Ο.Ν. 42 (Ε ) .-Whereas , Section 61A of the Representation of the People Act, 1951 , provides that the giving and recording of votes by voting machines in such manner as may be prescribed, may be adopted in such constituencies as the Election Commission may, having regard to the circumstances of each case specify; and आ.अ. 42( अ ).-यतः, लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 61क में यह उपबंधित है कि मतदान मशीनों द्वारा मंत ऐसी रीति से दिए और रिकार्ड किए जाएंगे जैसा कि निर्वाचन आयोग ऐसे निर्वाचन क्षेत्र या निर्वाचन क्षेत्रों के लिए प्रत्येक मामले की परिस्थितियों को ध्यान में रखते हुए निर्दिष्ट करे; तथा
2. यतः , उत्तर प्रदेश राज्य में आयोग ने 60-बिल्हौर , 49 - रॉबर्ट्सगंज ( अ. जा. ) और 50- मिर्जापुर संसदीय निर्वाचन क्षेत्रों की परिस्थितियों पर विचार किया है, और वह संतुष्ट है कि उपर्युक्त संसदीय निर्वाचन क्षेत्रों में मतदान के लिए पर्याप्त संख्या में इलैक्ट्रॉनिक वोटिंग मशीनें उपलब्ध हैं, मतदान कर्मचारी इलैक्ट्रॉनिक वोटिंग मशीन के दक्षतापूर्वक संचालन करने के लिए प्रशिक्षित हैं तथा निर्वाचक भी इलैक्ट्रॉनिक वोटिंग मशीनों की कार्यप्रणाली से पूर्णतया परिचित हैं;

Whereas , the Commission has considered the circumstances in 60-Bilhour, 49-Robertsganj (SC) and 50-Mirzapur Parliamentary Constituencies in the State of Uttar Pradesh , and it is satisfied that sufficient number of Electronic Voting Machines are available for taking the poll inthe above- mentioned Parliamentary Constituencies , thepollingpersonnel are well trained in efficient handling of the Electronic Voting Machines and the electors are also fully conversant with the operation of the Electronic VotingMachines ;
3. अतः , अब, भारत निर्वाचन आयोग एतद्वारा उत्तर प्रदेश राज्य में 60- बिल्हौर , 49- रॉबर्ट्सगंज ( अ. जा. ) और 50 - मिर्जापुर संसदीय निर्वाचन क्षेत्रों को उन निर्वाचन क्षेत्रों के रूप में विनिर्दिष्ट करता है जिसमें 13 मार्च और 5 अप्रैल , 2007 को अधिसूचित/ अधिसूचित किए जाने वाले उक्त राज्यों से लोक सभा के लिए चालू उप- निर्वाचन में, निर्वाचनों का संचालन नियम , 1961 के अधीन मत निर्धारित रीति से इलैक्ट्रॉनिक वोटिंग मशीनों के माध्यम से डाले और रिकार्ड किए जाएंगे जैसा कि इस विषय पर आयोग द्वारा समय - समय पर अनुपूरक अनुदेश जारी किए जाते हैं।
3.Now, therefore , the Election Commission of India hereby specifies 60- Bilhour , 49 -Robertsganj (SC) and 50-Mirzapur Parliamentary Constituencies in the State of Uttar Pradesh, as the constituencies in which the votes at the currentbye -elections to the House of the People from the said State notified/to be notified on 13th March and 5th April, 2007, shall be given and recorded by means of ElectronicVoting Machines in the manner prescribed under the Conduct of Elections Rules , 1961 , and the supplementary instructions issued by the Commission from time to time on the subject.
