4. डीएनटी के विनिर्माण एवं संचालन संबंधी परिचालनों को केवल योग्यता प्राप्त सक्षम व्यक्ति संचालित करेंगे और उनकी निगरानी करेंगे ।

5. डीएनटी के विनिर्माण तथा संचालन का प्रभारी या उसमें शामिल प्रत्येक व्यक्ति, आग अथवा विस्फोट की दुर्घटनाओं की रोकथाम हेतु तथा यह सुनिश्चित करने के लिए हर समय उचित सावधानी बरतेगा कि डीएनटी के संचालन हेतु नियत स्थानों तक किसी भी अनधिकृत व्यक्ति की पहुंच न होने पाए ।
सा.का.नि. 98(अ) .-केन्द्र सरकार विस्फोटक अधिनियम , 1884 की धारा 14 की उप- धारा ( 2 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , निम्नलिखित शर्तों के अध्यधीन मै . गुजरात नर्मदा वैली फर्टीलाइजर्स कंपनी लिमिटेड को वर्ग 3 प्रभाग 2 के एक विस्फोटक डीएनटी (डाई- नाइट्रो टॉल्वीन ) के विनिर्माण एवं संचालन हेतु , विस्फोटक नियमावली , 1983 के नियम 87 के उप- नियम ( 1 ) तथा नियम 113 के उप-नियम ( 1 ) के उपबंध के परिचालन से एतद्वारा छूट देती है :
6. मुख्य विस्फोटक नियंत्रक द्वारा प्राधिकृत सभी निरीक्षण अधिकारियों को हर समय फैक्ट्री परिसर में निर्बाध पहुंच उपलब्ध कराई जाएगी , ताकि यह सुनिश्चित किया जा सके कि अधिनियम और नियमावली के उपबंधों एवं इस अधिसूचना की शर्तों का उचित रूप से पालन हो रहा है ।

एन. एन. प्रसाद, संयुक्त सचिव 1. मै. गुजरात नर्मदा वैली फर्टीलाइजर्स कंपनी लिमिटेड द्वारा डीएनटी का विनिर्माण दाहेज ( गुजरात ) स्थित मौजूदा फैक्ट्री में केवल एक मध्यवर्ती उत्पाद के रूप में किया जाएगा । टॉल्वीन के नाइट्रेशन से बनाया गया डीएनटी, हाइड्रोजनेशन इकाई में टॉल्वीन डाई आइसोसाइनेट (टीडीआई ) के विनिर्माण में पूरी तरह से उपयोग कर लिया जाएगा ।

New Delhi , the 18th February, 2009 2. डीएनटी को पृथक करके हाइड्रोजनेशन संयंत्र में पंप कर दिए जाने तक, उसे पानी की पर्याप्त मात्रा के साथ मिश्रित कर लगभग 70° C के बढ़े हुए तापमान पर द्रव्य के रूप में रखा जाएगा ।
G.S.R. 98 (E).-In exercise of the powers conferred by sub- section (2) of Section 14 of the Explosives Act, 1884, the Central Government hereby exempts M/s . Gujarat Narmada Valley Fertilizers Company Ltd. , from the operation oftheprovision ofsub-rule ( 1) ofrule 87 and sub - rule (1 ) of rule 113 of Explosives Rules , 1983 , for manufacture and handling of DNT (Di- Nitro Toluene), an explosive of Class 3 Division 2, subject to the following conditions viz.:-
3. सैपरेटर और पंप यूनिट में 192 कि.ग्रा. से अधिक शुद्ध डीएनटी नहीं रखा जाएगा । जिस भवन में यह यूनिट होगी , वह विस्फोटक नियमावली , 1983 के उपबंधों के अनुसार विनिर्दिष्ट सुरक्षा स्वीकृतियों के अनुरूप होगा तथा उसे मुख्य विस्फोटक नियंत्रक द्वारा विनिर्दिष्ट किए गए अनुसार निर्मित किया जाएगा तथा घुमाव दिया जाएगा ।

1. DNT shall be manufactured in the proposed factory at Dahej (Gujarat) , by M/ s . Gujarat Narmada Valley Fertilizers Company Limited as an intermediate product only . The DNT producedby nitration of toluene shall be fully consumed in the hydrogenation unit for manufacture of Toluene Di- isocyanate (TDI ) .
2. DNT shall be kept in liquid form at an elevated temperature ofaround 70 ° C in admixture with adequate quantity of water , till it is separated and pumped to the hydrogenation plant .
3. The separator and the pump unit shall not containmorethan 192 Kgs . ofpure DNT. The building housing these unit shall conform to specified safety clearance and shall be constructed and traversed as prescribed by the Chief Controller of Explosives , as per the provisions of the Explosives Rules , 1983 .

4. Only qualified and competent persons shall conduct and supervise operations involving manufacture and handling of DNT .
5. Every person incharge of or engaged in the manufacture and handling of DNT shall at all times take due precaution for the prevention of accidents by fire or explosion and for preventing unauthorized persons from having access to the premises meant for handling of DNT.
6. Free access to the factory premises shall be given at all times to any inspecting officer authorized by the Chief Controller ofExplosives forascertaining that the provisions ofthe Act, Rules and the conditions of this Notification are being duly observed.
