का.आ. 2954(अ).- यतः मै. केरल स्टेट इन्फरमेशन टेक्नोलोजी इन्फ्रास्ट्रक्चर लिमिटेड, जो केरल राज्य में एक सरकारी संगठन है , ने केरल राज्य में ग्राम मुलावाना, जिला कोलम में सूचना प्रौद्योगिकी एवं सूचना प्रौद्योगिकी समर्थित सेवाओं हेतु विकसित एक क्षेत्र विशिष्ट विशेष आर्थिक जोन की स्थापना हेतु विशेष आर्थिक जोन अधिनियम, 2005 (2005 का 28) (जिसे एतद्यश्चात् उक्त अधिनियम कहा गया है) की धारा 3 के अंतर्गत प्रस्ताव किया है;
औरं यतः केन्द्र सरकार इस बात से संतुष्ट है कि उक्त अधिनियम की धारा की उप- धारा (8 ) के अंतर्गत अपेक्षाओं तथा अन्य संबंधित अपेक्षाओं को पूरा कर लिया गया है और उसने उपर्युक्त विशिष्ट विशेष आर्थिक जोन के विकास , प्रचालन एवं रखरखाव हेतु उक्त अधिनियम की धारा 3 की उप - धारा ( 10 ) के अंतर्गत दिनांक 26 फरवरी , 2009 को अनुमोदन पत्र प्रदान कर दिया है;
अतः अब विशेष आर्थिक जोन अधिनियम, 2005 की धारा 4 की उप- धारा (1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और विशेष आर्थिक जोन नियम, 2006 के नियम 8 के अनुसरण में : -
(i ) केन्द्र सरकार एतद्वारा निम्नलिखित तालिका में उल्लिखित सर्वेक्षण संख्या और क्षेत्र को एक विशष आर्थिक जोन के रूप अधिसूचित करती है , अर्थात् :

की धारा 14 की प्रयोजनार्थ (ii) केन्द्रीय सरकार एतद्वारा उक्त अधिनियम उपर्युक्त विशेष आर्थिक जोन के लिए एक समिति, जिसे अनुमोदन समिति कहा जाएगा , गठित करती है , जिसके अध्यक्ष और सदस्य निम्नानुसार हैं , अर्थात् : -
अध्यक्ष , पदेन 1. विशेष आर्थिक जोन का विकास आयुक्त
2.
सदस्य, पदेन निदेशक अथवा उप - सचिव , भारत सरकार , वाणिज्य एवं उद्योग मंत्रालय , वाणिज्य विभाग या उसका नामिती जिसका स्तर अवर सचिव , भारत सरकार से कम नहीं होगा
3.
सदस्य, पदेन विशेष आर्थिक जोन पर भू- भागीय क्षेत्राधिकार रखने वाला क्षेत्रीय संयुक्त विदेश व्यापार महानिदेशक
4.
सदस्य , पदेन विशेष आर्थिक जोन पर भू- भागीय क्षेत्राधिकार रखने वाले सीमाशुल्क आयुक्त या केन्द्रीय उत्पाद शुल्क आयुक्त अथवा उनका नामिती जिसका स्तर संयुक्त आयुक्त से कम नहीं होगा
सदस्य, पदेन 5. विशेष आर्थिक जोन पर भू- भागीय क्षेत्राधिकार रखने वाले आयकर आयुक्त अथवा उसका नामिती जिसका स्तर संयुक्त आयुक्त से कम नहीं होगा
सदस्य, पदेन 6. निदेशक (बैंकिंग) , वित्त मंत्रालय , बैंकिंग प्रभाग , भारत सरकार
सदस्य, पदेन 7. केरल सरकार द्वारा नामित किए जाने वाले दो अधिकारी जिनका स्तर संयुक्त सचिव से कम नहीं होगा

विशेष आमंत्रिती मै. केरल स्टेट इन्फरमेशन टेक्नोलोजी इन्फ्रास्ट्रक्चर लिमिटेड (जोन के विकासकर्ता ) का प्रतिनिधि
19 नवम्बर , को उस तारीख के रूप (iii ) केन्द्रीय सरकार एतद्वारा , दिनांक में निर्धारित करती है जिस तारीख से उक्त क्षेत्र विशिष्ट विशेष जोन को सीमा- शुल्क अधिनियम, 1962 ( 1962 का 52) की धारा 7 के अंतर्गत अंतर्देशीय कंटेनर डिपो माना जाएगा ।

NOTIFICATION
New Delhi , the 19th November , 2009
S.O. 2954 (E ) . Whereas M/ s . Kerala State Information Technology Infrastructure Limited, a government organization in the State of Kerala, has proposed under section 3 of the Special Economic Zones Act, 2005 (28 of 2005) , (hereinafter referred to as the said Act) , to set up a sector specific Special Economic Zone for Information Technology and Information Technology Enabled Services at village Mulavana , District Kollam in the State of Kerala;
And whereas the Central Government is satisfied that requirements under sub- section (8) of section 3 of the said Act, and other related requirements are fulfilled and it has granted letter of approval under sub - section (10) of section 3 . of the said Act for development, operation and maintenance of the above Special Economic Zone on 26th February , 2009;
Now, therefore, in exercise of the powers conferred by sub-section (1) of section 4 of the Special Economic Zones Act, 2005 and in pursuance of rule 8 of theSpecial Economic Zones Rules , 2006:
(i) the Central Government hereby notifies the following survey numbers and the area given below in the table, as a Special Economic Zone , namely:-

(ii ) the Central Government hereby also constitutes a Committee to be called the Approval Committee for the above sector specific Special Economic Zone for the purposes of section 14 of the said Act consisting of the following Chairperson and Members , namely: - 4

( iii) the Central Government hereby also appoints the 19th day of November , 2009 as the date from which above the sector specific Special Economic Zone shall be deemed to be Inland Container Depot under section 7 of the Customs Act , 1962 (52of1962).
