दिनांक 18 जनवरी , 2007 को भारत के राजपत्र , असाधारण , भाग I , खण्ड 1 में प्रकाशित अधिसूचना संख्या 14 के लिए परिशिष्ट
सं. 16-70/2004- डी.डी. III. सामाजिक न्याय और अधिकारिता मंत्रालय , भारत सरकार ने निःशक्त व्यक्ति ( समान अवसर , अधिकारों का संरक्षण तथा पूर्ण भागीदारी ) अधिनियम , 1995 ( 1996 का 1 ) की धारा 32 के उपबंधों के अनुसरण में दिनांक 8 फरवरी , 2005 को अपर सचिव सामाजिक न्याय और अधिकारिता मंत्रालय की अध्यक्षता में एक विशेषज्ञ समिति का गठन किया था। अनुबंध-1 के रूप में यथा उल्लिखित आदेश की प्रति इसके साथ प्रकाशित की जा रही है। इसे 18 जनवरी , 2007 को प्रकाशित अधिसूचना के साथ पढ़ा जाए ।

निःशक्त व्यक्ति ( समान अवसर, अधिकार संरक्षण तथा पूर्ण भागीदारी ) अधिनियम , 1995 की धारा 32 में यह निर्धारित है कि उपयुक्त सरकार
(क) स्थापनाओं में पदों की पहचान करेगी जिसे विकलांग व्यक्तियों के लिए आरक्षित किया जा सकता है ;
(ख) आवधिक अंतरालों पर जो तीन वर्ष से अधिक न हों, पहचान किए गए पदों की समीक्षा करेगी और प्रौद्योगिकी में विकास को ध्यान में रखते हुए सूची को अद्यतन करेगी ।
2. अधिनियम की धास 32 के अनुसरण में भारत सरकार द्वारा गठित विशेषज्ञ समिति ने 1986 में पहचान की गई पदों की समीक्षा की थी तथा भारत सरकार और सार्वजनिक क्षेत्र के उपक्रमों की स्थापनाओं में विभिन्न विकलांगताओं वाले व्यक्तियों के लिए उपयुक्त सभी समूहों में पहचान किए गए पदों की संशोधित सूची जून , 2001 में अधिसूचित की गई थी ।
3. चूंकि, प्रत्येक तीन वर्ष के बाद पहचान की गई पदों की समीक्षा के लिए अधिनियम की धारा 32 में प्रावधान है । इसलिए भारत सरकार एतद्वारा इस आदेश के जारी होने की तारीख से निम्नलिखित सदस्यों से युक्त इसके मंत्रालयों/विभागों तथा सार्वजनिक क्षेत्र के उपक्रमों में विकलांग व्यक्तियों के लिए आरक्षित किए जाने वाले समूह क, ख , ग तथा घ पदों में पहचान/ समीक्षा हेतु विशेषज्ञ समिति का गठन करती है; नामतः :-

4. यह समिति सदस्यों का सह - विकल्प कर सकती है ।
5. नियमानुसार और गैर सरकारी सदस्यों को यात्रा- भत्ता/दैनिक भत्ता का भुगतान पं. दीनदयाल विकलांग जनसंस्थान, नई दिल्ली द्वारा किया जाएगा ।
6. यह समिति शीघ्र अपनी रिपोर्ट सरकार को प्रस्तुत करेगी ।

Addendum to Notification No. 14 Published in the Gazette of India , Extraordinary, Part I , Section 1 , Dated the 18th January , 2007
No. 16-70/2004 - DD III .-Ministry of Social Justice and Empowerment , Government of India in pursuance ofthe provisions of Section 32 of Persons with Disabilities (Equal Opportunities , Protection of Rights and Full Participation) Act, 1995 ( 1 of 1996), had constituted an Expert Committee on the 8th February, 2005 under the Chairmanship of Additional Secretary , Ministry of Social Justice and Empowerment , copy of the Order mentioned as Annexure - I is being pubished herewith . This may be read along with the Notification published on January 18 , 2007 .

ANNEXURE- I
ORDER
New Delhi , the 8th February , 2005
Section 32 of the Persons with Disabilities (Equal Opportunities , Protection of Rights and Full Participation) Act, 1995 stipulates Appropriate Governments shall :-
(a) identify posts , in the establishments , which can be reserved for the persons with disability;
(b) at periodical intervals , not exceeding three years , review the list of posts identified and up - date the list taking into consideration the developments in technology .

2. In pursuance to Section 32 ofthe Act, an Expert Committee constituted by the Government had reviewed the identification of posts done in 1986 and a revised list of identified posts in all Groups in the establishments of Government of India and Public Sector Undertakings had been notified as suitable for persons with different disabilities in-June, 2001 .
3. Since the Section 32 of the Act provides for review of the list of identified posts after every three years . Government of India hereby constitutes , with effect from the date of issue of this order, the Expert Committee to identify/ review the posts in Group A, B , C and D to be reserved for the Persons with Disabilities in its Ministries/ Departments and Public Sector Undertakings consisting of the following members , namely :--
