G. S.R. 858 ( E ).--- Whereas , the following draft rules to amend the Explosives Rules , 2008 is hereby published, as required by Sub - section ( 1 ) of Section 18 of the Explosives Act , 1884 (4 of 1884 ), for the information ofthe public likely to be affected thereby; and notice is hereby given that the said draft rules shall be taken into consideration on or after the expiry of a period of forty- five days from the date of publication of this notification;
सा.का.नि. 858(अ). जबकि विस्फोटक , नियमावली , 2008 में संशोधन हेतु विस्फोटक अधिनियम, 1884 ( 1884 का 4 ) की धारा 18 की उप - धारा ( i ) के अनुसार यथाअपेक्षित निम्नलिखित मसौदा नियमों को इसके द्वारा प्रभावित होने की संभावना वाले सभी लोगों के सूचनार्थ, एतद्वारा प्रकाशित किया जाता है और एतद्वारा नोटिस दिया जाता है कि उक्त मसौदा नियमों पर इस अधिसूचना के प्रकाशन की तारीख से 45 दिन की अवधि समाप्त होने पर अथवा इसके पश्चात् विचार किया जायेगा;
Any person desirous of making any suggestions or objections with respect to the said rules may forward the same, within the period so specified , to the Secretary of the Department of Industrial Policy and Promotion , Ministry of Commerce and Industry, Udyog Bhavan , New Delhi- 110001 .
उक्त नियमों के बारे में कोई सुझाव अथवा आपत्ति देने का इच्छुक कोई व्यक्ति ऐसी विनिर्दिष्ट अवधि के भीतर उसे सचिव , औद्योगिक नीति एवं संवर्धन विभाग , वाणिज्य और उद्योग मंत्रालय , उद्योग भवन , नई दिल्ली-110001 को भेज सकता है ।
1. ( 1 ) इन नियमों को विस्फोटक ( संशोधन ) नियमावली,
1. (1) These rules may be called the Explosives (Amendment) Rules , 2009 .
2009 कहा जायेगा।
(2) They shall come into force on the date of their final publication in the Official Gazette.
(2) ये नियम सरकारी राजपत्र में उनके अंतिम रूप से प्रकाशन की तारीख से प्रभावी होंगे ।
2. विस्फोटक नियमावली , 2008 में अनुसूची V , भाग 4 में , सेट- XVI में शर्त 3 में खंड ( क) के लिए निम्नलिखित खंड से प्रतिस्थापित किया जायेगा , नामतः :-
2. In the Explosives Rules , 2008, in Schedule -V in Part4, in SET - XVI , in Condition 3, for clause (a) , the follow- ing clause shall be substituted namely:-
" ( क) प्रत्येक सलाई (स्टिक ) पर विस्फोटक सामग्री रंगीन माचिसों के मसाले में 2.0 ग्राम तथा स्टार माचिसों के मसाले में 3.0 ग्राम से अधिक नहीं होगी और सलाई की लंबाई 180 मि.मी. से अधिक नहीं होनी चाहिए तथा विस्फोटक सामग्री से ढकी हुई प्रत्येक सलाई की लंबाई की आधी लम्बाई से अधिक नहींहोनी चाहिए" ।
" ( a ) The explosives mixture on each stick shall not exceed 2.0 gram in the case of colour matches and 3.0 gram in the case of star matches and the length of the stick shall not be more than 180 mm and the extent of length of each stick covered by explosives mixture shall not be morc than half of the length of the stick " .
