सरकार के मुद्रणालयों में समूह ' ख ' और समूह ' ग ' के संबंध में नियुक्त अधिकारी के रूप में और उसके द्वारा नियुक्त कर्मचारियों के संबंध में अनुशासनिक प्राधिकारी के रूप में नियुक्त करती है ।

NewDelhi , the 23rd November, 2007 का.आ. 1982 (अ) .-मुद्रण निदेशक, मुद्रण निदेशालय , भारंत सरकार, शहरी विकास मंत्रालय , नई दिल्ली को केन्द्रीय सिविल सेवा ( वर्गीकरणं , नियंत्रण और अपील ) नियम , 1965 ( जिन्हें इसके पश्चात् उक्त नियम कहा गया है ) के निबंधनों के अनुसार मुद्रण निदेशालय और भारत सरकार के मुद्रणालयों में समूह ' ख' पद और कतिपय समूह ' ग ' के पदों के संबंध में नियुक्त प्राधिकारी के रूप में घोषित करती है और इसके साथ अनुशासनिक प्राधिकारी की शक्तियां भी प्रदत्त की गई हैं;
और निदेशालय में मुद्रण निदेशक का पद , पदधारी की अधिवर्षिता पर सेवानिवृत्ति के परिणामस्वरूप 1 अगस्त, 2003 को रिक्त हुआ है और इसके कुछ और समय के लिए खाली रहने को सम्भावना है:
S.O. 1982 (E) . Whereas , the Director of Printing, Directorate of Printing, Government of India, Ministry of Urban Development , New Delhi has been declared as the appointing authority and has also been conferred with the powers of disciplinary authority in respect of Group ' B ' posts and certain Group ' C ' posts in the Directorate of Printing and the Government of India Presses thereunder, interms ofthe Central Civil Services (Classification , Control and Appeal ) Rules , 1965 (hereinafter referred to as the said rules);
और मुद्रण निदेशालय में कतिपय समूह ' ख ' और समूह ' ग ' के पद मुद्रण निदेशक के पद के पदधारी के अनुपस्थिति में नियुक्त प्राधिकारी होने के कारण शेष अनभरे हैं और जिसके परिणामस्वरूप मुद्रण निदेशालय के सहज कार्यकरण में कठिनाइयां उत्पन्न हो रही हैं;
Whereas , the post of Director of Printing in the Directorate had fallen vacant on 1st August , 2003 , consequent on the retirement on the superannuation of the then incumbent and is likely to continue to be so vacant for some time more;
और नियुक्त प्राधिकारी के कृत्यों का अनुपालन के लिए, जो मुद्रण निदेशक द्वारा प्रयोग में लाए जाते हैं, की व्यबस्था करने की अति आवश्यकता है ।
Whereas, certainGroup ' B ' and Group ' C ' posts in the DirectorateofPrinting are remaining unfilled in the absence of an incumbent to the post of Director of Printing, being . the appointing authority, and has resulted in difficulties अतः अब उक्त नियमों के नियम 9 के उप-नियम (2) और नियम 12 के उप- नियम ( 2 ) के अनुसरण में शहरी विकास मंत्रालय में संयुक्त सचिव ( शहरी विकास ) को मुद्रण निदेशालय और भारत

for smooth functioning of the Directorate of Printing; And whereas, there is an urgent need to make an arrangement to provide for the performance ofthe functions of the appointing authority hitherto exercised by the Director of Printing.
in the Ministry of Urban Develop nent as the appointing authorityin respect of Group ' B ' and Group ' C' posts in the Directorate of Printing and in the Government of India Presses and the disciplinary authority in respect of the employees appointed by him.
[ F. No. 15 /9 /2006 - A- 111 Now, therefore, in pursuance of sub- rule (2) of rule 9 and sub - rule ( 2) of rule 12 of the said rules , the President hereby appoints the Joint Secretary ( Urban Development)
