3. मूल विनियमावली की अनुसूची में,
अधिसूचना
(क) महाप्रबंधक (तकनीकी ) के पद के सामने , कॉलम 8 में प्रविष्टिके स्थान पर निम्नलिखित प्रविष्टि प्रतिस्थापित की जायेगी, अर्थात्:

सं. भाराराप्रा/12011 / 1 /95- प्रशासन ( भाग )-भारतीय राष्ट्रीय राजमार्ग प्राधिकरण अधिनियम, 1988 ( 1988 का 68 ) की धारा 9 के साथ पठित धारा 35 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , भारतीय राष्ट्रीय राजमार्ग प्राधिकरण, भारतीय राष्ट्रीय राजमार्ग प्राधिकरण ( भर्ती, वरिष्ठता और प्रोन्नति ) विनियमावली , 1996 में और संशोधन करने के लिए एतद्वारा निम्नलिखित विनियम बनाती है, अर्थात्:-
1. ( 1 ) ये विनियम भारतीय राष्ट्रीय राजमार्ग प्राधिकरण ( भर्ती, वरिष्ठता और प्रोन्नति) संशोधन विनियम, 2009 होंगे ।
"न्यूनतम 3 वर्ष की अवधि से नियमित आधार पर उप-महाप्रबंधक (तकनीकी) के पद पर कार्यरत अभ्यर्थियों की पदोन्नति द्वारा । भारत सरकार में निदेशक के पैनल में पहले से नामांकित अभ्यर्थियों से जिनकी शैक्षिक अर्हता कॉलम 7 में किए गए निर्धारण के अनुसार हो अथवा केन्द्रीय/ राज्य सरकार के विभाग , स्वायत्तशासी निकाय/सरकारी उद्यम में सदृश पदों पर कार्यरत अभ्यर्थियों से , अथवा 3700-5000 रुपए के वेतनमान में 3 वर्ष की नियमित सेवा वाले अध्यर्थियों से अथवा उस संगठन में समकक्ष पद धारियों में से प्रतिनियुक्ति/ स्थानान्तरण द्वारा ।
(2) ये विनियम राजपत्र में प्रकाशन की तारीख से लागू
होंगे ।
राज्य के लोक निर्माण विभागों, राज्य सरकार के विभागों तथा राज्य सरकार के अधीन स्वायत्तशासी निकायों/सरकारी उद्यमों और अन्य संगठनों के अधिकारियों के लिए :
(क ) अधिकारी ने एई और उससे ऊपर के स्तर पर 20 वर्ष की सेवा पूरी कर ली हो;
2. भारतीय राष्ट्रीय राजमार्ग प्राधिकरण ( भर्ती, वरिष्ठता और प्रोन्नति ) विनियमावली , 1996 ( जिसे इसमें इसके पश्चात् मूल विनियम संदर्भित किया गया है ) के विनियम 11 में, उप - नियम ( 3 ) के खंड (ख) के स्थान पर निम्नलिखित खंड प्रतिस्थापित किया जाएगा , अर्थात्:-
(ख ) अधिकारी कार्यकारी अभियंता के रूप में नियमित आधार पर कम से कम 6 वर्ष कार्य कर चुका हो; और
(ग) अधिकारी को अपने सेवा काल के दौरान राजमार्ग/ सड़क पुल का कम से कम 10 वर्ष का अनुभव हो ।
प्रतिनियुक्तिकी अवधि :
" (ख ) समूह ' क ' के अन्य पदों के लिए अध्यक्ष इसके पीठासीन अधिकारी होंगे और सदस्य ( प्रशासन ) , महानिदेशक (सड़क विकास) अथवा उनके द्वारा नामित अपर महानिदेशक अथवा उनके द्वारा नामित कोई अन्य प्रतिनिधि जिसका पद मुख्य अभियन्ता (मु.अ. ) से नीचे का न हो तथा अध्यक्ष द्वारा नामित प्राधिकरण का अन्य सदस्य इसके सदस्य होंगे । "
5 वर्ष से अधिक नहीं होगी , लेकिन इसे केन्द्र सरकार के अनुमोदन से बढ़ाया जा सकता है" ;

अनुभव:
(ख) उप- महाप्रबंधक ( तकनीकी ) के पद के सामने , कॉलम 8 में प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि प्रतिस्थापित की
जायेगी , अर्थात्:-
भारत सरकार अथवा किसी सरकारी उद्यम अथवा स्वयत्तशासी निकाय अथवा प्रतिष्ठित वाणिज्यिक संगठन की बड़ी अवसंरचनात्मक परियोजना से संबधित वित्त/लेखा विभाग में किसी जिम्मेदार पद पर न्यूनतम 10 वर्ष की सेवा होनी चाहिए । वांछनीय:
वित्तीय नियमों और विशेषतः बड़ी परियोजनाओं के लिए अपनाई जाने वाली लेखांकन प्रक्रियाओं विशेषतः निविदाओं के अनुमोदन , ठेकेदारों के दावों तथा ठेका संबंधी अन्य मामलों के संबंध में कार्यवाही करने में उसे दक्षता प्राप्त होना चाहिए । ";
(घ ) उप महाप्रबंधक ( योजना और सूचना प्रणाली ) के पद के सामने कॉलम 7 में प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि प्रतिस्थापित की जायेगी; अर्थात्:-
8 "न्यूनतम 4 वर्षकी अवधि से नियमित आधार पर प्रबंधक (तकनीकी) के पद पर कार्यरत अभ्यर्थियों की पदोन्नति द्वारा । भारत सरकार के उप सचिव के पैनल में पहले से नामांकित अभ्यर्थियों जिनकी शैक्षिक अर्हता कॉलम 7 में किए गए निर्धारण के अनुसार हो अथवा केन्द्रीय/ राज्य सरकार के विभाग , स्वायत्तशासी निकाय/सरकारी उद्यम में सदृश पदों पर कार्यरत अभ्यर्थियों से, अथवा 3000-4500 रुप्ए के वेतनमान में 3 वर्ष की नियमित सेवा वाले अध्यर्थियों से अथवा उस संगठन में समकक्ष पदधारियों में से प्रतिनियुक्ति/स्थानान्तरण द्वारा ।

"शैक्षिक अर्हता :
अनिवार्य:
राज्य के लोक निर्माण विभागों, राज्य सरकार के विभागों तथा राज्य सरकार के अधीन स्वायत्तशासी निकायों/सरकारी उद्यमों और अन्य संगठनों के अधिकारियों के लिए :
(i ) किसी मान्यता प्राप्त विश्वविद्यालय से डिग्री (क) अधिकारी ने एई/एईई के स्तर पर न्यूनतम 15 वर्ष की सेवा पूरी कर ली हो;
(ख) अधिकारी को उसके अपने सेवा काल के दौरान राजमार्ग/सड़क पुल का कम से कम 8 वर्ष का अनुभव होना चाहिए;
( ii ) किसी विश्वविद्यालय /संस्थान/प्रतिष्ठित संगठन से कंप्यूटर विज्ञान/सूचना प्रौद्योगिकी/संचार प्रौद्योगिकी में स्नातकोत्तर डिप्लोमा अथवा किसी प्रतिष्ठित प्रबंधन संस्थान से एमआईएस/ आईटी एक मुख्य विषय के साथ एमबीए
अनुभव:
(ग) अभ्यर्थी , कार्यकारी अभियंता के पद पर कार्यरत होना चाहिए ।
प्रतिनियुक्तिकी अवधि:
4 वर्ष से अधिक नहीं होगी , लेकिन इसे केन्द्र सरकार के अनुमोदन से बढ़ाया जा सकता है" ;
किसी जिम्मेदार वरिष्ठ पद पर 9 वर्ष की सेवा जिसमें से कम से कम 2 वर्ष की सेवा इससे निचले ग्रेड में किसी सरकारी विभाग/स्वायत्तशासी निकाय /सरकारी उद्यम अथवा किसी प्रतिष्ठित वाणिज्यिक संस्था में परियोजना की योजना तैयार करने , प्रबंध न और नियंत्रण संबंधी कार्य में होनी चाहिए ।
(ग) उप- महाप्रबंधक ( वित्त एवं लेखा ) के पद के सामने ,
वांछनीय :
कॉलम 7 में प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि प्रतिस्थापित की जायेगी, अर्थात्: -

राजमार्ग इंजीनियरी/ निर्माण अथवा सेवा परिवहन के किसी अन्य संबंधित विषय के साथ एमआईएस के क्षेत्र में लगभग 5 वर्ष का अनुभव हो । ";
"शैक्षिक अर्हता :
अनिवार्य:
(ङ) लेखा अधिकारी के पद के सामने कॉलम 7 में प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि प्रतिस्थापित की जायेगी; अर्थात्:-
(i ) किसी मान्यताप्राप्त विश्वविद्यालय से डिग्री

(ii ) व्यावसायिक अर्हता , जैसे :
"शैक्षिक अर्हता :
अनिवार्य:
(क) भारतीय चार्टर्ड लेखाकार संस्थान की अंतिम परीक्षा; अथवा
(i ) किसी मान्यता प्राप्त विश्वविद्यालय से डिग्री
(ख) भारतीय लागत लेखा और निर्माण कार्य लेखाकार संस्थान की अंतिम परीक्षा; अथवा
(ग ) प्रमुख विषय के रूप में वित्त सहित व्यावसायिक प्रबंधन में डिग्री; अथवा
(घ) केन्द्र सरकार की किसी संगठित लेखा सेवा का सदस्य होना चाहिए ।
(ii ) व्यावसायिक अर्हता , जैसे भारतीय चार्टर्ड लेखाकार संस्थान अथवा भारतीय लागत लेखा और निर्माण कार्य लेखाकार संस्थान की इंटरमीडिएट परीक्षा; अथवा भारतीय लेखा परीक्षा और लेखा सेवा की एसएएस परीक्षा अथवा केन्द्र सरकार की अन्य संगठित लेखा सेवा के समान परीक्षा ।

अनुभव:
"खोज-सह चयन समिति के जरिए चयनः
केन्द्र सरकार के किसी विभाग/स्वायत्तशासी निकाय/सरकारी उद्यम अथवा किसी प्रतिष्ठित वाणिज्यिक संगठन में वित्त , वाणिज्यिक लेखांकन और बजट कार्य को संभालने का निचले पद अथवा समान पद पर न्यूनतम 5 वर्ष का अनुभव हो अथवा केन्द्र सरकार की किसी अधीनस्थ लेखा सेवा का सदस्य होना चाहिए ।
( 1) केन्द्रीय सरकार अथवा राज्य सरकारों अथवा संघ शासित क्षेत्रों अथवा विश्वविद्यालयों अथवा भारत सरकार से मान्यता प्राप्त अनुसंधान संस्थानों अथवा सरकारी उद्यमों अथवा अर्धसरकारी अथवा सांविधिक अथवा स्वायत्तशासी संगठनों और अन्यसरकारी निकायों के अधिकारियों में से प्रतिनियुक्ति द्वारा :
वांछनीय:
(i ) जो सदृशः पदों पर नियमित आधार पर कार्यरत हों; अथवा
(ii ) जो 16400-400-20000 रुपये के वेतनमान अथवा समकक्ष वेतनमान वाले पदों पर तीन वर्ष की नियमित सेवा कर चुके हों; अथवा
वित्तीय नियमों और विशेषतः बड़ी परियोजनाओं के लिए अपनाई जाने वाली लेखा प्रक्रियाओं विशेषतः निविदाओं के अनुमोदन, ठेकेदारों के दावों तथा ठेका संबंधी अन्य मामलों के संबंध में कार्यवाही करने में उसे दक्षता प्राप्त होना चाहिए । ";
(च) वित्तीय विश्लेषक के पद के सामने,-
(i) कॉलम 7 में प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि
(iii) जो 14300-18300 रुपये के वेतनमान अथवा समकक्ष वेतनमान वाले पदों पर छः वर्ष की नियमित सेवा कर चुके हों; और उनके पास
प्रतिस्थापित की जायेगी , अर्थात्:-
कॉलम 7 में निर्धारित अनिवार्य शैक्षिक अर्हताएं और अनिवार्य अनुभव होना चाहिए ।

अथवा
"अनिवार्य शैक्षिक अर्हता
किसी प्रतिष्ठित संस्थान अथवा मान्यताप्राप्त विश्वविद्यालय से सिविल इंजीनियरी/अर्थशास्त्र/सांख्यिकी में डिग्री/मुख्य विषय के रूप में वित्त सहित प्रबंधन में डिग्री/वित्त में डिग्री/आईसीएआई/आईसीडब्ल्यूएआई ।
अनिवार्य अनुभव:
(2) संविदा द्वारा ऐसे अभ्यर्थियों में से नियुक्ति करना जिनके पाय 18 वर्ष का अनुभव हो जिसमें से वित्तीय/सांख्यिकी मूल्यांकन और बडे राजमार्ग/पुल संबंधी परियोजनाओं अथवा पत्तन , विमानपत्तन , पाावर परियोजनाओं जैसी अन्य बडी अवसंरचना वाली परियोजनाओं के लागत अनुमान , वित्तीय व्यवहार्यता का 3 वर्ष का अनुभव होना चाहिए और उनके पास कॉलम 7 में निर्धारित अनिवार्य शैक्षिक अर्हताएं होनी चाहिए ।
प्रतिनियुक्ति की अवधि :
(i) किसी सदृश पद पर कार्यरत होना चाहिए अथवा उससे निम्न पद ( महाप्रबंधक/अधीक्षक अभियंता अथवा समकक्ष पद ) पर नियमित आधार पर न्यूनतम 6 वर्ष कीसेवा होनी चाहिए; और
चयन होने पर नियुक्ति की प्रारंभिक अवधि 3 वर्ष की होगी जिसे संतोषजनक निष्पादन की शर्त पर सरकार के अनुमोदन से अगले 2 वर्ष तक बढ़ाया जा सकेगा ।
अपेक्षित चयन प्रक्रिया से गुजरने के बाद अधिकारी की दूसरी बार नियुक्ति होने पर कोई प्रतिबंध नहीं होगा । "
( ii ) समूह " क " ( 8000-275-13500 रुपए के वेतनमान में ) अथवा समकक्ष स्तर के पद अथवा उच्चतर पद पर 18 वर्ष का अनुभव होना चाहिए; और
(छ) संविदा प्रबंधन विशेषज्ञ के पद के सामने,-
(i) कॉलम 7 में प्रविष्टिके स्थान पर निम्नलिखित प्रविष्टि प्रतिस्थापित की जायेगी, अर्थात्:-

"अनिवार्य शैक्षिक अर्हता:
(iii ) वित्तीय सांख्यिकी मूल्यांकन और बडे राजमार्ग/पुल संबंधी परियोजनाओं अथवा पत्तन , विमानपत्तन , पावर परियोजनाओं जैसी अन्य बड़ी अवसंरचना वाली परियोजनाओं के लागत अनुमान , वित्तीय व्यवहार्यता का 3 वर्ष का अनुभव होना चाहिए ।
वांछनीय अनुभव:
किसी प्रतिष्ठितः प्रौद्योगिकी संस्थान अथवा मान्यता प्राप्त विश्वविद्यालय से सिविल इंजीनियरी में डिग्री अथवा विधिमें डिग्री अथवा मुख्य विषय के रूप में वित्त सहित प्रबंधन में डिग्री
अनिवार्यअनुभव:
परिवहन अर्थशास्त्र अथवा बैंकिंग क्षेत्र में अनुभव होना चाहिए और पीपीपी परियोजनाओं का व्यापक मूल्यांकन संबंधी अनुभव होना चाहिए । ";
(ii) कालम 8 में प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि प्रतिस्थापित की जायेगी , अर्थात्:-
( i ) किसी सदृश पद पर कार्यरत होना चाहिए अथवा उससे निम्न पद ( महाप्रबंधक/अधीक्षक अभियंता अथवा समकक्ष पद ) पर नियमित आधार पर न्यूनतम 6 वर्ष की सेवा होनी चाहिए; और [PART III -SEC . 4] THE GAZETTE OF INDIA : EXTRAORDINARY

(ii ) समूह " क " (8000-275-13500 रुपए के वेतनमान में) अथवा समकक्ष स्तर के पद अथवा उच्चतर पद पर 18 वर्ष का अनुभव होना चाहिए; और
( iii ) अवसंरचना वाली परियोजनाओं में संविदा प्रबंधन/वित्तीय मूल्यांकन में न्यूनतम 3 वर्ष का अनुभव होना चाहिए । ";
पाद टिप्पणी: मूल विनियमावली , अधिसूचना संख्या एनएचएआर- 12011/1/95 - प्रशा. , तारीख 11 मार्च , 1996 द्वारा भारत के राजपत्र , असाधारण , भाग III , खण्ड 4 , तारीख 11 मार्च , 1996 में प्रकाशित की गई थी और गत संशोधन अधिसूचना संख्या भाराराप्रा फा. सं 11012/46/2005 -प्रशासन , तारीख 23 सितम्बर, 2008 द्वारा भारत के राजपत्र, असाधारण , भाग III , खण्ड 4 , तारीख 23 सितम्बर , 2008 में किया गया ।
(ii ) कालम 8 में प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि प्रतिस्थापित की जायेगी , अर्थात्:-

New Delhi , the 20th January, 2009 (1 ) न्यूनतम 6 वर्ष की अवधि से नियमित आधार पर महाप्रबंधक ( तकनीकी ) के पद पर कार्यरत आंतरिक अभ्यर्थियों सेजिनके पास कालम 7 में निर्धारित अनिवार्य शैक्षिक अर्हताएं और अनुभव हो ।
The National Highways Authority of India (Recruitment, Seniority and Promotion) Amendment Regulations, 2009 अथवा
(2) केन्द्रीय सरकार अथवा राज्य सरकारों अथवा संघ शासित क्षेत्रों अथवा विश्वविद्यालयों अथवा भारत सरकार से मान्यता प्राप्त अनुसंधान संस्थानों अथवा सरकारी उपक्रमों अथवा अर्धसरकारी अथवा सांविधिक अथवा स्वायत्तशासी संगठनों और अन्य सरकारी निकायों के अधिकारियों में से प्रतिनियुक्ति द्वारा :

(Pt.) .-In exercise of the powers conferred by Section 35 , read with Section 9 , of theNational Highways Authority of India Act, 1988 ( 68 of 1988) , the National Highways Authority of India hereby makes the following regulations further to amend the National Highways Authority of India (Recruitment , Seniority and Promotion ) Regulations , 1996, namely: ---
(i ) जो सदृशः पदों पर नियमित आधार पर कार्यरत हों; अथवा
1. (1 ) These regulations may be called the National Highways Authority of India (Recruitment , Seniority and Promotion) Amendment Regulations , 2009.
(ii) जो 16400-400-20000 रुपये के वेतनमान अथवा समकक्ष वेतनमान वाले पदों पर तीन वर्ष की नियमित सेवा कर चुके हों; अथवा
(2) They shall come into force on the date of their publication in the Official Gazette .
(iii ) जो 14300-18300 रुपये के वेतनमान अथवा समकक्ष वेतनमान वाले पदों पर छः वर्ष की नियमित सेवा कर चुके हों; और उनके पास
2. In regulation 11 of the National Highways Authority of India (Recruitment , Seniority and Promotion) Regulations , 1996 (hereinafter referred to as the principal regulations ) , in sub - regulation (3 ) , for clause (b), the following clause shall be substituted , namely: - कॉलम 7 में निर्धारित अनिवार्य शैक्षिक अर्हताएं और अनिवार्य अनुभव होना चाहिए ।
अथवा
(3 ) संविदा द्वारा ऐसे अभ्यर्थियों में से नियुक्ति करना जिनके पास 18 वर्ष का अनुभव हो जिसमें से अवसंरचना वाली परियोजनाओं के संविदा प्रबंधन/वित्तीय मूल्यांकन का 3 वर्ष का अनुभव होना चाहिए । और उनके पास कॉलम 7 में निर्धारित अनिवार्य शैक्षिक अर्हताएं होनी चाहिए ।
"(b) to other Group ' A' posts , the Chairman shall be the Presiding Officer thereof and the Member (Admn. ), the Director General (Road Development) or the Additional Director General nominated by him or any other representative not below the rank of Chief Engineer (CE) nominated by him and another Member ofthe Authority nominated by the Chairman shall be itsmembers . " .
प्रतिनियुक्ति की अवधि:
3. In the Schedule to the principal regulations , - चयन होने पर नियुक्ति की प्रारंभिक अवधि 3 वर्ष की होगी जिसे संतोषजनक निष्पादन की शर्त पर सरकार के अनुमोदन से अगले 2 वर्ष तक बढ़ाया जा सकेगा ।
(a) against the post of General Manager (Technical), in column 8, for the entry, the following entry shall be substituted, namely:-
अपेक्षित चयन प्रक्रिया से गुजरने के बाद अधिकारी की दूसरी बार नियुक्ति होने पर कोई प्रतिबंध नहीं होगा । "

"By promotion : From candidates holding the post ofDy.G.M. (Tech. ) on a regular basis for a period of atleast 3 years .
By Deputation/Transfer : From candidates already onthe panel of Director in the Government of India andhaving the educational qualifications stipulated in Col. 7 or from candidates holding analogous posts in a Central/State Govt. Deptt. , Autonomous Body/ Public Sector Undertaking or with 3 years regular service in the scale of Rs . 3700-5000 or equivalent in the organization.
For officers of State PWDs , State Government Departments, Autonomous Bodies/PSUs and other organisations under State Government :
(a) Officer should have completed 20 years service inthe level of AE and above,
(b) The officer should have worked for at least 06 years as Executive Engineer on a regular basis, and
(c) The officer should have put in at least 10 years experience inHighway/Roads /Bridges during his career.
Period ofDeputation:
Not more than 5 years but may be extended with the approval ofthe Central Government . " ;
(b) against the post of Deputy General Manager (Technical) , in column 8 , for the entry, the following entry shall be substituted, namely:-
8 "By promotion : From candidates holding the post ofaManager (Tech.) on regular basis for a period of atleast 4years.
By Deputation/Transfer : From candidates already on the panel ofDy. Secretary to the Government of India and having the educational qualifications stipulated in Col. 7 or from candidates holding analogous posts in a Central/State Govt. Deptt./ Autonomous Body/ Public Sector Undertaking or with3 years regular service in the scale ofRs . 3000-4500 or equivalent in that organization .
For officers of State PWDs , State Government Departments , Autonomous Bodies/ PSUs and other organisations under State Government :
(a) Officer with a minimum 15 years service at the level ofAE/AEE.
(b) At least 8 years experience in Highways/Roads/ Bridges during his career .
(c) Shouldbe working as Executive Engineer.
Period of Deputation:
Not more than 4 years but may be extended with the approval of the Central Government . " ;

Should be well versed with the Financial Rules and Accounting procedures to be followed for major projects in particular, approval oftenders, processing ofcontractor's claims and other contractual matters ." ; (d) against the post of Deputy General Manager (Planning and Information Systems), in column 7, for the entry, the following entry shall be substituted, namely:-

"Selection through Search- cum-Selection Committee:
Period of appointment on Selection shall be for an initial period of3 years , extendable by two more years with the approval of the Government, subject to satisfactory performance .
There shall be no bar to an officer getting a second term after going through the due process of selection." .
(1) From internal candidates holding the post of a General Manager (Tech. ) on a regular basis for a period of at least 6 years and possessing the essential educational qualifications and essential experience stipulated in column7 .
