का.आ. 2950(अ) .-केन्द्रीय सरकार ने राष्ट्रीय राजमार्ग ( राष्ट्रीय राजमार्ग सैक्शन और अस्थाई पुल- लोक वित पोषित परियोजना के उपयोग के लिए फीस ) नियम, 1997 के नियम 3 , नियम 5 और नियम 11 और राष्ट्रीय राजमार्ग ( फीस की दर ) नियम, 1997 के नियम 3 के साथ पठित राष्ट्रीय राजमार्ग अधिनियम , 1956 ( 1956 का 48 ) की धारा 7 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए यह अधिसूचित करती है कि नीचे दी गई अनुसूची में विनिर्दिष्ट दरों पर राष्ट्रीय राजमार्ग संख्या 17 के पंजिम मंगलौर सेक्शन पर 101.400 कि.मी. पर काली नदी को पार करने के पुल के उपयोग के लिए यांत्रिक यानों पर फीस उद्गृहीत और संगृहीत की जाएगी और तदद्वारा मुख्य इंजीनियर ( राष्ट्रीय राजमार्ग ) , कर्नाटक , बंगलोर या उसके प्राधिकृत विधिक प्रतिनिधि को उक्त अनुसूची में विनिर्दिष्ट दरों पर केन्द्रीय सरकार की ओर से राजपत्र में इस अधिसूचना के प्रकाशन की तारीख से शाश्वत आधार पर फीस संगृहीत करने को प्राधिकृत करती है ।

टिप्पण : जब उसी यान को एक दिन में एक से अधिक बार पुल पार करना हो तो उपयोक्ता के पास यह विकल्प होगा कि वह पहले ही चक्कर में पुल पार करते समय उपरोक्त अनुसूची में विनिर्दिष्ट दर पर दर का डेढ़ गुना संदत्त करे या यदि यान को पूरे मास में या उसके बाद भी पुल का बार - बार उपयोग करना हो तो यान का स्वामी तीस एकल दरों के समतुल्य प्रभारों के संदाय पर मासिक पास प्राप्त कर . सकता है ।
स्पष्टीकरण. इस अधिसूचना के प्रयोजन के लिए, " दिन " की संगणना चौबीस घंटे की निरंतर अवधि के रूप में की जाएगी ।
2. निम्नलिखित प्रकार के यान अनुसूची में उपरोक्त विनिर्दिष्ट फीस से छूट प्राप्त होंगे अर्थात् :-
(i) यान,
(अ) जो " अति महत्वपूर्ण व्यक्ति " प्रतीक वाले या सरकारी तौर पर निम्नलिखित के हैं

(क) भारत के राष्ट्रपति ;
(ख) भारत के उपराष्ट्रपति ;
(ग) राज्य के राज्यपाल या संघ के राज्यक्षेत्र के उपराज्यपाल ;
(घ) भारत के शासकीय दौरे पर उच्च पदस्थ विदेशी व्यक्ति ;
(ङ) "सीडी "/ " सीसी " नंबर प्लेटों के कार का उपयोग करने वाले भारत में रह रहे विदेशी राजनयिक ;
(च ) राज्य सभा के सभापति या लोक सभा के अध्यक्ष या राज्य विधान परिषद् के सभापति या राज्य विधान सभा के अध्यक्ष या संघ था राज्य के मंत्री अथवा लोक सभा या राज्य सभा अथवा राज्य विधान मंडलों में विरोधी दल के नेता जिनका दर्जा कैबिनेट मंत्री का हो , यदि वे स्वयं यान में बैठे हों ; या
(छ) संसद् सदस्य, संपूर्ण देश में या राज्य विधान सभा या विधान परिषद के सदस्य अपने-अपने राज्यों में, यदि वह यथास्थिति, संसद् या संबद्ध राज्य विधान मंडल द्वारा जारी अपना पहचान पत्र प्रस्तुत करता है ;
(आ) शौर्य पुरस्कारों जैसे परमवीर चक्र, अशोक चक्र, महावीर चक्र, कीर्ति चक्र, वीर चक्र और शौर्य चक्र का विजेता यदि ऐसा पुरस्कार प्राप्तकर्ता ऐसे पुरस्कार के लिए सक्षम प्राधिकारी द्वारा संम्यक रूप से अधिप्रमाणित अपना फोटो पहचानपत्र प्रस्तुत करता है ।
(ii ) रक्षा यान, पुलिस यान, अग्निशमन यान, एम्बुलेंस, अन्त्येष्टि यान, डाक और तार विभाग के यान और केन्द्रीय सरकार तथा राज्य सरकार के कर्तव्यारूढ़ यान ।
3. फीस की उपरोक्त दर, फीस के संदाय से छूट प्राप्त यानों के प्रवर्ग और उस प्राधिकारी का नाम, पता और टेलीफोन संख्या जिसे शिकायत, यदि कोई हो, संबोधित की जा सकती है, पथकर चौकी से 500 मीटर पहले, पथकर चौकी से 100 मीटर पहले और पथकर चौकी पर भी सहजदृश्य रूप से और प्रमुख रूप से संप्रदर्शित की जाएगी संप्रदर्शन बोर्डों की ऊंचाई और अक्षरों का आकार इस प्रकार हो जिससे चालक को संप्रदर्शन बोर्ड पढने में आसानी हो और उन्हें अंग्रेजी, हिन्दी और प्रादेशिक भाषा में जिसमें स्थाई पुल स्थित है, स्पष्ट रूप से लिखे या मुद्रित किए जाएंगे ।
4. प्रत्येक चालक, मालिक या यांत्रिक यान का प्रभारी व्यक्ति स्थाई पुल पार करने के पहले या इसे पार करने के पश्चात् पारगामी अवरोध पर अपना यान रोकेगा और फीस संग्रहण चौकी पर यानों की बाबत उदग्रहणीय फीस संदत्त करेगा । मुख्य इंजीनियर ( राष्ट्रीय राजमार्ग ) , कर्नाटक, लोक निर्माण विभाग, बंगलोर द्वारा प्राधिकृत व्यक्ति पुल पार करने वाले किसी यांत्रिक यान की बाबत चालक या मालिक या यांत्रिक यान के प्रभारी को फीस संग्रहण की रसीद जारी करेगा ।
5. किसी ऐसे यांत्रिक यान, जो उक्त अनुसूची में नहीं आता है, से कोई फीस उदगृहीत या संगृहीत नहीं की जाएगी

NOTIFICATION
New Delhi , the 19th December , 2008
S.O. 2950 (E ) . In exercise of the powers conferred by Section 7 of the National Highways Act , 1956 48 of 1956) , read with rules 3,5 and 11 of the National Highways (Fees for the Use of National Highways Section and Permanent Bridge -Public Funded Projects ) Rules, 1997 and rule 3 ofthe National Highways (Rate ofFee) Rules, 1997, the Central Government hereby notifies that there shall be levied and paid fee on mechanical vechicles for the use of the bridge across Kali River at Km 101.400 on Panjim - Mangalore Section of National Highway No. 17 at the rates specified in the Schedule given below, and hereby authorises the Chief Engineer (National Highways ) , Karnataka , Bangalore or his authorised legal representative to collect the fees on befalf of Central Government at rates specified in the said Schedule on perpetuity basis from the date of publication ofthis notification in Official Gazette .

NOTES.- When the same vehicle has to cross the bridge more than once in a day , the user shall have the option to pay one and a half times the rates specified in the Schedule above while crossing the bridge in the first trip itself, or if the vehicle has to use the bridge quite frequently for the entire month or even beyond that, the vehicle owner can have a monthly pass on the payment of charges equal to thirty single rates . Explanation. For the purpose of this notification , " day " shall be counted as a continuous period of twenty four hours.
2. The following types of vehicles are exempted from the fees specified above in the Schedule , namely: -
(i ) Vehicles-
having " VIP " symbols ; or officially belonging to: -
(A)
(a) the President of India;
(f) the Vice-President of India
(g) the Governor of a State or Lt. Governor of Union Terriroty;
(d) a Foreign dignitary on State visit to India;
(e) a Foreign Diplomat stationed in India using cars with " CD " / " CC " number plates ;
(f) Chairman of Rajya Sabha or Speaker of Lok Sabha or Chairman of a State Legislative Council or Speaker of a State Legislative Assembly or a Minister for the Union or State , or Leaders of Opposition in Lok Sabha or Rajya Sabha or State Legislatures having the status of Cabinet Minister , if he is sitting in the vehicle; or
(g) Member of Parliament, in the entire country, or a Member of Legislative Assembly of a State or a Member of Legislative Council of a State , in the respective State, if he produces his identity card issued by the Parliament or concerned Legislature of State , as the case may be;
(B) Belonging to winner of Gallantry awards such as Param Vir Chakra , Ashok Chakra , Maha Vir Chakra , Kirti Chakra , Vir Chakra and Shaurya Chakra , if such awardees produces his photo identity card duly authenticated by the Competent Authority for such award.;

(ii) Defence vehicles , Police vehicles , Fire fighting vehicles , Ambulances , Funeral Vans , Vehicles of the Department of Posts and Telegraphs and Central Government and State Government vehicles on duly.
3. The above mentioned rate of fecs , the categories of vehicles exempted from payment of fee and the name , address and telephone number of the authority to whom complaints , if any , should be addressed shall be conspicuously and prominently displayed 500 meters ahead of the toll booths , 100 meters ahead of the toll booths and at the toll booths also . The height of the display boards and size of the letters being such that it is easy for drivers to read the display boards both legibly written or printed in English , Hindi , and vernacular language in which the permanent bridge is situated.
4. Every driver , owner or person in charge of the mechanical vehicle shall before crossing the permanent bridge or after having crossed it, stop his vehicle at the cross bar and pay the fee leviable in respect of the vehicles at the fee collection booth . The person authorised by the Chief Engineer , ( National Highways) , Karnataka, Public Works Department , Bangalore to collect fee in respect of any mechanical vehicle crossing the bridge shall issue a receipt to the driver or owner of person in charge of the mechanical vehicle.
5. No fees shall be levied and collected from a mechanical vehicle , which is not covered by the said Schedule .
