New Delhi , the 6th November , 2009 S.O. 2881 (E). Whereas the members of the Central
Council ofHomoeopathy (hereinafter referred to as the said Council ) have, in pursuance of sub - section (2) of section 3 ofthe Homoeopathy Central Council Act, 1973 (59 of1973 ) (hereinafter referred to as the said Act) , read with regulations 3 and 4 of the Homoeopathy Central Council (Election of President and Vice-President) Regulations , 1976 , elected, at the meeting of the said Council held on the 7th August, 2009, Dr. Ramjee Singh as the President and Dr. Bhasme Arun Kumar Nilkanthrao as the Vice- President of the said Council .
का.आ. 2881(अ).-होम्योपैथी केंद्रीय परिषद् (अध्यक्ष और उपाध्यक्ष का निर्वाचन ) विनियम, 1976 के विनियम 3 और 4 के साथ पठित होम्योपैथी केंद्रीय परिषद् अधिनियम , 1973 ( 1973 का 59) (जिसे इसके पश्चात् उक्त अधिनियम कहा गया है ) की धारा 3 की उप - धारा ( 2 ) के अनुसरण में , केंद्रीय होम्योपैथी परिषद् (जिसे इसके पश्चात् उक्त परिषद कहा गया है ) के सदस्यों ने 7 अगस्त, 2009 को आयोजित अपनी बैठक में डा. रामजी सिंह को उक्त परिषद का अध्यक्ष और डा. भष्मे अरूण कुमार निलकंठ राव को परिषद् के उपाध्यक्ष के रूप में निर्वाचित किया है ।
अतः , अब केंद्रीय सरकार , उक्त अधिनियम की धारा 3 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और उक्त परिषद् के अध्यक्ष के रूप में डा. एस.पी.एस. बक्शी और उपाध्यक्ष के रूप में डा. रामजी सिंह के निर्वाचन से संबंधित भारत सरकार के स्वास्थ्य और परिवार कल्याण मंत्रालय ( भारतीय चिकित्सा पद्धति एवं होम्योपैथी विभाग ) की अधिसूचना सं. का.आ, 502 ( अ) तारीख 22 जून , 1999 को अधिक्रांत करते हुए, उक्त परिषद् के अध्यक्ष एवं उपाध्यक्ष के रूप में क्रमशः डा. रामजी सिंह और डा. भष्मे अरूण कुमार निलकंठ राव के निर्वाचन को अधिसूचित करती है जो माननीय उच्च न्यायालय , पंजाब और हरियाणा, चंडीगढ़ में डा. परमजीत सिंह रानू बनाम भारत संघ व अन्य शीर्षक 2009 की सिविल रिट याचिका संख्या 11261 संबंधी निर्णय के अधीन होगा ।
Now, therefore , in exercise of powers conferred by section 3 of the said Act, and in supersession of the notification of the Government of India in the Ministry of Health and Family Welfare ( Department of Indian System ofMedicines and Homoeopathy) , number S.O. 502(E ) , dated the 22nd June, 1999 relating to the election of Dr. S. P. S. Bakshi as the President and Dr. Ramjee Singh as the Vice- President of the said Council , the Central Government , hereby notifies , subject to the decision of Hon'ble High Court ofPunjab & Haryana at Chandigarh in Civil Writ Petition No. 11261 of2009 titled Dr. Paramjit Singh Ranu v/s Union of India & Others, the election of Dr. Ramjee Singh and Dr. Bhasme Arun Kumar Nilkanthrao as the President and Vice- President respectively of the said Council.
