निर्मलजीत सिंह कलसी , संयुक्त सचिव सा.का.नि. 87(अ). केन्द्रीय सरकार , राज्यपाल ( उपलब्धियां, भत्ते और विशेषाधिकार ) अधिनियम, 1982 ( 1982 का 45 ) की धारा 13 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , राज्यपाल ( भत्ते और विशेषाधिकार ) नियम , 1987 का और संशोधन करने के लिए निम्नलिखित नियम बनाती है , अर्थात्
1. ( 1 ) इन नियमों का संक्षिप्त नाम राज्यपाल ( भत्ते और विशेषाधिकार ) संशोधन नियम, 2009 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. राज्यपाल ( भत्ते और विशेषाधिकार) नियम, 1987 के नियम 11 में,
(i) उप- नियम ( 7 ) के स्थान पर निम्नलिखित उप-नियम रखा जाएगा , अर्थात्:-

टिप्पण : मूल नियम भारत के राजपत्र , असाधारण , अधिसूचना सं. सा.का.नि. 343 ( अ ) तारीख 30 मार्च , 1987 द्वारा प्रकाशित किया गया था और तत्पश्चात् उसका संशोधन सं. सा.का.नि. 532( अ) तारीख 29 मई, 1987; सं. सा.का.नि. 70( अ ) तारीख 1 फरवरी, 1989; सं. सा.का.नि. 675( अ ) तारीख 30 जुलाई, 1990; सं. सा.का.नि. 64( अ ) तारीख 15 फरवरी , 1991; सं. सा.का.नि. 949( अ) तारीख 28 दिसम्बर, 1992; सं. सा.का.नि. 275 ( अ ) तारीख 11 मार्च, 1993 ; सं. सा.का.नि. 708( अ) तारीख 16 नवम्बर, 1993; सं. सा.का.नि. 475 (अ) तारीख 23 मई , 1994; सं. सा.का.नि. 538 ( अ ) तारीख 6 जुलाई, 1995; सं. सा.का.नि. 326 ( अं ) तारीख 17 जून, 1997; सं. सा.का.नि. 832( अ ) तारीख 23 अक्तूबर , 2000; सं. सा.का.नि. 696(अ ) तारीख 26 सितम्बर, 2001; सं. सा.का.नि. 781 ( अ ) तारीख 22 नवम्बर , 2002; सं. सा.का.नि. 193 ( अ ) तारीख 31 मार्च , 2006 और सं. सा.का.नि. 506( अ ) तारीख 8 जुलाई , 2008 द्वारा किया गया ।
" ( 7) कोई राज्यपाल उप- नियम (6 ) के अधीन कर्तव्य पर वायुयान द्वारा यात्रा करते समय अपने विवेकानुसार अपने पति/पत्नी या अपने पति/ पत्नी के बदले में किसी अन्य व्यक्ति के साथ एक्जीक्यूटिव श्रेणी में यात्रा कर सकेगा/कर सकेगी और ऐसी यात्रा के दौरान उसके साथ जाने वाला व्यक्ति भी एक्जीक्यूटिव श्रेणी में यात्रा करने का हकदार होगा ।"
(ii) उप -नियम ( 8 ) में,

New Delhi , the 10th February, 2009 ( I ) खंड ( ख ) में, " अपने पति/पत्नी " शब्दों के पश्चात् " या अपने पति/पत्नी के बदले में उसके साथ एक व्यक्ति" शब्द अंतःस्थापित किए जाएंगे;

and Privileges ) Act, 1982 (43 of 1982) , the Central Government hereby makes the following rules further to amend the Governors (Allowances and Privileges ) Rules , 1987, namely:-
1. (1 ) These rules may be called the Governors (Allowances and Privileges ) Amendment Rules , 2009.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. In the Governors (Allowances and Privileges) Rules , 1987 , in rule 11 ,--
(i) for sub -rule (7) , the following sub - rule shall be substituted, namely :-
"(7) A Governor while travelling on duty by air under sub - rule (6) may at his discretion travel in the executive class along with his spouse or with any other person in lieu of his spouse and the person accompanying him during such a journey shall also be entitled to travel in the executive class . "
(ii) in sub -rule 8 ,-
(1) in clause (b), after the words "his spouse ", the words " or one person along with him in lieu of his spouse " shall be inserted;
(II) the second proviso to clause (b) shall be omitted.
