3. अनुसूची और टिप्पणी में दिनांक 22-3-2005 की अधिसूचना के अंतर्गत यथासंशोधित परिशिष्ट- II के पश्चात् " अध्ययन या प्रशिक्षण का कोई नया या उच्चतर पाठ्यक्रम ( अध्ययन या प्रशिक्षण के स्नातकोत्तर पाठ्यक्रम सहित ) खोलना और अध्ययन या प्रशिक्षण के किसी पाठ्यक्रम ( अध्ययन या प्रशिक्षण के स्नातकोत्तर पाठ्यक्रम सहित ) में प्रवेश क्षमता बढ़ाना विनियमावली , 2000 " को निम्नलिखित रूप में पुनः संशोधित किया जाए :-

30 अप्रैल तक सं. भा.आ.प. 34 ( 41 )/2009-मेडि./64508.- भारतीय आयुर्विज्ञान परिषद् अधिनियम, 1956 ( 1956 का 102 ) की धारा 33 द्वारा प्रदत्त शक्तियों का इस्तेमाल करते हुए, " अध्ययन या प्रशिक्षण का कोई नया या उच्चतर पाठ्यक्रम ( अध्ययन या प्रशिक्षण के स्नातकोत्तर पाठ्यक्रम सहित ) खोलना और अध्ययन या प्रशिक्षण के किसी पाठ्यक्रम ( अध्ययन या प्रशिक्षण के स्नातकोत्तर पाठ्यक्रम सहित) में प्रवेश क्षमता बढ़ाना विनियमावली, 2000 " में पुनः संशोधन करने हेतु भारतीय आयुर्विज्ञान परिषद्, केन्द्रीय सरकार के पूर्व अनुमोदन से एतद्वारा निम्नलिखित विनियम बनाती है , नामतः:-
31 मई तक
2. केन्द्रीय सरकार द्वारा आवेदन- पत्रों को तकनीकी संवीक्षा हेतु भारतीय
आयुर्विज्ञान परिषद् को अग्रेषित करना
31जनवरी तक
3. अनुमति पत्र जारी करने हेतु भारतीय आयुर्विज्ञान परिषद् की सिफारिश
केन्द्र सरकार को भेजना
1. (i ) इन विनियमों को " अध्ययन या प्रशिक्षण का कोई नया या उच्चतर पाठ्यक्रम ( अध्ययन या प्रशिक्षण के स्नातकोत्तर पाठ्यक्रम सहित ) खोलना और अध्ययन या प्रशिक्षण के किसी पाठ्यक्रम ( अध्ययन या प्रशिक्षण के स्नातकोत्तर पाठ्यक्रम सहित ) में प्रवेश क्षमता बढ़ाना ( संशोधन ) विनियमावली , 2009 ( भाग IV) " कहा जाए ।

" अध्ययन या प्रशिक्षण का कोई नया या उच्चतर पाठ्यक्रम ( अध्ययन या प्रशिक्षण के स्नातकोत्तर पाठ्यक्रम सहित ) खोलना और अध्ययन या प्रशिक्षण के किसी पाठ्यक्रम ( अध्ययन या प्रशिक्षण के स्नातकोत्तर पाठ्यक्रम सहित ) में प्रवेश क्षमता बढ़ाना विनियमावली, 2000" में निम्नलिखित परिवर्धन/संशोधन/विलोप/प्रतिस्थापन दर्शाए जाएंगे :-
1. अति विशेषज्ञता पाठ्यक्रमों के संबंध में चूंकि अकादमिक सत्र का प्रारंभण पहली अगस्त से होता है, इसलिए ऊपर प्रोसेसिंग के विभिन्न चरणों के सामने दर्शाई गई अंतिम तारीखें साढ़े तीन महीने तक बढ़ाई जा सकेंगी और तदनुसार केन्द्रीय सरकार द्वारा अनुमति पत्र जारी करने की अंतिम तारीख 15 जून होगी ।

2. स्नातकोत्तर डिप्लोमा/डिग्री की सीटें और अति विशिष्ट पाठ्यक्रम वाली सीटें, जिनके लिए सरकार द्वारा किसी वर्ष विशेष के क्रमशः 28 फरवरी और 15 जून तक अनुमति प्रदान की जाती है, वे उस वर्ष में आरंभ होने वाले अकादमिक सत्र के संबंध में छात्रों के दाखिले हेतु सीट संबंधी मानदंडों में ही शामिल रहेंगे ।

In the Schedule and Note in " The Opening of a New orHigher Course of Study or Training (including Post Graduate Course of Study or Training) and Increase of Admission Capacity in any Course of Study or Training (Including a Post Graduate Course of Study or Training) , Regulations , 2000 " , after Appendix - II , as amended vide notification dated 22-03-2005 , be further amended as under:--

Note: 1. In respect of Super- speciality courses as the commencement of academic session is from 1st of August, the last dates indicated against the various stages of processing above shall be extendable by three and a half months and accordingly the last date for issue of Letter of Permission by the Central Goverment shall be 15th June.
पाद टिप्पणी: प्रधान विनियमावली नामतः " अध्ययन या प्रशिक्षण काकोई नया या उच्चतर पाठ्यक्रम ( अध्ययन या प्रशिक्षण के स्नातकोत्तर पाठ्यक्रम सहित ) खोलना और अध्ययन या प्रशिक्षण के किसी पाठ्यक्रम (अध्ययन या प्रशिक्षण के स्नातकोत्तर पाठ्यक्रम सहित ) में प्रवेश क्षमता बढ़ाना विनियमावली, 2000 " को भारत के राजपत्र के भाग III , धारा (4) में भारतीय आयुर्विज्ञान परिषद् की दिनांक 14 अगस्त, 2000 की अधिसूचना संख्या 34(41)/2000/मेडि. के अन्तर्गत दिनांक 7 अक्तूबर , 2000 को प्रकाशित किया गया था और भारतीय आयुर्विज्ञान परिषद् की दिनांक 22 मार्च, 2005, 29 जुलाई, 2008 , 23 सितम्बर , 2009 और 9 दिसम्बर , 2009 की अधिसूचना को संशोधित किया गया था ।

2. The Post Graduate diploma/ degree seats and theSuper- speciality seats for which permission isgranted by the Government respectively upto 28thFebruary and 15th June of any particular year shall only stand included in the seat matrix for admission of students in respect of the academic session commencing in that year.
3. The applications received in the month ofApril only in any particular year shall be considered forgrant ofpermission for the academic session commencing in the succeeding year. "

In exercise of the powers conferred by Section 33 of the Indian Medical Council Act, 1956 ( 102 of 1956) , the Medical Council of India with the previous sanction of the Central Government hereby makes the following regulations to further amend "The Opening of a New or Higher Course of Study or Training (including Post Graduate Course of Study or Training) and Increase of Admission Capacity in any Course of Study or Training (Including a Post Graduate Course of Study or Training ) , Regulations 2000 namely:-
1. (i) These regulations may be called "The Opening of a New or Higher Course of Study or Training (including Post Graduate Course of Study or Training) and Increase ofAdmission Capacity in any Course of Study or Training ( Including a Post Graduate Course of Study or Training) (Amendment), Regulations 2009 ( Part - IV)".
(ii) They shall come into force from the date of their publication in the Official Gazette .
Foot Note : The Principal Regulations namely, " The Opening of a New or Highier Course of Study or Training (including Post Graduate Course of Study or Training ) and Increase ofAdmission Capacity in any Course of Study or Training (including a Post Graduate Course of Study or Training ) Regulations , 2000" were published in Part III , Section 4 ofthe Gazette of India on 7th October , 2000 vide Medical Council of India Notification No. 34(41 )/2000/Med . , dated the 14th August, 2000 and amended vide Medical Council of India Notifications dated 22nd March, 2005, 29th July, 2008 , 23rd September, 2009 and 9th December , 2009 .
