सं. भा.आ.प. - 18( 1 )/2009-मेडि./51210 .- भारतीय आयुर्विज्ञान परिषद् अधिनियम, 1956 (1956 का 102 ) की धारा 33 द्वारा प्रदत्त शक्तियों का इस्तेमाल करते हुए , " स्नातकोत्तर चिकित्सा शिक्षा विनियमावली , 2000 " में पुनः संशोधन करने हेतु, भारतीय आयुर्विज्ञान परिषद्, केन्द्रीय सरकार के पूर्व अनुमोदन से एतद्वारा निम्नलिखित विनियम बनाती है , नामतः :-
1. (i) इन विनियमों को 'स्नातकोत्तर चिकित्सा शिक्षा (संशोधन) नियमावली, 2009 भाग- III" कहा जाए ।
(ii) वे सरकारी गजट में उनके प्रकाशन की तारीख से प्रवृत्त होंगे ।
2. 'स्नातकोत्तर चिकित्सा शिक्षां विनियमावली , 2000 में निम्नलिखित परिवर्धन/ संशोधन/ विलोप/ प्रतिस्थापन दर्शाए जाएंगेः-
3. "स्नातकोत्तर चिकित्सा शिक्षा विनियमावली, 2009 (भाग II) " द्वारा यथासंशोधित "स्नातकोत्तर चिकित्सा शिक्षा विनियमावली (संशोधन) 2000 के खंड 9(2)(घ) के पश्चात् निम्नलिखित उपबंध जोड़ा जाएगाः
"पुनः बशर्ते कि स्नातकोत्तर दाखिले के लिए मेरिट और प्रवेश परीक्षा और मेरिट का निर्धारण करने में, दूर- दराज या दुर्गम क्षेत्रों में सेघा में प्रत्येक वर्ष के लिए प्राप्त किए गए अंकों के 10 प्रतिशत की दर से प्रोत्साहन के रूप में, प्राप्त किए गए अंकों का 30 प्रतिशत तक भारांश दिया जा सकता है । "

[PART III-SEC. 4] 4. " स्नातकोत्तर चिकित्सा शिक्षा विनियमावली (संशोधन) , 2009" द्वारा यथासंशोधित विनियम 11.1 (घ) में निम्नलिखित उपबंध जोड़ा जाएगा:
" बशर्ते कि स्नातकोत्तर चिकित्सा शिक्षकों को इस प्रकार का पद या पदनाम/ दर्जा, संबंधित अस्पताल / संस्थान ने केवल उन्हीं परामर्शदाताओं को दिया जाएगा, जो संबंधित सरकारी अस्पताल / संस्थान की वार्षिक स्वीकृत प्रवेश क्षमता में स्नातकोत्तर चिकित्सा शिक्षा प्रदान करने की न्यूनतम शर्त को पूरा करते हों । "
5. " स्नातकोत्तर चिकित्सा शिक्षा विनियमावली (संशोधन) ( भाग II) , 2009 " द्वारा यथासंशोधित " स्नातकोत्तर चिकित्सा शिक्षा विनियमावली (संशोधन) , 2000 के खंड 12(3) के पश्चात् निम्नलिखित उपबंध जोड़ा जाएगा:
"बशर्ते कि इकाई में 10 बिस्तर प्रति सीट का अतिरिक्त अनुपूरण केवल तभी लागू किया जाएगा जब किसी प्रोफेसर के मामले में उच्चतर अध्यापकों और छात्रों के 1 :2 के अनुपात द्वारा आबंटन के परिणामस्वरूप, इकाई में डिग्री / डिप्लोमा पाठ्यक्रमों में 4 स्नातकोत्तर सीटें प्रदान की गई हों और यह स्पष्ट किया गया हो कि वर्तमान विनियमावली में यथानिर्धारित 30 बिस्तर प्रति इकाई की संख्या, डिग्री / डिप्लोमा पाठ्यक्रमों में कुल 3 स्नातकोत्तर सीटों तक उपयुक्त मानी जाएगी । "
6. "स्नातकोत्तर चिकित्सा शिक्षा विनियमावली (संशोधन) (भाग II ) , 2009" द्वारा यथासंशोधित " स्नातकोत्तर चिकित्सा शिक्षा विनियमावली (संशोधन) , 2000 के खंड 12 (4) के पश्चात् निम्नलिखित उपबंध जोड़ा जाएगा:
" बशर्ते कि इकाई में 10 बिस्तर प्रति सीट का अतिरिक्त अनुपूरण केवल तभी लागू किया जाएगा जब किसी प्रोफेसर / एसोसिएट प्रोफेसर के मामले में उच्चतर अध्यापकों और छात्रों के 1 :2 के अनुपात द्वारा आबंटन के परिणामस्वरूप , इकाई में डी.एम. / एम. सीएच. पाठ्यक्रमों में 3 या इससे अधिक स्नातकोत्तर सीटें प्रदान की गई हों और यह स्पष्ट किया गया हो कि वर्तमान विनियमावली में यथानिर्धारित 20 बिस्तर प्रति इकाई भारत का राजपत्र : असाधारण

की संख्या, डी.एम. / एम.सीएच. पाठ्यक्रमों में कुल दो स्नातकोत्तर सीटों तक उपयुक्त मानी जाएगी ।"

पाद टिप्पणी: प्रधान नियमावली नामतः " स्नातकोत्तर चिकित्सा शिक्षा विनियमावली, 2000" दिनांक 7 अक्तूबर , 2000 को भारत के राजपत्र के भाग III , खण्ड 4 में प्रकाशित की गई थी और इसे भारतीय आयुर्विज्ञान परिषद् की दिनांक 3-3-2001 , 6-10-2001 , 16-3-2005 , 23-3-2006 , 20-10-2008 , 25-3-2009 और 21-7-2009की अधिसूचना के अंतर्गत संशोधित किया गया था ।

NOTIFICATION
New Delhi , the 17th November , 2009 No. MCI.18 ( 1 )/2009-Med./51210.-In exercise of the powers conferred by Section 33 of the Indian Medical Council Act, 1956 ( 102 of 1956) , the Medical Council of India with the previous approval of the Central Government hereby makes the following regulations to further amend the " Postgraduate Medical Education Regulations , 2000" , namely:-
1 . (1) These Regulations may be called the "Postgraduate Medical Education (Amendment) Regulations , 2009 Part - III" .
( ii) They shall come into force from the date of their publication in the Official Gazette .
2. In the " Postgraduate Medical Education Regulations , 2000" , the following additions / modifications / deletions / substitutions , shall be as indicated therein: -
3. The following proviso shall be added after clause 9 (2) (d) of the " Postgraduate Medical Education (Amendment) Regulations , 2000 as amended by "Postgraduate Medical Education (Amendment) Regulations , 2009 (Part II) :
"Further provided that in determining the merit and the entrance test for postgraduate admission weightage in the marks may be given as an incentive at the rate of 10% of the marks obtained for each year in service in remote or difficult areas upto the maximum of 30 % of the marks obtained ."
4. The following proviso shall be added to Regulation 11.1 (d) , as amended by "Postgraduate Medical Education (Amendment) Regulations , 2005 " : -
"Provided that such conferment of the nomenclature of the designation/status of postgraduate medical teachers shall be awarded only to those many number of consultants in the concerned hospital/institution so as to fulfill the minimum 4

requirement for imparting Postgraduate Medical Education to the sanctioned annual intake of the respective Govt . hospital/ institute . "
5. The following proviso shall be added after clause 12 (3 ) of the "Postgraduate Medical Education Regulations , 2000 " , as amended by " Postgraduate Medical Education (Amendment) Regulations , 2009 (Part II) " :
"Provided that the additional complement of 10 beds in the unit is to be made applicable only when the allocation by higher teachers students ratio of 1:2 in the case of a Professor results in awarding 4 postgraduate seats in degree/diploma courses in the unit, further clarifying that the strength of 30 beds per unit as prescribed in the present regulations will be considered adequate upto total 3 postgraduate seats in degree/diploma courses ."
6. The following proviso shall be added after clause 12 (4) of the " Postgraduate Medical Education (Amendment) Regulations , 2000, as amended by "Postgraduate Medical Education (Amendment) Regulations , 2009 (Part II)":- .
"Provided that the additional complement of 10 beds per seat in the unit is to be made applicable only when the allocation by higher teacher student ratio 1 : 2 in the case of a Professor/Associate Professor results in awarding 3 or . more postgraduate seats in D.M./M.Ch . courses in the unit, further clarifying that the strength of 20 beds per unit as prescribed in the present Regulations will be considered adequate upto total 2 postgraduate seats in D.M./M.Ch . courses . "

Foot Note : The Principal Regulations namely , " Postgraduate Medical Education Regulations , 2000" were published in Part III, Section 4 ofthe Gazette of India on the 7th October , 2000 , and amended vide MCI notification dated 3-3-2001 , 6-10-2001 , 16-3-2005 , 23-3-2006, 20-10-2008 , 25-3-2009 and 21-7-2009 .
