एफ.टीएन /एसईसी/ 135 /एसआरओ/एनसीटीई /2004-2005 /705.- एनसीटीई अधिनियम, 1993 की धारा 14 ( 1 ) के तहत सेन्ट् स्टीफन्स कॉलेज ऑफ एजुकेशन , वेलायुदा नगर, कोल्लेमकोड़-629160 , कन्याकुमारी जिला, तमिलनाडु ने एन सी टी ई के दक्षिणी क्षेत्रीय समिति को शैक्षिक सत्र 2005-2006 से एक वर्ष की माध्यमिक ( बी.एड ) की मान्यता की अनुमति के लिए प्रार्थना- पत्र प्रस्तुत किया।
2. संस्था द्वारा प्रस्तुत प्रार्थना- पत्र के संवीक्षण पर , दस्तावेज जो उसके साथ लगाया गया और निरीक्षक टीम से प्राप्त निवेश , समिति ने निम्न बातों को नोट किया:-
(क ) संस्था अध्यापक शिक्षा शैक्षिक संस्था की स्थापन के लिए भूमि प्राप्त कर लिया ।
( ख ) संस्था निश्चित करता है कि प्राप्त भूमि में 3 वर्ष की अवधि में स्थायी इमारत निर्मित करेगा ।
( ग ) संस्था ने वर्णित कोर्स के लिए प्रधानाचार्य और सात अध्यापकों का चयन कर लिया है ।
3. अब इसलिए, एन सी टी ई अधिनियम , 1993 की धारा 14 ( 1 ) के अधीन प्रदान किए अधिकार के प्रयोग में, दक्षिणी क्षेत्रीय समिति इसके द्वारा सेन्ट् स्टीफन्स कॉलेज ऑफ एजुकेशन , वेलायुदा नगर , कोल्लेमकोड़-629160 , कन्याकुमारी जिला , तमिलनाडु को माध्यमिक (बी.एड) की एक वर्ष की अवधि की कोर्स शैक्षिक सत्र 2005-06 , वार्षिक 100 विद्यर्थियों की भर्ती के साथ मान्यता का प्रस्ताव प्रदान करें, निम्न विषयों की पूर्ति के साथ : -
( क) संस्था यह निश्चित करता है कि आठ ( 1 + 7 ) , सम्बद्ध विश्वविद्यालय के द्वारा विशिष्ट क्षमता सदस्यों को विधिवत् स्वीकृत करेगा किकोर्स की प्रारम्भण के पहले 100 विद्यार्थियों की भर्ती की स्थिति में हो और इस कार्य की एक रिपोर्ट को दक्षिणी क्षेत्रीय समिति को तुरन्त भेजा जाएगा ।
(ख ) संस्था मान्यता की तिथि से तीन वर्ष की अवधि में अपने इमारत में स्थानान्तरित करेगा ( यदि कोर्स अस्थायी इमारत में आरम्भ हुआ तो) ।
( ग ) संस्था मान्यता आदेश की प्राप्ति की एक माह के भीतर ही वृतिदान निधि खाते की संयुक्त खाते में बदलेगी ताकि क्षेत्रीय समिति की अधिकारी के साथ खाता संचालन करें ।
(घ ) संस्था एन सी टी ई नियम में वर्णित विभिन्न प्रतिमानों और प्रमाणों का पालन करेगा ।
4. इसके अतिरिक्त, मान्यता उन अन्य आवश्यकताओं की पूर्ति करेगा शायद वह अन्य अधिनियम समिति द्वारा निर्धारित जैसे राज्य सरकार आदि ।
5. संस्थाप्रत्येक शैक्षिक वर्ष के अन्त में नियुक्त क्षमता प्राप्त सदस्यों की मान्य समिति की स्वीकृति की अनुपालन मूल्यनिर्धारण की एक कापी और अधिकृत लेखाकार द्वारा परीक्षित वार्षिक लेखा की विवरण क्षेत्रीय समिति को प्रस्तुत करेगा ।

6. यदि संस्था एन सी टी ई अधिनियम , नियम और आदेश जो जारी किए गए हैं और ऊपर बताए गए शर्तों का उल्लंघन करें तो दक्षिणी क्षेत्रीय समिति एन सी टी ई अधिनियम , 1993 की धारा 17 ( 1 ) के अधीन मान्यता को वापस ले सकती है।
7. निम्न प्रमाण पत्रों को कोर्स के प्रारम्भण के पहले प्रस्तुत करना है ।
(क) कार्यक्षम अधिकारी द्वारा जारी किया गया स्थायीकरण प्रमाण-पत्र ।
(ख ) स्वास्थ्य अधिकारी द्वारा जारी किया गया स्वच्छता का प्रमाण- पत्र ।

Bangalore, the 27th April, 2005
F. TN / SEC/ 135 /SRO /NCTE/ 2004-2005/705.- In terms of Section 14( 1 ) of the NCTE Act, 1993 St. Stephen's College of Education, Velayudha Nagar , Kollemcode - 629160, Kanyakumari District, Tamil Nadu had submitted an application to the Southern Regional Committee of NCTE for grant of recognition for Secondary (B.Ed. ) Course of One year from the Academic Session 2005-2006 .
2. On scrutiny of the application submitted by the institution, the documents attached therewith and the input received from the visiting team, the Committee has noted the following :
(a) The institution has acquired the land for setting up the teacher education institution.
(b ) The institution will ensure that the permanent building is constructed within a period of 3 years on the acquired land.
(c) The institution has selected the Principal and Seven teachers for the said course .
3. Now therefore , in exercise of the powers vested under Section 14( 1 ) of the NCTE Act , 1993 , the Southern Regional Committee hereby grants recognitionto St. Stephen's College of Education , Velayudha Nagar, Kollemcode - 629160, Kanyakumari District, Tamil Nadu to offer Secondary (B. Ed. ) Course of one year duration from the Academic Session 2005- 2006 with an annual intake of 100 students , subject to fulfilment of the following: 1.
(a) The institution will ensure that Eight ( 1 +7) exclusive faculty members duly approved by the affiliating university are in position for an intake of 100 students before commencement of the course and a report to this effect shall be sent to the Southern Regional Committee immediately .
(b) The institution shall shift to its own premises within three years from the date of recognition ( in case the course is started in temporary premises) .
(c) The institution shall, within one month of the receipt of recognition order , convert the endowment fund account into a joint account to be operated along with an official of the Regional Committee .
(d) The institution shall comply with the various other norms and standards prescribed in the NCTE Regulations . 4. Further, the recognition is subject to fulfilment of all such other requirements as may be prescribed by other regulatory bodies like the State Government etc.
5. The institution shall submit to the Regional Committee a Performance Appraisal Report at the end of each academic year along with a copy of the approval of the affiliating body to the appointment of faculty members , and the statement of annual accounts duly audited by a Chartered Accountant.
6. If the institution contravenes any of the above conditions on any of the provisions of the NCTE Act, Rules , Regulations and Orders made or issued thereunder , the Southern Regional Committce may withdraw the recognition under the Provisions of Section 17(1 ) of the NCTE Act, 1993 .
7. The following certificates have to be submitted before commencement of the course .
(a) Stability certificate issued by the Competent Authority .
(b) Sanitation certificate issued by the Health Officer .
