सा.का.नि. 846(अ).-कयर बोर्ड द्वारा कयर उद्योग अधिनियम , 1953 ( 1953 का 45 ) की धारा 27 द्वारा सौंपी गयी शक्तियों के प्रयोग में बनाए गए और केंद्र सरकार द्वारा पुष्टि किए गए उक्त अधिनियम की धारा 27 की उप- धारा ( 2 ) द्वारा यथाअपेक्षित निम्नलिखित उप -नियम एतद्वारा प्रकाशित किए जाते हैं, नामतः :-
1. लघु शीर्ष और प्रारम्भ :-( 1 ) इन उप नियमों को कयर बोर्ड ( सेवा ) संशोधन
उप-नियम, 2009 कहा जाएगा ।
( 2 ) ये सरकारी राजपत्र में प्रकाशन की तारीख से लागू होंगे ।
2. अनुसूची में संशोधन. कयर बोर्ड ( सेवा ) उप- नियम , 1983 की अनुसूची में , निदेशक ( विपणन ) के पद से संबंधित कॉलम 7 , 8 और 10 में आने वाली प्रविष्टियों को क्रमशः , निम्नलिखित प्रविष्टियों से प्रतिस्थापित किया जाएगा , नामतः :

आवश्यक : (i ) कारोबार प्रबंध में विपणन या निर्यात संवर्धन में 5 वर्षों के अनुभव के साथ कारोबार प्रबंध में स्नातकोत्तर उपाधि स्नातकोत्तर उपाधि तथा सार्वजनिक या निजी क्षेत्र की कम्पनी या सार्वजनिक क्षेत्र उपक्रम या सरकारी उपक्रम या केंद्र सरकार या राज्य सरकार के स्वायत्तशासी निकाय के लिए घरेलू या विदेशी बाजारों में विपणन या विपणन संवर्धन कार्यकलाप में 10 वर्षों का उपाधि उपरांत अनुभव
( ii) निर्यात प्रलेखीकरण , विदेशी व्यापार नीति, विश्व व्यापार संगठन रिजीम आदि के अंतर्गत व्यापार बाधाओं की जानकारी होनी चाहिए "
वांछनीय : भारत और विदेश में कयर वस्तुओं के विपणन संवर्धन में अनुभव।
टिप्पण 1 : अर्हताएं अन्यथा सुअर्हित अभ्यार्थियों की दशा में नियुक्ति प्राधिकारी के विवेकानुसार शिथिल की जा सकती हैं ।
टिप्पण 2 : अनुभव संबंधी अर्हता(अर्हताएं )
नियुक्ति प्राधिकारी के विवेकानुसार अनुसूचित जाति/अनुसूचित जन जातियों के अभ्यार्थियों की दशा में जब शिथिल की जा सकती है ( हैं) जब चयन के किसी परकर्म पर नियुक्ति अधिकारी की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यार्थी पर्याप्त संख्या में उपलब्ध नहीं हो सकेंगे ।
: पदोन्नतिः कयर बोर्ड के अधिकारी जिनकी 6600 रू. ग्रेड पे में 5 वर्ष की नियमित सेवा हो या 5400 रू . के ग्रेड पे में और 6600 रू . के ग्रेड पे में 10 वर्ष की सम्मिलित नियमित सेवा हो ।
نا प्रतिनियुक्ति या विलय (अल्प अवधि संविदा) : " कॉलम 7 के अन्तर्गत सीधी भर्ती के लिए मान्य योग्यता रखने वाले केंद्र सरकार या राज्य सरकार या केंद्र सरकार या राज्य सरकार के स्वायत्तशासी निकाय के अधिकारी जिनकी 6600 रू . के ग्रेड पे में 5 वर्ष की नियमित सेवा हो या 5400 रू. के ग्रेड पे और 6600 रू . के ग्रेड पे में सम्मिलित रूप से 10 वर्षों की नियमित सेवा हो ।"

New Delhi , the 26th November , 2009
G.S.R. 846(E) .- The following bye -laws , made by the Coir Board in exercise of the powers conferred by section 27 of the Coir Industry Act , 1953 (45 of 1953 ) and confirmed by the Central Government , are hereby published as required by sub- section (2 ) of the section 27 of the said Act, namely: -
1. Short title and commencement . ( 1 ) 'These Bye - laws may be called the Coir Board (Services) Amendment Bye - laws , 2009.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. Amendment of Schedule . - In the Coir Board (Services) Bye - laws , 1983 , in the Schedule , for the entries occurring in columns 7, 8 and 10 relating to the post of Director (Marketing) , the following entries shall , respectively , be substituted , namely; -

Promotion: Officers of Coir Board with 5 years regular service in the grade pay of Rs . 6600 or 10 years combined regular service in the grade pay of Rs . 5400 "Essential: ( i ) Post Graduate Degree in Business Management with 10 years post qualification experience in Marketing and Market Promotion activities in domestic and Foreign Markets for a public or Private Sector Company or Public Sector Undertaking or Government Undertakings or Autonomous Bodies of Central Government or State

Note 1 : Qualifications are relaxable at the discretion of the appointing authority in case of candidates otherwise well qualified .
Note 2: The qualification( s) regarding experience is/ are relaxable at the discretion of the appointing authority in case of candidates belonging to the Scheduled Castes and Scheduled Tribes if at any stage of selection the appointing authority is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them .
Deputation or Absorption (including Short term contract): Officers of Central Government or State Government or Autonomous Bodies of Central Government or State Government with 5 years regular service in the grade pay of Rs . 6600 or 10 years combined regular service in the grade pay of Rs . 5400 and grade pay Rs. 6600 and possessing qualifications prescribed for Direct Recruitment under column 7" . of
