का.आ. 1719( अ)-रुग्ण वस्त्र उपक्रम ( राष्ट्रीयकरण ) अधिनियम , 1974 (1974 का 57 ) की धारा 17 की उप - धारा ( 1 ) , स्वदेशी कॉटन मिल्स कम्पनी लिमिटेड ( उपक्रमों का अर्जन तथा अंतरण ) राष्ट्रीयकरण अधिनियम , 1986 की धारा 15 की उप - धारा ( 1 ) तथा वस्त्र उपक्रम ( राष्ट्रीयकरण ) अधिनियम, 1995 ( 1995 का 39 ) की धारा 17 की उप - धारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा भारत सरकार, वस्त्र मंत्रालय की अधिसूचना सं. का.आ. 551 ( अ ) , दिनांक 15 अप्रैल , 2005 के अधिक्रमण में, केन्द्र सरकार दिनांक 18-9-2007 से श्री भूपेन्द्र सिंह को भुगतान आयुक्त के रूप में नियुक्त करती है तथा सम्पूर्ण भारत के रूप में उन स्थानीय सीमाओं को परिभाषित करती है जिनमें उक्त भुगतान आयुक्त, प्रदत्त शक्तियों का प्रयोग करेंगे तथा उन पर अधिरोपित कर्तव्यों का निर्वहन करेंगे ।
S.O. 1719 (E) . In exercise of the powers conferred by sub - section ( 1 ) of Section 17 of the Sick Textiles Undertakings (Nationalization) Act, 1974 (57 of 1974) , sub- section (1 ) of Section 15 of the Swadeshi Cotton Mills (Company) Ltd. (Acquisition and Transfer ofUndertakings) Nationalization Act, 1986 and sub -section ( 1 ) of Section 17 ofthe Textile Undertakings (Nationalization) Act, 1995 (39 of 1995) and in supersession of the notification of the Government of India in the Ministry of Textiles No. S.O. 551 (E) dated 15th April, 2005 , the Central Government appoints Shri Bhupendra Singh , as Commissioner of Payments w.e.f. 18-9-2007 and defines the local limits within which the said Commissioner of Payments shall exercise the powers conferred and perform the duties imposed on him, as the whole of India .
