फा. सं. 01 /94/180/एफ टी पी/09-10/एए/एएम 10/पीसी-4.-विदेश व्यापार नीति, 2009-2014 के पैराग्राफ 2.4 के तहत प्रदत्त शक्तियों का प्रयोग करते हुए महानिदेशक , विदेश व्यापार एतद्वारा , प्रक्रिया- पुस्तक ( खण्ड-1 ) , 2009-2014 में निम्नलिखित संशोधन करते हैं :-
1. पैरा 4.21 के अन्त में निम्नलिखित धारा जोड़ी जाती है :-
"तथापि, विदेश व्यापार नीति , 2004-2009 के अन्तर्गत 27-8-2009 से पहले जारी किए गए अग्रिम प्राधिकार पत्रों के मामले में , प्राधिकार पत्र के मूल्य में कोई वृद्धि करने के लिए निम्नलिखित शर्तें लागू होंगी :
(i ) जहाँ कहीं निर्यात 27-8-2009 के बाद किए गए हैं , लागत बीमा भाड़ा/ पोत पर्यन्त निःशुल्क मूल्य में वृद्धि निर्यात के उस हिस्से के लिए 15 % न्यूनतम मूल्य संवर्धन के अधीन होगी ।
( ii ) जहाँ कहीं निर्यात 27-8-2009 से पहले किए गए हैं , लागत बीमा भाड़ा/पोत पर्यन्त निःशुल्क मूल्य में वृद्धि 15 % न्यूनतम मूल्य संवर्धन अथवा मूल अग्रिम प्राधिकार पत्र आवेदन में घोषित मूल्य संवर्धन , जो भी कम हो , के अधीन होगी । " इसे लोकहित में जारी किया जाता है ।

F. No. 01/94/180 /FTP/09-10 / AA/ AM 10 /PC - 4.-- In exercise of powers conferred under Para 2.4 of the Foreign Trade Policy, 2009-2014 , the Director General of Foreign Trade hereby makes the following amendments in the Handbook ofProcedures ( Vol . 1 ), 2009-2014 :-
1. At the end of paragraph 4.21 , the following clause shall be added :
"However, in case of advance authorisations issued prior to 27-8-2009 under the FTP, 2004-2009, the following conditions shall apply for any enhancement in the value of the authorisation :
(i ) Wherever , exports are subsequent to 27-8-2009 , enhancement in CIF/ FOB values shall be subject to a minimum value addition (VA) of 15 % for that component of exports .
(ii) Wherever, the exports are prior to 27-8-2009 , enhancement of CIF / FOB value shall be subject to a minimum Value addition of 15 % or the V.A. declared in the original Advance Authorization application, whichever islower ."
This issues in public interest .
