संख्या 45013 /01 / 1001 /कार्मिक Ⅰ . केन्द्रीय औद्योगिक सुरक्षा बल ( सी.आई.एस.एफ. ) में सहायक कमाण्डेंट के पदों को भरने हेतु संघ लोक सेवा आयोग द्वारा 2009 में आयोजित की जाने वाली सीमित विभागीय प्रतियोगी परीक्षा की नियमावली सर्वसाधारण की जानकारी के लिए प्रकाशित की जाती है:
1. परीक्षा के परिणाम के आधार पर भरी जाने वाली रिक्तियों की संख्या आयोग द्वारा जारी नोटिस में निर्दिष्ट की जाएगी । अनुसूचित जाति, अनुसूचित जनजाति से संबद्ध उम्मीदवारों की रिक्तियों के संबंध में आरक्षण सरकार द्वारा नियत किया जाएगा ।
2. संघ लोक सेवा आयोग द्वारा इस परीक्षा का आयोजन इस नियमावली के परिशिष्ट -1 में निर्धारित प्रक्रिया के अनुसार किया जाएगा । परीक्षा कब और कहां होगी यह आयोग द्वारा निश्चित किया जाएगा ।
3. 01 जनवरी , 2009 के अनुसार अभ्यर्थी की , प्रशिक्षण अवधि सहित , उपनिरीक्षक ( जीडी ) /निरीक्षक ( जीडी) रैंक में 4 वर्ष की नियमित सेवा पूरी होनी चाहिए और उसकी 04 वर्ष की वार्षिक सेवा रिपोर्ट के वर्षों का सेवा रिकार्ड निष्कलंक होना चाहिए ।
4. उम्मीदवार की आयु 01 अगस्त , 2009 को 35 वर्ष पूरी नहीं होनी चाहिए अर्थात् उसका जन्म 02 अगस्त, 1974 से पहले न हुआ हो । हालांकि उपर्युक्त निर्धारित ऊपरी आयु सीमा का जहां तक संबंध है अनुसूचित जाति तथा अनुसूचित जनजाति से संबंधित अभ्यर्थी को 5 वर्ष की अधिकतम छूट प्रदान की जाएगी ।
उपर्युक्त व्यवस्था को छोड़कर निर्धारित आयु सीमा में किसी भी परिस्थिति में छूट नही दी जाएगी ।
5. एल.डी.सी.ई. ( ए.सी. ) में भाग लेने के लिए कुल 03 ( तीन ) मौके दिए जाएंगे ।

[PART I-SEC. 1 ] 6. सीमित विभागीय प्रतियोगी परीक्षा में भाग लेने के लिए शैक्षणिक अर्हता किसी मान्यता प्राप्त विश्वविद्यालय से स्नातक स्तर की होनी चाहिए ।
7. एनसीसी 'बी' अथवा 'सी' प्रमाणपत्र होना एक वांछनीय अर्हता है । इन वांछनीय अर्हताओं पर विचार केवल साक्षात्कार/व्यक्तित्व परीक्षण के समय किया जाएगा ।
8. नियमावली के परिशिष्ट ।। में विनिर्दिष्ट केऔसुब 2009. में सहायक कर्मोंडेन्ट (कार्यकारी) के चयन हेतु सीमित विभागीया प्रतियोगी परीक्षा में प्रवेश के लिए अभ्यर्थी को निर्धारित शारीरिक तथा चिकित्सीय मानक पूरे करने होंगे ।
9. गृह मंत्रालय द्वारा भारत के राजपत्र में परीक्षा के नियमों की अधिसूचना जारी होने के कर अभ्यर्थी को केन्द्रीय औद्योगिक सुरक्षा बल (केऔसुब) में अपना आवेदन प्रस्तुत करना होगा । निर्धारित पात्रता शर्तों के अनुसार अभ्यर्थियों की पात्रता का निर्धारण करने के लिए आवेदनों की जांच केन्द्रीय औद्योगिक सुरक्षा बल द्वारा की जाएगी । परीक्षा में प्रवेश के लिए किसी भी उम्मीदवार का आवेदन स्वीकार करने तथा उसकी पात्रता अथवा अन्यथा के संबंध में केन्द्रीय औद्योगिक सुरक्षा बल का निर्णय अंतिम होगा ।
10. परीक्षा में आवेदन करने वाले उम्मीदवार यह सुनिश्चत कर लें कि वे परीक्षा में प्रवेश पाने के लिए पात्रता की सभी शर्ते पूरी करते हैं । परीक्षा के उन सभी स्तरों , जिनके लिए आयोग ने उन्हें प्रवेश दिया है अर्थात लिखित परीक्षा , शारीरिक एवं चिकित्सीय मानदण्ड परीक्षण अथवा साक्षात्कार/ व्यक्तित्व परीक्षण में उनका प्रवेश पूर्णतः अनंतिम होगा , जो उनके निर्धारित पात्रता शर्तों को पूरा करने के अधीन होगा । यदि लिखित परीक्षा , शारीरिक एवं चिकित्सीय मानदण्ड परीक्षण या साक्षात्कार/व्यक्तित्व परीक्षण के पहले या बाद में सत्यापन करने पर यह पता चलता है कि वे पात्रता शर्तों से कोई शर्त पूरी नही करते है तो परीक्षा के लिए उनकी उम्मीदवारी रद्द कर दी जायेगी ।
11. पात्र अभ्यर्थियों को प्रबेश प्रमाण - पत्र केन्द्रीय औद्योगिक सुरक्षा बल द्वारा जारी किया जाएगा । किसी भी उम्मीदवार को परीक्षा में तक तक प्रवेश नही दिया जाएगा जब तक उसके पास केऔसुभ का प्रवेश प्रमाण- पत्र नही है ।
12. जो उम्मीदवार आयोग द्वारा निम्नलिखित कदाचार का दोषी घोषित होता है या हो चुका है :

( i) निम्नलिखित माध्यमों से अपनी उम्मीदवारी का समर्थन प्राप्त कराना जैसे :
(क) अवैध परितोषण देना, या
(ख) किसी पर दबाव डालना , या
(ग) परीक्षा के संचालन से संबंधित किसी व्यक्ति को ब्लैकमेल करना या ब्लैकमेल करने की धमकी देना या
(ii) किसी व्यक्ति के स्थान पर स्वयं प्रस्तुत होना , या
( iii) अपने स्थान पर किसी दूसरे को प्रस्तुत करना , या 3

(iv) जाली प्रलेख या फेर- बदल किए प्रलेख प्रस्तुत करना , या
(v) अशुद्ध या असत्य वक्तव्य देना या महत्वपूर्ण सूचना को छिपा कर रखना , या
(vi) परीक्षा के लिए अपनी उम्मीदवारी के संबंध में निम्नलिखित उपाय अपनाना, जैसे
अनुचित साधनों से प्रश्न पत्र प्रति प्राप्त करना , या
(क)
परीक्षा से संबंधित गोपनीय कार्य के संबंध में व्यक्तियों के (ख)
विवरण ढूंढना , किसी पर दबाव डालना , या
ग) परीक्षकों पर प्रभाव डालना , अथवा
(
परीक्षा के समय अनुचित तरीके अपनाना, या
(vii)
(viii ) उत्तर पुस्तिकाओं पर अश्लील बातें लिखना या अश्लील आरेखा बनाना , अथवा परीक्षा के समय अनुचित तरीके अपनाना , या
(ix) परीक्षा भवन में किसी प्रकार का दुर्व्यवहार करना जिसमें उत्तर पुस्तिकाओं को फाड़ना , साथी परीक्षार्थियों को परीक्षा का बहिष्कार करने को उकसामा , उपद्रवी दृश्य उत्पन्न करना तथा इसी प्रकार से अन्य बातें शामिल है, अथवा
( x) परीक्षा के संचालन हेतु आयोग द्वारा नियुक्त स्टाफ को परेशान करना या शारीरिक क्षति पहुंचाना , अथवा
(xi) परीक्षा के दौरान कोई सेल्यूलर/मोबाइल फोन/पेजर या किसी अन्य प्रकार का इलैक्ट्रोनिक उपकरण या यंत्र अथवा संचार यंत्र के रूप में प्रयोग किए जा सकने वाला कोई अन्य उपकरण प्रयोग करते हुए या अपने रखे पाया गया हो , या
(xii ) उम्मीदवारों को परीक्षा देने की अनुमति देते हुए प्रवेश प्रमाण पत्र के साथ जारी किए गए किसी अनुदेश का उल्लंघन करना या,
(xiii ) उपर खण्डों में उल्लेखित सभी या किसी कदाचार को करने की कोशिश करना या करने लिए उकसाना । तो उन पर आपराधिक अभियोग (किमिनल प्रॉसिक्यूशन ) चलाए जा सकने के लिए स्वंय उत्तरदायी होणे और उसके साथ ही उसेः
(क) आयोग द्वारा उस परीक्षा से जिसका वह उम्मीदवार है, बैठने के लिए अयोग्य ठहराया जा सकता है , अथवा
(অ) उसे स्थायी रूप अथवा एक विशेष अवधि के लिए बाहर किया जा सकता है ।
(i) आयोग द्वारा ली जाने बाली किसी भी परीक्षा अथवा चयन के लिए THE GAZETTE OF INDIA : EXTRAORDINARY

(ii) केन्द्र सरकार द्वारा उनके अधीन सी नौकरी से विवर्जित तथा उपयुक्त नियमों के अधीन अनुशासनिक कार्रवाई की जा सकती है।
बशर्ते कि इन नियमों के अन्तर्गत निम्नलिखित को छोड़कर किसी भी प्रकार का जुर्माना नहीं लगाया जा सकता :
(i) उम्मीदवार को इस सम्बंध में लिखित अभ्यावेदन जो वह देना चाहे प्रस्तुत करने का अवसर न दिया गया हो और
(ii) उम्मीदवार द्वारा अनुमत समय में प्रस्तुत अभ्यावेदन पर , यदि कोई हो, विचार न कर लिया गया हो
13(1) जो उम्मीदवार लिखित परीक्षा में आयोग द्वारा उनके विवेकाधिकार से निर्धारित किए गए ऐसे न्यूनतम अर्हक अंक प्राप्त कर लेते है उन्हें केऔसुब द्वारा शारीरिक मानदण्ड /शारीरिक दक्षता परीक्षण तथा चिकित्सीय मानदण्ड परीक्षण के लिए बुलाया जाएगा जिससे यह जांच हो सके कि क्या वे इस नियमावली के परिशिष्ट ।। में विनिर्दिष्ट शारीरिक और चिकित्सीय मानदण्डों को पूरा करते है ।
13(2). किसी भी स्तर पर किसी अथवा सभी प्रश्नपत्रों में न्यूनतम अर्हक मानदंड निर्धारित करने का विवेकाधिकार आयोग के पास है तथा केवल ऐसे अभ्यर्थियों के औपचारिक प्रश्न पत्रों जिसमें उन्होंने आयोग के विवेकाधिकार द्वारा निर्धारित ऐसे वस्तुनिष्ठ प्रश्न- पत्रों में न्यूनतम अर्हक मानदंड प्राप्त किए हो , मूल्यांकन करने का अधिकार आयोग के पास है ।
13(3) बशर्ते कि अनुसूचित जाति अनुसूचित जनजाति के उम्मीदवारों को आयोग द्वारा छूट देने के स्तर अपनाते हुए आयोग द्वारा शारीरिक मानदण्ड/शारीरिक दक्षता परीक्षण तथा चिकित्सीय मानदण्ड परीक्षण के लिए बुलाया जाएगा जब आयोग के विचार में इन वर्गों के उम्मीदवारों के लिए आरक्षित रिक्तियों को भरने के लिए इन वर्गों के उम्मीदवारों को सामान्य मानदण्ड के आधार पर बुलाने के लिए उम्मीदवारों की संख्या पर्याप्त नहीं है ।
13(4) वे उम्मीदवार जो इस नियमावली के परिशिष्ट ।। विनिर्धारित शारीरिक मानदण्डों को पूरा करते हैं उनका शारीरिक दक्षता परीक्षण ( पी.ई.टी. ) किया जाएगा जिसे नीचे दर्शाया गया है :-

ये परीक्षण केवल अर्हता प्रकृति के होगें और इनके कोई अंक नही होंगें । इन परीक्षणों में से किसी भी परीक्षण में असफलता अयोग्यता होगी ।
शारीरिक दक्षता परीक्षण ( पीईटी) के समय गर्भावस्था एक अयोग्यता होगी और गर्भवती महिला उम्मीदवार को अस्वीकृत कर दिया जाएगा ।
13 (5 ) जो उम्मीदवार शारीरिक दक्षता परीक्षण में अर्हक घोषित किए गए जाते हैं केवल उन उम्मीदवार का ही चिकित्सा मानदण्ड परीक्षण किया जाएगा जिससे यह सुनिश्चित हो जाऐ कि वे इस नियमावली के परिशिष्ट ।। में निर्धारित चिकित्सा मानदडों को पूरा करते है ।
13 (6 ) शारीरिक मानदंड / शारीरिक दक्षता परीक्षण (पीईटी) एवं चिकित्सा मानदंड परीक्षण का संचालन केऔसुब के पर्यवेक्षण में होगा । ये परीक्षण विभिन्न केन्द्रों में आयोजित किए जाएंगे जिन्हे लिखित परीक्षा परिणाम के बाद अधिसूचित किया जाएगा ।
13 (7 ) केवल चिकित्सा मानदण्ड परीक्षणों के विरूद्ध अपील स्वीकार की जाएगी जो इन परीक्षणों के परिणाम घोषित होने के 15 दिन की अवधि के अंदर गृह मंत्रालय द्वारा नामोदिष्ट अपीलीय प्राधिकारी को की जानी चाहिए ।
13 (8 ) जिन उम्मीदवारों को चिकित्सा मानदण्ड परीक्षणों में अर्हक घोषित किया जाता है उन्हें संघ लोक सेवा आयोग द्वारा आयोजित साक्षात्कार/व्यक्तित्व परीक्षण के लिए बुलाया जाएगा । वे उम्मीदवार जो अस्थायी रूप से चिकित्सीय आधार पर अयोग्य घोषित किए जाते है तथा जो उम्मीदवार चिकित्सीय आधार पर अयोग्य घोषित किए जाते है किन्तु उन्हें उनकी अपील के आधार पर अपीलीय प्राधिकारी द्वारा " समीक्षा चिकित्सा बोर्ड" के समक्ष उपस्थित होने की अनुमति दी जाती है । उन्हें साक्षात्कार/व्यक्तित्त्व परीक्षण के लिए अनंतिम रूप से बुलाया जाएगा । साक्षात्कार/व्यक्तित्व परीक्षण 200 अंकों का होगा ।
13 (9) साक्षात्कार/व्यक्तित्व परीक्षण सक्षम तथा निष्पक्ष व्यक्तियों के बोर्ड द्वारा आयोजित किया जाएगा जिनके सक्षम उम्मीदवारों के जीवन - वृत का रिकार्ड होगा । उम्मीदवार से प्रश्न उनके संबंधित क्षेत्र के साथ -साथ सामान्य अभिरूचि के विषयों से पूछे जाएंगें ताकि उनका/उनकी जानकारी और समझ की जांच हो सके । विस्तृत अर्थो में यह न केवल उनकी मानसिक योग्यता बल्कि उनके सामाजिक गुणों और चरित्र की सत्यनिष्ठा का 6

[PART I-SEC . 1 ) मूल्यांकन होगा । बोर्ड विस्तृत रूप से अन्य बातों के साथ - साथ उम्मीदवार का निम्नलिखित मूल्यांकन करेगाः
(i ) शारीरिक बनावट
(क) आकृति
(ख) आचरण
(ग) शिष्टाचार एवं शिष्टता
( ii ) सामान्य बुद्धिमता, अभिरूचि एवं रूचि
(क) तथ्यों एवं स्थितियों को समझने उनका विश्लेषण करने तथा उनको प्रस्तुत करने की योग्यता ।
(
ख) अभिरूचि से संबंधित कार्य जैसे अनुशासन , सहानुभूति आदि
(ग) पाठ्योतर गतिविधियां खेलों, खेल- कूद वाद - विवादों आदि में भागीदारी ।
(iii) मनोवृत्ति
(क) नेतृत्व, संचालन , संकल्प , शीघ्र निर्णय लेना आदि
(ख) आत्म निर्भरता
(ग) तनाव एवं संकट का सामना करने की योग्यता
(घ) साहस - नैतिक एवं शारीरिक
(iv) व्यक्त्वि का व्यवहारिक पहलू
(क) उच्चाधिकारियों तथा अधीनस्थ कर्मचारियों के साथ अंतःव्यैक्तिक
संबंध
(ख) मूल्या, सत्यनिष्ठा, धर्मनिरपेक्षता तथा राष्ट्रीय अभिमुखीकरण के प्रति वचनबद्वता
13 (10) ऐसे उम्मीदवार जो शारीरिक मानदण्ड/शारीरिक दक्षता परीक्षणों या चिकित्सा मानदण्डों परीक्षणों में अर्हता प्राप्त नहीं करते है उनकी उम्मीदवारी रद्द की जा सकती है
14 ( 1 ) साक्षात्कार के बाद , परीक्षा में प्रत्येक उम्मीदवार को अंतिम रूप से प्रदान किए गए कुल अंकों के आधार पर आयोग द्वारा उम्मीदवारों को योग्यताक्रम में व्यवस्थित किया जाएगा और तत्पश्चात आयोग अनारक्षित पदों पर उम्मीदवारों की अनुशंसा हेतु परीक्षा के आधार पर भरी जाने वाली अनारक्षित रिक्तियों के संदर्भ में अर्हक अंक निर्धारित करेगा ।
14(2) आरक्षित रिक्तयों पर अ.जा. , अ.ज.जा. और अ.पि.व. के आरक्षित वर्गों के उम्मीदवारों को अनुशंसित करने के उद्देश्य से परीक्षा के आधार पर इन प्रत्येक वर्गों के लिए भरे जाने वाली आरक्षित रिक्तियों के संदर्भ में आयोग अर्हक मानक में छूट दे सकता है ।
बशर्ते कि अनुसूचित जातियां, अनुसूचित जन जातियां तथा अन्य पिछड़े वर्गों से संबंधित उम्मीदवार जिन्होने परीक्षा के किसी भी स्तर पर पात्रता या चयन मानदंड में किसी भी प्रकार की रियायत या छूट का उपभोग नहीं किया है तथा वे उम्मीदवार जो 7

आयोग द्वारा सामान्य अर्हक मानक के आधार पर अनुशंसा के लिए योग्य पाए गए है को अनुसूचित जाति, अनुसूचित जन जाति तथा अन्य पिछडे वर्गों के लिए आरक्षित रिक्तियों के लिए अनुशंसित नहीं किया जाएगा ।
और बशर्ते कि जो उम्मीदवार योग्यता क्रम सूची में अर्हता प्राप्त करते हैं परन्तु जिनका चिकित्सा मानदण्ड परीक्षण का परीक्षाफल लम्बित है , उनको अस्थायी संस्तुति दी जाएगी ।
15. प्रत्येक उम्मीदवार की परीक्षा का परिणाम संप्रेषित करने का रूप तथा प्रकार का निर्णय आयोग द्वारा उनके विवेक से किया जाएगा तथा आयोग परिणाम के संबंध में किसी प्रकार का पत्र व्यवहार नहीं करेगा ।
16. उम्मीदवार को मानसिक तथा शारीरिक रूप से स्वस्थ और शारीरिक विकारों से मुक्त होना चाहिए जिससे सेवा के अधिकारी के रूप में उसके कार्यों के निष्पादन में व्यवधान आने की संभावना न रहे सरकार या नियुक्ति प्राधिकारी , जैसा भी मामला हो, द्वारा विनिर्धारित ऐसी चिकित्सीय जांच के बाद जो उम्मीदवार इन उपेक्षाओं को संतुष्ट नहीं कर पाते , उन्हें नियुक्त नहीं किया जाएगा । उनको केऔसुब परिपत्र संख्या (145 ) दिनांक 29.1.09 में बताए अनुसार शेप। चिकित्सा श्रेणी में होना चाहिए ।
17. अंतिम रूप से चयनित उम्मीदवारों की सूची आयोग द्वारा गृह मंत्रालय/महानिदेशालय , केन्द्रीय औद्योगिक सुरक्षा बल को प्रशिक्षण और चिकित्सा जांच के लिए सहायक कमाण्डेंट (जीडी/कार्यकारी ) के पद पर नियुक्ति के लिए ऑफर भेजने हेतु भेजी जाएगी । चयनित उम्मीदवार बल के प्रशिक्षण केन्द्र में प्रशिक्षण प्राप्त करेंगें और दो वर्ष की परीवीक्षा पर रहेंगें ।
18 अभ्यर्थी को किसी भी प्रकार का यात्रा भत्ता, दैनिक भत्ता अथवा यात्रा खर्च परीक्षा के किसी भी स्तर पर देय नही होगा ।

(1) लिखित परीक्षा की योजनाः-
लिखित परीक्षा संघ लोक सेवा आयोग द्वारा आयोजित की जायेगी जिसमें निम्नलिखित दो प्रश्न पत्र होंगे ।

यह प्रश्न पत्र वस्तुनिष्ठ प्रकार (बहुविकल्प प्रश्न) का होगा । इसमें प्रश्न पत्र हिन्दी के साथ साथ अंग्रेजी में भी होंगे । प्रश्न पत्र निम्नलिखित दो भागों में होगा ।

भाग (ख ) : व्यावसायिक कुशलता

प्रश्न पत्र 02 निबन्ध, संक्षेपण लेखन एंव अपठित गद्यांश
(100 अंक )

इस प्रश्न पत्र में उम्मीदवारों को निबंध अंग्रेजी या हिन्दी में लिखने का विकल्प होगा किन्तु संक्षेपण लेखन एवं अपठित गद्यांश केवल अंग्रेजी माध्यम में ही लिखने की अनुमति होगी ।
टिप्पणी -1: उम्मीदवारों को यह सुनिश्चित कर लेना चाहिए कि प्रश्न पत्र ।। के उत्तर विभिन्न संघटकों के लिए, जैसा कि उपर वर्णन किया गया है, आयोग द्वारा अनुमत- माध्यम में ही लिखें प्रश्न पत्र अनुमत माध्यम के अलावा अन्य माध्यम में उत्तर लिखने पर उसका आंकलन नही किया जाएगा ।
टिप्पणी-2: उम्मीदवारों को निबंध लिखने का माध्यम उपस्थिति सूची तथा उत्तर पुस्तिका में निर्दिष्ट करना होगा । यदि उम्मीदवार उपस्थिति सूची तथा उत्तर पुस्तिका में उस माध्यम से भिन्न माध्यम दर्शाता है जिसमें उसने निबंध लिखा है तो उसके निबंध का आंकलन नहीं किया जायेगा ।
टिप्पणी-3: प्रत्येक प्रश्न पत्र में अलग अलग न्यूनतम अर्हक अंक होगे जो आयोग द्वारा निश्चित किये जायेंगे ।
टिप्पणी-4: आयोग लिखित परीक्षा पास करने वाले अभ्यर्थियों की सूची जारी करेगा । केऔसुब द्वारा सर्वप्रथम उन अभ्यर्थियों की पी०ई० टी० ( शारीरिक क्षमता परीक्षा ) आयोजित की जाएगी और केवल उन्ही अभ्यर्थियों जिन्होंने पी०ई० टी० परीक्षा पास कर ली है का एम०ई०टी० ( चिकित्सा परीक्षण) किया जायेगा ।

प्रश्न पत्र I:
भाग-क सामान्य योग्यता एवं बुद्धिमत्ताः प्रश्न पत्र में बहु- विकल्प सहित वस्तुनिष्ठ प्रकार के प्रश्न होंगे जो व्यापक रूप से निम्नलिखित क्षेत्रों से संबंधित होंगे ।
1. सामान्य मानसिक योग्यता
यह प्रश्न तार्किक विवेचना , मात्रात्मक अभिरूचि सहित संख्यात्मक योग्यता एवं आंकड़ा निर्वचन के परीक्षण हेतु किए जाएंगे ।
2. सामान्य विज्ञान
ये प्रश्न सामान्य विज्ञान सचेतना वैज्ञानिक प्रकृति, नये क्षेत्रों के महत्व जैसे सूचना प्राधोगिकी जैव प्रौद्योगिकी , पर्यावरण विज्ञान सहित वैज्ञानिक घटनाओं के दैनिक प्रेक्षण की समक्ष (परिज्ञान ) एवं मूल्यांकन के परीक्षण हेतु तैयार किया जाएगा ।
3. राष्ट्रीय तथा अंतर्राष्ट्रीय महत्व की सम - समायिक घटनाएं
की इन प्रश्नों से उम्मीदवारों के राष्ट्रीय तथा अंतर्राराष्ट्रीय महत्व सम- समायिक घटनाओं से संबंधित व्यापक क्षेत्रों जैसे संस्कृति , संगीत , कला, साहित्य, खेल, शासन , सामाजिक तथा विकासात्मक पहलुओं , उद्योग , व्यवसाय भूमंडलीकरण तथा राष्ट्रों के बीच पारस्परिक प्रभाव की सचेतना के प्रति परीक्षण किया जा सकेगा ।
4. सामान्य ज्ञान
इन प्रश्नों से उम्मीदवारों से सामान्य ज्ञान तथा उससे जुड़े संबद्ध प्रश्न जैसे भारत का इतिहास , भारत और विश्व भूगोल के साथ - साथ भारतीय राजनीति और अर्थव्यवस्था विषयों की जानकारी का परीक्षण किया जाएगा ।
भाग (ख) : व्यावसायिक कुशलता ।
यह परीक्षा अभ्यर्थियों की व्यावसायिक कुशलता जो केऔसुब की प्रचालात्मक और प्रशासनिक आवश्यकताओं के अनुरूप हो और व्यापक रूप से निम्नलिखित क्षेत्रों को शामिल करती है का परीक्षण करने के लिए तैयार की गई है ।

यह प्रश्न पत्र दिए गये निबंध के विषय पर उम्मीदवारों के विचारों को सुसंगत , कमबद्ध , संक्षिप्त , समझने योग्य तथा सुबोध तरीके से प्रभावी तथा वर्तनी त्रुटि रहित , व्याकरण की दृष्टि से शुद्ध भाषा में प्रस्तुत कर पाने की योग्यता का परीक्षण करेगा । इसके अतिरिक्त इस प्रश्न पत्र से उम्मीदवार की संक्षेपण लेखन (प्रेसी राईटिंग ) तथा अपठित गद्यांश के लिए दिए गए पैराग्राफ को समझने तथा संक्षेपण उद्धरण का सार लिखने की निपुणता और अपठित गद्यांश उद्धरण में लघु प्रश्नों के जवाब देने की योग्यता का परीक्षण भी किया जा सकेगा ।

(च) दंत उम्मीदवार में सुचारू चर्वन के लिए समुचित संख्या में पूरे दंत अवश्य होने चाहिए । उम्मीदवार में गंभीर पायरिया न हो ।
(छ) रतिज रोग उम्मीदवार में नैदानिक वीडी के सकिय चिन्ह नहीं होने चाहिएं ।
(ज) चिरकालिक त्वचा रोग उम्मीदवार में चिरकालिक त्वचा रोग जैसे कुष्ठ, चिरकारी त्वचाशोथ , सघन तुषामशल्कन वर्सीकालर , सोरायसिस , एसएलई आदि नहीं होने चाहिएं
(3) सामान्य मानदण्ड :
(क) शब्दों का उच्चारण दोष रहित अर्थात् हकलाहट के बिना होना चाहिए ।
(ख) उम्मीदवार में चिरकालिक रोग जैसे क्षय , किसी प्रकार का सन्धि शोध,
उच्च रक्त दाब , मधुमेह , श्वासनिक दमा , किसी प्रकार के हृदय के लक्षण नहीं होने चाहिए ।
(ग ) उम्मीदवार के शरीर में कहीं कोई ग्रन्थिल तथ प्रत्यक्ष सूजन दृष्टिगोचर नहीं होनी चाहिए ।

(घ) वक्ष सुगठित होना चाहिए, किसी प्रकार की असामान्यता अर्थात् रिकेटी गुटिबम माला दोष सहित चपटा वक्ष , कपोत वक्ष नहीं होना चाहिए । दिल एवं फेफडे. स्वस्थ होने चाहिएं ।
(ड) अंग , हस्त तथा पाद सुगठित तथा सुविकसित होने चाहिएं तथा सभी संधियों की गति श्रेष्ठ होनी चाहिए ।
च) अस्थि संबंधी कोई पुराना/कुसंयोजित अस्थिभंग नहीं होना चाहिएं ।

(छ) सभी संधियों की गति अबाध तथा श्रेष्ठ होनी चाहिएं ।
(ज) पाद तथा पाद के अंगूठे सुगठित होने चाहिएं ।
(झ ) कोई जन्मजात कुरचना या दोष नहीं होना चाहिए ।
(ञ) किसी पुराने तीव्र या चिरकालिक रोग के संकेत , जिससे दोषयुक्त गठन का पता चले , नहीं होने चाहिए ।
उम्मीदवार को जनन मूत्र पथ का कोई रोग न हो ।

उम्मीदवार को बंक्षण, वृषणेकोशीय सूजन या किसी प्रकार हर्निया न हो ।

(ण) उनका मानसिक तथा शारीरिक स्वास्थ्य उत्तम हो तथा ऐसे शारीरिक दोषों से मुक्त हो जिनसे उनके कर्तव्यों के दक्षतापूर्ण निष्पादन में बाधा आने की संभावना हो 1
(4) उम्मीदवार हृदयक्षिप्रता (नाडी दर 100 प्रति मिनट से अधिक ) या हृदयमन्दता (नाड़ी दर 50 प्रति मिनट से कम ) से पीड़ित न हो ।
(5) उम्मीदवार हर्निया , अर्श, कॉन्डिलोमेटा मलाशय भ्रंश से पीडित न हो

टिप्पणी: - किसी भी उम्मीदवार को " अस्थायी रूप से अयोग्य " नहीं, बल्कि "अयोग्य " घोषित किया जाएगा , यदि उम्मीदवार वजन , गर्भावस्था, रक्तदाब , मानसिक या तंत्रिका अस्थिरता आदि की अपेक्षाओं को पूरा नहीं करता है । किसी भी उम्मीदवार को केवल विशिष्ट मामले में ही " अस्थायी रूप से अयोग्य घोषित किया जाएगा , जब इलाज के बाद एक महीने के अंदर उसके अन्यथा स्वस्थ होने की पूरी संभावना हो ।

RULES
No. 45013 /01 / 1001/Pers . I.-The Rules for a Limited Departmental Competitive Examination to be held by the Union Public Service Commission in 2009 for the purpose of filling of vacancies of Assistant Commandants (Executive) in Central Industrial Security Force (CISF ) are published for general information:
1. The number of vacancies to be filled on the results of the examination will be specified in the Notice issued by the Commission. Reservation will be made for the candidates belonging to the Scheduled Castes and the Scheduled Tribes in respect of vacancies as may be fixed by the Government .
2. The written examination will be conducted by the Union Public Service Commission in the manner prescribed in Appendix - I to these Rules .
The dates on which and the places at which the examination will be held shall be fixed by the Commission.
3. The candidates should have completed 4 yom of regular service as on 15 January, 2009 in the rank of Sub - Inspectors (GD)/Inspector ( D ) including period of training and should have clean service record for 04 years of the ACR years.
4. Acandidate must not have attained the age of 35 years on the 1 August , 2009 i.e. he/she must have been born not earlier than 2nd August, 1974. However the upper age limit prescribed above will be relaxable upto a maximum of five years if a candidate belongs to a Schedule Caste or a Scheduled Tribe
SAVE AS PROVIDED ABOVE THE AGE LIMITS PRESCRIBED CAN IN NO CASE BE RELAXED .
5. Every candidates appearing at the examination who is otherwise eligible , shall be permitted three attempts at the examination.
6. The Educational Qualification for appearing in Limited Departmental Competitive Examination will be a Graduation from a recognized University.
7. Possession of NCC ' B ' or ' C ' Certificate will be a desirable qualification. These desirable qualifications will be given consideration at the time of interview/ Personality Test only.

8. Candidates must meet the prescribed Physical and Medical standards for admission to the Limited Departmental Competitive Examination for selection of Assistant Commandant (Executive) in CISF, 2009 specified in Appendix- II of these Rules .
9. After the Notification of the Rules of the Examination in the Gazette of India by Ministry of Home Affairs , the candidates will have to submit their applications to the Central Industrial Security Force (CISF). The scrutiny of applications for deciding the eligibility of candidates with reference to the stipulated eligibility conditions will be done by the Central Industrial Security Force . The decision of the Central Industrial Security Force (CISF ) as to the acceptance of the application of a candidate and his / her eligibility or otherwise for admission to the examination shall be final .
10. The candidates applying for the examination should ensure that they fulfil all the eligibility conditions for admission to the examination. Their admission at all the stages of examination for which they are admitted viz . Written Examination, Physical and Medical Standard Tests or Personality / interview Tests will be purely provisional subject to their satisfying the prescribed eligibility conditions . If on verification at any time before or after the written Examination , Physical and Medical Standard Tests or Personality/Interview Test, it is found that they do not fulfil any of eligibility conditions ; their candidature for the Examination will be cancelled .
11 . Admission Certificates to the eligible candidates will be issued by the Central Industrial Security Force (CISF) . No candidate will be admitted to the Examination unless he/she holds a certificate of admission from the CISF .
12. Acandidate who is or has been declared by the Commission to be guilty of: -
(i) Obtaining support for his/ her candidature by the following means , namely: -
(a) Offering illegal gratification to, or
(b) Applying pressure on , or
(c) Blackmailing, or threatening to black mail any person connected with the conduct of examination, or
(ii) Impersonating, or
(iii) Procuring impersonation by any person , or
( iv) Submitting fabricated documents , or documents which have been tampered with, or
(v) Making statements which are incorrect or false or suppressing material information, or
(vi) Resorting to the following means in connection with his/her candidature for the examination, namely

(a) obtaining copy of question paper through improper means ,
(b) finding out the particulars of the persons connected with secret work relating to the examination .

(c) influencing the examiners , or
(vii ) using unfair means during the examination , or
(viii ) writing obscene matter or drawing obscene sketches in the scripts , or ( ix) misbehaving in the examination hall including tearing of the scripts provoking fellow examinees to boycott examination, creating disorderly scene and the like , or
(x) Harassing or doing bodily harm to the staff employed by the Commission for the conduct of their examinations , or
(xi) Being in possession of or using any mobile phone , pager or any electronic equipment or device or any other equipment capable of being used as a communication device during the examination, or
(xii) Violating any of the instructions issued to candidates along with their admission certificates permitting them to take the examination , or
(xiii ) Attempting to commit or as the case may be abetting the Commission of all or any of the Acts specified in the foregoing clauses may in addition to rendering himself/herself liable to criminal prosecution be liable -
(a) to be disqualified by the Commission from the examination for which he/she is a candidate and/ or
(b) to be debarred either permanently or for a specified period
by the Commission from any examination or selection held by them.
(i)
(ii) By the Central Government from any employment under them, and for any disciplinary action under the appropriate rules .
Provided that no penalty under these rules shall be imposed except after
(i) Giving the candidate an opportunity of making such representation, in writing as he/she may wish to make in that behalf; and
(ii) Taking the representation, if any , submitted by the candidate within the period allowed to him/her into consideration .
13 ( 1) Candidates who obtain such minimum qualifying marks in the written examination as may be fixed by the Commission in their discretion shall be summoned for the Physical Standard/Physical Efficiency Test and Medical Standard Test by CISF to check whether they meet the Physical and Medical Standards specified in Appendix II to these rules .
13 (2) Commission retains discretion to fix minimum qualifying standards in any or all of the papers at any stage and retains discretion to evaluate conventional papers of only those candidates who secure minimum qualifying standards in the objective paper, as may be determined by the Commission in its discretion.
13(3) Provided that candidates belonging to the Scheduled Castes and the Scheduled Tribes may be summoned for the Physical Standards/ Physical Efficiency and Medical Standard Tests by applying relaxed standards if the Commission is of the opinion that sufficient number of candidates from these categories are not likely to be summoned for

the Physical Standards/ Physical Efficiency Tests and Medical Standards Tests on the basis of the general standard in order to fill up the vacancies reserved for them .

These Tests will be only of qualifying nature and will not carry any marks . Failure even in one of these tests will amount to disqualification.
Pregnancy at the time of PET will be a disqualification and pregnant female candidates will be rejected.
13( 5) Medical Standards Tests , to check the standards specified in Appendix - II , will be conducted only in respect of candidates who are declared qualified in the Physica Efficiency Tests .
13(6) The Physical Standards/ Physical Efficiency Tests and Medical Standard Tests will be conducted under the supervision of CISF . These tests will be conducted at the Centre ( s) to be notified after the results of the written examination.
13(7) Appeals will be entertained only against the Medical Standards Tests and will have to be made to the Appellate Authority designated by the Ministry of Home Affairs within a period of 15 days from the date of declaration of the result of these tests .
13 (8 ) Candidates , who are declared qualified in the Medical Standards Tests will be called for the Interview/ Personality Test to be conducted by the Union Public Service Commission. Candidates , who are declared temporarily medically unfit and those who are declared medically unfit but allowed to appear before the "Review Medical Board" on their appeal by the Appellate Authority will be called for Interview/ Personality Tests provisionally. The Interview/ Personality Test will carry 200 marks .
13(9) The Interview/ Personality Test would be conducted by a Board of competent and unbiased persons who will have before them a record of the candidate . The candidate will 19

be asked questions both in his /her own field as well as matters of general interest to test his /her awareness and understanding . In broad terms , this will be an assessment of not only his / her mental caliber but also his /her social traits and integrity of character . The Board would broadly assess the candidate inter - alia in the following :

13 (10) The candidature of such candidates who do not qualify at the Physical Standards/Physical Efficiency Tests or Medical Standards Tests is liable for cancellation.
(14) ( 1) After the interview , the candidates will be arranged by the Commission in order ofmerit as disclosed by the aggregate marks finally awarded to each candidate and in that order so many candidates as are found by the Commission to be qualified at the examination shall be recommended for appointment up to the number of unreserved vacancies decided to be filled on the results of the examination .
(2) The candidates belonging to any of the Scheduled Castes and the Scheduled Tribes may to the extent of the number of vacancies reserved for the Scheduled Castes and the Scheduled Tribes be recommended by the Commission by a relaxed standard, subject to the fitness of these candidates for selection to the Post.
Provided that the candidates belonging to Scheduled Castes and Scheduled Tribes who have not availed themselves of any of the concessions or relaxations in the eligibility or the selection criteria, at any stage of the examination and who after taking into account the general qualifying standards are found fit for recommendation by the Commission shall not be recommended against the vacancies reserved for the Scheduled Castes and Scheduled Tribes .

Further provided that the candidates who qualify in the order of merit but the results of whose medical standards test are pending will be recommended provisionally .
15. The form and manner of communication of the result of the examination to individual candidates shall be decided by the Commission in their discretion and the Commission will not enter into correspondence with them regarding the result .
16. Acandidate must be in good mental and bodily health and free from any physical defect likely to interfere with the discharge of his /her duties as an officer of the service . A candidate, who after such, medical examination as Government or the appointing authority , as the case may be , may prescribe, is found not to satisfy these requirements will not be appointed. The candidate should be in SHAPE - I medical category as specified in CISF Circular No. (145 ) dated 28.01.2009 .
17. The list of finally selected candidates would be forwarded by the Commission to Ministry of Home Affairs/ Directorate General , CISF for issue of offer of appointment to the post of Assistant Commandants (GD/Executive) for training and medical examination . The selected candidates shall undergo training at the training center of the Force and will remain on probation for a period of two years .
18. No T.A./D.A./ Journey expenses will be allowed to the candidates for attending the Exam at any stage .

Scheme and Syllabus of the Written Examination for the Limited
Departmental Competitive Examination for the post of Assistant Commandants in Central Industrial Security Force
(1) Scheme of Written Examination : -
The written examination to be conducted by Union Public Service Commission will comprise two papers as follows :
Paper I : General Ability and Intelligence and Professional Skill . (300 marks ) (150 questions) (2½ hours . )
This paper will be of Objective Type (Multiple Choice Questions ) in which the questions will be set in English as well as Hindi . The Paper will comprise two parts as follows:

(100 Marks) Paper II : Essay, Precis Writing and Comprehension
(2 hours)
In this paper candidates will be allowed the option of writing the Essay Component in English or Hindi , but the medium of Precis Writing and Comprehension components will be English only .
Note -1 : Candidates should ensure that in Paper II they write the Answers only in the Medium allowed by the Commission for the different components as mentioned above . No credit will be given for answers written in a medium other than the one allowed in the Paper.
Note-2 : Candidates will be required to indicate the medium of writing the Essay Component in the Attendance List and on the Answer Book . No credit will be given for the Essay Component if the candidate indicates a medium on the Attendance List and on the Answer Book other than the one in which he/she has written the Essay.
Note- 3 : There will be minimum qualifying marks separately in each paper as may be fixed by the Commission.
Note-4: The Commission will declare a list of candidates qualified in the written Exam . The CISF will conduct Physical Efficiency Test first and thereafter the Medical Efficiency Test of only those candidates will be conducted who are declared qualified in the Physical Efficiency Test .
Note- 5 : The candidates who qualify in the Medical Examination and Physical Efficiency Test shall be required to appear for Personality Test/ Interview to be conducted by the Commission.
On completion of above process , a final merit list of candidates shall be prepared and be sent to the CISF authority for taking further course of action.

The candidates should not have squint of any degree and should have high colour vision. The candidates will be tested for colour vision by Ishahara's test as well as Edrich-Green Lantern Test . Eyes should be bright , clear with no abnormality/disease. Movements of eyeballs should be full and free in all direction. In every case of Myopia , fundus examination should be carried out and the results should be recorded . Contact lenses or lacer surgery is not allowed.
(b) Carrying angle
Carrying angle should not be more than 15° for male and 20° for female.
(c) Ear
i ) Candidate should not have any degree of deafness or persistent ear discharge.
ii ) Candidate should not have any other condition (congenital or acquired ) like atresia of the meatus , exostosis , neoplasm which is causing obstruction of earpassage and should not have history or recurrent earache , tinnitus and vertigo.
( d) Nose Candidate should not have DNS, atrophic rhinitis , tubercular ulceration , chronic sinusitis .
(e) Neck : Candidate should not have enlarged lymph nodes, thyroid or other swelling of neck, inability to extend the neck fully or any evidence of disease of spine or cervical vertebrae.
( f)) Teeth : Candidate must possess sufficient number of sound teeth for efficient mastication . Candidate should not have severe pyorrhea .
(2)Μόντενεπή Dise Candidate should not have active signs of clinical VD.
((t)) Citronic skin diseases: Candidate should not have chronic skin diseases
like Leprosy, chronic dermatitis , extensive Pityriasis Versicolor , psoriasis , SLE etc.

(3) General Standards :
a) Speech should be without impediment i.e. no stammering .
b) The candidate should not have any indication of chronic disease like TB , any type of arthritis, high blood pressure , Diabetes, Bronchial Asthma, any heart disease.
c) Candidate should not have perceptible and visible glandular swelling any where in the body.
d) Chest shouldbe well formed, devoid of any abnormality like flat chest , pigeon chest, with rickety rosary defects . Heart and lungs should be sound.
e) Limbs , hands and feet shouldbe well formed and fully developed and there shall be perfect motion of all joints.
f) Should not have any old/mal united fracture of bones.
g) There should be free and perfect movements of all the joints .
h) Feet and toes should be well formed.
i) Should not have congenital malformation or defects.
J ) Should not bear traces of previous acute or chronic disease pointingto any impaired constitution .
k) Candidate should have no disease of the genito urinary tract.
1) Candidate should have no inguinal , scrotal swelling , any type of Hernia.
m) (Only for male ) Both the testicles are in the scrotum and of normal size .
n) The candidate must not have knock knees , flat foot , varicose veins .
o) They must be in good mental and bodily health and free from any physical defect likely to interfere with the efficient performance of the duties .
(4) Candidate should not suffer from TACHYCARDIA (more than 100 pulse rate per minute) or BRADYCARDIA ( less than 50 per minute).
(5) Candidate should not suffer from Hernia, hemorrhoids , condylomata prolapse rectum.
Clarification
Note:- A candidate will not be declared " Temporarily unfit " but " unfit " if he /she does not meet the requirements in weight, pregnancy , BP , mental or nervous instability etc. A candidate will be declared " Temporarily unfit " only in exceptional cases when there is a very good chance of being otherwise fit after treatment within onemonth.
