सा.का.नि. 661 ( अ ) केन्द्रीय सरकार, सिक्का निर्माण अधिनियम , 1906 ( 1906 का 3 ) की धारा 6 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , निम्नलिखित सिक्के के अंकित मूल्य , आकार, डिजाइन और संरचना को अवधारित करती है अर्थात्:-
(क) " लोकमान्य बाल गंगाधर तिलक की 150वीं जयंती " के स्मरणोत्सव में केन्द्रीय सरकार के प्राधिकार के अधीन जारी करने के लिए टकसाल में पांच रुपए के सिक्कों का निर्माण भी किया जाएगा;
(ख) पांच रुपए के अंकित मूल्य के सिक्के , नीचे सारणी में यथाविनिर्दिष्ट विमाओं, डिजाइन और धातु संरचना के अनुरूप होंगे अर्थात्:-

(ग) पांच रुपए का सिक्का निम्नलिखित डिजाइन के भी अनुरूप होगा, अर्थात्:
( i) मुख भाग
सिक्के के मुख भाग पर केन्द्र में अशोक स्तंभ का सिंह शीर्ष

होगा जिसके नीचे "सत्यमेव जयते " इबारत अंतर्लिखित होगी , उसकी ऊपरी बांई परिधि पर हिन्दी में " भारत " शब्द और ऊपरी दांई परिधि पर अंग्रेजी में " INDIA " शब्द होगा । इस पर अंतर्राष्ट्रीय अंकों में अंकित मूल्य " 5 " भी होगा और निचली बांई परिधि पर हिन्दी में " रुपए " शब्द और निचली दांई परिधि पर अंग्रेजी में "RUPEES" लिखा होगा । परिधि पर 52 मनके होंगे । (ii) पृष्ठ भाग
सिक्के के इस भाग पर लोकमान्य बाल गंगाधर तिलक का चित्र होगा ऊपरी परिधि में " लोकमान्य बाल गंगाधर तिलक की 150 वीं जयंती" हिन्दी में तथा निचली परिधि में " 150th BIRTH ANNIVERSARY OFLOKMANYA BAL GANGADHAR TILAK " अंग्रेजी में अंतलिखित होगा ।
(iii ) 5 रुपए के सिक्के लिए सुरक्षा किनारा
सिक्के के किनारे में परिधि पर सुरक्षा किनारा होगा । किनारे के मध्य में रिक्त जगहों द्वारा पृथक किए हुए दो खंडों के अंदर की ओर डिजाइन में उथला खांचा होगा । इस डिजाइन में उभार में मनकों की श्रृंखला अंतर्विष्ट होगी और प्रत्येक मनका उभार में झुकी हुई एक पंक्तिद्वारा अनुगम किए होगा । इसमें कुल 30 पंक्तियां और 30मनके होंगे ।

G.S.R. 661 (E)-In exercise of the powers conferred by Section 6 of Coinage Act 1906, (3 of 1906) , the Central Government hereby determines the denomination ,

dimension, design and composition of the following coin ; namely:-
(a) the coin of Five Rupee denomination shall also be coined at the Mint for issue under the authority of the Central Government in commemoration of " 150th BIRTH ANNIVERSARY OF LOKMANYA BAL GANGADHAR TILAK";
below , flanked on the left upper periphery with the word " भारत " in Hindi and on the right upper periphery flanked with the word " India " in English . It shall also bear the denominational value " 5 " in international numberals below the Lion Capital flanked on the left lower periphery with the word " रुपये " in Hindi and on the right lower periphery with the word "Rupees " in English . There shall be 52 beads on the periphery .
(ii) REVERSE
(b) the coin of Five Rupees denomination shall conform to the following dimension, and composition , as specified in the Table below namely: -

This face of the coin shall bear the portrait of Lokmanya Bal Gangadhar Tilak flanked on the upper periphery with " लोकमान्य बाल गंगाधर तिलक की 150 वीं जयंती " inscribed in Hindi and on the lower periphery " 150th BIRTH ANNIVERSARY OF LOKMANYA BAL GANGADHAR TILAK" in English .

(c) the coin of Five Rupees shall also conform to the following design, namely:-
The edge of the coin shall have security edge on periphery . At the center of the edge there shall be shallow groove with a design inside the two sections separated by blank spaces . This design shall consist of chain of beads in relief and each bead being followed by one inclined line in relief. There shall be total 30 lines and 30 beads .
