का.आ. 350( अ), केन्द्रीय सरकार , राष्ट्रीय राजमार्ग अधिनियम , 1956 ( 1956 का 48 ) ( जिसे इसमें इसके पश्चात् उक्त अधिनियम कहा गया है ) की धारा 3क की उप- धारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , और भारत सरकार के पोत परिवहन , सड़क परिवहन और राजमार्ग मंत्रालय ( सड़क परिवहन और राजमार्ग विभाग ) की अधिसूचना सं. का.आ. 1249( अ ) , दिनांक 29 मई, 2008 को , उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने से लोप किया गया है , इस संतुष्टि के पश्चात् कि सार्वजनिक प्रयोजन के लिए हरियाणा में सिरसा कस्बे में ' राष्ट्रीय राजमार्ग सं. 10 के 255.850 कि.मी. पर रेवाड़ी - भटिंडा रेलवे लाइन पर रेलवे क्रासिंग सं. 143 पर आरओबी और 255.547 से 256.135 कि.मी. तक पहुंच मार्गों के निर्माण ' के लिए भूखंड पर राष्ट्रीय राजमार्ग सं. 10 के निर्माण , अनुरक्षण, प्रबंधन और प्रचालन हेतु भूमि जिसका संक्षिप्त विवरण उपाबद्ध अनुसूची में दिया गया है , अपेक्षित है , एतद्वारा ऐसी भूमि के अर्जन के आशय की घोषणा करती है ।
उक्त भूमि में हितबद्ध कोई भी व्यक्ति , शासकीय राजपत्र में इस अधिसूचना के प्रकाशित होने की तारीख से इक्कीस दिन के अंदर उक्त अधिनियम की धारा 3ग की उप- धारा ( 1 ) के अंतर्गत उपर्युक्त उद्देश्य के लिए ऐसी भूमि के प्रयोग पर आक्षेप कर सकता है ।
इस प्रकार का प्रत्येक आक्षेप सक्षम प्राधिकारी , अर्थात् जिला राजस्व अधिकारी , सिरसा को लिखित रूप में किया जाएगा और उसमें उसके आधार अधिकथित किए जाएंगे और सक्षम प्राधिकारी , आक्षेपकर्ता को व्यक्तिगत रूप में अथवा किसी विधि व्यवसायी के माध्यम से सुने जाने का अवसर प्रदान करेगा और ऐसे सभी आक्षेपों की सुनवाई के पश्चात् तथा ऐसी और जाँच करने के पश्चात्, यदि कोई हो, जिसे सक्षम प्राधिकारी आवश्यक समझे, आदेश द्वारा या तो आक्षेपों को अनुज्ञात या अननुज्ञात कर सकेगा ।
उक्त अधिनियम की धारा 3 ग की उप- धारा ( 2 ) के अंतर्गत सक्षम प्राधिकारी द्वारा किया गया आदेश अंतिम होगा ।
इस अधिसूचना के अंतर्गत आने वाली भूमि संबंधी योजनाओं और उसके अन्य ब्यौरे सक्षम प्राधिकारी के कार्यालय में उपलब्ध हैं और उनको हितबद्ध व्यक्तियों द्वारा सक्षम प्राधिकारी के उपर्युक्त कार्यालय अर्थात् जिला राजस्व अधिकारी , कमरा सं. 49 , मिनी सचिवालय , सिरसा में कार्यालय समय के दौरान देखा जा सकता है ।

NOTIFICATION
New Delhi , the 27th January, 2009
S.O. 350(E) .-- In exercise of the powers conferred by sub- section ( 1 ) of Section 3A of the National Highways Act, 1956 (48 of 1956) (hereinafter referred to as the said Act), and in supersession of the notification ofthe Government of India in the Ministry of Shipping , Road Transport and Highways (Department of Road Transport and Highways ), number S.O. 1249 (E) dated the 29th May, 2008 except as respects things done or omitted to be done before such supersession, the Central Government, after being satisfied that for the public purpose, the land the brief description ofwhich is given in the Schedule below, is required for building , maintenance , management and operation of National Highway No.10 on the stretch of land for " Construction of ROB Over Railway Crossing No. 143 at Rewari -Bhatinda Railway Line in Sirsa Town of National Highway No. 10 at km . 255.850 including approaches from km . 255.547 to 256.135 " in Sirsa Town in the State of Haryana, hereby declares its intention to acquire such land.
Anyperson interested in the said land may, within twenty- one days from the date ofpublication of this notification in the Official Gazette, objectto the use of such land for the aforesaid purpose under sub - section ( 1 ) of Section 3 (C) ofthe saidAct.
Every such objection shall be made to the competent authority , namely, the District Revenue Officer , Sirsa, in writing and shall set out the grounds thereof and the competent authority shall give the objector an opportunity of being heard, either in person or by a legal practitioner, and may , after hearing all such objections and after making such further enquiry, if any, as the competent authority thinks necessary , by order either allow or disallow the objections.
Any order made by the competent authority under sub- section (2) of Section 3C of the said Act shall be final ; and The land plans and other details of the land covered under this notification are available and can be inspected by the interested person at the aforesaid office of the competent authority i.e. District Revenue Officer , Room No. 49, Mini Sectt. , Sirsa during office hours .
