सं. भा.आ.प. - 18( 1 )/2009-मेडि/55455.-भारतीय आयुर्विज्ञान परिषद् अधिनियम , 1956 ( 1956 का 102 ) की धारा 33 द्वारा प्रदत्त शक्तियों का इस्तेमाल करते हुए, " स्नातकोत्तर चिकित्सा शिक्षा विनियमावली, 2000" में पुनःसंशोधन करने हेतु, भारतीय आयुर्विज्ञान परिषद्, केन्द्रीय सरकार के पूर्व अनुमोदन से एतद्वारा निम्नलिखित विनियम बनाती है , नामतः
1. ( i) इन विनियमों को " स्नातकोत्तर चिकित्सा शिक्षा ( संशोधन) विनियमावली , 2009 भाग IV" कहा जाए ।
( ii ) वे सरकारी गजट में उनके प्रकाशन की तारीख से प्रवृत्त
होंगे ।
2. " स्नातकोत्तर चिकित्सा शिक्षा विनियमावली, 2000" में निम्नलिखित परिवर्धन /संशोधन/विलोप/प्रतिस्थापन दर्शाए जाएंगे :
3 ( क) " स्नातकोत्तर चिकित्सा शिक्षा ( संशोधन) विनियमावली , 2008" द्वारा यथासंशोधित स्नातकोत्तर चिकित्सा शिक्षा विनियमावली , 2000 को " स्टाफ संकाय " शीर्षक के अंतर्गत खंड 11.1 ( क) में निम्नलिखित परन्तुक जोड़कर पुनःसंशोधित किया जाएगा :
" पुनः बशर्ते किसी ऐसे अन्य संस्थान में, जिसे अनुमति प्रदान की गई है , उस अवधि के दौरान किसी अध्यापक को तब तक स्नातकोत्तर अध्यापक नहीं माना जाएगा जब तक पाठ्यक्रम को भारतीय आयुर्विज्ञान परिषद् अधिनियम , 1956 की धारा 11 ( 2 ) के अंतर्गत मान्यता न दे दी गई हो ।

(ख) " स्नातकोत्तर चिकित्सा शिक्षा ( संशोधन ) विनियमावली, 2008" द्वारा यथासंशोधित स्नातकोत्तर चिकित्सा शिक्षा विनियमावली , 2000 को " स्टाफ संकाय " शीर्षक के अंतर्गत खंड 11.1 ( ख ) में निम्नलिखित परन्तुक जोड़कर पुनःसंशोधित किया जाएगा:

4. " प्रशिक्षण कार्यक्रम" शीर्षक के अंतर्गत खंड 13 में, खंड 13.8 ( ग ) के पश्चात् निम्नलिखित जोड़ा जाएगा :
" 13.9 व्यापक विशेषज्ञताओं/अति विशेषज्ञताओं में किसी स्नातकोत्तर डिग्री पाठ्यक्रम के स्नातकोत्तर छात्र के लिए यह आवश्यक होगा कि वह एक पोस्टर प्रस्तुतीकरण करे , किसी राष्ट्रीय /राज्य स्तरीय सम्मेलन में एक पेपर पढ़े और एक ऐसा अनुसंधान पेपर प्रस्तुत करे , जो उसके स्नातकोत्तर अध्ययन की अवधि के दौरान प्रकाशन के लिए प्रकाशन हेतु भेजे जाने हेतु प्रकाशित/स्वीकृत किया जाना चाहिए ताकि उसे स्नातकोत्तर डिग्री परीक्षा में बैठने की पात्रता प्राप्त हो सके । "
5 ( क) " स्नातकोत्तर चिकित्सा शिक्षा ( संशोधन ) विनियमावली , 2009 ( भाग- II ) " द्वारा यथासंशोधित " स्नातकोत्तर चिकित्सा शिक्षा विनियमावली , 2000 की अनुसूची II

मेंडी.एम. (डॉक्टर ऑफ मेडिसिन ) शीर्षक के अंतर्गत खंड " ग " में क्रम संख्या 18 के पश्चात् निम्नलिखित परन्तुक जोड़कर पुन:संशोधित किया जाए :
" 19. डी.एम. ( यकृत- अपच्छेदन विज्ञान ) - एम.डी. (जनरल मेडिसीन ) , एम.डी. ( बालचिकित्सा) "
(ख ) " स्नातकोत्तर चिकित्सा शिक्षा ( संशोधन) विनियमावली, 2009 ( भाग- II ) " द्वारा यथासंशोधित स्नातकोत्तर चिकित्सा शिक्षा विनियमावली , 2000 की अनुसूची II में ' एम.सी. एच . ( मॉस्टर ऑफ चिरुगी ) ' शीर्षक के अंतर्गत खंड " घ " में क्रम संख्या 11 के पश्चात् निम्नलिखित परन्तुक जोड़कर पुनःसंशोधित किया जाए :-
" 12. एम.सी. एच. ( हेपाटो पेनक्रियाटो-बिलियरी शल्य-चिकित्सा)- एम. एस. (जनरल सर्जरी ) "

पाद टिप्पण : प्रधान नियमावली नामतः " स्नातकोत्तर चिकित्सा
शिक्षा विनियमावली , 2000 " को 7 अक्तूबर, 2000 को भारत के राजपत्र के भाग III , धारा 4 में प्रकाशित किया गया था और इसे भारतीय आयुर्विज्ञान परिषद्कीदिनांक 03-03-2001 , 06-10-2001 ,
16-03-2005 , 23-03-2006 , 20-10-2008 , 25-03-2009 , 21-07-2009 और 17-11-2009 की अधिसूचना के अंतर्गत संशोधित किया गया था ।
MEDICAL COUNCIL OF INDIA NOTIFICATION
New Delhi , the 9th December , 2009
No. MCI.18 ( 1 )/2009-Med./55455 . In exercise of the powers conferred by Section 33 of the Indian Medical Council Act, 1956 ( 102 of 1956 ) , the Medical Council of India with the previous approval of the Central Govern- ment hereby makes the following regulations to further amend the "Postgraduate Medical Education Regulations , 2000", namely:---
1. ( i ) These Regulations may be called the " Post- graduate Medical Education ( Amendment ) Regulations , 2009 Part IV".
(ii) They shall come into force from the date of their publication in the Official Gazette .
2. In the " Postgraduate Medical Education Regulations , 2000 " , the following additions/ modifications /deletions/substitutions , shall be as indicated therein :--
3 ( a) In Clause 11.1 (a) under the heading " Staff- Faculty " of the Postgraduate Medical Education Regulation , 2000 as amended by the " Postgraduate Medical Education (Amendment ) Regulations , 2008 " , be further amended by inserting the following proviso : - "Further provided that no teacher shall be considered as a postgraduate teacher in any

other institution during the period till the postgraduate course at the institute which has been granted permission considering him as a postgraduate teacher is recognized u/ s 11 ( 2) ofthe Indian Medical Council Act , 1956. "
(b) In Clause 11.1 (b ) under the heading " Staff- Faculty of the Postgraduate Medical Education Regulation, 2000 as amended by the "Postgraduate Medical Education (Amendment) Regulations , 2008 " , be further amendedby inserting the following proviso: "Further provided that no teacher shall be considered as a postgraduate teacher in any other institution during the period till the postgraduate course at the institute which has beengranted permission considering him as a postgraduate teacher is recognized u/s 11 ( 2 ) ofthe IndianMedical Council Act, 1956. "
4.InClause 13 under the heading " Training Programme" the following shall be added after Clause 13.8( c) : --
" 13.9 A postgraduate student of a postgraduate degree course in broad specialities / super specialities would be required to present one poster presentation , to read one paper at a national/state conference . and to present one research paper which should be published/ accepted for publication/ sent for publication during the period of his postgraduate studies so as to make him eligible to appear at the postgraduate degree examination."
5(a). In Schedule II of the Postgraduate Medical Education Regulation, 2000 as amended by the "Postgraduate Medical Education (Amendment ) Regulations , 2009 ( Part - II ) " be further amended by addition of the following proviso after Sl . No. 18 in Clause ' C ' under the heading of D.M. (Doctor of Medicine ) :
" 19. DM ( Hepatology ) - MD (General Medicine) , MD ( Pacdiatrics ) "
(b) In Schedule II of the Postgraduate Medical EducationRegulation, 2000 as amended by the "Postgraduate Medical Education (Amendment ) Regulations , 2009 ( Part - II ) be further amended by addition of the following proviso after Sl . No. 11 in Clause ' I) ' under the heading ofM.Ch. ( Master of Chirurgic) :- ..
" 12. M.Ch. (Hepato- M.S. ( General Surgery)" Pancrcatto-Billiary Surgery)

"Postgraduate Medical Education Regulations . 2000" were published in Part III , Section 4 of the Gazette of India on the 7th October, 2000, and amended vide MCI notification dated 3-3-2001,6-10-2001 , 16-3-2005 , 23-3-2006, 20-10-2008,25-3-2009,21-7-2009 and 17-11-2009 .
