सं. 2/11 (5) /03-बीईई-1.-कतिपय विनियमों का निम्नलिखित प्रारूप, जिसे ब्यूरो , केन्द्रीय सरकार के पूर्व अनुमोदन से, ऊर्जा संरक्षण अधिनियम 2001 (2001 का 52 ) की धारा 14 के खण्ड (घ) के साथ पठित धारा 58 की उपधारा (2) के खंड (झ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, बनाना चाहता है, जिसे उक्त अधिनियम की धारा 58 की उपधारा (1 ) की अपेक्षानुसार उन सभी व्यक्तियों की जानकारी के लिए, जिनके उससे प्रभावित होने की संभावना है प्रकाशित किया जाता है; और इसके द्वारा सूचना दी जाती है कि उक्त प्रारूप विनियमों पर , इस अधिसूचना के राजपत्र में प्रकाशन की तारीख से पैंतालीस दिन की अवधि के अवसान पर या उसके पश्चात् विचार किया जाएगा ।
ऐसे किसी आक्षेप या सुझाव पर, जो इस प्रकार विनिर्दिष्ट अवधि से पूर्व उक्त प्रारूप् विनियमों की बाबत किसी व्यक्ति से प्राप्त होते हैं, ब्यूरो द्वारा विचार किया जाएगा।

प्रारूप विनियम
1. संक्षिप्त नाम और प्रारंभ (1 ) इन विनियमों का संक्षिप्त नाम ऊर्जा दक्षता ब्यूरो (टुबुलर फ्लोरोसेंट लैम्प के लेबलों पर उनके संप्रदर्शन की विशिष्टियां और रीति) विनियम 2009 है ।
(2) ये राजपत्र में उनके अन्तिम प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. परिभाषाएं - (1 ) इन विनियमों में, जब तक कि संदर्भ से अन्यथा अपेक्षित न हो,-
(क) "अधिनियम" से ऊर्जा संरक्षण अधिनियम-2001 (2001 का 52) अभिप्रेत है;
(ख ) "लेबल" से कोई लिखित, मुद्रित, चिह्नित, मुद्रांकित या चित्रित विषय अभिप्रेत है जो टुबुलर फ्लोरोसेंट लैम्प पर चिपकाया गया है या प्रकट है;
(ग) "मॉडल" किसी विशेष ब्रान्ड की मॉडल श्रृंखला जिस पर एक ही परीक्षण रिपोर्ट लागू होती है और जहां पर प्रत्येक मॉडल की भौतिक विशेषतांए , तुलनात्मक ऊर्जा खपत, ऊर्जा दक्षता रेटिंग तथा निष्पादन अभिलक्षण एक ही होते हैं और मॉडल शब्द "मॉडल परिवार " के समानार्थक है, अभिप्रेत है;
(घ) "सितारा रेटिंग या सितारा स्तर " से ऊर्जा उपभोग के वाट के अनुसार ल्युमेन्स में प्रकाश निर्गम के आधार पर टुबुलर फ्लोरोसेंट लैम्प के लेबल पर प्रदर्शित ऊर्जा दक्षता का स्तर अभिप्रेत है;
(घ) "धारा" से अधिनियम की धारा अभिप्रेत है;
(च) " टुबुलर फ्लोरोसेंट लैम्प" से हैलो फास्फेट प्रवर्ग के लिए 6500 केल्विन और ट्राई- फास्फेट प्रवर्गों के लिए 2700 केल्विन, 4000 केल्विन और 6500 केल्विन के रंग तापक्रम वाले 40 वाट तक की ऊर्जा का उपभोग करने वाले 1200 मि०.मी. साइज के टुबुलर फ्लोरोसेंट लैम्प अभिप्रेत है; और
(2) उन शब्दों और पंदो के, जो इसमें प्रयुक्त हैं और परिभाषित नहीं हैं किन्तु अधिनियम में परिभाषित हैं, वही अर्थ हैं जो उनके अधिनियम में हैं ।

प्रत्येक टुबुलर फ्लोरोसेंट 3. लेबल पर संप्रदर्शित की जाने वाली विशिष्टिया (1 )
लैम्प अपने लेबल पर निम्नलिखित विशिष्टियां संप्रदर्शित करेगा, अर्थात्ः-
(क) ऊर्जा दक्षता का लोगो (प्रतीक चिह्न);
(ख) टुबुलर फ्लोरोसेंट लैम्प का आकार और रंग तापक्रम;
(ग ) व्यापार नाम और संख्या;
(घ) विनिर्माण का वर्ष
(ङ) विनिर्माण कर्ता और ब्रांड का नामः
(च) प्राधिकार संख्या;
(छ) वाट में विद्युत उपभोग;
(ज) टुबुलर फ्लोरोसेंट लैम्प का सितारा स्तरः
(2) डिजाइन , रंग आकार और लेबल की अंतर्वस्तु वह होगी जो इन विनियमों से इससे आबद्ध अनुसूची में विनिर्दिष्ट है।
4. लेबलों को संप्रदर्शित करने की समय - सीमा विनियम 3 में निर्दिष्ट सभी विशिष्टियों वाले लेबल को छह माह की अवधि के भीतर ऐसी तारीख से, जिसे ब्यूरो राजपत्र में अधिसूचना द्वारा नियत करें , प्रत्येक टुबुलर फ्लोरोसेंट लैम्प पर संप्रदर्शित किया जाएगा ।
5. लेबल के संप्रदर्श की रीति (1 ) प्रत्येक टुबुलर फ्लोरोसेंट लैम्प पर लेबल इस प्रकार से पृष्ठाकिंत किया जाएगा-
(0) निश्चित रंग योजना के लेबल का 16 मिलीमीटर ऊंचाई तक फोटोग्राफिक न्यूनीकरण करके इसे स्लीव पर मुद्रित किया जाएगा ।
(ii) सभी निर्माता स्लीव पर रंग तापमान भी लिखेंगे ।
(ii) रेटिंग के अनुसार सितारा चिह्न टुबुलर फ्लोरोसेंट लैम्प पर पृष्ठाकिंत किया जाना चाहिए , सितारा चिह्न के लिये स्टैम्प का माप 14.5 मिलीमीटर ऊंचाई x 8.5 मिलीमीटर चौड़ाई होना चाहिए और यह अलग स्तंभ में मुद्रित होना चाहिए ।

टिप्पणीः- ब्यूरो के लोगो का निम्नतम भाग और सितारों के बीच केवल हरा रंग होगा और ब्यूरो के लोगो (प्रतीक चिह्न) के सभी फॉन्ट और ऊपरी भाग गहरे नीले रंग का होगा ।

NOTIFICATION
New Delhi , the 12th January, 2009
No. 2/11 (5 )/03-BEE.-1 .--The following draft of certain regulations , which the Bureau , with the previous approval of the Central Government , proposes to make in exercise of the powers conferred by clause ( i ) of sub- section ( 2) of section 58 read with clause ( d ) of section 14 of the Energy Conservation Act , 2001 (52 of 2001 ) , is hereby published , as required by sub-section ( 1 ) of section 58 of the said Act , for the information of all persons likely to be affected thereby; and notice is hereby given that the said draft regulations shall be taken into consideration on or after the expiry of a period of forty five days from the date of publication ofthis notification in the Official Gazette .
Any objection or suggestion which may be received from any person with respect to the said draft regulations before the period specified above shall be taken into consideration bythe Bureau.
Objections or suggestions , if any , may be addressed to the Director - General , Bureau ofEnergy Efficiency , Ministry of Power , 4th Floor , Sewa Bhavan , R. K. Puram, Sector-1 , New Delhi - 110 066.
Draft Regulations
1. Short title and commencement.- ( 1 ) These regulations may be called the Bureau of Energy Efficiency ( Particulars and Manner of their Display on Labels of Tubular Fluorescent Lamps) Regulations , 2009.
(2) They shall come into force on the date of their final publication in the Official Gazette
2. Definition . ( 1 ) In these regulations , unless the context otherwise requires , -
(a) "Act " means the Energy Conservation Act , 2001;
(b) " label " means any written , printed , marked , stamped or graphic matter affixed to , or appearing upon, the tubular fluorescent lamp ;

(c) " models" mean the range of models of one particular brand , to which a single set oftest reports is applicable and where each of the models has the same relevant physical characteristics , comparative energy consumption , energy efficiency rating and performance characteristics , and the term ' model is synonymous with "family .ofmodels";
(d) "star rating or star level " means the level of energy efficiency displayed on the label of the tubular fluorescent lamp on the basis of light output in lumens per watt of energy consumption ;
(e) "section " means the section of theAct.
(f) "tubular fluorescent lamp " means the tubular fluorescent lamp of 1200 millimetres in size consuming energy up to 40 watts covering colour temperature of 6500 kelvin for halo- phosphate category, and 2700 kelvin ,4000 kelvin and 6500 kelvin for tri - phosphate categories .
(2) Words and expressions used herein and not defined , butdefined in the Act , shall have the meanings respectively assigned to them in theAct .
3. Particulars to be displayed on the label.- (1 ) On the label of every tubular fluorescent lamp, the following particulars shall be displayed , namely: -
(a) the logo of the Bureau of Energy Efficiency;
(b) size of tubular fluorescent lamp and colour temperature;
(c) trade name and number;
(d) model and year of manufacturing;
(e) name of manufacturer and brand;
(f) authority number;
(g) power consumption in watts;
(h) star level of the tubular fluorescent lamp .
(2) The design , colour , size and content of label shall be as specified in Schedule annexed to these regulations .
4. Timelimit for display of labels . A label containing all the particulars specified in regulation 3 shall be displayed on every tubular fluorescent lamp within a period of six months from such date as the Bureau may , by notification in the Official Gazette , appoint .
5. Manner of display of label.- ( 1 )On every tubular fluorescent lamp the label shall be stamped as follows:
(i ) The label with colour programme after photographic reduction to 16 millimetre height shall be printed on the sleeve.
(ii . ) All the manufacturers would mark the colour temperature on the sleeve.
(iii . ) The star marking as per the rating is required to be stamped on the tubular fluorescentlamp , the size of the stamp for the star marking shall be 14.5 millimetre height x 8.5 millimetre width and the same shall be stamped in a separate column .

प्रारूप विनियम
1. संक्षिप्त नाम और प्रारंभ - (1 ) इन विनियमों का संक्षिप्त नाम ऊर्जा दक्षता ब्यूरो (कक्ष वातानुकूलक के लेबलों पर उनके संप्रदर्शन की विशिष्टियां और रीति) विनियम, 2009 है ।
(2) ये राजपत्र में उनके अन्तिम प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. त न हो.. परिभाषाएं – (1 ) इन विनियमों में जब तक कि संदर्भ से अन्यथा अपेक्षित न -
(क) " अधिनियम" से ऊर्जा संरक्षण अधिनियम, 2001 (2001 का 52) अभिप्रेत है;
(ख) "लेबल " से कोई लिखित , मुद्रित, चिह्नित, मुद्रांकित या चित्रित विषय अभिप्रेत है जो कक्ष वातानुकूलक पर चिपकाया गया है या प्रकट है;
(ग) "धारा" से अधिनियम की धारा अभिप्रेत है;
(घ) "मॉडल" किसी विशेष ब्रान्ड की मॉडल श्रृंखला जिस पर एक ही परीक्षण रिपोर्ट लागू होती है और जहां पर प्रत्येक मॉडल की भौलिक विशेषताए, तुलनात्मक ऊर्जा खपत, ऊर्जा दक्षता रेटिंग तथा निष्पादन अभिलक्षण एक ही होते हैं और मॉडल शब्द "मॉडल परिवार " के समानार्थक है , अभिप्रेत है;
(ङ) "कक्ष वातानुकूलक" से नौ हजार किलो कैलोरी / घंटे की रेटिड प्रशीतन क्षमता तक घरेलू उपयोग के लिए वाष्प संपीडन का वातानुकूलक अभिप्रेत है और जिसके अंतर्गत भारतीय मानक 1351 (भाग-1 ) : 1992, और भारतीय मानक 1351 (भाग -2) : 1992 के क्षेत्र के भीतर आने वाले एक सिंगल फेज स्पिल्ट और यूनिटरी वातानुकूलक भी होंगे । जिसके अंतर्गत ऐसे अन्य कक्ष वातानुकूलक नहीं होंगे जो भारतीय मानक 1351 (भाग -1 ) : 1992, और भारतीय मानक 1351 (भाग -2) : 1992 के क्षेत्र के अंतर्गत नहीं आते हैं, समुचित परीक्षण प्रणाली के विकास के लिए लंबित हैं या जिनमें एक से अधिक अंतरण यूनिट वाले मल्टी स्पिल्ट प्रणाली हैं और प्रत्येक अंतरण यूनिट के लिए स्वतंत्र नियंत्रण है या वाष्पशील प्रशीतक है या कोई अन्य प्रशीतन प्रणाली है जो वाष्प संपीड़न प्रकार की नहीं हैं;
(च) "सितारा रेटिंग या सितारा स्तर" से कक्ष वातानुकूलक की ऊर्जा दक्षता को अंकित करने के लिए ऊर्जा खपत पर आधारित कक्ष वातानुकूलक के लेबल पर संप्रदर्शित ऊर्जा दक्षता की श्रेणी अभिप्रेत है;
(2) में परिभाषित हैं , वही अर्थ हैं जो उनके अधिनियम में हैं । उन शब्दों और पदों के, जो इनमें प्रयुक्त हैं और परिभाषित नहीं हैं किन्तु अधिनियम 12

[PART III-SEC. 4] 3. लेबलों पर संप्रदर्शित की जाने वाली विशिष्टियां (1 ) प्रत्येक कक्ष वातानुकूलक अपने लेबल पर निम्नलिखित विशिष्टियां संप्रदर्शित करेगा, अर्थात्:-
(क) ऊर्जा दक्षता ब्यूरो का लोगो (प्रतीक चिह्न) ;
(ख) वातानुकूलक का प्रकार;
(ग) निर्माता का नाम और ब्रांड
(घ) मॉडल और निर्माण वर्ष;
(ङ) प्राधिकार संख्या;
(च) प्रशीतन क्षमता वॉट्स में ;
(छ) विद्युत खपत वॉट्स में
(ज) वातानुकूलक का सितारा स्तर;
(झ) परिवर्तनीय गति संपीड़क (हां / नहीं);
(স) ऊष्मा पंप (हां/ नहीं)
(ट) ऊर्जा दक्षता- ऊर्जा दक्षता अनुपात (प्रशीतन क्षमता वॉटस में/विद्युत खपत वाट्स में)
(2) लेबल का डिजाइन, रंग , आकार और अंतर्वस्तु वह हों जो इन विनियमों से उपाबद्ध अनुसूची में विनिर्दिष्ट हैं ।
4. लेबलों के संप्रदर्शन के लिए समय-सीमा विनियम 3 में विनिर्दिष्ट सभी विशिष्टियों वाला कोई लेबल उस तारीख से जिसे ब्यूरो राजपत्र में अधिसूचना द्वारा नियत करे, छह मास की अवधि के भीतर प्रत्येक कक्ष वातानुकूलक पर संप्रदर्शित किए जाएंगे ।
5. लेबल के संप्रदर्शन की रीति (1 ) प्रत्येक कक्ष वातानुकूलक पर लेबल पैमाना बिंदू पर संप्रदर्शित किया जाएगा और लेबल यूनिट के फ्रंट पर लटकते हुए टैग के रूप में चिपकाया या संलग्न किया जाएगा ।
(2) जो यूनिटें संप्रदर्शन पर हैं वहां लेबल मंजूषा के बाहरी भाग पर संलग्न किया जाएगा और यूनिट में तभी लेबल संलग्न किया जाएगा जब उसकी पैकिंग से यूनिट हटा दी गई हो या लेबल को उपभोक्ता या उपभोक्ता को दिए गए दस्तावेजों के भाग के रूप में सम्मिलित किया जाएगा ।

NOTIFICATION
New Delhi , the 12th January, 2009
No. 2/11 ( 5 )/03-BEE.-2.--- The following draft of certain regulations , which the Bureau , with the previous approval of the Central Government , proposes to make in exercise of the powers conferred by clause (i ) of sub - section (2 ) of section 58 read with clause ( d) of section 14 of the Energy Conservation Act , 2001 (52 of 2001 ) , is hereby published , as required by sub- section ( 1 ) of Section 58 of the said Act, for the information of all persons likely to be affected thereby ; and notice is hereby given that the said draft regulations shall be taken into consideration on or after the expiry of a period of forty five days from the date of publication of this notification in the Official Gazette.
Any objection or suggestion which may be received from any person with respect to the said draft regulations before the period so specified above shall be taken into consideration by the Bureau .
Objections or suggestions , if any , may be addressed to the Director General , Bureau of Energy Efficiency , Ministry of Power , 4th Floor, Sewa Bhavan , R. K. Puram, Sector-1 , New Delhi - 110066.
Draft Regulations
1. ShortTitle and Commencement.- ( 1 ) These regulations may be called the Bureau of Energy Efficiency ( Particulars and Manner of their Display on Labels of Room AirConditioners ) Regulations , 2009.
(2) They shall come into force on the date of their final publication in the Official Gazette
2. Definition . ( 1 ) In these regulations , unless the context otherwise requires , -
(a) "Act " means the Energy Conservation Act, 2001;
(b ) " label " means any written , printed , marked , stamped or graphic matter affixed to, or appearing upon room air conditioner;
(c) "models" mean the range of models of one particular brand , to which a single set of test reports is applicable and where each of the models has the same relevant physical characteristics , comparative energy consumption and 17

energy efficiency level and performance characteristics and the term model is synonymous with "family of models " ;
(d) " room air conditioners " mean air conditioners of the vapour compression type for household use up to a rated cooling capacity of 9000 kcal/hour and shall include single -phase split and unitary air conditioners covered within the scope of IS 1391 ( Part 1): 1992, and 18 1391 (Part 2): 1992 , but shall exclude such other room air conditions which are not covered within the scope IS 1391( Part1 ): 1992, and IS 1391 ( Part 2): 1992pending the development of a suitable test method , or have multi - split systems having more than one indoor unit with an independent control for each indoor unit ,or have evaporative cooler or any other cooling systems which are not of the vapour compression type;
(e) " section" means the section of the Act .
( f) " star rating or star level " means the grade of energy efficiency displayed on the label of the room air conditioners based on energy consumption to denote theenergy efficiency of the Air Conditioner.
(2) Words and expressions used herein and not defined , but defined in the Act , shall have meanings respectively assigned to them in theAct.
3. Particulars to be displayed on the labits ( 1 ) On every room air conditioner the following particulars shall be displouto on is lab
(a) the logo of the Bureau of Energy Effick
(b)type of air conditioner;
(c) name of manufacturer and brandi
(d) model and year of manufacturing;
(e) authority number:
(f) cooling capacity in watte:
(g) power consumption in watte
(h) star level of air conditioner;
(i ) variable speed compressor (Yes/No );
(j ) heat pump (Yes /No);
(k) energy efficiency - energy efficiency rate ( cooling capacity in watts/ power consumption in watts) .
(2) The design , colour , size and content of label shall be as specified in the Schedule annexed to these regulations.
4. Time limit for display of labels. A label containing all the particulars specified in regulation 3 shall be displayed on every room air conditioner within a period of six months from such date as the Bureau may , by notification in the. Official Gazette appoint.

सं. 2/11 (5)/03-बीईई-3.-कतिपय विनियमों का निम्नलिखित प्रारूप , जिसे ब्यूरो केन्द्रीय सरकार के पूर्वानुमोदन से, ऊर्जा संरक्षण अधिनियम, 2001 (2001 का 52) की धारा 14 के खंड (घ ) के साथ पठित धारा 38 की उपधारा (2) के खंड (झ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , बनाना चाहता है, जिसे उक्त अधिनियम की धारा 58 की उपधारा (1 ) की अपेक्षानुसार उन सभी व्यक्तियों की जानकारी के लिए , जिनके उससे प्रभावित होने की संभावना है प्रकाशित किया जाता है और इसके द्वारा सूचना दी जाती है कि उक्त प्रारूप विनियमों पर , इस अधिसूचना के राजपत्र में प्रकाशन की तारीख से पैंतालीस दिन की अवधि के अवसान पर या उसके पश्चात् विचार किया जाएगा ।
ऐसी किसी आक्षेप या सुझाव पर, जो इस प्रकार विनिर्दिष्ट अवधि से पूर्व उक्त प्रारूप विनियमों की बाबत किसी व्यक्ति से प्राप्त होते हैं, ब्यूरो द्वारा विचार किया जाएगा ।
आक्षेप या सुझाव, यदि कोई हो, महानिदेशक , ऊर्जा दक्षता ब्यूरो, चतुर्थ तल, सेवा भवन, आर ० के० पुरम , सेक्टर -1 , नई दिल्ली-110066 को भेजे जा सकेंगे ।
प्रारूप विनियम
संक्षिप्त नाम और प्रारंभ:- (1 ) इन विनियमों का संक्षिप्त नाम ऊर्जा दक्षता ब्यूरो 1. (वितरण ट्रांसफार्मरों के लेबलों पर उनके संप्रदर्शन की विशिष्टियां और रीति) विनियम, 2009 है ।
(2) ये राजपत्र में उनके अन्तिम प्रकाशन की तारीख को प्रवृत्त होंगे ।
2: परिभाषाएं :- ( 1 ) इन विनियमों में जब तक कि संदर्भ से अन्यथा अपेक्षित न हो,-.. (क) "अधिनियम" से ऊर्जा संरक्षण अधिनियम, 2001 (2001 का 52) अभिप्रेत है;
(ख) 'वितरण ट्रांसफार्मर " से भारत में विनिर्मित , वाणिज्यिक रूप से क्रय किया गया या विक्रय किया गया एक 11 के.वी. का 16, 25, 63 , 100 , 160 और 200 के.वी.ए. के मानक रेटिंग का तेल निमज्जित, वायु से शीतलित, तीन फेज और दोहरा कुंडलित किया हुआ गैर मुद्रित प्रकार का वाह्य वितरण ट्रांसफार्मर अभिप्रेत है;

(ग) "लेबल" से कोई लिखित, मुद्रित, चिह्मित , मुद्रांकित या चित्रित विषय अभिप्रेत है, जो वितरण ट्रांसफार्मर पर चिपकाया गया है या प्रकट है ।
(घ) "धारा" से अधिनियम की धारा अभिप्रेत है;.
(ङ) "सितारा रेटिंग या सितारा स्तर " से वितरण ट्रांसफार्मर की ऊर्जा दक्षता को संप्रदर्शित करने के लिए ऊर्जा दक्षता का लेबल अभिप्रेत है जो सापेक्ष ऊर्जा दक्षता या हानि मानकों के आधार पर है जो वितरण ट्रांसफार्मर की 50 प्रतिशत और 100 प्रतिशत की लोडिंग पर कुल हानि है;
(2) उन शब्दों और पदो के जो इनमें प्रयुक्त हैं और परिभाषित नहीं हैं किन्तु अधिनियम में परिभाषित हैं, वही अर्थ हैं जो अधिनियम में हैं ।
3. लेबलों पर संप्रदर्शित की जाने वाली विशिष्टियां (1 ) प्रत्येक वितरण
ट्रांसफार्मर पर निम्नलिखित विशिष्टियां , उसके लेबल पर संप्रदर्शित की जाएंगी, अर्थात्:-
(क) ऊर्जा दक्षता ब्यूरो का लोगो (प्रतीक चिह्न);
(ख) उपकरण : वितरण ट्रांसफार्मर;
(ग) प्रकार
: तेल भरित प्राकृतिक शीतलित;
(घ) निर्माता : विनिर्माणकर्ता का नाम और ब्रांड;
(ङ) क्षमता
: के.वी.ए. (वास्तव में परीक्षित);
(च) वोल्टता : 11 के.वी. तक
(छ) कुल हानि : 50 प्रतिशत लोडिंग पर
वाट्स
कुल हानि : शत प्रतिशत लोडिंग पर वाट्स
:
(ज) स्टार लेवल
(झ) निर्माण का माडल और वर्ष
(ञ) ब्यूरो की प्राधिकार संख्या
(2) लेबल का डिजाईन, रंग, आकार और अन्तर्वस्तु वह होगी जो इन विनियमों से उपाबद्ध अनुसूची में विनिर्दिष्ट हैं ।
4. लेबलों के संप्रदर्शन के लिए समय- सीमा विनियम 3 में विनिर्दिष्ट सभी विशिष्टियों वाला कोई लेबल, उस तारीख से जिसे ब्यूरो राजपत्र में अधिसूचना द्वारा नियत करने के छह मास की अवधि के भीतर प्रत्येक वितरण ट्रांसफार्मर पर संप्रदर्शित किए जाएंगे ।

2. Definition . (1 ) In these regulations , unless the context otherwise requires , -
(a) "Act " means the Energy Conservation Act , 2001 ;

(b) "distribution transformer " means oil immersed , naturally air cooled , three phase, and double wound non sealed type out door distribution transformer of standard ratings of 16, 25, 63, 100 , 160 and 200 kVA of 11 kV being manufactured , commercially purchased or sold in India;
(c) " label " means any written , printed , marked , stamped or graphic matter affixed to, or appearing upon the distribution transformer ;
(d) " section" means the section of the Act;
(e) "star rating or star level " means the level of energy efficiency displayed on the label of distribution transformer on the basis of relative energy efficiencies or loss standards which is the total losses at50% and 100% loading of the distribution transformer .
(2) Words and expressions used herein and not defined , but defined in the Act, shall have the meanings respectively assigned to them in the Act .
3. Particulars to be displayed on the labels.- ( 1 ) On every distribution transformer the following particulars shall be displayed on its label , namely: -

(2) The design, colour , size and content of label shall be as specified in the Schedule annexed to these regulations .
4. Time limit for display of Labels. A label containing all the particulars specified in regulation 3 shall be displayed on every distribution transformer within a period of six months from such date as the Bureau may , by notification in theOfficial Gazette appoint.
5. Manner of display of label : The label shall be applied on the front base of the distribution transformer near the name plate , so as to be prominently visible .

सं. 2/11 (5)/03-बीईई-4.-कतिपय विनियमों का निम्नलिखित प्रारूप , जिसे ब्यूरो, केन्द्रीय सरकार के पूर्वानुमोदन से, ऊर्जा संरक्षण अधिनियम, 2001 (2001 का 52) की धारा 14 के खंड (घ) के साथ पठित धारा 58 की उपधारा (2 ) के खंड (झ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, बनाना चाहता है, जिसे उक्त अधिनियम की धारा 58 की उपधारा (1 ) की अपेक्षानुसार उन सभी व्यक्तियों की जानकारी के लिए , जिनके उससे प्रभावित होने की संभावना है प्रकाशित किया जाता है और इसके द्वारा सूचना दी जाती है कि उक्त प्रारूप विनियमों पर, इस अधिसूचना के राजपत्र में प्रकाशन की तारीख से पैंतालीस दिन की अवधि के अवसान पर या उसके पश्चात् विचार किया जाएगा ।
ऐसे किसी आक्षेप या सुझाव पर, जो इस प्रकार विनिर्दिष्ट अवधि से पूर्व उक्त प्रारूप विनियमों की बाबत् किसी व्यक्ति से प्राप्त होते है, ब्यूरो द्वारा विचार किया जाएगा ।
आक्षेप या सुझाव, यदि कोई हो, महानिदेशक , ऊर्जा दक्षता ब्यूरो, चतुर्थ तल, सेवा भवन, आर. के. पुरम, सेक्टर -1 , नई दिल्ली 110066 को भेजे जा सकेंगे ।
प्रारूप विनियम
1. संक्षिप्त नाम और प्रारंभ - (1 ) इन विनियमों का संक्षिप्त नाम ऊर्जा दक्षता ब्यूरो (घरेलू फ्रास्ट फ्री प्रशीतकों के लेबलों पर उनके संप्रदर्शन की विशिष्टियां और रीति ) विनियम, 2009 है ।
(2) ये राजपत्र में उनके अंतिम प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. परिभाषाएं - (1 ) इन विनियमों में, जब तक कि संदर्भ से अन्यथा अपेक्षित न हो, -
(क) "अधिनियम " से ऊर्जा संरक्षण अधिनियम , 2001 (2001 का 52) अभिप्रेत है ।

(ख) " घरेलू फ्रास्ट फ्री प्रशीतक " से अभिप्रेत है, ऐसा प्रशीतक, जिसमें फ्रास्ट फ्री प्रणाली हो और जिसमें शीतलन प्राणोदित वायु संचरण विधि द्वारा किया जाता है और वाष्पक स्वचालित डिफ्रास्ट प्रणाली द्वारा होते हैं इसके अभिलक्षण भारतीय मानक 15750: 2006 खण्ड 3.1 , 3.1.1 , 3.12, 3.12.1 , 3.1.2.2 , 3.13 एवं 3.1.5 में निर्दिष्ट हैं ।
(ग) "लेबल " से कोई लिखित , मुद्रित, चिह्नित, मुद्रांकित या चित्रित विषय अभिप्रेत है जो घरेलू फ्रास्ट फ्री प्रशीतक पर चिपकाया गया है या प्रकट है;
(घ) "धारा" से अधिनियम की धारा अभिप्रेत है;
(ङ) "मॉडल" किसी विशेष ब्रान्ड की मॉडल श्रृंखला, जिस पर एक ही परीक्षण रिपोर्ट लागू होती है और जहां पर प्रत्येक मॉडल की भौतिक विशेषतांए, तुलनात्मक ऊर्जा खपत , ऊर्जा दक्षता रेटिंग तथा निष्पादन अभिलक्षण एक ही होते हैं और मॉडल शब्द "मॉडल परिवार " के समानार्थक है , अभिप्रेत है;
(च) "भिन्न मॉडल " का अर्थ है , मॉडल का वैकल्पिक रूप जिसके बिक्री विनिर्देश और मॉडल संख्या वही है जो किसी और मॉडल के हैं और इसका निष्पादन भी वही है अन्तर केवल यही हैं कि इसकी प्रक्षिप्त वार्षिक ऊर्जा खपत अलग है और इसीलिए इसका सितारा स्तर अलग हो सकता है ।
(छ) " सितारा रेटिंग या सितारा स्तर" से घरेलू फ्रास्ट फ्री प्रशीतक की ऊर्जा दक्षता को अंकित करने के लिए ऊर्जा खपत पर आधारित घरेलू फ्रास्ट फ्री प्रशीतक के लेबल पर संप्रदर्शित ऊर्जा दक्षता की श्रेणी अभिप्रेत है ।
(2) उन शब्दों और पदो के, जो इसमें प्रयुक्त हैं और परिभाषित नहीं हैं किन्तु अधिनियम में परिभाषित हैं , वही अर्थ हैं जो अधिनियम में हैं ।
3. लेबल पर संप्रदर्शित की जाने वाली विशिष्टियां (1 ) प्रत्येक घरेलू फ्रास्ट फ्री प्रशीतक लेबल पर निम्नलिखित विशिष्टियां संप्रदर्शित की जाएगी , अर्थात्-
(0) ऊर्जा दक्षता ब्यूरो का लोगो (प्रतीक चिह्न) ;
(ii) विनिर्माता और ब्रांड का नाम;
(iii) सकल आयतन;

(v) मॉडल तथा निर्माण का वर्ष;
(vi) प्राधिकार संख्या;
(vii) खपत (प्रति वर्ष यूनिट, तुलनात्मक ऊर्जा खपत) वाट में;
(vii) घरेलू फ्रास्ट फ्री प्रशीतक का सितारा लेबल;
(2) डिजाइन, रंग , आकार और लेबल की अंतर्वस्तु वह होगी जो इन विनियमों से उपाबद्ध अनुसूची में विनिर्दिष्ट है ।
4. लेबलों को प्रदर्शित करने की समय- सीमा विनियम 3 में निर्दिष्ट विशिष्टियों वाले लेबल को छह मास की अवधि के भीतर ऐसी तारीख से जिसे ब्यूरो के राजपत्र में अधिसूचना द्वारा नियत करे, प्रत्येक घरेलू फ्रास्ट फ्री प्रशीतक पर प्रदर्शित किया जाएगा ।
5. लेबल के संप्रदर्शन की रीति (1) प्रत्येक घरेलू फ्रास्ट फ्री प्रशीतक के लेबल पर पैमाना
बिन्दु पर संप्रदर्शित किया जाएगा और लेबल यूनिट के फ्रंट पर संप्रदर्श फ्रंट पर लटकते हुए टैग के रूप में चिपकाया या संलग्न किया जाएगा ।
(2) जो यूनिटें संप्रदर्शन नहीं कर रही हैं, वहां लेबल मंजूषा के बाहरी भाग पर संलग्न किया जाएगा और यूनिट में तभी लेबल संलग्न किया जाएगा जब उसकी पैंकिंग से यूनिट हटा दी गई हो या लेबल को उपभोक्ता या उपभोक्ता को दिए गए दस्तावेजों के भाग के रूप में सम्मलित किया जाएगा।

No. 2/11 ( 5 )/03-BEE.-4.- The following draft of certain regulations , which the Bureau, with the previous approval of the Central Government, proposes to make in exercise of the powers conferred by clause ( i ) of sub- section (2) of section 58 read with clause ( d ) of section 14 of the Energy Conservation Act, 2001 ( 52 of 2001 ) , is hereby published , as required by sub- section ( 1 ) of section 58 of the said Act , for the information of all persons likely to be affected thereby; and notice is hereby given that the said draft regulations shall be taken into consideration on or after the expiry of a period of forty five days from the date of publication of this notification in the Official Gazette.

2. Definition.- ( 1 ) In these regulations , unless the context otherwise requires , -
(a) "Act " means the Energy Conservation Act, 2001;
(b) "household frost free refrigerator " means refrigerator with frost free system inwhich cooling is provided by forced air circulation and the evaporators are defrosted by an automatic defrosting system and shall include the systems and characteristics specified in clauses 3.1,3.1.1,3.1.2.3.1.2.1 , 3.1.2.2, 3.1.3 and 3.1.5 of IS 15750 : 2006;

(c) " label " means any written, printed , marked , stamped or graphic matter affixed to, or appearing upon , household frost free refrigerator,
(d) "models" mean, the range of models of one particular brand, to which a single set of test reports is applicable and where each of the models has the same relevant physical characteristics , comparative energy consumption and energy efficiency rating and performance characteristics, and the term ' model ' is synonymous with "family of models";
(e) "Model variant " means an alternative version of a model which has the same sales specification and the same model number or other form of designation as another version of the model , and offers the same performance except that it has differem projected annual energy consumption and may have a different star rating;
(f) " section " means the section of the Act.
(g) " star rating or star level " means the grade of energy efficiency displayed onthe label of household frost free refrigerator on the basis of comparative energy consumption with reference to fixed volume.
(2) Words and expressions used herein and not defined , but defined in the Act , shall have meanings respectively assigned to them in the Act .
3. Particulars to be displayed on the label . (1 ) On the label of every househoid frost free refrigerator , shall be displayed, the following particulars , namely: -
(1.) the logo of the Bureau of Energy Efficiency;
(ii . ) name of manufacturer and brand;
(iii .) gross volume;
(iv.) storage volume;
(v.) model and year of manufacturing
(vi . ) authority number,
(vii .) electricity consumption (units per year , comparative energy consumption) in watts;
(viii . ) star level of household frost free refrigerator .
(2)The design , colour, size and content of label shall be as specified in the Schedule annexed to these regulations.
4. Timelimit for display of labels.- A label containing the particulars specified in regulation 3 shall be displayed on every household frost free refrigerator within a period of six months from such date as the Bureau may , by notification in the Official Gazette , appoint .

[PART III-SEC. 4] 5 Manner of display of label.- (1 ) On every household frost free refrigerator , shall be displayed , the label at the point of sale and the label shall be adhered , or attached as a swing tag, on the front of the unit or display front .
(2) For units not on display , the label may be attached to the exterior of the casing and the label may be attached to the unit when the unit is removed from its packaging or the label may be included as a part of the documentation given to the customer or user .
