भारत परिसीमन आयोग
क्रमशः 55530 और 24.74 प्रतिशत दिखाये गए थे जो कि गलत थे और सही आंकड़े क्रमशः 23214 और 10.34 प्रतिशत थे; और आदेश सं. 55

यतः , ये विसंगतियां आयोग की बैठकों में चर्चा के दौरान पता नहीं चल पाई थी जिसके परिणामस्वरूप 129- चिरायिनकीझु विधान सभा निर्वाचन क्षेत्र के स्थान पर 133 - वट्टीयुरकावु विधान सभा निर्वाचन क्षेत्र को गलती से अनुसूचित जाति के रूप में आरक्षित घोषित किया गया था जहां वस्तुतः 133 - वट्टीयुरकावु के मुकाबले अनुसूचित जाति का प्रतिशत अधिक ( अर्थात् 15.99 प्रतिशत ) है; और
आ.अ. 2( अ)-यतः , परिसीमन ( संशोधन ) अधिनियम, 2003 (2004 का 3 ) द्वारा यथा- संशोधित , परिसीमन अधिनियम , 2002 ( 2002 का 33 ) की धारा 4 की उप- धारा ( 2 ) के साथ पठित धारा 9 की उप - धारा (2 ) के खंड ( घ ) के अनुसरण में, परिसीमन आयोग ने 16 मई , 2005 को केरल राज्य की विधान सभा और संसदीय निर्वाचन क्षेत्रों के विस्तार के निर्धारण के लिए अंतिम आदेश ( आदेश सं. 9 ) पारित किया है ; और
यतः , आयोग ने , 16 मई , 2005 के अंतिम आदेश को भारत के राजपत्र और केरल सरकार के राजपत्र में अपनी अधिसूचना सं. 282/केरल/2005 दिनांक 31 मई , 2005 के द्वारा प्रकाशित किया है; और
यतः , परिसीमन अधिनियम , 2002 की धारा 9 ( 1 ) ( ग ) के आलोक में विधान सभा निर्वाचन क्षेत्रों को आरक्षित करने के लिए आयोग द्वारा अपनाए गए सामान्य सिद्धांतों के अनुसार सही आंकड़ों को ध्यान में रखते हुए 133 - वट्टीयुरकावु ( अ.जा. ) विधान सभा की अपेक्षा 129 - चिरायिनकीझु विधान सभा निर्वाचन क्षेत्र को अनुसूचित जाति के रूप में आरक्षण के लिए योग्य होना चाहिए; और
यतः , आयोग ने तिरुवनन्तपुरम जिले में विधान सभा निर्वाचन क्षेत्रों के संबंध में केरल के मुख्य निर्वाचन अधिकारी द्वारा आयोग के ध्यान में लाए गए तथ्यों पर विचार किया और उनकी जांच की, तथा तारीख 28-11-2007 के पत्र द्वारा केरल के मुख्य निर्वाचन अधिकारी द्वारा दिए गए तथ्यों को सही पाया है ; और
यतः , आयोग के दिनांक 16 मई, 2005 के उपरोक्त आदेश के साथ संलग्न विधान सभा निर्वाचन क्षेत्रों का विस्तार दर्शाती सारणी-क एवं लोक सभा निर्वाचन क्षेत्रों का विस्तार दर्शाती सारणी- ख में 129-चिरायिनकीझु विधान सभा निर्वाचन क्षेत्र को सामान्य विधान सभा निर्वाचन क्षेत्र के रूप में और 133 - वट्टीयुरकावु विधान सभा निर्वाचन क्षेत्र को अनुसूचित जाति के लिए आरक्षित दर्शाया गया है ; और
यतः , आयोग ने तिरुवनन्तपुरम जिले की 129- चिरायिनकीझु और 133 - वट्टीयुरकावु ( अ.जा. ) विधान सभाओं की स्थितियों में हुई विसंगतियों की भी जांच की है ।
यतः , उक्त अंतिम आदेश के प्रकाशन के पश्चात् यह पाया गया कि पूर्णतः लिपिकीय त्रुटि के कारण , तिरुवनन्तपुरम जिले से संबंधित एक्सल ( ई.एक्स.सी.ई.एल. ) शीट में जो कि केरल राज्य के संबंध में अन्तिम आदेश पर हस्ताक्षर करते समय तैयार की गई थी , 133 - वट्टीयुरकावु ( अ.जा. ) विधान सभा निर्वाचन क्षेत्र में अनुसूचित जाति की कुल जनसंख्या और अनुसूचित जातियों के प्रतिशत भूलवश
अतः , अब, अनजाने में हुई भूल - चूक से उत्पन्न उपरोक्त त्रुटियों को ठीक करने हेतु इस शुद्धि- पत्र द्वारा परिसीमन आयोग एतद्वारा यह आदेश देता है कि आयोग के उपरोक्त आदेश की सारणी-क एवं ख में दर्शाये गये 129- चिरायिनकीझु विधान सभा निर्वाचन क्षेत्र की स्थिति को ठीक किया जाएगा और इसे 194 GI/2008

and 24.74% respectively, which were wrong , and whereas the correct figures were 23214 and 10.34% respectively; and
133- वट्टीयुरकावु ( अ.जा. ) विधान सभा निर्वाचन क्षेत्र के स्थान पर अनुसूचित जातियों ( अ.जा. ) के लिए आरक्षित अर्थात् " 129- चिरायिनकीझु ( अ.जा. ) " के रूप में दर्शाया जाएगा तथा 133 - वट्टीयुरकावु ( अ.जा. ) विधान सभा निर्वाचन क्षेत्र को 129-चिरायिनकीझु विधान सभा निर्वाचन क्षेत्र के स्थान पर सामान्य निर्वाचन क्षेत्र अर्थात्" 133 - वट्टीयुरकावु " के रूप में दर्शाया जाएगा ।
Whereas, these discrepancies escaped notice during the discussions and the meetings of the Commission , as a result of which 133 -Vattiyoorkavu AC was wrongly declared as reserved for SCs , in place of 129 -Chirayinkeezhu ACwhich actually has a higher SC percentage ( i.e. 15.99% ) in comparission to 133 - Vattiyoorkavu AC; and आयोग का दिनांक 16 मई , 2005 का आदेश सं. 9 , तदनुसार, संशोधित माना जाएगा ।
इस पर परिसीमन आयोग के सभी सदस्यों की सहमति है ।

Whereas, as per the general principles adopted by the Commission for reservation of ACs for SC in terms of Section 9 ( 1 ) ( c) of the Delimitation Act, 2002 , 129- Chirayinkeezhu AC should qualify for reservation as SC instead of 133 -Vattiyoorkavu ( SC) in the light of corrected figures; and

ORDER No. 55 New Delhi , the 16th January, 2008
Whereas , the Commission has considered and verifiedthe facts brought to the notice of the Commission by the ChiefElectoral Officer , Kerala in respect of Assembly Constituencies in Thiruvananthapuram District, and the facts stated by the Chief Electoral Officer , Kerala vide letter dated 28-11-2007 have been found to be correct ; and
Whereas, the Commission has also verified the anomaly of status of Assembly Constituencies of 129- Chirayinkeezhu and 133 - Vattiyoorkavu ( SC ) in Thiruvanathapuram District;
Ο.Ν. 2 (E). Whereas , in pursuance of clause (d) of sub-section (2) of Section 9 read with sub - section (2) of Section 4 of the Delimitation Act , 2002 (33 of 2002 ) , as amended by the Delimitation (Amendment) Act, 2003 (3 of 2004), the Delimitation Commission has passed its final order(Order No. 9) determining the extent of Assembly andParliamentary Constituencies in the State of Kerala on 16th May, 2005; and
Whereas , the Commission has published its final order dated 16th May, 2005 vide its notification No. 282/ KL/2005, dated 31st May, 2005, in the Gazette of India and the State Gazette of Kerala Government ; and
Now, therefore, by way ofthis corrigendum to correct the above errors arising from in advertent slips , the Delimitation Commission hereby orders that the status of 129- Chirayinkeezhu Assembly Constituency shall be corrected and shown as reserved for Scheduled Castes (SCs) i.e. " 129 - Chirayinkeezhu ( SC) " , instead of 133- Vattiyoorkavu (SC) AC and 133 -Vattiyoorkavu (SC ) AC shall be shown as a General Constituency i.e. " 133- Vattiyoorkavu" instead of 129 - Chirayinkeezhu AC in Table A and B of the said order .
The Commission's Order No. 9 dated 16th May, 2005 stands amended accordingly.
Whereas , in the Commission's above said order dated 16th May, 2005, 129 -Chirayinkeezhu AC has been shown as General Assembly Constituency and 133- Vattiyoorkavu AC has been shown as reserved for SCs in the Table A showing the extent of Assembly Constituencies and the Table B showing the extent of Parliamentary Constituencies appended to the said order; and
This order issues with concurrence of all members of the Delimitation Commission.

Whereas , after publication of the said final order it was found that due to purely clerical error in the EXCEL sheets relating to Thiruvanathapuram District prepared at the time of signing the final order in respect of Kerala State , the total SC population and percentage of SCs in 133- Vattiyoorkavu (SC ) AC were inadvertently shown as 55530
