सा.का.नि. 865(अ) .कीटनाशी नियम, 1971 का और संशोधन करने के लिए निम्नलिखित प्रारूप नियम जिसे केन्द्रीय सरकार, केन्द्रीय कीटनाशी बोर्ड के परामर्श से कीटनाशी अधिनियम , 1968 ( 1968 का 46 ) की धारा 36 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , बनाने का प्रस्ताव करती है , उक्त धारा की अपेक्षानुसार उन सभी व्यक्तियों की जानकारी के लिए, जिनके उससे प्रभावित होने की सम्भावना है , प्रकाशित करती है ; और यह सूचना दी जाती है कि उक्त प्रारूप नियम पर उस तारीख से, जिसको इस अधिसूचना से अंतर्विष्ट भारत के राजपत्र की प्रतियां जनता को उपलब्ध कराई जाती हैं, पैंतालीस दिन की अवधि की समाप्ति के पश्चात् विचार किया जाएगा;
उक्त प्रारूप नियम के संबंध में कोई सुझाव या आक्षेप उक्त अवधि के अवसान से पूर्व केन्द्रीय सरकार के विचार के लिए, संयुक्त सचिव (पौधा संरक्षण ) , कृषि मंत्रालय ( कृषि और सहकारिता विभाग ) , कृषि भवन, नई दिल्ली-110001 को अग्रेषित किए जा सकेंगे ।
प्रारूप नियम
1. ( 1 ) इन नियमों का संक्षिप्त नाम कीटनाशी ( दूसरा संशोधन ) नियम, 2009 है ।
(2) यह राजपत्र में प्रकाशन की तारीख को प्रवृत्त होगा । 2. कीटनाशी नियम , 1971 के नियम 6 में,-
(क) उपनियम (2 ) में ,

" रजिस्ट्रीकरण फीस के लिए फरीदाबाद पर संदाय लेखा अधिकारी, पौध संरक्षण करंतीन, भांडागार निदेशालय , के पक्ष में रेखांकित बैंक ड्राफ्ट सहित " शब्दों का लोप किया जाएगा;
(ख) उप - नियम (3 ) के पश्चात् निम्नलिखित उप-नियम अंतःस्थापित किया जाएगा , अर्थात्:-
" ( 3क) रजिस्ट्रीकरण फीस को केन्द्रीय कीटनाशी बोर्ड और रजिस्ट्रीकरण समिति के सचिवालय के वेबसाइट पर लॉगिंग से इंटरनेट संदाय गेट वे सेवाओं का उपयोग करके डेबिट या क्रेडिट कार्ड के माध्यम से संदत्त किया जा सकेगा । " ।

NOTIFICATION
New Delhi , the 7th December , 2009
G.S.R. 865 (E ).- The following draft rule to further to amend the Insecticides Rules , 1971 , which the Central Government proposes to make in exercise of the powers conferredby section 36 of the Insecticides Act , 1968 (46 of 1968) in consultation with the Central Insecticides Board , is hereby published, as required by the said section, for information of all persons likely to be affected thereby; and notice is hereby given that the said draft rule shall be taken into consideration after the expiry of a period of forty- five days from the date on which copies ofthe Gazette of India containing this notification are made available to thepublic;
Any suggestion or objection in respect of the said draft rule may be forwarded before the expiry of the said period for consideration of the Central Government to the JointSecretary ( Plant Protection ) , Ministry of Agriculture , (Department of Agriculture and Co- operation ) , Krishi Bhavan , New Delhi - 11000 1 .
DraftRules
1. ( 1 ) These rules may be called the Insecticides (Second Amendment) Rules , 2009 .
(2) These shall come into force on the date of theirpublication in the Official Gazette .
2. In the Insecticide Rules , 1971 , in rule 6 ,
[PART II--SEC . 3 ( i ) ]
(a) in sub-rule (2) , the words ,
"together with a bank draft , drawn in favour of the Accounts Officer , Directorate of Plant Pro- tection , Quarantine & Storage , payable at Faridabad towards registration fee " shall be omitted;
(b) after sub - rule ( 3 ) , the following sub - rule shall be inserted, namely:-
"(3A) The registration fees may also be paid through debit or credit card using internet pay- ment gateway services by logging on the website of secretariat of Central Insecticides Board and Registration Committee . " .
