सं. भा.आ.प. - 34 (41 )/2009-मेडि./55454.-भारतीय आयुर्विज्ञान परिषद् अधिनियम , 1956 ( 1956 का 102 ) की धारा 33 द्वारा प्रदत्त शक्तियों का इस्तेमाल करते हुए , " अध्ययन या प्रशिक्षण का कोई नया या उच्चतर पाठ्यक्रम ( अध्ययन या प्रशिक्षण के स्नातकोत्तर पाठ्यक्रम सहित ) खोलना और अध्ययन या प्रशिक्षण के किसी पाठ्यक्रम ( अध्ययन या प्रशिक्षण के स्नातकोत्तर पाठ्यक्रम सहित) में प्रवेश क्षमता बढ़ाना विनियमावली 2000 " में पुनः संशोधन करने हेतु , भारतीय आयुर्विज्ञान परिषद् केंद्रीय सरकार के पूर्व अनुमोदन से एतद्वारा निम्नलिखित विनियम बनाती है , नामतः:-
1. ( i ) इन विनियमों को अध्ययन या प्रशिक्षण का कोई नया या उच्चतर पाठ्यक्रम ( अध्ययन या प्रशिक्षण के स्नातकोत्तर पाठ्यक्रम सहित) खोलना और अध्ययन या प्रशिक्षण के किसी पाठ्यक्रम (अध्ययन या प्रशिक्षण के स्नातकोत्तर पाठ्यक्रम सहित ) में प्रवेश क्षमता बढ़ाना ( संशोधन ) , विनियमावली 2009 ( भाग III ) कहा जाए ।
( ii ) वे भारत के राजपत्र में उनके प्रकाशन की तारीख से प्रवृत्त होंगे ।
.2. " अध्ययन या प्रशिक्षण का कोई नया या उच्चतर पाठ्यक्रम (अध्ययन या प्रशिक्षण के स्नातकोत्तर पाठ्यक्रम सहित ) खोलना

और अध्ययन या प्रशिक्षण के किसी पाठ्यक्रम ( अध्ययन या प्रशिक्षण के स्नातकोत्तर पाठ्यक्रम सहित ) में प्रवेश क्षमत्ता बढ़ाना विनियमावली , 2000" में निम्नलिखित परिवर्धन/संशोधन/विलोप/प्रतिस्थापन दर्शाए जाएंगे :
3. मौजूदा मेडिकल कॉलेज/संस्थानों में " अध्ययन या प्रशिक्षण के किसी पाठ्यक्रम ( अध्ययन या प्रशिक्षण के स्नातकोत्तर पाठ्यक्रम सहित) में प्रवेश क्षमता में वृद्धि करने हेतु केंद्रीय सरकार की अनुमति की योजना" शीर्षक के अंतर्गत भाग II में खंड 6 को निम्नलिखित रूप में प्रतिस्थापित किया जाएगा :
" 6. एमबीबीएस पाठ्यक्रम में प्रवेश की अधिकतम संख्या प्रतिवर्ष 250 से अधिक नहीं होगी बशर्ते कि प्रति वर्ष 200/250 दाखिलों की वार्षिक प्रवेश की ऊपरी सीमा निर्धारित करने हेतु पात्रता संबंधी मानदंड निम्नलिखित होंगे:
क. 200 की वार्षिक प्रवेश क्षमता हेतु
( i ) अध्यापन बिस्तरों की संख्या कम से कम 1250 और कम से कम 15 वर्ष पहले की स्थापना
(ii ) प्रतिदिन ओपीडी की संख्या कम से कम 2000
( iii ) बिस्तरों की औसत आक्युपेंसी कम से कम 80 प्रतिशत
(iv) अस्पताल यूनिटरी होना चाहिए ।
ख. 250 की वार्षिक प्रवेश क्षमता हेतु
(i ) अध्यापन बिस्तरों की संख्या कम से कम 1500 और कम से कम 15 वर्ष पहले की स्थापना

( ii ) प्रतिदिन ओपीडी की संख्या कम से कम 3000
( iii ) बिस्तरों की औसत आक्युपेंसी कम से कम 80 प्रतिशत
( iv ) अस्पताल यूनिटरी होना चाहिए । "

पाद टिप्पणी: प्रधान विनियमावली नामतः " अध्ययन या प्रशिक्षण का कोई नया या उच्चतर पाठ्यक्रम ( अध्ययन या प्रशिक्षण के स्नातकोत्तर पाठ्यक्रम सहित ) खोलना और अध्ययन या प्रशिक्षण के किसी पाठ्यक्रम (अध्ययन या प्रशिक्षण के स्नातकोत्तर पाठ्यक्रम सहित ) में प्रवेश क्षमता बढ़ाना विनियमावली , 2000" को भारत के राजपत्र के भाग III , खण्ड 4 में भारतीय आयुर्विज्ञान परिषद् की दिनांक 14 अगस्त, 2000 की अधिसूचना संख्या 34 (41 ) /2000/मेडि. के अंतर्गत दिनांक 7 अक्तूबर , 2000 को प्रकाशित किया गया था और भारतीय आयुर्विज्ञान परिषद् की दिनांक 22 मार्च , 2005 , 29 जुलाई , 2008 और 23 सितम्बर, 2009 की अधिसूचना को संशोधित किया गया था ।

No. MCI - 34( 41)/2009-Med./55454 .-- In exercise of the powers conferred by Section 33 of the Indian Medical Council Act , 1956 ( 102 of 1956), the Medical Council of India with the previous sanction of the Central Government hereby makes the following regulations to further amend "The Opening of a New or Higher Course of Study or Training (including Post Graduate Course of Study or Training) and increase of Admission Capacity in any Course of Study or Training (including a Post Graduate Course of Study or Training ) , Regulations 2000" namely: ----
1. (i) These regulations may be called "The Opening of a New Higher Course of Study or Training (including PostGraduate Course of Study or Training) and increase ofAdmission Capacity in any Course of Study or Training (including a Post Graduate Course of Study or Training ) (Amendment ) , Regulations 2009 (Part - III) " .
(ii) They shall come into force from the date of their publication in the Official Gazette .
2. In " The Opening of a New or Higher Course of Study or Training (including Postgraduate Course of Study

or Training) and increase of Admission Capacity in any Course of Study or Training ( including a Post Graduate Course of Study or Training ) , Regulations 2000 " , the following additions / modifications/deletions / substitutions, shall be as indicated therein :-
3. In " Part - II under the heading " Scheme for permission of the Central Government to increase the admission capacity in any course of study or training (including Postgraduate Course of Study or Training) in the existing medical college/institutions " , Clause 6 shall be substituted as under :
"6. The maximum number of admissions in MBBS course shall not exceed 250 annually provided that the eligibility eriteria for fixing the upper ceiling of annual intake to 200/250 admissions annually shall be as under :-
A. For Annual intake capacity of200
(i) Number of teaching beds not less than 1250 with the standing of not less than 15 ycars .
( ii) OPD strength per day not less than 2000 .
( iii ) Bed occupancy average not less than 80%.
(iv) The hospital must be unitary.
B. For Annual intake capacity of 250
(i ) Number of teaching beds not less than 1500 with the standing of not less than 15 years .
( ii) OPD strength per day not less than 3000 .
(iii) Bed occupancy average not less than 80%.
(iv) The hospital must be unitary.

Foot Note : The Principal Regulations namely , " The
Opening of a New Higher Course of Study or Training ( including Postgraduate Course of Study or Training ) and increase of Admission Capacity in any Course of Study or Training (including a Postgraduate Course of Study or Training), Regulations , 2000 " were published inPart III , Section 4 of the Gazette of India on 7thOctober, 2000 vide Medical Council of India Notification No. 34(41 )/ 2000/Med. , dated the 14th August, 2000 and amended vide Medical Council of India Notifications dated 22nd March , 2005 , 29th July , 2008 and 23rd September, 2009 .
