का.आ. 2962 ( अ ).-राष्ट्रपति, संविधान के अनुच्छेद 77 के खण्ड (3 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , भारत सरकार (कार्य- आबंटन ) नियम , 1961 , का और संशोधन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्:-
1. ( 1) इन नियमों का संक्षिप्त नाम भारत सरकार ( कार्य- आबंटन ) दो सौ चौरानवेवाँ संशोधन नियम , 2008 है ।
(2 ) ये तुरंत प्रवृत्त होंगे ।
2. भारत सरकार ( कार्य- आबंटन ) नियम , 1961 में,-
(1 ) प्रथम अनुसूची में, " 15. स्वास्थ्य और परिवार कल्याण मंत्रालय " शीर्षक के अंतर्गत , " ( iii ) स्वास्थ्य अनुसंधान विभाग " उपशीर्षक के पश्चात् निम्नलिखित उपशीर्षक अंतःस्थापित किया जाएगा , अर्थात्:-
"( iv) एड्स नियंत्रण विभाग । "
(2) द्वितीय अनुसूची में,-
(क) " स्वास्थ्य और परिवार कल्याण मंत्रालय " शीर्षक के अंतर्गत , -
(i ) " क. स्वास्थ्य और परिवार कल्याण विभाग " उपशीर्षक के अंतर्गत , प्रविष्टि " 1 ( थ ) " का लोप किया जाएगा;
(ii) " ग. स्वास्थ्यअनुसंधान विभाग " उपशीर्षक और तत्संबंधी प्रविष्टियों के पश्चात् निम्नलिखित उपशीर्षक और प्रविष्टियां अंतःस्थापित की जाएंगी , अर्थात्:--
" घ. एड्स नियंत्रण विभाग
1. एच आई वी/एड्स नियंत्रण और निवारण से संबंधित क्षेत्रों में केंद्रीय और राज्य सरकारों दोनों के अधीन अंतर-क्षेत्रीय , अंतर- संगठनात्मक और अंतर- संस्थागत समन्वय।
2. एच आई वी/एड्स के नियंत्रण , निवारण , ईलाज और प्रबंधन के लिए उच्च उद्देश्यार्थ अनुसंधान हेतु संस्थागत ढांचा मुहैया कराना तथा इस संबंध में सभी समन्वय।
3. लोगों को प्रेरित , सुसज्जित और सशक्त करने के लिए एच आई वी/ एड्स के बारे में सटीक , पूर्ण और समय पर सूचना का प्रसार तथा बीमारी के फैलाव के विरुद्ध कारगर बचाव के लिए उपायों का संवर्धन।
4. राष्ट्रीय एड्स नियंत्रण संगठन ( नाको ) ।

5. एच आई वी/एड्स प्रबंधन और अनुसंधान में अंतर्राष्ट्रीय सहयोग , कार्यक्रमों का आदान - प्रदान और उच्च प्रशिक्षण ।
6. एच आई वी/एड्स निवारण के क्षेत्र में अनुसंधान अध्ययनों को बढ़ावा देना । "

S.O. 2962 (E ) .--In exercise of the powers conferred by clause (3 ) of Article 77 of the Constitution, the President hereby makes the following rules further to amend the Government of India ( Allocation of Business) Rules , 1961 , namely :-- 1. (1) These rules may be called the Government of India ( Allocation of Business ) Two Hundred and Ninety Fourth Amendment Rules , 2008 .
(2) They shall come into force at once .
2. In the Government of India (Allocation of Business) Rules , 1961 ,-
(1) in the FIRST SCHEDULE , under the heading " 15. Ministry of Health and Family Welfare (Swasthya aur Parivar Kalyan Mantralaya ) " , after the sub - heading " ( iii ) Department of Health Research (Swasthya Anusandhan Vibhag ) " , the following sub - heading shall be inserted, namely :---
"(iv) Department of AIDS Control (AIDS Niyantran Vibhag). "
(2) In the SECOND SCHEDULE,-
(A) under the heading " MINISTRY OF HEALTH AND FAMILY WELFARE (SWASTHYA AUR PARIVAR KALYAN MANTRALAYA ) " ,-
① under the sub - heading " A. DEPARTMENT OF HEALTH AND FAMILY WELFARE (SWASTHYA AUR PARIVAR KALYAN VIBHAG ) " , entry " 1 ( q) " shall be omitted ;
(ii) after the sub -heading " C. DEPARTMENT OF HEALTH RESEARCH ( SWASTHYA ANUSANDHAN VIBHAG ) " and entries relating thereto , the following sub - heading and entries shall be inserted , namely :-
"D. DEPARTMENT OF AIDS CONTROL (AIDS NIYANTRAN VIBHAG ) 1. Inter- sectoral , inter - organisational and inter - institutional coordination, both , under the Central and State Governments in areas related to HIV/AIDS control and prevention.
2. Providing institutional framework for high end research for control , prevention , cure and management of HIV/ AIDS and all coordination in this regard.
3. Dissemination of accurate , complete and timely information about HIV/AIDS to motivate , equip and empower the people and promotion of measures for effective protection against the spread of the disease .
4. National AIDS Control Organisation (NACO ) .
5. International co - operation , exchange programmes and advanced training in HIV/ AIDS management and research.
6. Promoting research studies in the field of HIV/AIDS prevention . "
