जम्मू-कश्मीर राष्ट्रपति, संविधान के अनुच्छेद 275 के खंड ( 2 ) द्वारा प्रदत्तः शक्तियों का प्रयोग करते हुए, बारहवें वित्त आयोग की सिफारिशोंपर विचार करने के पश्चात्, निम्नलिखित आदेश करते हैं, अर्थात्:-

मेघालय 2. साधारण खंड अधिनियम , 1897 ( 1897 का 10 ) , इस आदेश के निर्वचन के लिए उसी प्रकार लागू होगा जिस प्रकार वह किसी केन्द्रीय अधिनियम के निर्वचन के लिए लागू होता है ।

उत्तराखंड 3. ( 1 ) अनुच्छेद 275 के खंड ( 1 ) के उपबंधों के अनुसार , 1 अप्रैल, 2006 को प्रारंभ होने वाले वित्तीय वर्ष में , नीचे विनिर्दिष्ट प्रत्येक राज्य के लिए राजस्वों में सहायता अनुदान के रूप में, उसके सामने विनिर्दिष्ट राशियां, जो राज्यों में चक्रवात , सूखा, भूकंप , आग , बाढ़ , सुनामी, ओलावृष्टि, भूस्खलन , हिमस्खलन , बादल फटने तथा नाशकजीव प्रकोप के पीड़ितों को राहत देने के लिए राज्य विपत्ति राहत निधियों के संबंध में केन्द्रीय सरकार के अभिदाय के रूप में है , भारत की संचित निधि पर भारित होंगी:-

THE CONSTITUTION ( DISTRIBUTION OF REVENUES ) NO. 6 ORDER , 2007

Provided that the sums specified above shall be expended in the financial ycar commencing on the 1st day ofApril, 2006 on measures for affording relief in connection with natural calamities specified above :
In exercise of the powers conferred by clause (2 ) of article 275 of the Constitution , the President , after having considered the recommendations of the Twelfth Finance Commission , hereby makes the following Order , namely:--
1. This Order may be called the Constitution (Distribution of Revenues ) No. 6 Order, 2007.
Provided further that if the actual expenditure on relief measures as revealed in the accounts of this year is lower than the sums specified above , the balance shall remain available to the State Government as part of the Calamity Relief Fund of the State .
2. The General Clauses Act, 1897 ( 10 of 1897) , shall apply for the interpretation of this Order as it applics for the interpretation of a Central Act .
(2) Any sum or sums payable under sub -paragraph (1 ) to any State , in the financial year commencing on the 1stday of April , 2006 shall be in addition to the sum or sums payable to that State in the financial year in pursuance of sub - paragraph ( 1 ) of paragraph 3 of the Constitution (Distribution of Revenues ) Order , 2006.

( 1 ) In accordance with the provisions of clause ( 1 ) of article 275. there shall be charged on the Consolidated Fund of India, in the financial year commencing on the 1st day of April , 2006 , as grants - in - aid of the revenues of each of the States specified below , the sums specified against it as representing the contribution of the Central Govemment towards State C'alatnity Relief Fund for affording relief to the victims of eyelone , drought , carthquake fire, flood , tsunami , hailstorm , landslide , avalanche , cloud burst and pest attack in the States:----
