का.आ. 2632( अ ).- केन्द्रीय सरकार, सिक्का निर्माण अधिनियम, 1906 (1906 का 3) की धारा 6 के द्वारा प्रदत्त शोक्तयों का प्रयोग करते हुए अवधारित करती है कि : -
(क) "प्रथम स्वतंत्रता संग्राम " का स्मरणोत्सव के उपलक्ष्य में केन्द्रीय सरकार के प्राधिकार के अधीन जारी करने के लिए टकसाल में पांच रुपए अंकित मूल्यो के सिक्कों का भी निर्माण किया जाएगा ।
(ख) उक्त अधिनियम की धारा 6 के उपबंधों के अनुसार, इसके पश्चात् निर्मित किए जाने वाले पांच रुपए अंकित मूल्य के सिक्के, निम्नलिखित विमाओं, डिजाइन और धातु संरचना के अनुरूप होंगे , अर्थात्:--

अग्रभाग
सिक्के के इस भाग पर मध्य में अशोक स्तंभ का सिंह शीर्ष होगा जिसके नीचे " सत्यमेव जयते" इबारत. अंतलिखित होगी, उसकी ऊपरी बांई परिधि पर हिन्दी में " भारत " शब्द और ऊपरी दांई परिधि में अंग्रेजी में

" INDIA" शब्द होगा । निचली बाँई परिधि में सिंह शीर्ष के नीचे इस पर अन्तर्राष्ट्रीय अंकों में अंकित मूल्य " 5 " के साथ हिन्दी में "रुपए " शब्द और निचली दाँई परिधि पर अंग्रेजी में " RUPEES " शब्द लिखा होगा ।

सिक्के के इस भाग पर रणभूमि में बाँई ओर जनरल तात्या टोपे, दाँई ओर सम्राट बहादुर शाह ।। तथा मध्य में वीरांगना झाँसी की रानी लक्ष्मीबाई का संयुक्त चित्र होगा, बाईं परिधि में हिंदी में " प्रथम स्वतंत्रता संग्राम" और " 150 वर्ष " शब्द तथा दाँई परिधि में अंग्रेजी में " THE FIRST WAR OF INDEPENDENCE " और " 150 YEARS " शब्द अंकित होंगे तथा नीचे 1857-2007 अवधि लिखी होगी ।
सुरक्षा किनारे
सिक्के के किनारे पर सुरक्षा किनारे होगें । किनारों के मध्य में रिक्त स्थानों द्वारा पृथक किए हुए दो खंडों के अन्दर की ओर डिजायन में एक उथला खांचा होगा । इस डिजायन में मानकों की श्रृंखला अन्तर्विष्ट होगी तथा प्रत्येक मानिक उभार में एक झुकी हुई एक पंक्ति द्वारा अनुगम किया होगा । इसमें कुल 30 पंक्तियांऔर 30मानकें होगें ।

NOTIFICATION
New Delhi , the 11th November, 2008
S.O. 2632 (E) . In exercise of the powers conferred by Section 6 of the Coinage Act, 1906 (3 of 1906), the Central Government hereby determines that: -
(a) the coins of Five Rupees denomination shall also be coined at the Mint for issue under the authority of the Central Government to commemorate the event " THE FIRST WAR OF INDEPENDENCE "
(b) the coins of the Five Rupees denomination hereafter to be coined in accordance with the provisions of Section 6 of the said Act shall conform to the following dimension. design and composition , namely:-

DESIGNS
OBVERSE
This face of the coin shall bear the Lion Capital of Ashoka Pillar with the Legend " सत्यमेव जयते " inscribed below , flanked on the left upper periphery with the word * भारल" in Hindi and on the right upper periphery flanked with the word " INDIA " in English . It shall also bear the denominational value " 5" in international numerals below the Lion Capital flanked on the left lower periphery with the word " रूपये " in Hindi and on the right lower pheriphery with the word " RUPEES" in English
REVERSE
This face of the coin shall bear a combined portrait of General Tatia Tope on left side, Emperor Bahadhur Shah II on right side and at the centre the Warrior Rani Laxmibai of Jhansi in the battlefiled , flanked on the left periphery with the words " प्रथम स्वतंत्रता संग्राम" and " 1: 0 वर्ष" in Hindi and on the right periphery with the words - THE FIRST WAR OF INDEPENDENCE " and " 150 YEARS" in English . The period 1857-2007 is written at the bottom.
SECURITY EDGE
The edge of the coin shall have security edge on the periphery. At the centre of the edge there shall be shallow groove with a design inside the two sections separated by blank spaces. This design shall consist of chain of beads in relief and each bead being followed byone inclined line in relief. There shall be total 30 lines and 30 beads.
