हिमाचल प्रदेश राष्ट्रपति, संविधान के अनुच्छेद 275 के खंड ( 2 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, वित्त आयोगों की सिफारिशों पर विचार करने के पश्चात्, निम्नलिखित आदेश करते हैं, अर्थात्:-

कर्नाटक 1. इस आदेश का संक्षिप्त नाम संविधान ( राजस्व वितरण ) संख्यांक 10 आदेश , 2007 है।

2. साधारण खडे अधिनियम , 1897 ( 1897 का 10 ) , इस आदेश के निर्बंधम के लिए उसी प्रकार लागू होगो जिस प्रकार वह किसी केन्द्रीय अधिनियम के निर्वचन के लिए लागू होता है।

नागालैंड 3. ( 1 ) अनुच्छेद 275 के खंड ( 1 ) के उपबंधों के अनुसार, 1 अप्रैल , 2006 को प्रारंभ होने वाले बिसीय वर्ष में निम्नलिखित के राजस्थों में सहायता अनुदान के रूप में , भारत की संचित निधि 'पर भारित होंगी, :

परन्तु ऊपर विनिर्दिष्ट राशियां किसी राज्य सरकार द्वारा उक्त वित्तीय वर्ष में शहरी स्थानीय निकायों को संदत्त की जाएंगी और ये राशियां राज्य सरकार से शहरी स्थानीय निकायों को प्राप्त राशियों के अतिरिक्त होंगी:
परन्तु ऊपर विनिर्दिष्ट राशियां किसी राज्य सरकार द्वारा उक्त वित्तीय वर्ष में पंचायती राज संस्थाओं को संदत्त की जाएंगी और ये राशियां राज्य सरकार से पंचायती राज संस्थाओं को प्राप्त राशियों के अतिरिक्त होंगी:
परन्तु यह और कि ऊपर विनिर्दिष्ट राशियां शहरी स्थानीय निकायों द्वारा बारहवें वित्त आयोग की रिपोर्ट के अध्याय 8 में अंतर्विष्ट उसकी सिफारिशों के अनुसार तथा इस संबंध में केन्द्रीय सरकार द्वारा अनुदानों के उपयोग के लिए दिए गए मार्गदर्शक सिद्धांतों के अनुसार व्यय की जाएंगी:
1 परन्तु यह उगैर कि ऊपर विनिर्दिष्ट राशियां पंचायती राज संस्थाओं द्वारा बारहवें वित्त आयोग की रिपोर्ट के अध्याय 8 में अंतर्विष्ट उसकी सिफारिशों के अनुसार तथा इस संबंध में केन्द्रीय सरकार द्वारा अनुदानों के योग के लिए दिए गए मार्गदर्शक सिद्धांतों के अनुसार व्यय की जाएंगी ;
परन्तु यह भी कि किसी विशिष्ट वर्ष के लिए अनुपयोजित अनुदान अगले वर्ष के लिए अग्रनीत किया जा सकेगा;
(ख) नीचे सारणी के स्तंभ ( 1 ) में विनिर्दिष्ट प्रत्येक राज्य के लिए शहरी स्थानीय निकायों के लिए अनुदान मद्दे उक्त सारणी के स्तंभ ( 2 ) में उसकं न्गमने विनिर्दिष्ट राशियां:-
(ग ) नीचे सारणी के स्तंभ ( 1 ) में विनिर्दिष्ट प्रत्येक राज्य के लिए पंचायती राज संस्थाओं के लिए अनुदान मद्दे उक्त सारणी के स्तंभ (2 ) में उसके सामने विनिर्दिष्ट राशियां:-

THE CONSTITUTION (DISTRIBUTION OF REVENUES) NO . 10 ORDER, 2007
Provided that the sums specified above shall be paid to the Panchayati Raj Institutions in the said financial year byaStateGovernment and these sums shall be in addition tothe sums following to the Panchayati Raj Institutions from the StateGovernment:
In exercise of the powers conferred by clatuse (2) of Article 275 of the Constitution, the President, after having considered the recommendations of the Finance Commissions , herebymakes the following Order, namely
1. This Order may be called the Constitution (Distribution ofRevenues) No. 10 Order,2007.
2. The General Clauses Act, 1897 ( 10 of 1897), shall apply for the interpretation of this Order as it applies for the interpretation of a Central Act .
: Provided further that the sums specified above shall be expended by Panchayati Raj Institutions as per the recommendations of the Twelfth Finance Commission contained in Chapter VIII of its report and in accordance withthe guidelines issued by the Central Government for utilisation of the grants;
(b) Each of the Statos specified in columa ( 1) of the Table below, the sums specified against it in column (2) of the said Tabletowards grants for Urban Local Bodies 3.(1) In accordance with the provisions of clause (1) ofArticle 275, there shall be charged on the Consolidated Fundof India, inthe financial year commencing on the 1st dayofApril,2006, as grants - in- aid of the revenues of-

Provided that the sums specified above shall be paid to the Urban Local Bodies in the said financial year by a State Government and these sums shall be in addition to the sumsfollowing to the Urban Local Bodies from the State Government:
Provided that the suns specified above shall be paid to the Panchayati Raj Institutions in the said financial year by a State Government and these sums shall be in addition to the sums following to the Panchayati Raj Institutions from the State Government :
Provided further that the sums specified above shall be expendedby Panchayati Raj Institutions in terms of the recommendations of the Eleventh Finance Commission as contained in Chapter VIII of its report and in accordance with the guidelines issued by the Central Government for utilisation of the grants;
Provided further that the sums specified above shall be expended by Urban Local Bodies in terms of the recommendations of the Twelfth Finance Commission as contained in Chapter VIII of its report and in accordance with the guidelines issued by the Central Government for utilisation of the grants :
Provided also that the unutilised grant for a particular yearmaybe carried forward to next year ;
(2) Any sum or sums payable under sub -paragraph ( 1 ) shall be in addition to any sum or sums payable to the States under cach of the provisos to clause ( 1 ) of Article275.
