सा.का.नि. 801 ( अ ).-केन्द्रीय सरकार , भारत - तिब्बत सीमा पुलिस अधिनियम , 1992 ( 1992 का 35 ) की धारा 156 की उप- धारा ( 2 ) के खंड ( ख ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, भारत्त - तिब्बत सीमा पुलिस बल, साधारण ड्यूटी काडर ( समूह ' ख ' और समूह ' ग ' पद ) भर्ती नियम , 2000 का और संशोधन करने के लिए निम्नलिखित नियम बनाती है , अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम भारत - तिब्बत सीमा पुलिस बल, साधारण ड्यूटी काडर ( समूह ' ख ' और समूह ' ग ' पद ) भर्ती ( संशोधन ) नियम , 2007 है ।
(2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. भारत- तिब्बत सीमा पुलिस बल, साधारण ड्यूटी काडर ( समूह ' ख ' और समूह ' ग ' पद ) भर्ती नियम , 2000 में,-
(i ) अनुसूची में, --
(क) स्तंभ 5 में, विद्यमान शीर्षक के स्थान पर , निम्नलिखित शीर्षक क्रमशः रखे जाएंगे , अर्थात्: -
"चयन पद या अचयन पद । "
(ख ) स्तंभ ( 11 ) में, विद्यमान शीर्षक के स्थान पर, निम्नलिखित शीर्षक क्रमशः रखे जाएंगे , अर्थात्:-
" भर्ती की पद्धति चाहे सीधी भर्ती द्वारा या प्रोन्नति द्वारा या प्रतिनियुक्ति द्वारा या आमेलन और विभिन्न पद्धतियों द्वारा भरी गई रिक्तियों का प्रतिशत "
(ii ) क्रम संख्या 1 में वर्णित पद के सामने निरीक्षक ( साधारण ड्यूटी ) के पद से संबंधित , -
(क) स्तंभ 2 में विद्यमान प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी , अर्थात्:-

(ख) स्तंभ 5 में विद्यमान प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी , अर्थात्: --

(ग) स्तंभ 12 में विद्यमान प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी , अर्थात्: -
"प्रोन्नति द्वारा : भारत - तिब्बत सीमा पुलिस बल के उप - निरीक्षकों ( साधारण ड्यूटी ) में से जिन्होंने उस श्रेणी में तीन वर्ष कम से कम सेवा नहीं की है और भारत - तिब्बत सीमा पुलिस बल निर्देशिका खंड III , चिकित्सा खंड में यथा विनिर्दिष्ट चिकित्सा प्रवर्ग शेप -1 में है और जिन्होंने पूर्व प्रोन्नति पाठ्यक्रमों को सफलतापूर्वक पूरा किया है और विभागीय परीक्षण में अर्हताएं की हैं" (iii ) क्रम संख्या 2 के सामने , उपनिरीक्षक ( साधारण ड्यूटी ) के पद से संबंधित ,-
(क) स्तंभ 2 में विद्यमान प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी , अर्थात्: -

*कार्यभार के आधार पर परिर्वतन किया जा सकता है । "
(ख) स्तंभ 5 में विद्यमान प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी , अर्थात्: -
" चयन "
(ग) स्तंभ 11 में, -
( i ) मद ( ii ) और मद ( iii ) और उनसे संबंधित प्रविष्टियों के स्थान पर, निम्नलिखित प्रवष्टियां रखी जाएंगी , अर्थात्:-
" ( ii ) तेंतीस प्रतिशत सीधी भर्ती द्वारा ।
(कर्मचारी चयन आयोग के माध्यम से और उसी के लिए पाठ्य विवरण जो केन्द्रीय सरकार द्वारा विहित किया जाएगा ) (iii ) सत्रह प्रतिशत हैड कांस्टेबलों, लांस नायकों और कांस्टेबलों की रैंक के भारत - तिब्बत सीमा पुलिस बल साधारण ड्यूटी काडर कार्मिक के लिए सीमित विभागीय प्रतियोगिता परीक्षा के माध्यम से प्रोन्नति द्वारा , जिसके न हो सकने पर, प्रोन्नति द्वारा । उक्त परीक्षा के लिए पाठ्य विवरण केन्द्रीय सरकार द्वारा विहित किया जाएगा। "
(घ) स्तंभ 12 में,
" ( i ) मद ( i ) में, गृह मंत्रालय द्वारा जारी किए गए यू.ओ. सं. 1.45020/52/2001- कार्मिक- II तारीख 30 जनवरी , 2002 में यथा अन्तर्विष्ट और पूर्व- प्रोन्नति पाठ्यक्रमों अर्हित किए हों और विभागीय परीक्षा में अर्हता हो " शब्दों, अक्षरों , अंकों और चिन्हों के स्थान पर " भारत- तिब्बत सीमा पुलिस बल निर्देशिका खंड- III चिकित्सा खंड में यथाविनिर्दिष्ट और जिन्होंने पूर्व प्रोन्नति पाठ्यक्रमों अर्हित किए हों और विभागीय परीक्षा में अर्हताएं हों " शब्दों और अक्षरों को रखा जाएगा ;
(ii ) मद ( ii ) और उनसे संबंधित प्रविष्टियों के स्थान पर, निम्नलिखित प्रविष्टियां रखी जाएंगी , अर्थात्:-
" सीमित विभागीय प्रतियोगिता परीक्षा केन्द्रीय सरकार द्वारा विहित की गई स्कीम के अनुसार; "
( iv ) हैड कांस्टेबल ( साधारण ड्यूटी ) के पद से संबंधित क्रम सं. 3 के सामने, -
(क) स्तंभ ( 2 ) में विद्यमान प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी , अर्थात्:- " 7727 *

(ख) स्तंभ 5 में विद्यमान प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी , अर्थात्:-

(ग) स्तंभ 12 के मद ( i ) में , " गृह मंत्रालय द्वारा जारी किए गए यू.ओ. सं. 1.45020/52/2001- कार्मिक तारीख 30 जनवरी, 2002 में यथा अन्तर्विष्ट और समय - समय पर संशोधित और पूर्व प्रोन्नति पाठ्यक्रम सफलतापूर्वक पूरा किया हो और विभागीय परीक्षण में अर्हित हो " शब्दों, अक्षरों , अंकों और चिन्हों के स्थान पर " भारत- तिब्बत सीमा पुलिस बल निर्देशिका खंड- III , चिकित्सा खंड यथाविनिर्दिष्ट और जिन्होंने पूर्व प्रोन्नति पाठ्य विवरण में अर्हित हो और विभागीय परीक्षण में अर्हित हों" शब्दों, अक्षरों और अंकों को रखा जाएगा;
( v ) कांस्टेबल ( साधारण ड्यूटी ) के पद से संबंधित क्रम संख्या 4 के सामने,-,
(क) स्तंभ 2 में, विद्यमान प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी , अर्थात्:- " 24752*

टिप्पण: -मूल नियम सा.का.नि. सं. 741 ( अ ) तारीख 22 सितम्बर, 2000 द्वारा प्रकाशित किए गए थे और पश्चात्वर्ती सा.का.नि. 448 ( अ ) तारीख 30 मई , 2003 , सा.का.नि. सं. 620 ( अ ) तारीख 1 अगस्त , 2003 और सा.का.नि. 137 ( अ) तारीख 6 मार्च, 2006 द्वारा संशोधित किए गए थे ।

G.S.R. 801 (E) . In exercise of the powers conferred by clause (b) of sub - section (2) of Section 156 of the Indo- Tibetan Border Police Act , 1992 (35 of 1992), the Central Government hereby makes the following rules to further to amend the Indo -Tibetan Border Police Force, General Duty Cadre (Group 'B ' and ' C' posts ) Recruitment Rules , 2000 namely :-- 1. (1 ) These rules maybe called the Indo-Tibetan Border Police , General Duty Cadre (Group ' B ' and ' C' posts) Recruitment (Amendment) Rules, 2007.
(2) They shall come into force on the date of their publication in the Official Gazette .
2 In the Indo-Tibetan Border Police, General Duty Cadre (Group ' B ' and ' C' posts) Recruitment Rules , 2000 ,- (1) in the Schedule,--
(a) in Column 5 , for the existing heading, the following heading shall respectively be substituted, namely:--
"Whether selection post or non- selection post ." ;
(b) in column ( 11) , for the existing heading, the following heading shall be substituted, namely :-- "Method of recruitment whether by direct recruitment or by promotion or by deputation or absorption and percentage of the vacancies to be filled by various methods . " ;
(II) against the post appearing at serial number 1 , relating to the post of Inspector ( General Duty), ---
(a) in column 2, for the existing entries, the following entries shall be substituted, namely :----

(b) in Column 5, for the existing entry, the following entry shall respectively be substituted, namely :- "Selection." ;
(c) in column 12, for the existing entries , the following entries shall be substituted, namely :----

From amongst the Sub -Inspectors (General Duty) of the Indo- Tibetan Border Police Force with not less than three years service in the grade and being in medical category SHAPE - I as specified in the Indo-Tibetan Border Police Force Manual Volume- III , Medical Manual and who have successfully completed pre-promotional courses and qualified the Departmental Test" ;
(III) against serial number 2, relating to the post of Sub Inspector ( General Duty) , ---
(a) in column2, for the existing entries , the following entries shall be substituted, namely :-

(b) in column 5 , for the existing, entry , the following entry shall be substituted, namely :- "Selection." ;

(c) in column 11 ,-
(i) for items ( ii) and ( iii), and the entries relating thereto, the following entries shall be substituted, namely:---
"( ii ) thirty three per cent, by direct recruitment . [ Through Staff Selection Commission and syllabus for the same shall be as prescribed by the Central Government ] .
(iii) seventeen per cent , by promotion through Limited Departmental Competitive Examination for Indo-Tibetan Border Police Force General Duty Cadre personnel of the rank of Head Constables , Lance Naiks and Constables failing which by promotion . Syllabus for the said examination shall be as prescribed by the Central Government . " ;
(d) in column 12,-
(1) in item (i) , for the words, letters , figures and signs " as contained in the UO No. 1.45020/52/2001- Pers.II dated the 30th January, 2002 issued by the Ministry of Home Affairs and qualified pre- promotional Courses and Departmental Test", the words and letters " as specified in the Indo- Tibetan Border Police Force Manual Volume III , Medical Manual and who have qualified pre- promotional courses and qualified the Departmental Test " shall be substituted;
(ii) for item ( ii ) , and the entries relating thereto, the following entries shall be substituted, namely :-
"Limited Departmental Competitive Examination : As per Scheme prescribed by the Central Government";
(IV) against serial number 3 , relating to the post of Head Constable ( General Duty), -
(a) in column 2, for the existing entries, the following entries shall be substituted , namely:

(b) in column 5, for the existing entry , the following entry shall be substituted, namely : -- " Selection" ;
(c) in column 12 in item (i ) , for the words, letters, figures and signs " as contained in the UO No. 1.45020/52/2001 Pers.II dated the 30th January, 2002 issued by the Ministry of Home Affairs and amended from time to time and successfully completed pre - promotional courses and qualified the Departmental test " , the words , letters and figures " as specified in the Indo - Tibetan Border Police Force Manual , Volume - III , Medical Manual and who have successfully completed pre- promotional courses and qualified the Departmental Test" shall be substituted;
(V) against serial number 4, relating to the post of Constable ( General Duty),-
(a) in column 2 , for the existing entries , the following entrics shall be substituted, namely:-
