सा.का.नि. 852(अ).-संविधान के अनुच्छेद 299 के खंड ( 1 ) के साथ पठित अनुच्छेद 77 के खंड ( 2 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और अधिसूचना संः सा.का.नि. 396 (अ ) , दिनांक 31 मई , 2002 की अधिसूचना के तहत भारत सरकार , वित्त मंत्रालय , आर्थिक कार्य विभाग की अधिसूचना को अधिक्रमित करते हुए, सिवाय ऐसे अधिक्रमण से पूर्व किए गए कार्यों अथवा न किए गए कार्यों के संबंध में, राष्ट्रपति सहर्ष यह प्राधिकृत करते हैं कि जापान से भारत को दी जाने वाली आर्थिक सहायता के संबंध में , भारत गणराज्य की सरकार और जापान अंतर्राष्ट्रीय सहयोग अभिकरण के बीच करार के लिए सभी दस्तावेजों को राष्ट्रपति की ओर से निम्नांकित किसी भी अधिकारी द्वारा कार्यान्वित तथा प्रामाणित किया जाएगा , नामतः
1. भारत सरकार के वित्त मंत्रालय , आर्थिक कार्य विभाग में सचिव , अपर सचिव , संयुक्त सचिव , निदेशक , उप- सचिव अथवा अवर सचिव;
2. वित्त मंत्रालय , आर्थिक कार्य विभाग में सहायता लेखा तथा लेखा परीक्षा नियंत्रक , सहायता लेखा तथा लेखा परीक्षा उपनियंत्रक, विशेष कार्याधिकारी , वरिष्ठ लेखा अधिकारी अथवा लेखा अधिकारी;
3. जापान में भारत के राजदूत , भारत के कार्य प्रभारी , जापान में भारतीय राजदूतावास में प्रथम सचिव अथवा द्वितीय सचिव, मंत्री, परामर्शदाता ।

NOTIFICATION
New Delhi , the 8th December, 2008
G.S.R. 852(E).-In exercise ofthe powers conferred by clause (2) of article 77 , read with clause ( 1 ) of article 299 , ofthe Constitution and in supersession of the notification of the Government of India , Ministry of Finance, Department of Economic Affairs , vide , notification No.G.S.R. 396 (E) , dated 31st May, 2002, except as respects things done or omitted to be done before such supersession , the President is pleased to athorize that all documents for an agreement between the Government of Republic of India and Japan International Cooperation Agency, Japan in respect of economic assistance from Japan to India shall be executed and authenticated on behalf ofthe President by any of the following officers , namely:-
1. Secretary , Additional Secretary, Joint Secretary, Director, Deputy Secretary or Under Secretary to the Government of India in the Ministry of Finance, Department of Economic Affairs;
2. Controller of Aid Accounts and Audit, Deputy Controller ofAid Accounts and Audit, Officer on Special Duty, Senior Accounts Officer or Accounts Officer in the Ministry of Finance, Department ofEconomic Affairs;
3. Ambassador of India in Japan , Charged'Affairs of India in Japan , Minister , Counsellor , First Secretary or Second Secretary in the Embassy of IndiainJapan.
