बाजार स्थिरीकरण योजना के तहत ' 5.87 प्रतिशत सरकारी स्टॉक , 2010 ' की पुनःखरीद
फा. सं. 4(6) -डब्ल्यूएंड एम/2008.- भारतीय रिजर्व बैंक और भारत सरकार के बीच दिनांक 25 मार्च, 2004 को बाजार स्थिरीकरण योजना आरंभ करने हेतु हस्ताक्षरित समझौता ज्ञापन में निहित प्रावधानों के अनुसार भारत सरकार एतद्द्वारा बाजार स्थिरीकरण योजना के तहत 5,000 करोड़ रूपए (अंकित) की कुल राशि के लिए 5.87 प्रतिशत सरकारी स्टॉक 2010 " (जिसे इसमें इसके बाद सरकारो स्टाक कहा गया है) की पुनःखरीद अधिसूचित करती है ।
1. पात्रता और राशि
सरकारी स्टॉक की पुनःखरीद बैंकों तथा वित्तीय संस्थाओं से उनके द्वारा प्रदान किए गए मूल्य पर 05 जनवरी, 2009 को की जाएगी और इसे भारतीय रिजर्व बैंक द्वारा योजना के अनुसार 01 जनवरी , 2009 को संपन्न होने वाली पुनःखरीद नीलामी में स्वीकृत किया जाएगा । भारत सरकार द्वारा इस विधि से पुनःखरीद किए गए सरकारी स्टॉक का मोचन समय से पहले किया जाएगा । समयपूर्व मोचन की कुल राशि पुनःखरीद नीलामी में भारतीय रिजर्व बैंक द्वारा स्वीकृत कुल प्रस्तावों की सीमा तक सीमित होगी ।
2. सरकारी स्टॉक की वापसी अदायगी
पुनःशोधित सरकार स्टॉक का भुगतान भारत सरकार द्वारा दिनांक 05 जनवरी , 2009 को उन बैंकों और वित्तीय संस्थाओं द्वारा उस मूल्य अथवा मूल्यों पर किया जाएगा जिनके प्रस्ताव पुनःखरीद नीलामी में स्वीकृत किए जा चुके हैं । इस भुगतान में अंतिम कूपन भुगतान की तारीख से अर्थात् 2 जनवरी , 2009 से 04 जनवरी , 2009 तक सरकारी स्टॉक के सफल प्रस्ताव के अंकित मूल्य पर प्रोद्भुत ब्याज भी शामिल होगा।

3. ब्याज
पुनः शोधित सरकारी स्टॉक पर समयपूर्व शोधन की तारीख अर्थात् 05 जनवरी , 2009 से ब्याज प्रोद्भूत होना समाप्त हो जाएगा । भारत सरकार द्वारा पहले जारी की गई तद्नुरूपी अधिसूचना/ अधिसूचनाओं के अनुसार सरकारी स्टॉक की पुनःशोधित न की गई बकाया राशि पर 5.87 प्रतिशत प्रतिवर्ष की दर से 2 जनवरी और 2 जुलाई को मूल पुनःशोधन की तारीख अर्थात् 2 जनवरी , 2010 तक ब्याज का भुगतान अर्द्धवार्षिक आधार पर किया जाएगा ।
4. सांविधिक प्रावधान
इस अधिसूचना के तहत प्रावधान न किए गए किसी ऐसे मामले के संबंध में सरकारी स्टॉक का नियंत्रण सरकारी प्रतिभूति अधिनियम, 2006 और उसके तहत निर्मित सरकारी प्रतिभूति विनियम, 2007 और भारत सरकार द्वारा पहले जारी की गई तद्नुरूपी अधिसूचना/ अधिसूचनाओं द्वारा किया जाएगा ।

Repurchase of ' 5.87 per cent Government Stock, 2010 ' under Market Stabilisation Scheme
F. No. 4(6)-W & M/2008.- As per the provisions contained in the Memorandum of Understanding between the Reserve Bank of India and the Government of India dated March 25 , 2004 for launching of the Market Stabilization Scheme , Government of India hereby notifies repurchase of '5.87 per cent Government Stock 2010' ( hereinafter called ' Government Stock' ) for an aggregate amountof Rs.5,000 crore (nominal ) under the Market Stabilisation Scheme.
1. Eligibility and Amount
The Government Stock shall be repurchased on January 05, 2009 from the banks and financial institutions at the price offered by them and accepted by Reserve Bank of India in the repurchase auction to be held on January 01 , 2009 as per the scheme . The Government Stock repurchased in this manner by Government of India shall get prematurely redeemed . The aggregate amount of premature redemption shall be limited to the extent of aggregate offers accepted by Reserve Bank of India in the repurchase auction .
2. Repayment for the Government Stock
The payment for the redeemed Government Stock shall be made by the Government of India on January 05 , 2009 at the price or prices offered by banks and financial institutions whose offers in the repurchase auction have been accepted . The payment shall also include accrued interest on the nominal value of the successful offer of the Government Stock from the date of last coupon payment i.e. from January 02, 2009 to January 04, 2009.
3. Interest
Interest shall cease to accrue on the redeemed Government Stock from the date of premature redemption i.e. January 05 , 2009. On the unredeemed outstanding amount of the Government Stock, interest at the rate of 5.87 per cent per annum shall be paid half yearly on January 2 and July 2 till the date of original redemption , i.e. January 2, 2010 in accordance with the earlier corresponding Notification ( s) issued by Government of India .

3 4. Statutory Provisions
With respect to any such matter which has not been provided under this Notification , the Government Stock shall be governed by the Government Securities Act , 2006 and Government Securities Regulations 2007 framed there under and the earlier corresponding Notification (s ) issued by the Government of India.

3. ब्याज
पुनः शोधित सरकारी स्टॉक पर समयपूर्व शोधन की तारीख अर्थात् 05 जनवरी , 2009 से ब्याज प्रोद्भूत होना समाप्त हो जाएगा। भारत सरकार द्वारा पहले जारी की गई तद्नुरूपी अधिसूचना/अधिसूचनाओं के अनुसार सरकारी स्टॉक की पुनःशोधित न की गई बकाया राशि पर 7.55 प्रतिशत प्रतिवर्ष की दर से 14 मई और 14 नवम्बर को मूल पुनःशोधन की तारीख अर्थात् 14 मई, 2010 तक ब्याज का भुगतान अर्द्धवार्षिक आधार पर किया जाएगा ।
4.. सांविधिक प्रावधान

F. No. 4(6)-W & M/2008 ( i) .
