का.आ. 2963(अ) , केन्द्रीय सरकार ने , भारतीय राष्ट्रीय राजमार्ग प्राधिकरण अधिनियम , 1988 ( 1988 का 68 ) की धारा 11 के अधीन जारी भारत सरकार के सड़क परिवहन और राजमार्ग मंत्रालय की अधिसूचना संख्यांक का.आ. 465( अ) , तारीख 26 अप्रैल , 2002 , द्वारा तमिलनाडु राज्य में राष्ट्रीय राजमार्ग सं. 7 के 0.00 कि.मी. से 231.600 कि.मी. के भूखंड ( मदुरई से कन्याकुमारी सेक्शन ) को भारतीय राष्ट्रीय राजमार्ग प्राधिकरण ( जिसे इसमें इसके पश्चात् प्राधिकरण कहा गया है ) को सौंप दिया था ।
अतः , अब, केन्द्रीय सरकार, राष्ट्रीय राजमार्ग फीस ( दरों का अवधारण और संग्रहण) नियम , 2008 के साथ पठित राष्ट्रीय राजमार्ग अधिनियम, 1956 ( 1956 का 48 ) की धारा 7 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, तमिलनाडु राज्य में राष्ट्रीय राजमार्ग संख्या 7 के विरूधनगर से कोवलपट्टी सेक्शन के 52.300 कि.मी. से 99.780 कि.मी. ( कुल लम्बाई 47.480 किलोमीटर ) तक के उपयोग के लिए नीचे की सारणी के स्तंभ (2 ) ममें विनिर्दिष्ट यानों के प्रकार पर उसके स्तंभ ( 3 ) , ( 4 ) , ( 5 ) और ( 6 ) में विनिर्दिष्ट दरों पर फीस उद्गृहीत करती है और प्राधिकरण को उक्त फीस का संग्रहण अपने पदधारियों या ठेकेदार के माध्यम से करने के लिए प्राधिकृत करती है, अर्थात्:--

NOTIFICATION
New Delhi , the 20th November , 2009
S.O. 2963 ( E ) .Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 465 ( E ) , dated the 26th April , 2002, issued under Section 11 of the National Highways Authority of India Act , 1988 (68 of 1988 ) , the Central Government has entrusted the stretch from km . 0.00 km . 231.600 ( Madurai to Kanyakumari Section ) of National Highway No. 7 in the State of Tamil Nadu to the National Highways Authority of India (hercinafter referred to as the Authority);
Now, therefore , in exercise of the powers conferred by Section 7 of the National Highways Act, 1956 (48 of 1956) , read with the National Highways Fee Determination of Rates and Collection ) Rules , 2008 , the Central Government hereby levies the fee at the rates specified in columns (3 ), (4), (5) and (6 ) of the following Table, on the Type of Vehicles specified in column (2) thereof, for the use of the Virudhunagar to Kovilpatti Section from km . 52.300 -km . 99.780 (total length being 47.480 kilometers ) , of National Highway No. 7 in the State of Tamil Nadu and authorizes the Authority to collect , either through its officials or through a contractor , the said fee , namely: -
