सं. फा. 5-5/2007 /राअशिप/स्थापना.- राष्ट्रीय अध्यापक शिक्षा परिषद् अधिनियम, 1993 , के खण्ड 32 ( 2 ) ( ग ) के साथ पठित खण्ड 10 ( 1 ) तथा ( 2 ) के अधीन प्रदत्त शक्तियों का प्रयोग करते हुए, तथा केन्द्रीय सरकार की मंजूरी से राष्ट्रीय अध्यापक शिक्षा परिषद्, जहां तक आशुलिपिक ग्रेड ' सी ' का संबंध है, दिनांक 27 मार्च, 2003 की अधिसूचना संख्या फा. 9-12/2002 /राअशिप के अधीन प्रकाशित आशुलिपिक ग्रेड ' सी' के पद की भर्ती की विधि का और आगे अधिक्रमण करते हुए , सिवाय उन बातों के जो कि इस अधिक्रमण से पहले की जा चुकी हैं अथवा किए जाने के लिए छोड़ दी गई है , एतद्वारा निम्न भर्ती विनियम बनाती है :-
1. लघु शीर्ष और प्रवर्तन.-1.1. इन विनियमों को राअशिप , आशुलिपिक ग्रेड ' सी' भर्ती नियम , 2008 कहा जाएगा।

1.2. ये विनियम इनके अधिसूचित किए जाने की तारीख से लागू होंगे ।
2. पदों की संख्या , वर्गीकरण और वेतनमान, पदों की संख्या , अर्हताएं, तत्संबंधी वेतनमान , भर्ती की विधि, आयु-सीमा, अर्हताएं तथा उपर्युक्त पद से संबंधित अन्य विषय इस अधिसूचना के साथ संलग्न अनुसूची के कॉलम 2 से 14 तक में यथानिर्दिष्ट रूप में होंगे ।
3. निरर्हता , सेवा का भावी अनुरक्षण , ढील देने की शक्ति, व्यावृत्ति तथा व्याख्याएं. ये शर्तें दिनांक 27 मार्च, 2003 के राजपत्र में प्रकाशित अधिसूचना संख्या 36 फा. संख्या 9-12/2002/ राअशिप में यथाअधिसूचित रूप में पूर्ववत रहेंगी।
4. अधिक्रमण. -दिनांक 27 मार्च , 2003 की रापजत्रित अधिसूचना संख्या 36 फा. संख्या 9-12/2002/राअशिप में अधिसूचित आशुलिपिक ग्रेड ' सी' के भर्ती विनियमों का इस अधिसूचना के प्रकाशन की तारीख से अधिक्रमण हो जाता है ।

[टिप्पणी-आयु-सीमा निर्धारित करने के लिए निर्णयक तारीख भारत में आवेदन- पत्रों के प्राप्त होने की अंतिम तारीख होगी । ( असम , मेघालय , अरूणाचल प्रदेश , नागालैंड त्रिपुरा , जम्मू तथा कश्मीर राज्य के सिक्किम लद्दाख मंडल, हिमाचल प्रदेश के लाहौल स्पीति और चम्बा जिलों, अंडमान तथा निकोबार द्वीपसमूह अथवा लक्षद्वीप के मामले में अंतिम तारीख नहीं)
क्यासीधी भर्ती के लिए निर्धारित
परिवीक्षा की अवधि , यदि कोई हो तो सीधी भर्ती के लिए अपेक्षित शैक्षिक तथा अन्य अर्हताएं

1. किसी आन्यताप्राप्त बोर्ड अथवा विश्विद्यालय से मैट्रिक या
उसके समतुल्य योग्यता
2. अंग्रेजी/ हिन्दी आशुलिपि में 100 शब्द प्रति मिनट की गति
3. कम्प्यूटर में डाटा एंट्री और वर्क प्रोसेसिंग का कौशल ( अंग्रेजी तथा हिन्दी- दोनों आशुलिपियों का ज्ञान रखने वाले व्यक्तियों को वरीयता दी जाएगी )
यदि भर्ती पदोन्नति/प्रतिनियुक्ति स्थानांतरण द्वारा की जानी हो तो भर्ती की विधि : क्या सीधी भर्ती अथवा पदोन्नति
द्वारा अथवा प्रतिनियुक्ति/स्थानांतरण द्वारा तथा विभिन्न विधियों से भरी जाने वाली रिक्तियों का प्रतिशत

प्रोन्नति: राष्ट्रीय अध्यापक शिक्षा परिषद् में रुपए 4000-100-6000 के वेतनमान में इस ग्रेड में 8 वर्ष की नियमित सेवा सहित आशुलिपिक ग्रेड ' डी' ।
50 प्रतिशत प्रोन्नति द्वारा जिसके न होने पर प्रतिनियुक्ति( अल्पकालीन संविदा सहित )
तथा 50 प्रतिशत सीधी भर्ती द्वारा
टिप्पणी : यदि कनिष्ठों के मामले में अपनी अर्हक सेवा पूरी कर लेने के बाद उनकी पदोन्नति पर विचार किया जा रहा है , तो उनके वरिष्ठों पर भी विचार किया जाएगा बशर्ते कि उनकी सेवा अर्हक/पात्रता सेवा के आधे से अधिक अथवा दो वर्ष इनमें 3

से जो भी कम हो से कम न हो और उन्होंने अपने कनिष्ठों सहित जिन्होंने ऐसी अर्हक/पात्रता सेवा पूरी कर ली है अगले उच्चत्तर ग्रेड में पदोन्नति के लिए परिवीक्षा की अपनी अवधि सफलतापूर्वक पूरी कर ली हो।
प्रतिनियुक्ति( अल्पकालीन संविदा सहित ) : -
केन्द्रीय/राज्य सरकार/केन्द्रीय/ राज्य सरकार के अधीन सरकारी क्षेत्र के उपक्रमों/ सांविधिक तथा अर्द्ध - सरकारी संगठनों अथवा स्वायत अथवा अन्य संगठनों में ऐसे आशुलिपिक जिन्होंने
(i ) मूल संवर्ग/विभाग में नियमित आधार पर समतुल्य पद धारण किया हो
अथवा
( ii ) मूल संवर्ग/अथवा विभाग में रुपए 4000-6000 अथवा इसके समतुल्य वेतनमान में नियमित आधार पर भर्ती के बाद उस ग्रेड में कम से कम 8 वर्ष
की नियमित सेवा पूरी कर ली हो
तथा
अंग्रेजी/हिन्दी आशुलिपि में 100 शब्द प्रति मिनट की गति हो।
[प्रतिनियुक्ति की अवधि ( इस नियुक्ति से तत्काल पहले केन्द्रीय / राज्य सरकार के उसी अथवा किसी अन्य संगठन/विभाग में धारित किसी अन्य संवर्ग बाह्य पद में प्रतिनियुक्ति की अवधि ( अल्प संविदा सहित ) प्रतिनियुक्ति की अवधि सहित ( अल्पकालीन संविदा सहित) प्रतिनियुक्तिकी अवधि सामान्यतः 3 वर्ष से अधिक नहीं होगी जिसे संवाएं प्रदान करने वाले संगठन की सहमति से अधिक से अधिक 5 वर्ष तक बढ़ाया जा सकता है। प्रतिनियुक्ति द्वारा भर्ती ( अल्पकालीन संविदा सहित ) के लिए अधिकतम आयु सीमा आवेदन - पत्रों की प्राप्ति की अंतिम तारीख को 56 वर्ष से अधिक नहीं होनी चाहिए। ]
यदि डीपीसी मौजूद है तो उसका गठन क्या है
ऐसी परिस्थितियां जिनमें भर्ती करते समय संघ लोक सेवा आयोग से परामर्श किया जाना जरूरी है

No.F. 5-5/2007 /NCTE/Estt.- In exercise of the powers conferred under Section 10 ( 1) and (2) read with Section 32(2) (c) ofNational Council for Teacher Education Act, 1993 and with the approval of the Central Government theNational Council for Teacher Education hereby makes the following Recruitment Regulations further to supercede the method of recruitment to the post of Stenographer Grade ' C' as notified vide notification No. F. 9-12/2002/NCTE dated 27th March , 2003, in so far as the post of Stenographer Grade ' C' is concerned, except as respects things done or omitted to be done [PART III-SEC.4]

before such supersession :---
1. Short title and commencement.- 1.1 These regulations may be called NCTE , Stenographer Grade ' C' Recruitment Rule2008.
1.2. They shall come into force on the date of its notification .
2.Number of posts, classification , scale of Pay . The number of posts , qualifications , the scale of pay attached thereto , the method of recruitment , age limit, qualifications and other matters relating to the said post shall be as specified in columns 2 to 14 of the schedule annexed to this notification .
3. Disqualification , future mainteneance of the service , power to relax, savingts and interpretations.-These conditions shall remain unchanged as notified vide Gazette Notification No. 36 F. No. 9-12/ 2002 /NCTE dated the 27th March 2003.
4. Supersession. The recruitment regulations for the post of Stenographer Grade " C" notified in the Gazette Notification No. 36 F. No. 9-12/2002/NCTE dated the 27th March, 2003 stands superseded w.e.f. the date of publication of this notification.

(3) Skill of Data Entry and Work Processing in Computer (Prefer- ence will be given to persons with knowledge of both English and Hindi Stenography) Note : The crucial date for determining, the age limit shall be the closing date of receipt of appli- cations in India (and not the closing date prescribed for those in Assam, Meghalaya , Arunachal Pradesh, Nagaland , Tripura, Sikim, Ladhakh Division of State of Jammu and Kashmir, Lahul and Spiti and Chamba districts of Himachal Pradesh Andaman and Nicobar Islands or Lakshdweep).

Promotion:

Stenographers Grade ' D ' in NCTE in the pay scale of Rs.4000-100-6000 with eight years of regular service in the Grade.
Note:-Where juniors who have completed their qualifying service are being considered for promotion, their seniors would also have to be considered provided they are not short of qualifying/ eligibility service by more than half the qualifying/eligibility service or two years whichever is less, and have successfully completed their period ofprobation for promotion to the next higher grade alongwith their juniors who have completed such qualifying/eligibility service.
Deputation (including short term contract) :
Stenographers in the Central/State Govt./Public Sector Undertakings / Statutory and Semi-Govt . Organizations or Autonomous or other organizations under the Central/State Govt .
(i) Holding analogous posts on regular basis in the parent cadre/ department;
OR
(ii) with 8 years regular service in the grade rendered after appointment thereto on regular basis in the scale of pay of Rs.4000-6000 or equivalent in the parent cadre or department
AND
Having a speed of 100 WPM in English /Hindi stenography.
[Period of deputation (including short term contract) including period of deputation (including short term contract) in another ex - cadre post held immediately preceding this appointment in the same or some other Organization /Department of Central/State Govt . shall not ordinarily exceed 3 years , which can be extended maximum up to 5 years with the concurrence of the lending organization . The maximum age limit for appointment by deputation ( including short term contract) shall be not exceeding 56 years as on the closing date ofthis receipt of applications. ]
