MINISTRY OF HOME AFFAIRS
NOTIFICATION
New Delhi , the 31st March, 2007

2. Supreme Court of India vide their judgement dated 27th November, 1997 in Writ Petition ( Criminal ) No. 550 of 1982 directed, inter - alia, that declaration of ' disturbed areas ' under the aforesaid act should be reviewed periodically . Accordingly , the declartion of Tirap and Changlang districts of Arunachal Pradesh as ' disturbed arcas ' was last reviewed in September , 2006 and tenure of declaration of these two districts of Arunachal Pradesh as ' disturbed areas ' was extended upto 31st March, 2007 .
3.A further review of the law and order situation in these two districts has since been undertaken . The insurgency related scenario in these districts of Arunachal Pradesh remains unchanged. The cadres of United Liberation Front of Assam (ULFA) have been using the Changlang district as corridor for to andfro movement from India to Myanmar .
4.The Central Government is , therefore , of the opinion that the situation in Tirap and Changlang districts is disturbed and the conditions exist for the use of the Armed Forces in aid of civil power. It has , therefore , been decided that the notification dated 17th September , 1991 of this Ministry mentioned above , will remain in force upto 30th September , 2007, unless withdrawn earlier .
