फा. सं. 23/26/2003-आर एण्ड आर. विद्युत अधिनियम , 2003 की धारा 166 की उप- धारा ( 1 ) यह व्यवस्था करती है कि केन्द्र सरकार, देश में विद्युत प्रणाली के प्रवाहपूर्ण और समन्वित विकास हेतु एक समन्वय फोरम गठित करेगी ।
( 2) उक्त प्रावधान के अनुसरण में , भारत सरकार, एतद्वारा , सदस्यों के रूप में निम्नलिखित के साथ समन्वय फोरम गठित करती है :
अध्यक्ष
( i ) अध्यक्ष , केन्द्रीय विद्युत विनियामक आयोग
सदस्य
( ii ) अध्यक्ष , केन्द्रीय विद्युत प्राधिकरण
सदस्य
( iii ) केन्द्रीय विद्युत विनियामक आयोग के सभी सदस्य
सदस्य
( iv ) विद्युत के थर्मल उत्पादन में शामिल केन्द्रीय सार्वजनिक क्षेत्र उपक्रमों ( सीपीएसयू) का प्रतिनिधि- जिन्हें एक वर्ष के लिए विद्युत मंत्रालय द्वारा नामित किया जाना है ।
सदस्य
(v ) जल विद्युत के उत्पादन में शामिल सी पी एस यू के प्रति- निधि- जिन्हें एक वर्ष के लिए विद्युत मंत्रालय द्वारा नामित किया जाना है ।
सदस्य
(vi ) उत्पादन कम्पनी ( जो कि केन्द्र सरकार/ राज्य सरकार द्वारा स्वामित्व प्राप्त/नियंत्रित न हों ) जिसके पास वर्तमान में 500 मे.वा. से अधिक की क्षमता हो अथवा थर्मल उत्पादन स्टेशन हो स्थापना की प्रक्रिया में हो , का एक प्रतिनिधि- जिसे वर्णक्रम में उन कम्पनियों में से एक वर्ष के लिए विद्युत मंत्रालय द्वारा नामित किया जाना है ।

(vii) उत्पादन कम्पनी ( जो कि केन्द्र सरकार/राज्य सरकार द्वारा स्वामित्व प्राप्त/नियंत्रित न हों) जिसके पास वर्तमान में 250 मे.वा. से अधिक की क्षमता हो अथवा जल विद्युत उत्पादन

स्टेशन स्थापना की प्रक्रिया में हो , का एक प्रतिनिधि-जिसे वर्णक्रम में उन कम्पनियों में से एक वर्ष के लिए विद्युत मंत्रालय द्वारा नामित किया जाना है ।

(vii ) केन्द्रीय पारेषण यूटीलिटी का मुख्य कार्यकारी अधिकारी
सदस्य
( ix ) सदस्य ( विद्युत प्रणाली ) केन्द्रीय विद्युत प्राधिकरण

(x) अपर सचिव/संयुक्त सचिव , विद्युत मंत्रालय-विद्युत , पारेषण मामलों का प्रभारी
उपरोक्त ( iv ) से ( vii ) तक की श्रेणियों में प्रतिनिधि या तो संगठन के अध्यक्ष होंगे अथवा कम्पनी के बोर्ड में निदेशक होंगे ।
(3 ) केन्द्रीय विद्युत प्राधिकरण फोरम के लिए सचिवालय की व्यवस्था करेगा ।
(4 ) फोरम प्रत्येक दो माह में कम से कम एक बैठक का आयोजन करेगा । फोरम की बैठकों के कोरम में अध्यक्ष सहित छह सदस्य
होंगे ।
(5) फोरम के निम्नलिखित कार्य होंगे:-
(i ) देश में विद्युत प्रणाली के विकास हेतु पर्याप्त निवेश आकर्षित करने को सुगम बनाना ।
(ii ) अंतरराज्यीय स्तर पर विद्युत ग्रिड के प्रवाह पूर्ण एवं विश्वसनीय प्रचालन को सुगम बनाना ।
(iii ) उत्पादन कंपनियों के लिए ग्रिड की संबद्धता तथा पारेषण प्रणाली तक खुली पहुंच को सुगम बनाना ।
( iv ) केंद्र सरकार द्वारा इस फोरम को भेजे गए विद्युत प्रणाली के विकास के किसी अन्य पहलू पर मतैक्य बनाना ।

RESOLUTION
NewDelhi , the 19th February, 2008
F. No. 23 /26/2003 -R&R.-Sub-section ( 1 ) of Section 166 of the Electricity Act, 2003 provides that the Central Government shall constitute a Coordination Forum for smooth and coordinated development of the power system in the country.
2. In pursuance of the aforesaid provision , the Government of India hereby constitutes the Coordination Forum withthe following as members:
Chairman
(i) Chairperson of the Central Electricity Regulatory Commission
Member
(ii) Chairperson of the Central Electricity Authority
Member
(iii) All the Members of the Central Electricity Regulatory Commission
Member
(iv) Representative of a Central Public Sector Undertaking (CPSU) involved in thermal generation of Power- to be nominated by the Ministry of Power for one year
Member
(v) Representative of a Central Public Sector Undertaking (CPSU) involved in the generation ofhydroelectricity- to be nominated by the Ministry of Power for one year

(vi ) One representative of a generating company ( not owned/ controlled by the Central Government/State Government) either having existing capacity of, or in the process of 3

setting up, thermal generating station of more than 500 MW capacity to be nominated by the Ministry of Power for one year from amongst such companies in alphabetical order

(vii) One representative of a generating company (not owned/ controlled by the Central Government/State Government) either having existing capacity of, or in the process of setting up , hydroelectric generating station of more than 250 MW capacity to be nominated by the Ministry of Power for one year from amongst such companies in alphabetical order

(viii) ChiefExecutive Officer ofthe Central Transmission Utility
Member
(ix) Member (Power Systems ), Central Electricity Authority
Member Convenor
(x) Additional Secretary /Joint Secretary, Ministry of Power, incharge of the transmission matters .
The representatives in the categories from ( iv) to ( vii ) above would be either the head of the organization or a Director on the Board of the Company.
3. Central Electricity Authority shall provide the Secretariat for the Forum .
4. The Forum shall meet atleast once in every two months . The quorum for the meetings ofthe Forum shall be six members including Chairman.
5. The Forum would have following functions :
(i) To facilitate attracting adeqate investments for development of the power system in the country;
(ii) To facilitate smooth and reliable operation of the electricity grid at inter - State level ;
(iii) To facilitate connectivity to the grid for the generating companies and the open access to the transmission system ;
(iv) To deliberate and evolve consensus on any other aspect of the development of power system as referred to the Forum by the Central Government .
