आ.अ. 30( अ ), यतः पंजाब राज्य की विधान सभा के निर्वाचित सदस्यों द्वारा निर्वाचित श्रीमती सुखबंस कौर भिन्डर का स्थान , उनकी पदावधि, जो 9 अप्रैल , 2010 सहित उस तारीख तक थी, के समाप्त होने से पूर्व उनकी मृत्यु होने के कारण , 15 दिसम्बर, 2006 से रिक्त होगया है ; और
यतः , इस प्रकार हुई रिक्ति को भरने के प्रयोजन से उप- निर्वाचन कराना है ;
अतः , अब , लोक प्रतिनिधित्व अधिनियम , 1951 ( 1951 का 43 ) की धारा 147 , धारा 39 की उप- धारा ( 1 ) और धारा 56 के अनुसरण में, भारत निर्वाचन आयोग एतद्वारा: -
(अ ) पंजाब राज्य की विधान सभा के निर्वाचित सदस्यों से यह अपेक्षा करता है कि वे 3 अप्रैल , 2007 ( मंगलवार ) से पूर्व तथा उक्त अधिनियम और तद्दीन बनाए गए नियमों और किए गए आदेशों के उपबन्धों के अनुसार राज्य सभा में उक्त रिक्ति को भरने के प्रयोजन से एक व्यक्ति निर्वाचित कर दें ;
( आ) उक्त निर्वाचन के संबंध में :-
19 मार्च, 2007 (सोमवार )
(क) नाम निर्देशन करने की अन्तिम तारीख
20मार्च, 2007 ( मंगलवार )
(ख) नाम निर्देशन की संवीक्षा की तारीख
22मार्च , 2007 ( गुरुवार)
(ग ) अभ्यर्थिताएं वापस लेने की अंतिम तारीख
29मार्च , 2007 ( गुरुवार)
(घ ) वह तारीख , जिसको यदि आवश्यक हुआ तो मतदान होगा
3 अप्रैल , 2007 ( मंगलवार)
(ङ) वह तारीख जिससे पूर्व निर्वाचन सम्पन्न करा लिया जाएगा
नियत करता है ; और
( इ ) 9.00 बजे पूर्वाह्न से 4.00 बजे अपराह्न तक का समय , ऐसे समय के रूप में नियत करता है जिसके दौरान यदि आवश्यक हुआ है तो, निर्वाचन के लिए उपर्युक्त विनिर्दिष्ट तारीख को , मतदान होगा।

NewDelhi , the 12th March , 2007
Ο.Ν. 30 ( F ) .-Whereas , the seat of Smt . Sukhbans Kaur Bhinder in the Council of States , electedby the elected members of the legislative Assembly of the State of Punjab , has become vacant on 15th December , 2006 by the reason of her death , before the expiration of her term of office which was upto and including the 9th April , 2010; and
Whereas , a bye- election is to be held for the purpose of filling the vacancy so caused;
Now, therefore , in pursuance of Section 147 , Sub - section ( 1 ) of Section 39 and Section 56 of the Representation of the People Act . 1951 ( 43 of 1951 ) , the Election Commission of India hereby:-
(A) calls upon the clected members of the Legislative Assembly of the State of Punjab to elect , before 3rd April , 2007 (Tuesday) and in accordance with the provisions of the said Act and of the rules and orders made thereunder , a person for the purpose of filling the said vacancy in the Council of States :
(B) appoints , with respectto the said election :
ta ) the 19th March, 2007 ( Monday) , as the last date for making nominations:
( b ) the 20th March , 2007 ( Tuesday) , as the date for the scrutiny of the nominations ;
( c) the 22nd March, 2007 ( Thursday) , as the last date for the withdrawal of candidatures;
( d) the 29th March, 2007 ( Thursday) , as the date on which a poll shall , if necessary, be taken; and e ) the 3rd April , 2007 ( Tuesday) , as the date before which the election shall be completed; and (
(C) fixes the hours from 9-00 A.M. to 4-00 P.M. , as the hours during which the poll shall , if necessary , be taken on the date specified above for the election .

आ.अ. 31 ( अ ).-लोक प्रतिनिधित्व अधिनियम , 1951 ( 1951 का 43 ) की धारा 21 के अनुसरण में और धारा 22 की उप - धारा ( 1 ) द्वारा प्रदन्न शक्तियों का प्रयोग करते हुए , निर्वाचन आयोग , पंजाब राज्य सरकार के परामर्श से एतद्वारा नारीख 12 मार्च , 2007 को भारत के राजपत्र में प्रकाशिन आयोग की अधिसूचना के अनुसरण में इस राज्य में राज्य सभा के लिए उप निर्वाचन के संबंध में:-
(i ) नीचे की सारणी के स्तम्भ ( 1 ) में विनिर्दिष्ट अधिकारी को रिटर्निंग आफिसर के रूप में पदाभिहित करता है; और ( ii ) उक्त सारणी के स्तम्भ ( 2 ) में विनिर्दिष्ट अधिकारी को, रिटर्निंग आफिसर की उसके कृत्यों के पालन में सहायता के लिए सहायक रिटर्निंग आफिसर नियुक्त करता है।

आ.अ. 32( अ ).-यतः हरियाणा राज्य की विधान सभा के निर्वाचित सदस्यों द्वारा निर्वाचित श्रीमती सुमित्रा महाजन का स्थान, उनकी पदावधि, जो 9 अप्रैल , 2008 सहित उस तारीख तक थी , के समाप्त होने से पूर्व, उनकी मृत्यु होने के कारण , 19 जनवरी , 2007 से रिक्त हो गया है ; और
