सं. भा.आ.प.-34(41 )/2008-मेडि/34787.-भारतीय आयुर्विज्ञान परिषद् अधिनियम, 1956 (1956 का 102) की धारा 33 द्वारा प्रदत्त शक्तियों का इस्तेमाल करते हुए , "प्रतिवर्ष एम.बी.बी.एस. में 100 दाखिलों के लिए न्यूनतम शर्तें नियमावली, 1999 में पुनः संशोधन करने हेतु भारतीय आयुर्विज्ञान परिषद्, केंद्रीय सरकार के पूर्व अनुमोदन से एतद्वारा निम्नलिखित विनियम बनाती है, नामत:-
1. इन विनियमों को "प्रतिवर्ष एम.बी.बी.एस. में 100 दाखिलों के लिए न्यूनतम शर्तें (संशोधन) विनियमावली, 2008- भाग II" कहा जाए ।
2. "प्रतिवर्ष एम.बी.बी.एस. में 100 दाखिलों के लिए न्यूनतम शर्तें विनियमावली, 1999 में निम्नलिखित परिवर्धन / संशोधन / विलोप / प्रतिस्थापन दर्शाए जाएंगेः-
3. (i) अनुसूची 1 में " परिसर" शीर्षक के अंतर्गत खण्ड क.1.1 को निम्नलिखित द्वारा प्रतिस्थापित किया जाएगा:-
"कंपनी अधिनियम के अंतर्गत पंजीकृत कंपनियों को मेडिकल कॉलेज खोलने की अनुमति दी जा सकती है । यह अनुमति वापस ली जा सकती है , यदि कॉलेज वाणिज्यिकीकरण का सहारा लेते हैं ।
मेडिकल कॉलेज या आयुर्विज्ञान संस्थान कम से कम 25 एकड़ भूमि के एक एकात्मक परिसर में रखा जाएगा । तथापि इसमें किसी ऐसे स्थान , विशेष रूप से शहरी क्षेत्रों, जहां की जनसंख्या 25 लाख से अधिक है, पर्वतीय क्षेत्रों और अधिसूचित जनजातीय क्षेत्रों, जहां भूमि दो से अधिक टुकड़ों में नहीं होगी और दो टुकड़ों के बीच का फासला 10 किलोमीटर से अधिक नहीं होगा , के मामले में छूट दी जा सकती है । छात्रों, अंतरिम डाक्टरों, स्नातकोत्तर/ आवासी डाक्टरों और नर्सों के लिए होस्टलों और पुस्तकालय सहित अस्पताल कॉलेज का भवन भूमि के ऐसे टुकड़े पर होगा जो 10 एकड़ से कम नहीं होगा ।

अन्यं सुविधाएं, भूमि के दूसरे टुकड़े पर हो सकती हैं । उचित भू- दृश्य निर्माण किया जाना चाहिए । "

ii) अनुसूची 1 में " केंद्रीय पुस्तकालय " शीर्षक के अंतर्गत खण्ड क.1.4 को निम्नलिखित द्वारा प्रतिस्थापित किया जाएगाः
"एक वातानुकूलित केंद्रीय पुस्तकालय (1600 वर्ग मीटर) होगा, जिसमें पढ़ने के लिए कम से कम 200 छात्रों के लिए बैठने की व्यवस्था और अच्छा प्रकाश तथा संवातन व्यवस्था और पुस्तकें एवं जर्नलों के भंडारण तथा प्रदर्शन की व्यवस्था होगी । 100 छात्रों के लिए अंदर की तरफ एक कमरा और 100 छात्रों के लिए बाहर की तरफ एक कमरा होगा । इनमें कम से कम 7000 पाठ्यपुस्तकें और संदर्भ पुस्तकें होनी चाहिएं । किसी नए मेडिकल कॉलेज में पुस्तकों की कुल संख्या, पांच वर्षों में वार्षिक आधार पर अनुपाततः विभाजित होनी चाहिएं । जर्नलों की संख्या 100 होगी , जिनमें से एक-तिहाई विदेशी जर्नल होंगे और इन्हें निरंतर आधार पर पूर्वक्रीत किया जाएगा । स्नातक पूर्व अध्यापन के प्रत्येक विषय पर पाठ्य पुस्तकों की प्रतियों की संख्या 10 होगी ।
निम्नलिखित की व्यवस्था भी होगीः
क. 20 व्यक्तियों के लिए स्टाफ वाचनालय;
ख. पुस्तकालयाध्यक्ष और अन्य स्टाफ के लिए कमरे;
ग. जर्नल रूम;
घ. प्रति बनाने की सुविधाओं के लिए कमरा;
ड. वीडियो और कैसेट रूम (वांछनीय) ;
च. न्यूनतम 25 नोड्स के साथ मेडलर और इंटरनेट की सुविधा के साथ वातानुकूलित कंप्यूटर कक्ष ।
मेडिकल कॉलेजों में कौशल प्रयोगशालाएं, ई- पुस्तकालय होने चाहिएं और उन्हें औषधीय अध्यापन में सूचना प्रौद्योगिकी अपनानी चाहिए । "
(iii) अनुसूची 1 में " व्याख्यान थियेटर" शीर्षक के अंतर्गत खण्ड क.1.5 को निम्नलिखित द्वारा प्रतिस्थापित किया जाएगाः- [ भाग III- खण्ड 4 ]

" संस्थान में दीर्घा के प्रकार के कम से कम तीन व्याख्यान थियेटर होंगे, जो वरीयतः वातानुकूलित होंगे , जिनमें से दो व्याख्यान थियेटर 120 छात्रों के बैठने की क्षमता वाले होंगे और एक व्याख्यान थियेटर 250 छात्रों के बैठने की क्षमता वाला होगा । व्याख्यान थियेटर में ओवरहेड प्रोजेक्टर , स्लाइड प्रोजेक्टर, एलसीडी प्रोजेक्टर और एक माइक्रोफोन सहित आवश्यक स्वतंत्र दृश्य श्रव्य उपकरण उपलब्ध कराए जाएंगे । इन व्याख्यान थियेटरों का इस्तेमाल, बनाए गए कार्यक्रम के अनुसार सभी विभागों द्वारा किया जाएगा । ई - कक्षा की व्यवस्था की जाएगी । व्याख्यान हालों में, अध्यापन के लिए ई- कक्षा/ यथार्थ कक्षा में रूपांतरण की सुविधाएं होनी चाहिएं । मौजूदा कॉलेज, एक वर्ष के अंदर अपने व्याख्यान हालों में ये सुविधाएं आरंभ करेंगे । "
(iv) अनुसूची 1 में खण्ड क.1.18 के पश्चात निम्नलिखित जोड़ा जाएगाः-
"क.1.19 केंद्रीय अनुसंधान प्रयोगशाला
मेडिकल कॉलेजों में उपकरणों से लैस एक केंद्रीय अनुसंधान प्रयोगशाला होगी, जो कॉलेज के डीन के नियंत्रण में होगी । मौजूदा कॉलेज दो वर्ष के अंदर प्रयोगशाला स्थापित करेंगे । प्रत्येक मेडिकल कॉलेज में फार्माको सतर्कता समिति होगी ।
क.1.20 चिकित्सा शिक्षा इकाई में अध्यापकों का प्रशिक्षण
किसी चिकित्सा शिक्षा इकाई में किसी अध्यापक के प्रशिक्षण की अवधि एक सप्ताह से बढ़ाकर दो सप्ताह की जाएगी ।
क.1.21 ग्रामीण स्वास्थ्य प्रशिक्षण केंद्र
प्रत्येक मेडिकल कॉलेज में समुदाय- उन्मुख प्राथमिक स्वास्थ्य सुरक्षा और इससे सम्बद्ध ग्रामीण समुदाय के लिए ग्रामीण आधारित स्वास्थ्य शिक्षा में छात्रों के प्रशिक्षण के लिए कॉलेज के डीन के प्रशासनिक नियंत्रण में एक ग्रामीण स्वास्थ्य प्रशिक्षण केंद्र होगा । यह स्वास्थ्य केंद्र , मेडिकल कॉलेज से तीन किलोमीटर की दूरी के अंदर या एक घंटे की यात्रा के अंदर होना चाहिए । भोजन की सुविधाओं के साथ- साथ , छात्रों, छात्राओं और अंतरंग डाक्टरों के लिए अलग - अलग आवासीय व्यवस्था भी की जाएगी । कम्युनिटी औषधि विभाग THE GAZETTE OF INDIA : EXTRAORDINARY

द्वारा फील्ड कार्य और अध्यापन तथा प्रशिक्षण कार्यकलाप करने के लिए पर्याप्त परिवहन (स्टाफ और छात्र, दोनों के लिए) की व्यवस्था की जाएगी । "
4(i) अनुसूची 1 में " सामान्य अभ्युक्तियां" शीर्षक के अंतर्गत खण्ड ख.1.1 को निम्नलिखित द्वारा प्रतिस्थापित किया जाएगाः-
" 300 बिस्तरों वाला और कम से कम 70 प्रतिशत अंतरंग रोगी बिस्तरों की आक्युपेंसी वाला एक कार्यात्मक अध्यापन अस्पताल उपलब्ध होना चाहिए । पहले नवीकरण के लिए और इसके पश्चात बाद वाले नवीकरणों के लिए निरीक्षण के समय , यह 80 प्रतिशत बिस्तरों की आक्युपेंसी होनी चाहिए ।
अनुमति-पत्र हेतु आवेदन करते समय अस्पताल में मरीजों के लिए लिफ्टें और अग्नि संरक्षण सेवाओं तथा विकलांग व्यक्तियों के लिए रैंप उपलब्ध कराए जाएंगे । कम से कम 700 केवीए का एक इलेक्ट्रिक जनरेटर उपलब्ध कराया जाएगा । बाल रोगियों के लिए टी.वी. , संगीत, खिलौनों, पुस्तकों आदि सहित क्रीडा क्षेत्र उपलब्ध कराया जाएगा । सभी अध्यापन, अस्पताल ऐसे डीन/ प्रधानाचार्य / निदेशक के अकादमिक, प्रशासनिक और अनुशासनिक नियंत्रण में होंगे, जो साथ ही साथ विभागाध्यक्ष नहीं होंगे । परंतु वे संबंधित विभाग में अध्यापन संकाय का एक भाग हो सकते हैं । "

ii) अनुसूची 1 में खण्ड ख.2.1 में निम्नलिखित जोड़ा जाएगाः
"7. जनरल वार्ड में स्थान, 30 मरीजों वाले स्थान से अधिक नहीं होगा और दो बिस्तरों के बीच का फासला कम से कम 1.5 मीटर होगा । "
(iii) अनुसूची 1 में "केंद्रीय आपातकाल विभाग " के अंतर्गत खण्ड ख.5 को निम्नलिखित द्वारा प्रतिस्थापित किया जाएगाः
" उपकरणों से लैस और अद्यतन एक सघन चिकित्सा इकाई (आईसीयू) होगी 5 बिस्तरे, सघन हृदयरोग चिकित्सा इकाई (आईसीसीयू) 5 बिस्तरे , सघन चिकित्सा बाल रोग / नवजात शिशु इकाई 5 बिस्तरे और वरीयतः तपेदिक तथा श्वसनी रोगों के लिए सघन चिकित्सा इकाई होगी । हताहत अभिघात इकाई में बिस्तरों की संख्या 20 होगी । सघन [ भाग III - खण्ड 4 ]

चिकित्सा इकाई, हताहत विभाग के निकट स्थित होनी चाहिए । कॉलेज आरंभ किए जाने के समय ये सभी कार्यात्मक होंगे । "
5. अनुसूची II में "विभाग- वार स्टाफ की आवश्यकत्ता गैर- नैदानिक' शीर्षक के अंतर्गत खण्ड 6 को निम्नलिखित द्वारा प्रतिस्थापित किया जाएगाः

MEDICAL COUNCIL OF INDIA
NOTIFICATION
New Delhi , the 1st December , 2008
No. MCI . 34( 41 )/2008-Med./34787.-In exercise of the powers conferred by Section 33 of the Indian Medical Council Act , 1956( 102 of 1956) , the Medical Council of India with the previous sanction of the Central Government hereby makes the following regulations to further amend the " Minimum Requirements for 100 MBBS Admissions Annually Regulations , 1999 " namely: -
1. These regulations may be called the "Minimum Requirements for 100 MBBS Admissions Annually Regulations (Amendment) , 2008 - Part- II " .
2. In the "Minimum Requirements for 100 MBBS Admissions Annually Regulations , 1999 " , the following additions / modifications / deletions / substitutions , shall be , as indicated therein: -
3(i). In Schedule I Clause A.1.1 under the heading ' CAMPUS ' shall be substituted with the following: -
"Companies registered under Company Act may also be allowed to open medical colleges . Permission shall be withdrawn if the colleges resort to commercialization .
The medical college or medical institution shall be housed in a unitary campus of not less than 25 acres of land . However , this may be relaxed in a place especially in Urban areas where the population is more than 25 lakhs , hilly areas , and notified tribal areas where the land shall not be in more than two pieces and the distance between the two pieces shall not be more than 10 kms. The hospital , college building including library and hostels for the students , interns , PGs/Residents and nurses shall be in one piece of land which shall not be less than 10 acres . Other facilities may be housed in the other piece of land. Proper landscaping should be done . "
(ii). In Schedule I Clause A.1.4 under the heading ' Central Library ' , shall be substituted with the following: -
"There shall be an air - conditioned Central Library ( 1600 Sq.m) with seating arrangement for at least 200 students for reading and having good lighting and ventilation and space for stocking and display of books and journals . There shall be one room for 100 students inside and one room for 100 students outside . It should have not less than 7000 text and reference books . In a new medical college the total number of books should be proportionately divided on yearly basis in five years . The number of journals shall be 100 out of which one - third shall be foreign journals and subscribed on continuous basis . The number of copies of textbooks in each subject of undergraduate teaching shall be ten.

There shall be provision for -
a. Staff reading room for 20 persons;
b . Rooms for librarian and other staff;
c. Journal room;
d. Room for copying facilities ;
e. Video and Cassette room (desirable) ;
f. Air-conditioned Computer room with Medlar and Internet facility with minimum of25 nodes .
Medical colleges should have skill labs and adopt information technology in teaching medicine . There shall be provision for e - library also."
(
iii). In Schedule I Clause A.1.5 under the heading ' Lecture Theatres ' , shall be substituted with the following: -
"There shall be a minimum of three lecture theatres preferably air conditioned , of gallery type in the Institution out of which two will be of seating capacity for 120 students and one will be of capacity for 250 students each. Lecture theatre shall be provided with necessary independent audio- visual aids including overhead projector , slide projector , LCD projector and a microphone . These lecture theatres shall be shared by all the departments in a programmed manner . There shall be provision for E- class . Lecture halls must have facilities for conversion into E- class /Virtual class for teaching . The existing colleges shall introduce these facilities in their lecture hall within one year . "
(iv). In Schedule I after Clause A.1.18 , the following shall be added : -
"A.1.19 Central Research Laboratory
There shall be one well - equipped Central Research Laboratory in the medical college, which will be under the control of the Dean of the college . The existing colleges shall install the laboratory within two years . Each medical college shall have Pharmaco -Vigilance Committee .
A.1.20 Training of teacher in Medical Education Unit .
The period of training of a teacher in a Medical Education Unit shall be increased from one week to two weeks .

Every medical college shall have one rural health training centre under Administrative control of Dean of the college for training of students in community oriented primary health care and rural based health education for the rural community attached to it. This health centre shall be within a distance of 30 km. or within one hour of commuting distance from the medical college . Separate residential arrangements for boys , girls and interns with mess facilities shall also be provided . Adequate transport (both for staff and students) shall be provided for carrying out field work and teaching and training activities by the department ofCommunity Medicine ."
4(i) . In Schedule I Clause B.1.1 under the heading ' General Remarks ' shall be substituted with the following: -
"A functional teaching hospital with 300 beds with at least 70% indoor bed occupancy should be available. There should be 80% bed occupancy at the time of inspection for first renewal and thereafter for subsequent renewals .
Lifts for the patients and ramp for fire protective services and for handicapped persons shall be provided in the hospital at the time of letter of permission . An electric generator of not less than 700 KVA shall be provided . A play area including T.V. , Music , Toys , Books , etc. shall be provided for Peadiatric patients . All the teaching hospitals shall be under the academic, administrative and disciplinary control of the Dean/ Principal/Director who shall not be concurrently Head of Department but can be a component of teaching faculty in the concerned respective department . "
(ii) . In Schedule I Clause B.2.1 the following shall be added: -
"7. Accommodation in general ward shall not exceed 30 patients hall and distance - between two beds shall not be less than 1.5 meters . "
(iii). In Schedule I Clause B.5 under the heading ' CENTRAL CASUALTY DEPARTMENT ' shall be substituted with the following: -
"There shall be well equipped and updated intensive care unit (I.C.U) -5 beds , Intensive Coronary Care Unit (I.C.C.U .) - 5 beds , Intensive Care Paediatric/Neonatal Unit -5 beds and preferably Intensive Care in Tuberculosis and Respiratory Diseases . The number of beds in casualty trauma unit shall be 20. ICU should be located near casualty . These shall be functional at the time of inception of the college . "
5. In Schedule II after Clause 6 under the heading ' DEPARTMENTWISE STAFF REQUIREMENTS - NON - CLINICAL ' shall be substituted with the following: -
