबंध वर्तमान स्थिति पर नियंत्रण के लिए सरकारी राजपत्र में इस अधिसूचना के प्रकाशन की तिथिसे पांच वर्ष हेतु जारी रहेगा ।

12. छात्र शिक्षक अनुपात: -
छात्र शिक्षक अनुपात इस प्रकार होगा कि आचायर्यों के मामले में स्नातकोत्तर शिक्षकों की संख्या और प्रति वर्ष प्रविष्ट स्नातकोत्तर छात्रों की संख्या एक अनुपात तीन ( 1:3 ) के रूप में, उपाचार्यों के मामले में और व्याख्याताओं के मामले में क्रमशः एक अनुपात दो ( 1: 2) और एक अनुपात एक ( 1: 1 ) के रूप में बनाये रखी जाए ।
13. वृत्तिका और अन्य सुविधायेंः-
वृत्तिका और आकस्मिक व्यय जिसके अंतर्गत आकस्मिक व्यय तथा दौरे के कार्यक्रम भी हैं समेत अन्य सुविधायें स्नातकोत्तर आयुर्विज्ञान छात्रों के लिए राज्य में प्रचलित दरों पर उपलब्ध कराई जायेगीं और ये सुविधायें यूनानी चिकित्सा स्नातकोत्तर छात्र के लिए निरपवाद रूप से उपलब्ध कराई जाने वाली अनिवार्य आवश्यकता के रूप में परिषद द्वारा सुनिश्चित की जायेंगी ।
14. परीक्षा और निर्धारण:-
'यूनानी चिकित्सा में स्नातकोत्तर प्रशिक्षण की परीक्षा और निर्धारण निम्नलिखित पर आधारित होगा-
(क) प्रत्येक विषय में लिखित, प्रायोगिक और मौखिक / नैदानिक परीक्षा;
स्नातकोत्तर छात्रों द्वारा शोध प्रबंध की प्रस्तुति ।
(ख)
15. शोध प्रबंधः-
(1 ) सभी छात्रों के लिए शोध प्रबंध अनिवार्य होगा और इस प्रयोजन के लिए मार्गदर्शक या पर्यवेक्षक के अधीन में उनके अपने कार्यों को समाहित करेगा ।
(2) आचार्य, उपाचार्य और अभ्यागत आचार्य या स्नातकोत्तर विभागों में संविदा पर नियुक्त आचार्य और उपाचार्य या प्राध्यापक मार्गदर्शक या पर्यवेक्षक होंगे ।
(3) स्नातकोत्तर छात्र के मार्गदर्शक या पर्यवेक्षक की नियुक्ति विभाग में ज्येष्ठता के आधार पर सुनिश्चित की जायेगी ।
(4) किसी गैर स्नातकोत्तर शिक्षक के लिए आयुर्विज्ञान के शोध प्रबंध के डॉक्टर का मार्गदर्शन के लिए पांच वर्षों काअनुभव होना अनिवार्य होगा ।
(5) पर्यवेक्षक द्वारा सम्यक् रूप से हस्ताक्षरित शोध प्रबंध डॉक्टर ऑफ मेडिसिन/मास्टर ऑफ सर्जरी (एमडी/ एमएस) की अंतिम परीक्षा की तारीख से पहले कम से कम तीन माह पूर्व प्रस्तुत करेगा । डॉक्टर ऑफ मेडिसिन/ मॉस्टर ऑफ सर्जरी की अंतिम परीक्षा में बैठने की अनुमति देने वाली पूर्व शर्त परीक्षकों द्वारा शोध प्रबंध का अनुमोदन करना होगा ।
(6) शोध प्रबंध को चार प्रतियों में मार्गदर्शक या पर्यवेक्षक के प्रमाण पत्र सहित संबंधित विभाग के अध्यक्ष/प्रमुख को प्रस्तुत किया जायेगा और विभाग अध्यक्ष प्रमुख उसे संबंधित प्राधिकारी को मूल्यांकन के लिए अग्रेषित करेंगे ।

(7) प्रत्येक शोध प्रबंध को तीन परीक्षकों, एक विषय का बाहरी परीक्षक, एक ज्येष्ठतम् आंतरिक परीक्षक और विभाग अध्यक्ष / प्रमुख द्वारा नियुक्त मार्गदर्शक या पर्यवेक्षक द्वारा परीक्षित/ मूल्यांकित किया जायेगा ।
आंतरिक और बाहरी परीक्षकों द्वारा शोध प्रबंध का अनुमोदन/शिफारिश करने के पश्चात् अभ्यर्थी को लिखित, प्रायोगिक और मौखिक परीक्षाओं के अनुज्ञात किया जाएगा । (8)
(9) परीक्षकों द्वारा शोध प्रबंध के अस्वीकृत किये जाने की स्थिति में दूसरी राय के लिए अन्य परीक्षक शोध प्रबंध के मूल्यांकन के लिए नियुक्त किया जायेगा ।
( 10) दूसरे परीक्षक द्वारा भी शोध प्रबंध के अस्वीकार किये जाने की स्थिति में भी अभ्यर्थी को शोध प्रबंध पुनः प्रस्तुत करने के लिए छह माह का समय दिया जाएगा।
( 11 ) शोध प्रबंध पर मौखिक परीक्षा विभाग अध्यक्ष या प्रमुख द्वारा नियुक्त दो परीक्षकों (एक बाहरी और एक आंतरिक) द्वारा संचालित की जायेगी ।
16. स्नातकोत्तर डिग्री पाठ्यक्रम परीक्षाओं की पद्धति:
स्नातकोत्तर डिग्री पाठ्यक्रम में केवल दो परीक्षाएं होंगी और उसकी पद्धति निम्नलिखित रीति में होंगी- ( 1)
पहले वर्ष की परीक्षा एक शैक्षणिक वर्ष के समापन पर आयोजित की जायेगी; (क)
दूसरे शैक्षणिक वर्ष में अनुसंधान कार्य आदि के कारण कोई परीक्षा नहीं होगी । (ख)
(ग) अंतिम परीक्षा प्रथम वर्ष की परीक्षा उत्तीर्ण करने के पश्चात तीन शैक्षणिक वर्षों के समापन पर आयोजित की जायेगी ।
(2) वार्षिक परीक्षा के पश्चात 6 माह में पूरक/दूसरी परीक्षा होगी ।
(3) यदि कोई छात्र लगातार चार बार अवसर दिये जाने पर भी प्रथम परीक्षा में उत्तीर्ण होने से असफल रहता है तो उसका रजिस्ट्रीकरण रद्द समझा जायेगा ।
17. स्नातकोत्तर डिग्री पाठ्यक्रमों के प्रश्न पत्रों की पद्धति:- स्नातकोत्तर डिग्री पाठ्यक्रमों में प्रश्न पत्रों की पद्धति इन विनियमों के परिशिष्ट में यथा विनिर्दिष्ट होगी ।
18. अंकों की पद्धति
(1) प्रत्येक सैद्धांतिक प्रश्न पत्र अधिकतम 100 अंक का होगा और अवधि तीन घंटे की होगी ।
डॉक्टर ऑफ मेडिसिन /मास्टर ऑफ सर्जरी में पहले वर्ष और तीसरे वर्ष के प्रत्येक विषय की प्रायोगिक और मौखिक परीक्षा अधिकतम 100 अंकों की होगी । (2)
(3) प्रत्येक विषय में सैद्धांतिक और प्रायोगिक परीक्षा के लिए अलग अलग न्यूनतम उत्तीर्णांक 50 प्रतिशत होंगे ।
(4) प्रथम वर्ष और अंतिम वर्ष की डॉक्टर ऑफ मेडिसिन/ मॉस्टर ऑफ सर्जरी (एमडी/एमएस) परीक्षाओं के प्रत्येक विषय में सैद्धांतिक पत्रों के लिए एक परीक्षक तथा प्रायोगिक और मौखिक परीक्षाओं के लिए दो परीक्षक (एक बाहरी और एक आंतरिक) होंगे ।

19. अध्यापन कर्मचारिवृंद के लिए अर्हताएं-
अनिवार्य
(क) विधि द्वारा स्थापित किसी विश्वविद्यालय या भारतीय चिकित्सा केन्द्रीय परिषद अधिनियम, 1970 की दूसरी अनुसूची में सम्मिलित भारतीय चिकित्सा के सांविधिक बोर्ड/संकाय से यूनानी चिकित्सा की डिग्री ।
(ख) विधि द्वारा स्थापित विश्वविद्यालय /मान्यता प्राप्त संस्थान से संबंधित विषय में स्नातकोत्तर अर्हता ।
(ग ) किसी मान्यता प्राप्त संस्थान में प्राचार्य और उपाचार्य के लिए क्रमशः 10 वर्षों और पांच वर्षों का संबंधित विषयों में अध्यापन का अनुभव । :
(घ) मान्यता प्राप्त यूनानी मेडिकल कालेजों में कार्यरत और 1995 से पूर्व नियुक्त शिक्षक संबंधित विषय में स्नातकोत्तर अर्हता के बिना आचार्य , उपाचार्य और व्याख्याता के पद पर नियुक्ति / प्रोन्नति के लिए पात्र होंगे ।
(ङ) संबंधित विषयों में आचार्य और उपाचार्य के पद पर नियुक्ति/प्रोन्नति के लिए गैर स्नातकोत्तर व्याख्याता/उपाचार्य को क्रमशः तेरह और आठ वर्षों का कम से कम अध्यापन अनुभव रखना चाहिए । परंतु यह उपबंध इस अधिसूचना के प्रकाशन की तिथि से पांच वर्षों तक लागू रहेगा ।
वांछनीय:
(क) संबंधित विषय में स्नातकोत्तर अध्यापन अनुभव ।
(ख) संबंधित विषय पर प्रकाशित मूल शोध पंत्र/ग्रन्थ ।
(ग) अरबी/फारसी/अंग्रेजी की बेहतर जानकारी ।
टिप्पण: यूनानी की अपेक्षित विशिष्टता में स्नातकोत्तर डिग्री धारक शिक्षकों की अनुपलब्धता की स्थिति में संबंधित विषयों के डॉक्टर ऑफ मेडिसीन डिग्री धारक पर विचार किया जायेगा । संबंधित विषयों का ब्यौरा निम्नवत हैः-
(क) कुल्लियात/तशरीह- उल -बदन/ मुनाफे- उल-आजा /इल्मुल अमराज '
(ख) इल्मुल अदविआ/दावासाजी
(ग) हिफजान-ए-सेहत/ इल्मुल सुमूम
(घ) मोआलीजात/अतफाल/इलाज-बित-तदबीर
(ड. ) जराहियात/अमराज-ए-पैन/अमराज-ए -उज्न, अनफ , हलक वा अस्नान ।
टिप्पण : यह उपबंध सरकारी राजपत्र में इस अधिसूचना के प्रकाशन की तिथि से सात (7 ) वर्ष तक जारी रहेगा।
20. स्नातकोत्तर विभाग हेतु न्यूनतम कार्मिक के लिए पद्धति:
(1 ) स्नातकोत्तर विभागों में विभागवार न्यूनतम कर्मचारिवृंद के लिए पद्धति निम्नलिखित प्रकार से होगीः-

(क) आचार्य/उपाचार्य

(ख) व्याख्याता .

(ग) नैदानिक विभाग हेतु नैदानिक रजिस्ट्रार (घ) तकनीशियन
(ड.) तकनीकी सहायक .
(च) प्रयोगशाला सहायक कनिष्ठलिपिक
(छ) कम्प्यूटर प्रचालक/आशुलिपिक/टंकक (ज) वरिष्ठ लिपिक/लेखाकार
(झ) चपरासी
(ञ) सफाई वाला या संविदा आधार पर एक व्यक्ति.

टिप्पण : 2. किसी भी विभाग में रिक्त पद 65 वर्ष की आयु से कम के सेवानिवृत्त प्रोफेसरों/रीडरों द्वारा संविदात्मक आधार पर नियमित नियुक्ति किए जाने तक भरे जाएंगे ।

New Delhi, the 21st February , 2007
No. 11-8/2007 (U ) (PG Regl . ) . In exercise of the powers conferredby clauses ( i ) , (j ) and (k) of sub-section ( 1 ) of section 36 of the Indian Medicine Central Council Act, 1970 (48 of 1970) and in suppression of the Indian Medicine Central Council (Post Graduate Education ) Regulations , 1979 , in so far as they relate to Unani medicine , except as respects things done or omitted to be done before such super- session , the Central Council of Indian Medicine , with the previous sanction of the Central Government in order to regulate the Post- graduate Education of Unani medicine , hereby makes the following regulations , namely:
1. Short title and commencement.- ( 1 ) These regulations may be called the Indian Medicine Central Council ( Post-graduate Unani Education) Regulations , 2007 .
(2) They shall come into force on the date of their publication in the Official Gazette .
2. Definitions.- In these regulations , unless the context otherwise requires: - (a ) ' Act' means the Indian Medicine Central Council Act, 1970;
(b) 'Council ' means the Central Council of Indian Medicine ;
(c) ' recognised institution ' means an approved institution as defined under clause ( a) of sub-section (I ) of section 2 of the Act .
3. Aims and Objects The aims and objects of the post- graduate degree and diploma courses in Unani medicine shall be to provide orientation in specialities and super specialities in Unani medicine and to produce experts and specialists , who can be competent and efficient teachers , physicians , surgeons , pharmaceutical experts and researchers in their respective fields.

[PART III-SEC. 4] 8. Duration of post- graduate degree and diploma courses.-
(1) Theduration of post- graduate degree and diploma courses shall be three years and two years respectively.
(2) The students shall have to attend atleast eighty five percent of total lectures in theory and practicals to become eligible for appearing in annual examination .
9. Criteria of admission for post graduate courses.-
(1) A person holding degree of Bachelor of Unani Medicine and Surgery ( BUMS) or equivalent degree from a recognised institution included in the Second Schedule of Indian Medicine Central Council Act, 1970 and enrolled in the State Register of Indian systems of medicine shall be eligible for admission in the post graduate course.
(2) The University or Board or medical college institution as the case may be, shall constitute an admission committee , which shall supervise the admission procedure.
(3) The selection of candidates shall be made strictly on the basis of merit through entrance test comprising of 100 marks . The entrance test paper shall be of objective type questions covering all the subjects of Bachelor of Unani Medicine and Surgery course , the details of which shall be decided by the admission committee.
(4) The admission shall be given on the basis of marks secured in entrance test in the order of merit.
(5) *A candidate possessing post graduate degree in one subject of Unani medicine shall not be allowed admission in any other subject of Unani medicine for post graduate course .
(6) A candidate who has been admitted in any subject of post graduate degree course shall not be allowed to switch over or seek admission in any other subject of post graduate course after a period of six months from the date of admission.
(7) In the first year of the post graduate course, the students shall have to acquire knowledge of applied aspect of fundamentals in Unani
*Note : The ban shall not apply to Post Graduate diploma holders.

10. Method of training.- There shall be comprehensive training in both theoretical and practical aspects of the subject through lectures, practicals , clinical demonstrations , group discussions , seminars and symposiums .
11. Establishment of post graduate Department.-
(1) Post graduate Course shall be started only in those medical colleges/institutions whereunder-graduate course already exist, however , the central government may in the interest of developing Indian Systems of Medicine ( UNANI ) grant permission under special circumstances to start post graduate course without under graduate courses .
(2) Separate space for post graduate teaching shall be must and other facilities for post graduate teaching shall be made available.
(3 ) A departmental library shall be provided in all post graduate departments .
(4) Each clinical post graduate department shall have its own laboratory.
(5) The Department shall have adequate equipment and research facilities required for training in the related speciality and subject.
(6) The minimum additional teaching staff required for starting post-graduate course shall be one Reader and one Lecturer of concerned subject , in additionto the teachers stipulated for under- graduate teaching .
(7) In the medical college / institute not having under graduate courses minimum four teachers i.e. Professor- one , Reader- one , Lecturer -two , for Clinical Department, one Registrar / Senior Resident for every twenty indoor beds shall berequired.
In case Professors and Readers are not available , the deficiency shall be made by appointing visiting Professors / Readers / Fellows and filling up the vacant post by Lecturers.
Note :This provision shall continue for five year from the date of publication of this notification in the official Gazette to tide over the present situation .
Students teacher ratio.-
12.
The student teacher ratio shall be such that the number of post graduate teachers to the number of post graduates student admitted per year be maintained at one is to three ( 1 : 3) in case of Professors , one is to two ( 1 :2) in case of Readers and one is to one in case of Lecturer.

The stipend and other facilities including contingency and tour programme shall be provided at the rates prevailing in the State for other medical post- graduate students and these facilities shall be regarded by the Council as an essential requirement to be invariably provided to post graduate student in Unani medicine .
14. Examination and Assessments.-
Theexamination and assessment of post graduate training in Unani medicine shall be based on.-
(a) written paper, practical and viva - voce/clinical examination of each subject;
(b) submission of thesis by the post graduate scholars .
15. Thesis.-
(1) The thesis shall be compulsory for all students and shall embody their own work under the guide or supervisor for the purpose .
(2) The guide or supervisor shall be a Professor, Reader , visiting professor or a professor , Reader or Lecturer on contractual appointments in the post graduate departments.
(3) The appointment of guide or supervisor for post graduate student shall be strictly on the basis of seniority in the department.
(4) A non post-graduate teacher , for providing guidance for Doctor of Medicine thesis , shall be required to have five years experience.
(5) The thesis duly signed by the supervisor shall be submitted well in advance at least three months before the date of Doctor of Medicine / Master of surgery ( MD /MS ) final examination approval of the thesis by examiners shall be a pre - condition for permission to appear in the Doctor of Medicine / Master of surgery final examination.
(6) Four copies of the thesis shall be submitted to the Chairman/Head of the Department concerned with certificate from the guide or supervisor and the Chairman /Head of the Department shall forward the same to the concerned authority for evaluation .
(7) Every thesis shall be examined /evaluated by three examiners , one external examiner in the subject , one senior most internal examiner and the guide or supervisor appointed by the Chairman/Head of the Department.

(8) After approval/recommendation of the thesis by external and internal examiners , the candidate shall be permitted to appear in written , practical and viva voce examinations .
(9) In case of rejection of thesis by the examiners , another examiner will be appointed for evaluation of thesis for second opinion .
(10) In case of rejection of thesis by another examiner also, the candidate shall be given six months to resubmit the thesis.
(11 ) Viva- voce examination on thesis shallbe conducted by two examiners (one external and one internal ) appointedby the Chairman or Head of the Department .
16. Pattern of examinations for post graduate degree course.-
(1) Thepost-graduate degree course shall have only two examinations and their pattern shall be in the following manner: -
(a) Thefirst year examination shall be conducted on completion of one academic year;
(b) There shall be no examination for second academic year due to research work etc.
(c) The final examination shall be conducted on completion of thre academic years , after passing the first year examination.
(2) There shall be a supplementary / second examination after annual examination , with in six months of the annual examination.
(3) If any student fails to clear of the first year in four consecutive chances his registration shall be deemed to be cancelled.
17. Pattern of papers for post - graduate degree courses.- The pattern ofpapers for post graduate degree courses shall be as specified in the Appendix to these regulations .
18. Pattern of Marks
(1) Each theory paper shall be of 100 maximum marks and three hours duration.
(2) Practical and viva - voce examination of each subject of Doctor of Medicine / Master of Surgery first year and third year shall be of 100 maximum marks

(3) Minimum passing marks shall be 50 percent both in theory and practical separately for each subject .
(4) There shall be one examiner for theory and two examiners for practical and viva- voce (one external and one internal ) in each subject for first year and final year Doctor of Medicine / Master of Surgery ( MD / MS) examinations .
19. QUALIFICATIONS FOR TEACHING STAFF.-
Essential: -
(a) Degree in Unani medicine from a University established by law or a statutory Board/ Faculty of Indian Medicine included in Second Schedule of Indian Medicine Central Council Act , 1970.
(b) Post-graduate qualification in concerned discipline from a recognised institution/University established by law.
(c) Teaching experience in a recognised institution for ten years and five years for the post of Professor and Reader respectively in the respective disciplines.
(d) Teachers who are working in recognised Unani Medical Colleges , and appointed prior to 1995 shall be eligible for appointment/ promotion for post of Professor, Reader and Lecturer in the respective discipline without post graduate qualification .
( e) For appointment/ promotion to the Post of Professor and Reader in the respective disciplines the non post graduate lecturer/ Reader should have at least thirteen ( 13 ) years , and eight ( 8 ) years of teaching experience respectively . Provided that this provision shall continue for five years from the date of publication of this notification in official Gazette .
Desirable:
(a) Post graduate teaching experience in the respective discipline.
(b) Original published papers /books on the concerned subject.
(c) Good knowledge of Arabic/ Persian/English .
NOTE: In case of non availability of post graduate degree holder teachers in required specialty of Unani , the Doctor of Medicine in the allied disciplines shall be considered the details of the allied subjects are as follows: -
(a) kulliyat/Tashreeh - ul- Badan/Manf- e- ul -Aza / llmu amraz
(b) Ilmul advia / Dawasazi 23
