नियत करता है ; और
आ.अ. 130( अ ).-यतः , उत्तर प्रदेश राज्य से लोक सभा में उस राज्य के 39 - बलिया लोक सभा निर्वाचन क्षेत्र से निर्वाचित , श्री चन्द्र शेखर का स्थान उनकी मृत्यु हो जाने के परिणामस्वरूप 8 जुलाई , 2007 को रिक्त हो गया है; और
(इ ) 7.00 बजे पूर्वाहन से 5.00 बजे अपराह्न तक का समय , ऐसे समय के रूप में नियत करता है जिसके दौरान यदि आवश्यक हुआ तो , निर्वाचन के लिए उपरोक्त विनिर्दिष्ट तारीख को मतदान होगा ।
2. यतः , इस प्रकार हुई रिक्ति को भरने के प्रयोजन से उप-निर्वाचन कराया जाना है;

(अ ) उत्तर प्रदेश राज्य में उक्त 39 - बलिया लोक सभा निर्वाचन क्षेत्र से यह अपेक्षा करता है कि वह 5 जनवरी , 2008 ( शनिवार ) से पूर्व तथा उक्त अधिनियम के और तद्धीन बनाए गए नियमों और किए गए आदेशों के उपबन्धों के अनुसार लोक सभा में उक्त रिक्ति को भरने के प्रयोजन से एक व्यक्ति निर्वाचित करें;
( आ) उक्त निर्वाचन के सम्बन्ध में -
: 11 दिसम्बर , 2007
Ο . Ν . 130(E) .- Whereas , the seat of Shri Chandra Shekhar, in the House ofthe People , elected from 39-Ballia Parliamentary Constituency in the State of Uttar Pradesh hasbecome vacant on 8th July, 2007 by the reason of his death; and
( क) नामनिर्देशन करने की अन्तिम तारीख
(मंगलवार);
2. Whereas , a bye - election is to be held for the purpose of filling the vacancy so caused;
(ख) नामनिर्देशनों की संवीक्षा 12 दिसम्बर, 2007 कीतारीख (बुधवार);
( ग ) अभ्यर्थिताएं वापस लेने 14 दिसम्बर , 2007 की अन्तिम तारीख (शुक्रवार);
3.Now, therefore, in pursuance of sub - section ( 1 ) of Section 149, and Sections 30 and 56 of the Representation ofthePeopleAct, 1951 (43 of 1951 ), the Election Commission ofIndia hereby :--
(घ) वह तारीख , जिसको : 29दिसम्बर , 2007
यदि आवश्यक हुआ (शनिवार); और
तो, मतदान होगा
(A) calls upon the said 39-Ballia Parliamentary Constituency in the State of Uttar Pradesh to elect, before 4870 G1/2007

the 5th January , 2008 ( Saturday) and in accordance with the provisions of the said Act and of the rules and orders made thereunder, a person for the purpose of filling the said vacancy in the House of the People;
(B) appoints , with respect to the said election :---
(a) the 11th December , 2007 (Tuesday) , as the last date for making nominations:
(b) the 12th December , 2007 ( Wednesday) , as the date for the scrutiny of nominations;
(c) the 14th December , 2007 (Friday) , as the last date for the withdrawal of candidatures;

(d) the 29th December, 2007 ( Saturday) , as the date on which a poll shall , if necessary, be taken;
(e) the 5th January , 2008 ( Saturday), as the date before which the election shall be completed; and
(C) fixes the hours from 7.00 A.M. to 5.00 P.M. as the hours during which the poll shall, ifnecessary, be taken on the date specified above , for the election .
