आ.अ. 116 ( अ )-यतः , गोवा राज्य के 2 -मोरमुगाओ संसदीय निर्वाचन क्षेत्र से लोकसभा के लिए निर्वाचित श्री अलेमाओ चर्चिल का स्थान, उनके त्याग-पत्र देने के कारण 8-5-2007 से रिक्त हो गया है;
2. यतः , इस प्रकार हुई रिक्ति को भरने के प्रयोजन से उप - निर्वाचन कराना है;
3. अतः , अब, लोक प्रतिनिधित्व अधिनियम , 1951 ( 1951 का 43 ) की धारा 149 , की उप- धारा ( 1 ) और धारा 30 और 56 के अनुसरण में , भारत निर्वाचन आयोग एतद्वारा : -
(अ ) गोवा राज्य के उक्त 2 - मोरमुगाओ संसदीय निर्वाचन क्षेत्र से यह अपेक्षा करता है कि वे4-11-2007 ( रविवार ) से पूर्व तथा उक्त अधिनियम और तद्धीन बनाए गए नियमों और किए गए आदेशों के उपबन्धों के अनुसार लोकसभा में उक्त रिक्ति को भरने के प्रयोजन से एक व्यक्ति निर्वाचित कर दें;
(आ ) उक्त निर्वाचन के संबंध में :-
(क) नाम- निर्देशन करने की अन्तिम तारीख
:
12-10-2007 ( शुक्रवार)
(ख) नाम-निर्देशन की संवीक्षा की तारीख
:
13-10-2007 ( शनिवार)
:
(ग ) अभ्यर्थिताएं वापस लेने की अन्तिम तारीख
15-10-2007 (सोमवार )
:
( घ ) वह तारीख, जिसको यदि आवश्यक हुआ तो मतदान होगा
30-10-2007 ( मंगलवार )
(ङ) वह तारीख जिससे पूर्व निर्वाचन सम्पन्न करा लिया जाएगा
4-11-2007 ( रविवार)
नियत करता है; और
( इ ) 8.00 बजे पूर्वाह्न से 5.00 बजे अपराहून तक का समय , ऐसे समय के रूप में नियत करता है जिसके दौरान यदि आवश्यक हुआ तो , निर्वाचन के लिए उपर्युक्त विनिर्दिष्ट तारीख को , मतदान होगा ।

NOTIFICATION
New Delhi, the5th October , 2007
Ο.Ν. 116(E) . Whereas , the seat of Shri Alemao Churchill in the House of the People , elected from 2 -Mormugao Parliamentary Constituency in the State of Goa, has become vacant on 8-5-2007 by reason of his resignation;
2. Whereas , a bye- election is to be held for the purpose of filling the vacancy so caused;
3. Now, therefore , in pursuance of sub - section (1) of Section 149 and Section 30 and 56 of the Representation of the People Act, 1951 (43 of 1951 ) , the Election Commission of India hereby-
(A) calls upon the said 2 - Mormugao Parliamentary Constituency in the State of Goa,to clect, before the -4-11-2007 (Sunday) and in accordance with the provisions of the said Act and of the rules and orders made thereunder, a person for the purpose of filling the said vacancy in the House of the People ;
(B) appoints , with respect to the said election,-
(a) the 12-10-2007 (Friday ) , as the last date for making nominations ;
(b) the 13-10-2007 ( Saturday) , as the date for the scrutiny of nominations ;
(c) the 15-10-2007 (Monday) , as the last date for the withdrawal of candidatures;
(d) the 30-10-2007 (Tuesday) , as the date on which a poll shall , if necessary, be taken ; and
(e) the 4-11-2007 (Sunday ) , as the date before which the election shall be completed ; and
(C) fixes the hours from 8.00 A.M. to 5.00 P.M. , as the hours during which the poll shall , if necessary , be taken on the date specified above for the election.
