नईदिल्ली, 20 फरवरी , 2008 का.आ. 383 (अ).-केन्द्रीय सरकार , राष्ट्रीय राजमार्ग अधिनियम , 1956 ( 1956 का 48 ) की धारा 7 और धारा 8क द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, यह अधिसूचित करती है कि मध्य प्रदेश राज्य में राष्ट्रीय राजमार्ग संख्या 7 पर कटनी बाईपास ( जिसे इसमें इसके पश्चात् कटनी बाईपास कहा गया है ) के उपयोग के लिए यांत्रिक यानों से नीचे दी गई अनुसूची में विनिर्दिष्ट दरों पर शुल्क उदगृहीत और संदत्त की जाएगी और मैसर्स अशोका- डीएससी कटनी, बाईपास रोड प्राइवेट लिमिटेड जिसका रजिष्ट्रीकृत कार्यालय 1/2 रीवर व्यू, अशोक स्तम्भ नासिक -422 002 , महाराष्ट्र राज्य में है , के साथ कटनी बाईपास का निर्माण , प्रचालन और हस्तांतरण तथा उनके द्वारा उपलब्ध करवाई गई सेवा के लिए तारीख 19 अगस्त, 2002 को हुए रियायत करार को ध्यान में रखते हुए उक्त मैसर्स अशोका-डीएससी कटनी बाईपास रोड प्राइवेट लिमिटेड या उसके प्राधिकृत विधिक प्रतिनिधि, उसके उत्तराधिकारी अथवा उसके समनुदेशिती को तारीख 20 फरवरी , 2008 से रियायती अवधि की अंतिम तारीख अर्थात् 16 सितम्बर , 2014 तक उक्त अनुसूची में विनिर्दिष्ट दरों पर फीस के संग्रहण और उसे अपने पास रखने के लिए प्राधिकृत किया जाता है।

1. रियायत अवधि बढ़ाए जाने की मंजूरी के मामले में रियायत अवधि की अंतिम तारीख संशोधित की जाएगी ।
2. मोटर साईकल , स्कूटर अथवा अन्य किसी दुपहिया यान पर कोई टोल फीस नहीं लगाया जाएगा।
3. ऊपर दी गई फीस की दर कटनी बाईपास के उपयोक्ताओं से एक ओर की यात्रा के लिए प्रभारित की जाएगी ।
4. जब किसी यान को किसी दिन में एक से अधिक बार कटनी बाइपास को पार करना है तो उपयोक्ता इस विकल्प का हकदार होगा कि वह पहली यात्रा में पहली बार की अपनी यात्रा का डेढ गुना संदाय कर दे । किसी यान का स्वामी एक ओर की यात्रा के लिए फीस के तीस गुना संदाय करने पर मासिक पास का हकदार होगा ।
5. निम्नलिखित प्रकार के यानों को उपरोक्त विनिर्दिष्ट फीस से छूट दी जाएगी अर्थात् : -
(i) यान
(अ ) जो अति महत्वपूर्ण व्यक्ति प्रतीक वाले अथवा निम्नलिखित से संबंधित है :-
( क ) भारत के राष्ट्रपति;
(ख) भारत के उप राष्ट्रपति;
(ग ) राज्यों के राज्यपाल अथवा संघ राज्य क्षेत्र के उप राज्यपाल;
( घ ) भारत के शासकीय दौरे पर उच्च पदस्थ विदेशी व्यक्ति;
( ङ) " सीडी" / " सीसी " नंबर प्लेटों वाली कारों का उपयोग करने वाले भारत में रह रहे विदेशी राजनयिक;
(च ) राज्य सभा के सभापति या लोक सभा के अध्यक्ष या राज्य विधान परिषद या राज्य विधान सभा के अध्यक्ष या केन्द्रीय अथवा राज्य मंत्री अथवा लोक सभा या राज्य सभा या राज्य विधान मंडलों में प्रतिपक्ष के नेता जिनका दर्जा कैबिनेट मंत्री का हो , यदि वे स्वयं वाहन में बैठे हों;
अथवा
( छ ) संपूर्ण देश में संसद के सदस्य अथवा अपने - अपने राज्य में राज्य की विधान सभा के सदस्य या राज्य की विधान परिषद के सदस्य यदि वह यथास्थिति सांसद अथवा राज्य के संबंधित विधान मंडल द्वारा जारी पहचान पत्र प्रस्तुत करते हैं;
(आ ) सक्षम प्राधिकारी द्वारा पुरस्कार के प्रमाणन के संबंध में जारी परिचय पत्र प्रस्तुत करने पर वीरता पुरस्कार जैसे कि परमवीर चक्र , अशोक चक्र , महावीर चक्र , कीर्ति चक्र , वीर चक्र और शौर्य चक्र विजेता ।
( ii ) रक्षा यान , पुलिस यान , अग्नि शमन यान , एंबुलेस, अंत्येष्टि यान , डाक और तार विभाग के यान , केन्द्रीय और राज्य सरकार के कार्यस्थ यान ।
6. ऊपर उल्लिखित दरें टोल प्लाजा पर और दोनों ओर टोल प्लाजा से लगभग 200 मीटर पहले की दूरी पर सहजदृश्य रूप से प्रदर्शित की जाएगी ।
7. उक्त मैसर्स अशोका- डीएससी कटनी बाईपास रोड प्राइवेट लिमिटेड अथवा उसका प्राधिकृत विधिक प्रतिनिधि फीस अदा करने वाले को फीस अदा करने की रसीद जारी करेगा ।

NOTIFICATION
New Delhi , the 20th February , 2008
S.O. 383 ( E ) . In exercise of powers conferred by Sections 7 and 8A of the National Highways Act, 1956 (48 of 1956) , the Central Government hereby notifies that there shall be levied and paid fees on mechanical vehicles , for the use of Katni Bypass on N.H. 7 in the State of Madhya Pradesh (hereinafter referred as Katni Bypass ) at the rates specified in Schedule hereunder , and having regard to the Concession Agreement dated 19th August 2002 entered into with M/ s . ASHOKA - DSC KATNI BYPASS ROAD PRIVATE LIMITED having its registered office at ½ River View , Ashoka Stambh Nashik -422002 , Maharashtra, to build operate and transfer the Katni Bypass and for service provided by it, hereby authorise the said M/ s . ASHOKA - DSC KATNI BYPASS ROAD PRIVATE LIMITED or its authorised legal representative, successor or assignee to collect and retain fees at the rates specified in the said Schedule from 20th February , 2008 to the last day of the concession period i.e. 16th September, 2014.

1. In the event of grant of extension in Concession period , the last day of Concession period will be modified.
2. No toll fee is leviable on motorcycles , scooters or any other two wheelers .
3. The fees set forth above shall be charged to the users of the Katni Bypass for one - way trip .
4. When a vehicle has to use the Katni Bypass more than once in a day, the user shall at his option be entitled to do so on payment of one and half times the fee for one way trip in the first trip itself. A vehicle owner shall be entitled to a monthly pass on payment of fee equal to thirty times the fee for one - way trip.
5. Following vehicles are exempted from the fees specified above , namely :--
(i) Vehicles-
(A) having "VIP " symbols ; or officially belongingto
(a) President of India;
(b) Vice- President of India;
(c) Governor of a State or Lieutenant Governor of a Union Territory;

(d) a Foreign Dignitary on State visit to India;
(c) a foreign diplomat stationed in India using cars with " CD " / " CC " number plates ;
(f) Chairman of Rajya Sabha or Speaker of Lok Sabha or Chairman of a State Legislative Council or Speaker of a State Legislative Assembly or a Minister for the Union or State , or Leaders of Opposition in Lok Sabha or Rajya Sabha or State Legislatures having the status of Cabinet Minister , if he is sitting in the vehicle; or
(g) a Member of Parliament , in the entire country , or a Member of Legislative Assembly of a State or a Member of Legislative Council of a State , in the respective State , if he produces his identity card issued by the Parliament or concerned Legislature of a State, as the case may be .
(B) belonging to winner of Gallantry awards such as Param Vir Chakra , Ashok Chakra , Maha Vir Chakra, Kirti Chakra , Vir Chakra and Shaurya Chakra , if such awardee produces his photo identity card duly authenticated by the Competent Authority for such award .
(ii) Defence vehicles , Police vehicles , Fire - fighting vehicles . Ambulances , Funeral vans , Posts and Telegraphs Department vehicles and Central Government and State Government vehicles on duty .
6. The above - mentioned rates shall be conspicuously displayed at the Toll Plazas and also at a distance of about 200 meter ahead of Toll Plazas on either side of Katni Bypass .
7. The said M/s . ASHOKA -DSC KATNI BYPASS ROAD PRIVATE LIMITED or its authorised legal representative shall give a receipt to the payer for the fees collected from the payer.
