सं. भा.आ.प. - 34(41 ) /2008-मेडि./37187.-भारतीय आयुर्विज्ञान परिषद् अधिनियम , 1956 ( 1956 का 102 ) की धारा 33 द्वारा प्रदत्त शक्तियों का इस्तेमाल करते हुए , " स्नातक चिकित्सा शिक्षा विनियमावली , 1997 " में पुनः संशोधन करने हेतु , भारतीय आयुर्विज्ञान परिषद्, केन्द्रीय सरकार के पूर्व अनुमोदन से एतद्वारा निम्नलिखित विनियम बनाती है, नामतः :
1. इन विनियमों को " स्नातक चिकित्सा शिक्षा ( संशोधन ) , 2008- भाग II " कहा जाए ।
2. "स्नातक चिकित्सा शिक्षा विनियमावली , 1997 " में निम्नलिखित परिवर्धन/संशोधन/विलोप/प्रतिस्थापन दर्शाए जाएंगे :-
3. (i ) अध्याय 1 , खंड-2 में " सामान्य महत्व और अध्यापन दृष्टिकोण " शीर्षक के अंतर्गत खंड 2 में, उप - खंड ( 2 ) के पश्चात् निम्नलिखित जोड़ा जाएगा :
" प्रशिक्षण , अंतर्राष्ट्रीय रूप से स्वीकार्य मानकों को पूरा करने में सक्षम होना चाहिए । "
( ii ) अध्याय 1 , खंड 2 में , " सामान्य महत्व और अध्यापन दृष्टिकोण " शीर्षक के अंतर्गत उप - खंड ( 19 ) के पश्चात् निम्नलिखित जोड़ा जाएगा :-
"(20) ' मेडिसिन का इतिहास ' छात्रों को " मेडिसिन के इतिहास " की रूपरेखा बताई जाएगी । इसे विषय के विशेषज्ञों द्वारा समेकित तरीके से पढ़ाया जाएगा और कॉलेज की चिकित्सा शिक्षा इकाई द्वारा इसका समन्वय किया जाएगा ।
( 21 ) सभी आयुर्विज्ञान संस्थानों में पाठ्यचर्या समिति होनी चाहिए जो उन पाठ्यचर्याओं और अनुदेशात्मक पद्धतियों की योजना बनाएगी जिन्हें नियमित रूप से अद्यतन बनाया जाएगा ।

[PART III-SEC. 4] (22) शिक्षण प्रक्रिया में आईसीटी के संघटन को कार्यान्वित किया जाएगा । "
(iii) अध्याय 1 , खण्ड-3 के उप- खण्ड ( 2 ) में " संस्थागत उद्देश्य " शीर्षक के अंतर्गत उप- खण्ड ( 2 ) ( ङ ) को निम्नलिखित रुप में प्रतिस्थापित किया जाएगा :
" ( ङ ) निरंतर स्व- शिक्षण का दृष्टिकोण रखने और मेडिसिन , अभिक्रिया अनुसंधान तथा प्रलेखन कौशलों के किसी चुनिन्दा क्षेत्र में आगे विशेषज्ञता प्राप्त करने अनुसंधान को आगे बढाने के लिए "
(iv) अध्याय 1 , खण्ड 3 में " संस्थागत उद्देश्य" शीर्षक के अंतर्गत उप - खण्ड(2 ) (च) ( v ) के पश्चात स्वास्थ्य शिक्षा " शब्दों के बाद निम्नलिखित जोड़ा जाएगाः
(vi ) सेवा प्रदायगी, चिकित्सा अपशिष्ट निपटान के विभिन्न स्तरों पर स्वास्थ्य के आईपीएचएस मानक ।
(vii) संगठनात्मक और संस्थागत व्यवस्थाएं । "
(v) अध्याय 1 , खण्ड 3 में उपखण्ड ( 2) (छ) में निम्नलिखित के रुप में प्रतिस्थापित किया जाएगाः
स्वास्थ्य देखभाल प्रदान से सम्बद्ध मानव संसाधन के क्षेत्र में उपार्जित आधारभूत प्रबन्धन कौशल, सामग्री तथा संसाधन प्रबन्धन सामान्य और अस्पताल प्रबंधन, मुख्य इनवेंटरी कौशल और परामर्श"
4. अध्याय 111 , खण्ड 10( 4 ) में , ( ii ) (क) में निम्नलिखित जोडा जाएगाः
( 8 ) उपभोक्ता संरक्षण अधिनियम को ध्यान में रखते हुए मेडिकल न्याय शास्त्र- जिसमें डॉक्टरों को इसके दायरे में कवर किया गया है उनके पास अधिकार और जिम्मेदारियाँ दोनों ही होंगी चिकित्सा बीमा के अंतर्गत , लापरवाही के कार्य और प्रभावी सेवा प्रदायगी के अधिकार भी कवर किए गए हैं श 3

5. अध्याय V , खण्ड 14 (9) (III) में, "प्राथमिक स्वास्थ्य केंद्र " शीर्षक के अंतर्गत में उप-खण्ड
(4) के पश्चात निम्नलिखित जोड़ा जाएगाः
"(5) ग्राम स्वास्थ्य केंद्रों में अनुभव के साथ सामुदायिक स्वास्थ्य के मुद्दों को समझने के लिए कम से कम एक सप्ताह के ग्राम संलग्न के साथ , आशा उप- केंद्र जोड़ा जाना चाहिए । "
6. अध्याय V में, खण्ड 14 (1 ) को निम्नलिखित के रूप में प्रतिस्थापित किया जाएगाः
"प्रशिक्षित कार्य बल उपलब्ध कराने की दृष्टि से, इसे प्रशिक्षण के एक चरण के रूप में माना जाए , जिसमें स्नातक से यह अपेक्षा की जाती है कि वह एक प्रशिक्षित डाक्टर के पर्यवेक्षण में वास्तविक प्रैक्टिस करे । जोइज मॉडल सहित अनुरूपकों पर प्रैक्टिस, सत्र में अनेक व्यक्तियों के साथ, शिक्षण पद्धतियां और रूपात्मकताएं, एमबीबीएस पाठ्यक्रम के दौरान ही सीखनी होंगी । "

पाद टिप्पणी : प्रधान विनियमावली नामतः " स्नातक चिकित्सा शिक्षा विनियमावली, 1997 " भारतीय आयुर्विज्ञान परिषद की दिनांक 4 मार्च , 1997 की अधिसूचना के अंतर्गत भारत के गजट के भाग (III ) , धारा (4) में प्रकाशित की गई थी तथा इसे परिषद की दिनांक 29.05.1999, 02.07.2002, 30.09.2003 , 16.10.2003 , 01.03.2004 और 20.10.2008 की अधिसूचना के अंतर्गत संशोधित किया गया था ।

New Delhi , the 15th December , 2008
No. MCI - 34 (41 )/2008-Med./37187.-In exercise of the powers conferred by Section 33 of the Indian Medical Council Act , 1956 ( 102 of 1956) , the Medical Council of India with the previous approval of the Central Government hereby makes the following regulations to further amend the Regulations on Graduate Medical Education, 1997, namely :-
1. These Regulations may be called the "Regulations on Graduate Medical Education (Amendment ) , 2008 Part - II . "
2. In the Regulations on Graduate Medical Education, 1997, the following additions / modifications / deletions / substitutions , shall be as indicated therein: -
3. ( i) In Chapter 1 , Clause 2 under the heading " GENERAL CONSIDERATION AND TEACHING APPROACH " , the following shall be added after sub - clause (2) after the words " care in our country " : -
"Training should be able to meet internationally acceptable standards . " 4

(ii) In Chapter 1, Clause 2 under the heading " GENERAL CONSIDERATION AND TEACHING APPROACH " , the following shall be added after sub - clause ( 19) : -
" (20 ) " HISTORY OF MEDICINE " - The students will be given an outline on "History of Medicine " . This will be taught in an integrated manner by subject specialists and will be coordinated by the Medical Education Unit ofthe College .
(21) All medical institutions should have curriculum committee which would plan curricula and instructional method which will be regularly updated .
(22) Integration of ICT in learning process will be implemented. "
(iii) In Chapter 1 , Clause 3 in sub -clause (2) under the heading " INSTITUTIONAL GOALS " , sub - clause (2) ( e ) shall be substituted as under: -
"( e) possess the attitude for continued self learning and to seek further expertise or to pursue research in any chosen area of medicine , action research and documentation skills " .
(iv) In Chapter 1 , Clause 3 in sub - clause (2) under the heading " INSTITUTIONAL GOALS " , the following shall be added after sub- clause (2) ( f) ( v) after the words "Health Education " : -
(vi) IPHS standard of health at various level of service delivery, medical waste disposal .
(vii) Organizational and institutional arrangements .
(v) In Chapter 1 , Clause 3 sub- clause (2 ) (g ) shall be substituted as under: -
"Acquire basic management skills in the area of human resources , materials and resource management related to health care delivery, General and hospital management, principal inventory skills and counseling ."
4. InChapter III , Clause 10 (4) in (ii )(a) , the following shall be added : -
"(8) Medical jurisprudence in view of the Consumer Protection Act wherein doctors have been covered under its ambit . They have both rights as well as responsibilities . Under medical insurance acts of negligence covered as well as rights for effective service delivery. "
5. In Chapter V , clause 14 (9)( III ) under the heading ' PRIMARY HEALTH CENTRE ' , after sub - clause (4) , the following shall be added : -
"(5) A village attachment of atleast one week to understand issues of community health alongwith exposure to village health centres , ASHA, Sub Centres should be added. " 5

6. In Chapter V , clause 14 ( 1 ) shall be substituted as under : -
" In order to make trained work force available , it may be considered as a phase of training wherein the graduate is expected to conduct actual practice under the supervision of a trained doctor . The learning methods and modalities have to be done during the MBBS course itself with larger number of hands on session , practice on simulators including zoes model . "

Foot Note : The Principal Regulations namely , "Regulations on Graduate Medical Education , 1997 " were published in Part III , Section (4) of the Gazette of India vide Medical Council of India Notification dated the 4th March , 1997 and amended vide Council notification dated 29.05.1999, 02.07.2002 , 30.09.2003 , 16.10.2003 , 01.03.2004 & 20.10.2008.
